low-income residents
Larry King believes in a handup, not a handout.The Sedalia resident is help-
ing local low-income residentsacquire knowledge and skills thatwill help them become self-suffi-cient and good providers for theirfamilies through a program hehas created, launched andteaches at the Salvation Army.SABER Salvation Army
Battling Economic Recession is a free vocational training pro-gram that has already seen suc-cess. Six people participating inthe pipe fitting/ plumbing pro-gram have been placed in jobs,even though they havent com-pleted the 12-week course.The way I developed the
program, I want to do six weeksof in-class training and six weeksof in-shop, hands-on training,King said.He created the course based
on his professional experienceworking in the field, and bybuying books and educating my-self.When King launched the in-
augural program a few weeksago, 22 people signed up. Henow has 10 left.I dont pull any punches, I
dont lie to them and tell themits easy work because its not,he said. Its hard work, its dan-gerous work, but it pays ex-tremely well.But King teaches his students
more than pipe fitting and weld-ing. He also educates them onjob skills such as interviewingand appearance, things that givethem a little better chance of get-ting hired, he said.Salvation Army Major Mark
Haslett had wanted to launch avocational training program butnever could find anyone whowould volunteer their time to doit.King rang bells for the Salva-
tion Army at Christmas and gotto know Major Sue Haslett, whotold King he needed to talk withher husband about his idea.Without Salvation Army, it
just wouldnt have happened,King said. Salvation Army isthe best program I have workedwith because they care aboutpeople and try to help as manypeople as they can.For every hour of classroom
instruction he provides, King re-quires his students to do an hourof community service. Its part ofhis give back mindset. He alsoteaches them to be financially re-sponsible, because a lot of con-struction workers live paycheckto paycheck. In construction,often it is either feast or famine. Iam teaching them that when theyare making good money, theyneed to set some back.King said he grew up quite
poor, but was able to graduatefrom Moberly Area CommunityCollege with an associate of artsdegree. He took economics andaccounting classes.I already knew construction,
so I wanted to learn the businessend of it, he said.Upon graduation, he earned a
scholarship that would have paidfor his next year of college, butI ran out of money, so I had to ei-
ther go back to work or let thefamily starve, he said.So he moved to Texas, where
it took him three weeks to get ajob, then five weeks to get thefirst paycheck. He said he lost 40pounds in the process, but I sur-vived and it made me stronger.Kings curriculum has a
strong safety focus because of aworkplace injury that requireshim to use a cane to this day.You have to be (safe), be-
cause it only takes a moment ofcarelessness to cause a lifetimeof grief, he said. The majorityof people who get hurt on thejob, they dont hurt themselves,somebody else ends up hurtingthem.Which is what happened to
him. King had flagged off anarea to keep anybody from walk-ing through the zone where scaf-fold boards were to be lowered.Instead of lowering it into
the flagged-off area, (a worker)lowered it directly over me,King said. The worker hadnttied the boards down, and oneslid off and hit King, who suf-fered compression fractures, rup-tured discs and bulging discs, aswell as permanent nerve damagein his left leg.While the SABER courses
classroom work can be done atthe Salvation Army facility at1200 E. Broadway Blvd., shopspace and equipment are neededfor the balance of the program.Students are using Kings per-sonal tools, so everyone musttake turns, which slows down thelearning.Mark Haslett believes there is
a job market for plumbers, elec-tricians, woodworkers and car-penters.I believe in America. A lot of
the things that skilled tradesmendo has been shipped to othercountries. I believe charity be-gins at home, he said. Every-body is crying about the highunemployment rate, but look athow many jobs have gone over-seas because somebody wants tomaximize their profits at some-body elses expense.King, who said pipe fitting is
simple once you get the basicsdown, hopes to train 150 to 200people each year, includingthose who have been incarcer-ated.People who have been re-
leased from institutions alreadyhave two strikes against them,he said. A lot of companieswont hire them. In construction,they dont care, as long as theycan do the work. All a lot ofthem need is a little educationand an opportunity.Haslett said his goal is for the
SABER program to provide thebest possible outcome.Somebody can come here as
a client needing assistance, theygo through a training program,they get a job, and they go fromclient to self-sufficiency todonor, he said.This is brand new, and for
some people it might seem like aforeign experience, but it isgoing to get results, Haslettsaid. It is already getting re-sults.

On May 19, 1715, the colony of New York passes a law making it illegal to "gather,rake, take up, or bring to the market, any oysters whatsoever" during May, June, July andAugust. This regulation was only one of many that were passed in the early days ofAmerica to help preserve certain species.
On May 17, 1792, a group of 24 traders gather under a buttonwood tree at 68 WallStreet in lower Manhattan to work out the regulations of the speculative market. The re-sult was the Buttonwood Agreement, a two-sentence contract that gave birth to the NewYork Stock Exchange.
On May 20, 1873, Levi Strauss secures the necessary patents for canvas pants with cop-per rivets to reinforce the stress points. Unable to sell a large supply of canvas in the Cal-ifornia mining camps, Strauss had hit on the idea of using the durable material to makework pants for miners.
On May 18, 1917, six weeks after the United States formally enters the First WorldWar, the U.S. Congress passes the Selective Service Act, giving the president the powerto draft soldiers. By the end of World War I in November 1918, some 24 million men hadregistered.
On May 16, 1929, the Academy of Motion Picture Arts and Sciences hands out its firstawards. The Academy officially began using the nickname Oscar for its awards in 1939.The name possibly arose when Academy executive director Margaret Herrick remarkedthat the statuette looked like her Uncle Oscar.
