Goal: Revise the Articles of Confederation (AoC)

Problems:Too difficult to make

decisions under Articles of Confederation [AoC] – 9 of 13 states had to agree

Small states did not trust big states

Rhode Island

Two Plans:Virginia Plan: Legislature based on a

state’s population (more people = more votes in Congress)

New Jersey Plan: Each state would have the same number of votes in Congress

Great Compromise:Compromise - Each

person gives something up

Created a bicameral (two house) legislature

Senate – each state gets 2 votes

House of Representatives [HoR] – states get votes based on population

Senate + HoR must agree to create new laws

Three Fifths Compromise:Northern states

argued slaves were not citizens, and should not be part of a state’s population

Southern states did not trust Northern states on slavery

Compromise – each slave counted as 3/5’s a person, this affected the HoR
