2. INTRODUCTION
This illustrative rough order of magnitude (ROM) costed proposal describes examples of the support
and services that could be provided by the NATO Communications and Information Agency (NCI
Agency) under the Smart Defence Multinational Project on Alliance Defence Analysis and Planning
for Transformation (MN ADAPT).
This ROM is provided for information purposes only. Provision of any support by NCI Agency is
subject to a submission of an Official Proposal by NCI Agency to the requesting nations.
The proposed Work Packages and costs presented in this revised proposal (v3) reflect the direction
provided by national representatives at the MN ADAPT 2nd Workshop with Nations, 14th – 15th May
2013 (Ref C). This workshop agreed the scope, content and structure of the proposed MN ADAPT
multi-year programme of work for execution 2014 -2016. The Work Packages described in this
costed proposal reflect the agreed consolidation of the individual national activity requirements
submission provided by the 7 Statement of Interest nations in advance of the 2nd Workshop.
Release of Allied Command Transformation (ACT)-developed Defence Planning data will be subject
to explicit case-by-case authorisation from ACT. ACT retains the authority to provide release
approval for ACT-developed defence planning tools, products and data to national users. Individual
nations must formally request release of these from ACT and have received explicit ACT approval
before the NCI Agency will distribute any material to ADAPT members.
2. BACKGROUND
The NATO Communications and Information Agency (NCI Agency) has over 20 years of unique
experience and expertise in multi-national, capability-based defence planning support and analysis.
Over this period, the NCI Agency has provided defence planning support and analytic expertise to
the NATO Defence Planning Process and developed and maintained mature and robust analytic
methodologies and supporting toolsets such as the Joint Defence Planning Analysis and
Requirements Toolset (JDARTS).

The track record includes supporting NATO, European Union Military Staff and Nations to perform
capability-based defence planning. Past and on-going bi-lateral projects with Nations include
cooperation with Bulgaria, France, Italy, and Norway. In addition, active interest has been
manifested by a number of additional NATO and Partner nations, including Canada, Czech Republic,
Estonia, Germany, Latvia, Finland, and Sweden. These projects support national balance of
investment decisions and help in maximizing the potential contributions of each nation to achieve
existing NATO targets and to address Priority Shortfall Areas.
All nations are struggling to maintain defence capability due to the severe and on-going financial
crisis. Declining defence expenditure in most NATO nations entails the necessity to make difficult
choices and decisions on the desired balance between investment in preserving current capability
structures, supporting operational commitments and evolving and transforming capabilities for the
future.
In order to deliver value to the national defence expenditures, the NCI Agency proposes the
establishment of Multinational Project for “Alliance Defence Analysis and Planning for
Transformation” (MN ADAPT), building on and optimizing the on-going bilateral cooperation with
the nations.
Initial reaction to the MN ADAPT proposal from the current JDARTS-using nations has been positive.
A Feasibility Review Meeting was held on 15th June 2012 and attended by representatives of
Bulgaria, France, Norway and Finland along with NCI Agency staffs and Allied Command
Transformation Staff Element Europe (Ref B). This Feasibility Review concluded that the MN ADAPT
multi-national co-operation proposal seemed feasible, and has the potential to deliver value to
participating nations.
The MN ADAPT 1st Workshop with Nations (16th – 17th Oct 2012) identified that the fundamental
requirement for MN ADAPT was to deliver value to nations by achieving financial efficiencies and
economies of scale through multi-national funding of common activities. This workshop concluded it
was essential to demonstrate the financial savings generated for each participating nation through
the multinational project. This revised version of the Outline Project Proposal includes tailored
illustrations of these savings for each nation that has indicated required work areas.
The MN ADAPT 2nd Workshop with Nations (14th – 15th May 2013) agreed an initial formulation of
activities for the Core Work Package for Year 1 (2014) and Year 2 (2015) plus an additional seven (7)
Discretionary Work Packages for potential execution through 2014 and 2015 (dependent on the
options decided by nations). These revised Work Packages are described in Section 5 of this
document, and the individual national costed proposals are provided in Annex C.
3. SCOPE
This Outline Project Proposal includes a listing of summary potential activity descriptions (Annex A)
and rough order of magnitude (ROM) costings (Annex B) for a wide range of analytic activities
potentially executable under NCI Agency Multi-national Project Proposal on Alliance Defence
Analysis and Planning for Transformation (MN ADAPT). This list of activities essentially provides a

menu of potential activities that could be required by the nations participating in MN ADAPT. The
Statement of Interest nations provided indication of their level of interest against each of the
activities in advance of the 2nd Workshop with Nations.
At the MN ADAPT 2nd Workshop with Nations, the Statement of Interest nations consolidated the
various national activity requirement submissions into a single agreed multi-year programme of
work (MY POW) for MN ADAPT. This provisional MY POW is described below in Section 5, and the
consequent cost implications for each nation summarised in Annex C.
4. PROJECT DESCRIPTION
The MN ADAPT project will provide participating nations with insight and access to the analytic
expertise available to them within the NATO Communications and Information Agency (NCI Agency).
Through participation in the MN ADAPT project, nations will gain deeper understanding and insight
into the analytic foundations of NATO Defence Planning. This understanding will enable informed
decisions as to adoption of elements of this process for national use, and establish the framework
for flexible provision of more in-depth NCI Agency analytic support through bi-lateral or
multinational Work Packages.
The value proposition of multi-national co-operation is to deliver financial efficiencies and
economies of scale through multi-national sponsorship of common activities, including:
• Education and training with NATO analytic approaches
• Facilitation and delivery of customised Defence Planning studies
• Release, installation and in-service support of tools and models
• Customised enhancements and developments of tools and models
O Always maintaining a single, NATO baseline configuration
• Enhance integration between existing Operations Planning and Defence Planning tools and
processes to minimise implementation costs to nations
Under the MN ADAPT proposal, NCI Agency will provide analytical consultancy and tool/model
provision to help Alliance members implement robust national capability-based planning processes,
drawing on established NATO best practice but tailored to fit national needs. This will allow NATO
nations to benefit directly from NCI Agency’s unique analytic expertise and from decades of
collective investment in NATO Defence Planning. In addition, MN ADAPT will provide a forum for
nations to develop and share evolving best practice on the application of these methods to national
defence planning.
More specifically, NCI Agency expertise will be provided to support adoption of appropriate
elements of the established NATO process:
• Insight, enhancement and development of representative planning situations (i.e. scenarios)

• Structured mission analysis (mission-to-task decomposition)
• Development and application of models/tools such as the Joint Defence Planning Analysis
and Requirements Toolset (JDARTS) to determine the type and amount of capabilities required to
meet national requirements, expressed in reference units (i.e. standards)
• Assessment of nation's capabilities against capability requirements
• Automated mapping of existing/planned capabilities within Nations against national
requirements (optimization models) to identify the required capabilities along with associated
shortfalls and surpluses.
5. PROVISIONAL MULTI-YEAR PROGRAMME OF WORK
The MN ADAPT Programme of Work will comprise each year of a single ‘Core’ Work Package to
which every participating nation will contribute, and a variable number of ‘Discretionary’ Work
Packages that nations may or may not wish to participate in.
The MN ADAPT 2nd Workshop with Nations (14th – 15th May 2013) agreed an initial formulation of
activities for the Core Work Package for Year 1 (2014) and Year 2 (2015) plus an additional seven (7)
Discretionary Work Packages for potential execution through 2014 and 2015 (dependent on the
options decided by nations).

Cost implications by individual nation are summarised in Annex C, based on a range of number of
nations participating.
Participation in the MN ADAPT project will require each nation to pay the MN ADAPT Joining fee.
This is a mandatory fee that covers the administrative work in relation to the setting up of the
arrangements between NCI Agency and each Participating Nation and the administrative work in
relation to a Participating Nation’s withdrawal from MN ADAPT. This fee will be the same for each
Participating Nation and is a one-time payment. The cost of the joining fee is estimated at 15 kEUR
per nation.

5.1 Core Work Packages
Every MN ADAPT nation contributes to the costs of the annual Core Work Package.
The annual Core Work Package will include provision of the MN ADAPT Project Office plus an agreed
set of common activities. The NCI Agency will establish and maintain a MN ADAPT Project Office to
support execution of the project. NCI Agency staff will provide all necessary executive, management
and administrative support to the MN ADAPT project to ensure successful delivery of the project.
The annual running costs of the MN ADAPT Project Office will be shared equally across all
participating nations.
The annual Core Work Package will include provision of 2 training courses per year in the set of
common activities. Training course content can be tailored, and the focus of each course will be
decided on the basis of consensus across all participating nations at the MN ADAPT Project Board on
an annual basis
All MN ADAPT participating nations will contribute towards the core WPs and the costs will be
shared equally across all these nations.

6. TAILORED COSTS & SAVINGS PER NATION FOR MN ADAPT MY POW
The fundamental requirement for MN ADAPT was to deliver value to nations by achieving financial
efficiencies and economies of scale through multi-national funding of common activities. It is
essential to demonstrate the financial savings generated for each participating nation through the
multinational project. Annex C of the Outline Project Proposal contains tailored illustrations of these
savings for each nation that has indicated required work areas.
The specific costs and savings per nation are dependent on 2 main factors:
1. The volume of work conducted within the Core WPs. The greater the volume of work
conducted in the Core WPs (i.e. the more agreement on common work areas between
nations), the higher the ratio of Core WP cost to Project Support cost and the greater the
potential benefit of multinational cooperation. Two options are considered, the Low and
High Volume Core WP options described above.
2. The number of nations participating in MN ADAPT. The more nations participate in MN
ADAPT, then the less the cost to any single nation through enhanced multinational cost
sharing of Project Support (excluding Joining Fee) and Core WPs. The examples below
consider from 1 (bi-lateral) to 8 nations participating.
Annex C illustrates the potential costs and savings of the various national permutations of the above
factors.
7. SUMMARY

ANNEX A POTENTIAL MULTI-NATIONAL ACTIVITY DESCRIPTIONS
A.1 MN ADAPT Project Office
NCI Agency staff will provide all necessary executive, management and administrative support to the
MN ADAPT project to ensure successful delivery of the project. This support would encompass the
following tasks:
A.1.1 Executive Agent / Project Management. Serve as executive agent and Project Manager for
the project and associated efforts (2 md A5, 5 md A4);
A.1.2 POW Management. Preparation and oversight of the participating nation-agreed
Programme of Work (5 md A4);
A.1.3 Project Board Support. Facilitation of dialog amongst the nations, support to consensus
building and provision of independent advice to the Chair of the MN ADAPT Multi-national Project
Board (5 md A4);
A.1.4 Annual MN ADAPT Project Board Meeting. Prepare, host and support the bi-annual MN
ADAPT Project Board meeting (7 md A4, 1 md B5);
A.1.5 Consultation Facilitation. Serve as the gateway to the multinational project for consultation
with other NATO bodies (2 md A4);
A.1.6 Legal Support. Provide legal assistance to the multinational project (6 md A4);
A.1.7 Project Reporting. Preparation and distribution of Project Highlight Reports (PHRs) to the
participating nations. Preparation and distribution of an annual review briefing to the participating
nations (5 md A4);
A.1.8 Web Portal. Establish and maintain web portal to provide project workspace for
participating nations (5 md B6)
A.1.9 Admin Support. Provide configuration control, administrative, document production /
technical editing and secretarial support for production, editing, version control and distribution of
meeting minutes and reports (potentially incorporating national inputs) (10 md B5).
A.2 Multi-national Defence Planning
NCI Agency staff could provide technical and analytic support to participating nations in order to:
• Enhance understanding of the analytic foundations of NATO Defence Planning;
• Maintain competencies with established NATO tools and models;
• Facilitate application of processes and methodologies to national use;

• Consolidate best practice national application of NATO Defence Planning processes and tools
across nations;
A.2.1 Planners Guide to Analytic Support document. Produce a National Defence Planners Guide
to Analytic Support for NATO Defence Planning document. This document will summarise the
analytic methodologies and approaches applied within each stage of the NATO Defence Planning
Process, explain the role of the available NATO tools and models (JDARTS, NDPASS etc.) and highlight
areas of potential application to national defence planning. Document will be developed in English.
(10 md A4, 30 md A3)
A.2.2 Translation of Planners Guide document. Translation of National Defence Planners Guide
to Analytic Support for NATO Defence Planning document into native language of each participating
nation. (Consultancy KEUR 5 per language, assume 80 pages document, 250 words pp and 0.25
EUR/pw, and 8 languages)
A.2.3 Training Course on Analytic Support to NATO Defence Planning. Develop and deliver a 5
day Introduction to Analytic Support to NATO Defence Planning training course. Course content will
be based on the material contained in the National Defence Planners Guide to Analytic Support for
NATO Defence Planning. (10 md A4, 10 md A3, 10 md A2, 5 md B6)
A.2.4 Best Practice Development of National Planning Situations. Produce a Process Manual for
Best Practice Development of National Planning Situations / Case Studies based on NATO and
national experience. The manual will provide process and role descriptions, identify intelligence and
data pre-requisites, suggest organisational alignments and offer product templates to facilitate
development of customised nation-specific planning situations / case studies exploiting existing
NATO products. Document will be developed in English. (10 md A4, 30 md A3)
A.2.5 Translation of Best Practice Development of National Planning Situations. Translation of
the Process Manual for Best Practice Development of National Planning Situations / Case Studies
into the native language of each participating nation. (Consultancy KEUR 5 per language, assume 8
languages)

A.3 Establish Multinational Defence Planning Battlelab
NCI Agency could establish and maintain a standing multi-national defence planning laboratory
(‘Battlelab’) at the NCI Agency. The laboratory would provide a convenient and cost-effective
mechanism for nations to access the capabilities of NATO defence planning tools such as JDARTS
without the need to incur the upfront expense of establishing a facility on their home territory.
Nations can thus realise the benefits of NATO processes and tools whilst avoiding the procurement,
training and operating costs inherent in the following Work Package (WP4).
NCI Agency would provide and maintain the laboratory facility along with the necessary hardware
and software infrastructure at the NCI Agency site in The Hague, Netherlands. NCI Agency staff
would perform the necessary technical and administrative functions to ensure that this facility is
available to participating nations to support delivery of tailored defence planning studies.
A.3.1 Establish Multinational Defence Planning Battlelab. Provide secure laboratory space for
establishment of Multinational Defence Planning Laboratory. Procure necessary hardware and
software to build robust JDARTS environment. Configure hardware and test network (5 md B6 +
Hardware & Software costs);
A.3.2 2 week utilisation of Multinational Defence Planning Battlelab with 40 md DPS support.
Administer and maintain the Multinational Defence Planning Battlelab and associated data
environments. Perform routine database support functions (backups, archiving), maintain JDARTS
installations and prepare Battlelab for use in national defence planning exercises. Support national
use of MN ADAPT battlelab for a 2 week exercise and provide 40 md of NCI Agency Defence Planning
Support to prepare and facilitate this exercise (10 md A4, 10 md A3, 10 md A2, 10 md B6);
A.3.3 Maintain Deployable JDARTS Battlelab Environment. Administer and maintain the
Deployable JDARTS Training Environment and associated data environments. Perform routine
database support functions (backups, archiving), maintain JDARTS installations and prepare Battlelab
for use in national defence planning exercises (5 md A2, 5 md B6);
A.4 Initial Defence Planning and JDARTS Capability Establishment
NCI Agency could support participating nations that are not currently JDARTS users and who need to
establish an initial operating capability in their own country. NCI Agency would provide both initial
familiarisation with NATO Defence Planning approaches and establish an initial operating capability
with the NATO Joint Defence Planning and Analysis Toolset (JDARTS) software in the nation’s chosen
location (e.g. national Ministry of Defence, Joint or Service HQs).
Such activities would usually be funded bi-laterally by a single nation. It is, however, possible that it
could be commissioned by a group of nations. If funded by a group of nations, these nations would
need to agree on a single location of the Introductory and Advanced Training Courses. In addition,
some of the costs would be duplicated across all the nations sponsoring the activities.
Release of Allied Command Transformation (ACT)-developed Defence Planning data will be subject
to explicit case-by-case authorisation from ACT. ACT retains the authority to provide release

approval for ACT-developed defence planning tools, products and data to national users. Individual
nations must formally request release of these from ACT and have received explicit ACT approval
before the NCI Agency will distribute any material to ADAPT members.
In order to ensure appropriate levels of experience and understanding, NCI Agency will not release
the JDARTS software to nations without the support provided in these activities.
A.4.1 JDARTS Installation. Delivery and installation of JDARTS Release software to the sponsoring
nation(s). Assumed to be delivered as part of set up for 3.A.2. Includes off-site Administrator
training and NCI Agency software release charges (5 md B6);
A.4.1.b JDARTS Environment (Hardware & COTS Software). Procure necessary hardware and
software to build national JDARTS environment (1 server + 4 clients). Configure hardware and test
network (5 md B6 + Hardware & Software costs);
A.4.2 Off-site JDARTS Introductory Training. Development and delivery of a customised 5-day
JDARTS Introductory Training Course off-site to the sponsoring nation(s). Deploy NCI Agency
Training Network to sponsoring nation. (10 md A4, 10 md A3, 10 md A2, 5 md B6);
A.4.3 Off-site JDARTS Advanced Training. Development and deliver a tailored 5-day JDARTS
Advanced training course off-site at the sponsoring nation(s) (10 md A4, 10 md A3, 10 md A2, 5 md
B6);
A.4.4 Defence Planning Support. Provide 20 man-days of on-call Defence Planning Support /
JDARTS telephone and e-mail support (5 md A4, 5 md A3, 5 md A2, 5 md B6)
A.4.5 CRR Database Provision. Liaise with ACT to secure release approval for NATO CRR databases
and tools. Courier and delivery of CRR JDARTS databases to the sponsoring nation(s) (2 md A4).
The NCI Agency maintains a deployable training network that will be used to support training at a
mutually agreed off-site location in the sponsor nation. Courses will be comprised of classroom
presentations, hands-on tutorials and facilitated group exercises. Courses will be delivered in
English.
A.5 Tailored Support to National Defence Planning
These activities are provided for participating nations or groups of nations that require tailored
support for national Defence Planning. NCI Agency staff will provide tailored technical and analytic
support to participating nations. This support includes the development of tailored products and
analyses, the customisation of existing NATO products for national use, and the population and
application of customised JDARTS data environments.
Scope and coverage can be flexibly adjusted to suit the needs of the sponsoring nation(s). The
following tasks provide a menu of potential areas of NCI Agency support.
A.5.1 Planning Situation Development. Develop nation-specific Planning Situation / Case Study
based on existing NATO Mission Type, but located in a crisis area selected by the sponsoring

nation(s). Produce the Case Study description document, specify the threat conditions and develop
the required Concept of Operations / Scheme of Manoeuvre in conjunction with national planners
(based on workshops in sponsoring nation(s)). Implement the Case Study with JDARTS, including
geographical laydowns. Test and execute requirements calculations based on existing NATO
Capability Assignment Logic, and produce Analysis Report to document results. (25 md A4, 50 md
A3, 20 md A2, 10 md B6)
A.5.2 Structured Mission Analysis (Mission-to-Task Decomposition). Support analysis of national
Political or Strategic Guidance to identify explicit and implicit mission requirements. Expand and
tailor the NATO Mission Types to reflect national missions. Produce 3 Generic Planning Situation
documents for new national Mission Types. Modify and expand the NATO Mission-to-Task
Decomposition to customise for national use. Create 3 additional Mission Types, and generate
appropriate and valid MTD for each. Incorporate additional national tasks, and align MTD with
existing national structures. Implement refined national MTDs in JDARTS as basis for subsequent
requirements analysis. (20 md A4, 20 md A3, 20 md A2, 10 md B6)
A.5.3 Tailored Capability Analysis. Develop and expand the NATO Capability Codes to meet
national requirements. Support development of tailored Capability Assignment Logic to quantify
capability requirements by task. Implement revised Capability Assignment Logic in JDARTS in
consistent, verifiable manner. Execute revised Capability Assignment Logic against existing Planning
Situations / Case Studies to calculate requirements. (10 md A4, 30 md A3, 30 md A2, 20 md B6)
A.5.4 Force Assessment. Support assessment of relative performance of national platforms,
units and forces against national requirements. Develop and apply analytic methods to derive
relative quantitative capability of national capabilities against national reference units. Support
capability assessment of national force structures against national requirements, and advise of most
appropriate reporting structure for reporting national force structures to NATO (i.e. Defence
Planning Capability Survey responses) (10 md A4, 30 md A3, 30 md A2, 20 md B6)
A.5.5 Level of Ambition Assessment. Support implementation and analysis of national Level of
Ambition(s). Structure and implement national Level of Ambition in terms of number and types of
concurrent or independent operations / missions in a consistent manner and implement in JDARTS.
Perform calculation of overall Force Structure requirements given defined LoA(s) and existing Case
Study requirements. Conduct sensitivity and risk analysis of shortfalls and costs. Perform optimised
lowest-cost mapping of existing/planned capabilities within a nation(s) against requirements to
identify the required capabilities along with associated shortfalls and surpluses. (10 md A4, 30 md
A3, 30 md A2, 20 md B6)
A.6 Tailored Interoperability Enhancements and JDARTS Development
These activities are provided for participating nations or groups of nations that require tailored
enhancements or developments to the JDARTS software. NCI Agency staff will provide unbiased
technical and scientific advice and software development expertise to support enhancement of
JDARTS. This support includes software requirements capture and management, software design

and implementation, software testing and system verification and validation tests. Use of the NCI
Agency laboratories and test environments would be included.
Scope and coverage can be flexibly adjusted to suit the needs of the sponsoring nation(s). The

software development and enhancement, costs are driven by the scale and scope of required
modifications. As a result, no costings are provided for these activities. Indicative areas of
enhancement of potential benefit to nations include:
A.6.1 Defence Planning / Operations Planning Interoperability Enhancements. Work with
sponsoring nation(s) to enhance interoperability of Defence Planning / Operations Planning
procedures and tools (JDARTS / TOPFAS) to maximise efficiency of working with established NATO
products. Conduct review of interoperability issues between JDARTS and TOPFAS, and devise and
implement strategy to enhance coherence (Variable)
A.6.2 JDARTS / National PPBS Interoperability Enhancements. Work with sponsoring nation(s) to
enhance interoperability of JDARTS and national Planning, Programming, and Budgeting Systems
(PPBS) to maximise efficiency of working with established national systems. Conduct review of
interoperability issues between JDARTS and PPBS, and devise and implement strategy to enhance
coherence (Variable)
A.6.3 JDARTS Report Customisation. Work with sponsoring nation(s) to identify tailored report
formats. Implement functionality with JDARTS to produce reports in required format (Variable)
In all the above tasks, NCI Agency experts will work with the sponsoring nation(s) to:
• Identify and capture User Requirements for tailored JDARTS enhancements;
• Produce User Requirement Document;
• Conduct Design Analysis and complete software requirements definition and architectural
