Assignment

Middle Schools

SW/S: Githens

W: Brogden

NW: Carrington

N: Lucas

NE/E: Neal

SE/S: Lowes Grove

PROBLEM STATEMENT

1. Durham’s Residential Patterns

have changed since 92-93 Merger

2. DPS Middle School Boundaries

have not changed w/ community

3. 2019-20 Over/Under Utilization

Githens: 250+ Students Over

Brogden: 300+ Students Under

Carrington: 300+ Students Under

10

PROBLEM STATEMENT

• 1,103 Students Enrolled at Githens in 2019

• Enrollment is 10 Classrooms over Built Capacity

• Githens Instructional Capacity

• 36 Classrooms x 25 Students / Room = 900 Students

• Githens Core Facility Capacity (e.g. Dining Space)

• 4,068 SF / 14 SF per STU x 3 Lunches = 872 Students

• With limited core capacity, no room to add additional classrooms (instructional capacity)

PROBLEM STATEMENT:

THE NEED FOR PLANNING

Githens Middle Feeder Pattern

CC Spaulding Elementary

Forest View Elementary

Hope Valley Elementary

Lakewood Elementary

Southwest Elementary

Githens 2020 Enrollment Projected to Grow

Of these six elementary schools, five are at or

over capacity. Developers and School-aged

PLANNING: PROBLEM SOLVING PROCESS

Problems

• Chronic, Severe Overcrowding at Githens – Getting Worse

• No additional Core Capacity to add Classrooms / Mobiles

• Must Reduce Enrollment Numbers

THE DPS PLANNING PROCESS

PLANNING PROCESS: UNDERSTANDING

• What is Planning?

> Planning is a Data-Driven Problem Solving Process

> When Student Demographic trends exceed the Capacity of

a Campus, Planning is used to Identify Solutions

• Overcrowding at Githens

> 250+ Students beyond Capacity

> Necessitates a Deeper Conversation

15

We must take care not to oversimplify an

increasingly complex and dynamic reality.

This is a common mistake, resulting in a

great deal of bad conventional wisdom.

PLANNING PROCESS: UNDERSTANDING

Long-Term Overcrowding at Githens Middle School

PLANNING PROCESS

Boundary Plans should:

- Balance Enrollment / Capacity

- Improve Transportation

- Consider Feeder Patterns

18

PLANNING: PROBLEM SOLVING PROCESS

Problems

• Chronic, Severe Overcrowding at Githens – Getting Worse

• No additional Core Capacity to add Classrooms / Mobiles

• Must Reduce Enrollment Numbers

Planning Process

• Balance Enrollment w. Capacity

• Enhance Transportation Efficiency and Ride Times

• Consider Elementary > Middle > High Feeder Patterns

PLANNING: PROBLEM SOLVING PROCESS

Problems

• Chronic, Severe Overcrowding at Githens – Getting Worse

• No additional Core Capacity to add Classrooms / Mobiles

• Must Reduce Enrollment Numbers

Planning Process

• Balance Enrollment w. Capacity

• Enhance Transportation Efficiency and Ride Times

• Consider Elementary > Middle > High Feeder Patterns

Solutions

• Boundary Plan Updates for F2020

BALANCED SOLUTIONS

Potential Solutions to reduce

Enrollment:

- Adjust Githens / Brogden

300+ Capacity at Brogden

Limited Projected Growth

- Adjust Githens / Lowes Grove

70 Capacity at Lowes Grove

High Projected Growth

22

Boundary Solution

Adjust Githens / Brogden

Boundary to align with

E/W Cornwallis Road

From:

Orange County (West) to

Fayetteville Street (East)

Phase in by Cohort100 Students in 2020 (6th)

200 Students in 2021 (6–7)

300 Students in 2022 (6–8)

* Present Students Stay

Red Line = High School Boundary

Yellow Line = Middle School Boundary

23

BALANCED SOLUTION:

GROWING BROGDEN’S BOUNDARY

• Recommended Solution: Adjust & Grow the Brogden Boundary

• Neighborhoods Between Existing Githens / Brogden Boundary and

Cornwallis Road (Fayetteville to Orange County Line) presently

include 281 Students at Githens

• Duke Forest Rockwood Park

• Forest Hills Long Meadow

• Morehead Hill Cornwallis Road

• Tuscaloosa-Lakewood Lakewood Park

• Southside Lyon Park

• West End College View

24

BALANCED SOLUTION:

GROWING BROGDEN’S BOUNDARY

Travel Distance Impacts:

Lakewood to Githens = 4.4 Miles

Lakewood to Brogden = 4.2 Miles

Shortens Trip

Spaulding to Githens = 5.5 Miles

Spaulding to Brogden = 3.9 Miles

Shortens Trip

25

BOUNDARY PLAN:

LAKEWOOD to BROGDEN

26

BOUNDARY PLAN:

SPAULDING to BROGDEN

Steps to Implementation / Impacts

• Reduces Githens Enrollment Increases Brogden Enrollment

> 2020-21: 1103 to 1003 > 2020-21: 578 to 678

> 2021-22: 1000 to 897 > 2021-22: 691 to 794

• Projected to Increase Transportation Efficiency and Ride Times

> 60 Students (Lakewood): 0.2 Miles x 60 x 4 Trips / Day x 180 Days =

8,640 Student Miles | 346 Hours

> 40 Students (Spaulding): 1.6 Miles x 40 x 4 Trips / Day x 180 Days =

46,080 Student Miles | 1,843 Hours

> Totals: 54,720 Student Miles and 2,189 Hours per Year

Steps to Implementation / Impacts

• Feeder Patterns from Elementary to Middle Schools

• Brogden Middle School > Elementary Feeders (From 2 to 4)

> C.C. Spaulding

> E.K. Powe

> Hillandale

> Lakewood

• Githens Middle School > Elementary Feeders (From 6 to 4)

> Creekside

> Forest View

> Hope Valley

> Southwest

Community Engagement

• Feedback from our parents and school community is essential

> Was the information shared received as intended?

> Does the community understand the problem(s), process, and

recommended solutions?

> Is there anything that we should consider that has not already been

looked at?
