For 67 years, The Spartanburg County Foundation has devoted its resources, time, and mission to promote philanthropy and serve as a catalyzing force in creating positive change for all who call Spartanburg County home.
Our 2010 report, “Building Bridges of Trusted Leadership,” illustrates the Foundationʼs leadership role within the community and how we have connected donors to charitable causes, built the capacity of area nonprofi ts through strategic grantmaking, encouraged civic engagement, and identifi ed and addressed critical needs to foster community improvement.
Just as a bridge requires a well-designed plan and greatness from each component, The Spartanburg County Foundation understands the importance of working together for a common purpose and seeks out opportunities to facilitate collaboration. Examples of such accomplishments can be found in the ongoing work of the Spartanburg Community Indicators Project and incubation and establishment of the College Hub.
The Foundationʼs strength as a leader is one that donors trust. Whether through the guidance received in establishing a fund or the service provided that enables donors to be more impactful with their charitable giving, the Foundation is able to build relationships on confi dence, accountability, and transparency.

TheBarnetshavetrustedtheFoundationtobestewards of their philanthropicdollars for over17yearsandcontinuetoreapthebenefitsoftheirlong-standingpartnership.
JoanandTomBarnetgrewupinfamilieswhoencouraged philanthropy from a young age.They have always been generous and activesupporters of their community, serving onboardsandinvariousvolunteercapacities.
In 1994, they established the Tom and JoanBarnet Fund with The Spartanburg CountyFoundation, enabling them to recommenddistributions to the causes about which theymostcare.

The Spartanburg County Foundation worksdiligently to assist individuals and businesses tobemoreimpactfulandeducatedintheircharitableendeavors.“Buildingabridgeforourdonorsbyconnecting them to needs in the community isa big part of what we do,” said John Dargan,presidentandCEO. “Ourgoal isnot simply toset up funds, but rather work side-by-side withdonors,offeringcharitableadviceandservingasaknowledgesource.”
The Foundation keeps donors informed ofthe needs within the community through itsDonor Connect program. “It is particularlyimportant for us to be in open communicationwithdonoradvisedandsupportingorganizationfundholders,” said Dargan. “With these twotypesoffunds,donorsofferrecommendationsastohowthegrantmoneywillbeused. At times,making educated decisions regarding the bestuse of one’s charitable dollars can become verytime consuming. The Foundation’s ability to
provideinformationaboutcriticalneedsandofferopportunities to take action empowers donorsto become actively involved in a time-efficientmanner.”
Betty and Bill Monroe enjoy participating inDonorConnect.“WedolikethesuggestionsthattheFoundationgives,”saidBill. “Wefeelthatifit’s one that the Foundation recommends, themoneyisgoingtobeusedwisely.”
Elsie Wright, another participant in DonorConnect, enjoys receiving the Donor Connectnewsletter and additional information that isdistributed. “Whenthenewslettercomesout, itintroducesmetonewagenciesandremindsmeofsomeIhaveforgotten,”saidElsie.
The trusted leadership that the FoundationprovideshasenabledElsietobemore impactfuland confident in giving. “If the Foundation issupportiveoftheseagencies,thentheyareworthyofmysupport.”
In addition to receiving the valuable informationthrough Donor Connect, Nora Beth and JohnFeatherston speak accolades of quality service.“It’s always pleasant to deal with any of thestaff,” said Nora Beth. “If I’ve ever hadquestions,theywerewellanswered.”
Beforeprovidinganyinformationtodonorsor the community-at-large, staff researchandmeasure individual needswith thoseof the entire community. “Every grantrequestmust addressoneormoreof theCommunity Indicators – identified areasofneedwithinthecommunity,”explainedDargan.
Donor Connect has enabled fundholdersto rally with local nonprofits, meetingcriticalneedsinacontinualefforttoadvanceSpartanburgCounty.

Therearemanyadditionalwaystomakeaplannedgift through the Foundation. Individuals mayset up a bequest by will, charitable gift annuity,charitableremaindertrust, charitable lead trust,or contribute IRA assets, cash, real estate, andappreciatedstock.
RickHiggins,apartnerandfinancialplannerwithWalker Walker Higgins Wealth Management,LLC, along with his wife, Mary, a full-timemother of three, are both very involved in theircommunity.
In 2010, theHiggins decided tomake a plannedgifttotheFoundationthroughtheirdonoradvisedfund. “We believe in the Biblical principle oftithing,” saidRick. “Wealso like the ideaof thatprinciple continuing in perpetuity after we aregone.”
Theyentered intoa life insurancepolicy inRick’sname and designated the Foundation as thebeneficiary. “It’s very inexpensive, and it gave usan opportunity to guarantee that the fundwouldcontinue to be active if I die prematurely,” saidRick.The Higgins have found many financial

GrantmakingForthepastsevenyears,TheSpartanburgCountyFoundationhaspartneredwiththeSouthCarolinaCenter for Grassroots and Nonprofit LeadershipatClemsonUniversity to offer technical assistanceand capacity-building grants to local faith andcommunity-based organizations. This project isknownastheClemsonCompassionateProject.
“Throughthispartnership,wewereabletoleverageover$1,050,000 ingrantsand technical assistance,”saidMaryThomas,executivevicepresident.“Asonecanonlyimagine,ithashadatremendousimpactonthecommunityandourabilitytofurtherdeveloptheeffectivenessofnonprofitstomakeadifference.”
Ridgeville Baptist Church, located in Inman, wasonesuchorganizationthatreceivedagrantin2010.With the $20,000 grant, they were able to offer asummerenrichmentprogramforat-riskyouth,K5-12.
DellaFrye,executivedirectorofRidgevilleSummerEnrichment, a program of Ridgeville BaptistChurch,spearheadedthegrantprocessaswellasthecoordinationof theprogram. “Therewere severalother organizations that worked with us,” saidFrye. Ridgeville Summer Enrichment partneredwith churches, businesses, schools, governmentalconstituents,andthecommunity-at-largetooperatethe five-week summer program and hold acollege/careerfairentirelybyvolunteers.
When the summer program came to an end,Ridgeville Summer Enrichment continuedmomentum by offering computer workshops toadults. “We’re reaching another demographic andkeepingthosecomputersinoperation,”saidFrye.
Fryewasverypleasedwiththeentireprocess.“Weweren’tleftjuststandingwithagrantinhand,rather
we were guided through the process,” said Frye.RidgevilleBaptistChurchisnowfocusingonwaystopartnerwithadditionalgroupstoexpandandstrengthentheirprograms.
For REACH Upstate, the $20,000 grantthat they received completely transformedtheirorganization.“Thisgranthashadsucha ripple effect,” said Larry Turner, boardchairofREACHUpstate. “It startedwithboard development and led to an overalldevelopment of a strategic plan and thesearchforanewexecutivedirector.”
REACH Upstate was able to buildawareness, create partnerships, and alsoleverage additional outside funding. “All inall, it has helped us reach those importantmilestones in the foundationof anagency thatcreateasuccessfulorganization,”saidTurner.

TheTidwellsarepleasedwiththeguidancethey’vereceived from the Foundation. “When setting upascholarshipfund,itisimportanttoconsiderhowtheawardwillbegiven.TheFoundationhelpswiththosedetails,”saidDoris.“Additionally,ourfund’sgrowth began immediately because of the way inwhich it is invested. TheFoundation is excellentwithitsmanagementoffunds.”
TheTidwellsareexcitedaboutthepossibilitiesthatare available as they continue to grow their fund.Nextyear,theFundwillofferitsfirstscholarship.
As forDoris andClaudeTidwell, establishing ascholarship fund with The Spartanburg CountyFoundationwasanaturalstep.Afterall,theyhadreceived assistance along their journey in life andwerelookingforopportunitiestogiveback.
In 2002, they establishedTheDoris andClaudeTidwell Spartanburg High School ScholarshipFund to provide assistance to SpartanburgHigh School graduates pursuing a major inEducation/Teaching.
“Having both been educators, we knew howimportant it was to provide students withassistance,”saidClaude.“Therearemanycapablestudentswhowouldliketoattendcollege,butdonothavethemoney.”
He recalled a student in need during hisemploymentasaguidancecounselor.Thestudentapproached him because she could not afford a

CivicEngagementEmpoweringindividualstoworktogetherandacceptcivic responsibility is essential in cultivating a self-sustaining and healthy community.The SpartanburgCounty Foundation encourages citizens to play anactiveroleincreatingacommunityoflastingchange.
One such initiative, the Grassroots LeadershipDevelopment Institute, is an intense seven-monthleadership training program designed to equipparticipantswiththeknowledge,skill-set,andresourcestobeeffectiveinleadingchangeatthegrassrootslevel.
The Institute was developed in 2004 through theStrengthening Voices initiative, which was designedto empower the community to assume responsibilityfor positive social change. The Foundation formedseveralpartnershipsandleveragedresourcestoprovidecapacity-building grants that focused on outcomesto strengthen families, including grassroots leaders,youth,andthegreaterSpartanburgCommunity.
In total, 153 individuals have graduated from theInstituteandcurrentlyservethecommunityinvariousleadershiproles.
Kelly Ezell, executive director of Upstate FamilyResource Center, is a graduate of the 2008 class.Kelly knew that she wanted to further impact hercommunity, and the Institute enabled her to do so.“WhatwasgreatabouttheInstituteisthatitstartedfromthegrassroots,”saidEzell.“Youhavetobeabletoengageotherpeople,buildrelationships,andmovetowardwin-winsituations.”
MonierAbusaftisa2010graduate.Currentlyaseniorat Wofford College, Abusaft’s desire to learn moreabout his community is what brought him to theInstitute. “It takespeople thatwant tomakechangeandgivesthemaplatformtomeetotherpeoplewiththat same desire,” said Abusaft who was appointedto the Spartanburg County Human RelationsCommissionwhileenrolledintheInstitute.
In addition to initiatives such as the GrassrootsLeadership Development Institute, the Foundationoffers a unique opportunity for women to increasephilanthropic giving and develop leadership skills.WomenGivingforSpartanburgisawomen’sgiving
circle that empowers women to give back to theircommunity.

“Leadership and learning go hand in hand,”saidDunn,who recently completedher termasCommunicationsChair.“WomenGivingistheperfectplatformforwomen,likemyself,toexploreneedsinourcommunityandbecomeinstrumentsofchange.”
Currently254membersstrong,WomenGivingforSpartanburghasawardedover$1 million in grants since inception in 2007.TheFoundation has providedmatching giftsof$75,000 topromotemembership,aswellasover$170,000instafftime.

an immense benefit – instilling within their threechildren the importance of giving. “Leadership,in thiscapacity,buildsbridges fromgenerationtogeneration,” said Pat. “During our annual familyvacations, we discuss our philanthropic goals fortheyear.”
BothAnnePorchérandPatseekoutopportunitiestobeinvolvedwithinthecommunity.Pat,aretiredlawyer,hadtheprivilegeofservingontheboardoftrusteesfortheFoundationontwooccasions,afullseven-yeartermandapartialtermtofillavacancy.Anne Porchér enjoys gardening and spent herearlieryearsasafull-timemother.ThePerrinsalsoholdadonoradvised fund,whichwasestablishedin1986.
When asked why they decided to establish theirfundswiththeFoundation,theyresponded,“WiththestrongleadershipofTheSpartanburgCountyFoundation, we would not have considered anyotherplace.”
In2000,AnnePorchérandPatPerrinestablishedThePerrinFoundation,asupportingorganizationofTheSpartanburgCountyFoundation.
“We loveSpartanburg,” exclaimedPat. “That iswhywegivethroughoursupportingorganizationattheFoundation.”
By establishing a supporting organization, thePerrins maintain all of the rights of a privatefoundationwithout thecumbersomepaperwork.“Weareabletofocusoureffortsonphilanthropywhile the Foundation manages all of thepaperwork,investments,990taxpreparation,andgrantprocessing,”saidPat.
“Costs go away and the efficiency improvesbecauseoftheFoundation,”addedAnnePorchér.“We made that choice, trusted the Foundationtopartnerwithus, andweareable tomakeourphilanthropicdollarsstretchevenfurther.”

andakeycornerstoneinmovingthecommunityforward.In 2007, the Spartanburg Area Chamber ofCommerce formed a task force to examine theimpact of low educational attainment rates onthe County’s economic development. Uponreview,theycametoableakrealization–only19percentofadults,age25andolder,haveearnedabachelor’sdegree.Fallingwellbelownationalandstateaverages,thetaskforceproposedadoptionofThe40/30Challenge.The followingyear, theChambercommissionedTheSpartanburgCountyFoundationtoprovideleadership in determining the feasibility of theChallenge and creation of a strategic plan. TheFoundationspenttwoyearsconveningmorethan200 community leaders and education experts,researching best practices, and identifyingopportunities for collaboration. “Leadership canbeidentifiedbyone’sabilitytobuildandmaintainconsensuswhilesteeringagoaltowardclearandmeasurable plans of action, of which I believethe Foundation accomplished in an exemplarymanner,”saidEvins.
Serving as a catalyst and leader for communityimprovement is what drives The SpartanburgCounty Foundation to implement initiatives andidentifyinnovativewaystoeffectivelyfosterpositivecommunitychange.“TherolethattheFoundationassumeswithregardtocommunityimprovementisoneofleadershipandforesight,”saidJenniferEvins,boardchairwoman.In1989,theFoundationbeganpublishingindicatorreports to raise awareness of pressing communityneeds,knowntodayastheSpartanburgCommunityIndicatorsProject.“Positivechangecomesonlyafteridentifyingtheneedsofthecommunity,”explainedEvins.“TheFoundationtakesitonestepfurthertoactivelyfacilitatechangeonceaneedisidentified.”An example of this can be found in theimplementation and cultivation ofThe 40/30Challenge, which challenges 40 percent ofSpartanburgCountyresidentsaged25andabovetoholdabachelor’sdegreebytheyear2030.Sinceinceptionofthefirstindicatorreports,educationalattainmenthasbeen identifiedasapressingneed

Afteraninitialinvestmentofapproximately$200,000instaff,funding,andcommunitymeetings,thestrategicplanwasfinalized.Theprimary focus includedtheestablishment of the College Hub, envisioningthat it would be a centralized resource withintheCounty toadvocateeducationalattainment,actively support college-bound and collegestudents, and promote return-to-learninitiatives.Because of the impact on the future ofSpartanburgCounty, the Foundation felt itwasimperativetocontinueincubationoftheinitiative,focusingontheimplementationofstrong governance, financial infrastructure,and sustainability. The Foundationrecruited an inaugural board, developedorganizational by-laws, and continued itsincubation of the initiative until December2010,whenthestructureoftheCollegeHubwassetinplace.
“The Foundation was able to pull togetherthe necessary resources and people to bringabout positive change for our community,”stated Clay Turner, Foundation trustee. “Thisis a perfect example of how theFoundationwasable to provide leadership, serve as a convener,andcultivate a county-wide initiative to address animminentneed.”

A respected community leader, Falatok is currently the President and CEO of Tex-Mach, Inc., a leading global pre-owned textile machinery dealer that he formed in 1988. The Spartanburg County Foundation and its donors awarded more than 1,400 grants to area nonprofi t organizations, totaling over
$6 million in fi nancial assistance that was given to meet community needs.
Approximately 2,800 contributions were made to The Spartanburg County Foundation in 2010, for a total of approximately $9 million.
The Spartanburg County Foundation opened 31 new charitable funds.
All funds experienced a 14.1% return on investment in 2010, with an average 10.1% per year return over the last 21 years.
The Book of Memory provides friends and family the opportunity to make gifts in memory of a loved one. These gifts become part of the Community Fund from which grants are made to support worthwhile charities in the community. The Book of Memory is on permanent display at The Spartanburg County Foundation. To make a gift in memory of your loved one, please contact the Foundation at (864) 582.0138.
