SYSTEM SPECIFICATIONS

Scope of Work
1. Contractor shall provide all labor, materials, tools and equipment required for the
complete installation of work called for in the Construction Documents unless
explicitly instructed otherwise by your company.
2. Contractor shall be solely responsible for all parts, labor, testing, documentation and
all other associated processes and physical apparatus necessary to turn-over the
completed system fully warranted and operational for acceptance by City of Torrance.
3. Contractor shall provide performance verification testing of all installed cabling using up to
date and industry accepted test equipment appropriate to the types of cables being
tested. All testers used shall be factory calibrated within one year of use with
references set daily prior to testing.
4. Contractor shall provide valid test data in PDF or Excel format and a bound hard copy
indicating passing of all installed cabling.
5. Contractor shall provide all equipment brands and models are specified within this
document.

PROJECT BASIC ELEMENTS
Installation
Install or utilize existing adequately sized and routed cable support pathway “systems”
throughout the ceiling areas wherever necessary to support new cabling.
Install and terminate the new cabling onto the appropriate jacks at the end location and on
the appropriate patch panels in the appropriate IDF/Data Center.
Wiring termination scheme for all CAT6 is 568-B.
Labeling
Utilize the labeling system that complies with TIA 606-A standards and the City’s needs. The
City using a specific labeling method (see page 5).
Testing
Test and certify each cable drop per the TIA 568 B-2 testing standards for Category 6 cabling.
Provide the City with hardcopy test results in a 3-ring binder and thumb drive.
Certification
Coordinate manufacturer certification and provide the City of Torrance CIT Dept. with
manufacturer certification/warranty documentation (if required by contract).
Warranty
Provide minimum one year labor and workmanship warranty.

Materials Used
The City requests CommScope brand cable and CommScope brand connectors, faceplates,
and patch panels, on this project. Any substitutions not mentioned in this document must be
approved by City of Torrance Telecom.
Cables must be continuous in length, contain no splices, kinks or damage and cannot exceed
90 meters in length between workstation jacks and patch panel. No ty-wraps. Velcro only.
All interior cables will be Plenum-rated (CMP) Cables that run into a Data Center must be
100% Plenum even if in conduit.
Station Data Cable, WIFI devices, and TV/Monitor/Projector network connections for this
project will be CAT6 green jacket color.
Station RJ-45 Data locations will be terminated on rack mounted patch panels at IDF/Data
Room. Contact City of Torrance CIT Dept. for rack location approval.
Station Voice Cable for this project will be white jacket color.
All Voice Cables will be terminated on a Siemon 66 punch down block mounted on an IDF
backboard using standoff mounting blocks. Contact City of Torrance CIT Dept. for backboard
location approval.
Security Camera CAT6 Cables will be yellow jacket color. These will be terminated on a
separate patch panel below station cabling. Contact City of Torrance CIT Dept. for rack
location approval.
PA System CAT6 cabling will be grey jacket color. These will be terminated on a separate
patch panel below station cabling. Contact City of Torrance CIT Dept. for rack location
approval
Patch panels will be either 24 or 48-port.
All Data jacks terminated in 6 port faceplates will be green. Voice Jacks will be white.
One cable is to be split for 2 RJ11 jacks per faceplate. W/BL only would be first jack. W/GR
only would be second jack. Wrap the remaining two pairs around the sheath.
Faceplates, surface boxes, furniture outlets, etc. will be white in color.

Any and all penetrations in walls or ceilings must be sleeved. Sleeves must meet minimum
fire standards where they are installed in fire walls or barriers.
Terminated CAT6 cabling must be terminated in numerical sequence on the patch panels
starting at 001 continuing on to end of patch panel. Each type of device/cable color will be
terminated on its own patch panels with its own numbering. Example: Station and Wi-Fi :
Green 1- 144, Security Cameras : Yellow 1-48, Etc. It is not necessary to have the cable
numbers in the work areas in sequential order unless the contractor wishes to do so.
The labeling scheme will be the Transit Center (TC), the Floor (1), the floor telephone room (1)
and the cable number 001 through 144. Therefore at the faceplate you would put the closet
number at the top, (example: TC 1.1) then the top two voice cables would share a number
taken from the 66 block location (example: V-1) and the data jacks at bottom of the faceplate
would show their positions on the patch panel and be marked below each jack. (Example: D-
1 and D-2).
Voice cabling will be used at all locations with a phone only or combined phone/data
faceplates. The numbering will be sequential 1, 2, 3 etc. on each 66 block. (Example the first
4 pair cable would be 1, the second four pair cable would be 2, etc.)
All Cables must be labeled appropriately in four (4) places:
1) At the Work station jack visible to technicians and other staff looking at the jack. This
label should be a machine-generated label such as a P-Touch label or Rhino label and be
affixed to the jack below the RJ-45 port.
2) At the Work station jack, on the cable sheath 2 inches before where the cable sheath
is stripped away. This label may either be a machine-generated label such as a P-Touch label
or be made with a Sharpie Fine-Point permanent marker. This label will only be visible when
the jack is disassembled.
3) At the front of the patch panel, on the patch-panel port covering the originally
stenciled numbers (whether above or below), where it is easily visible to personnel. This label
should be a machine-generated label such as a P-Touch label or Rhino label.
4) At the rear of the patch panel on the cable sheath approx. 6 inches or so before the
cable sheath is stripped away and the cable is terminated. This label may either be a
machine-generated label or be made with a Sharpie Fine-Point permanent marker.

The most recent versions of all documents apply to this project.
If there is a conflict between applicable documents, the order above shall dictate the
order of precedence in resolving the issue unless an enforceable local or national
code is in effect.

PATHWAYS
ANSI/TIA reference 569-B
As part of this project, the Contractor is required to plan out and establish a TIA-569-B
compliant pathway and support “system” to properly accommodate new cabling. The
Contractor shall work closely with the General Contractor’s representative to establish this
pathway system to make sure it meets the needs of the City both now and in the future.
These new pathways must be properly routed through the ceiling areas and fastened to the
building structure in ways that do not violate the TIA building standards, the NFPA 70 NEC
and any other industry “standard” or practice.
ON-SITE SUPERVISOR/PROJECT COORDINATOR
The City requires that a Project Coordinator or Lead-person be assigned to this project and be
present the entire time work is going on. This person must have experience in the installation
and maintenance of a commercial high performance cabling system. They must also be
familiar with the TIA cabling standards, the NFPA 70 National Electrical code, BICSI standards
and practices and general building and construction knowledge and standards.
BICSI RCDD STAFF REQUIREMENT
The Contractor must have at least one full-time permanent employee on staff that is BICSI
RCDD certified and is available to the On-Site Supervisor/Lead Person running this project.
This person must be available for consultation should any issue arise.
EXTRA CABLING IN ACCESIBLE CEILING AREAS
The Contractor is to provide 4- Cat6 Data and 2- Voice cables, labeled, with approx. 20’ of
slack (neatly coiled in the ceiling and secured with Velcro) on each floor of both buildings.
These are to be pulled from the nearest IDF/Data Center to the farthest “accessible” ceiling
location near occupied spaces. These cables are to be numbered and properly terminated on
the Patch Panel (Cat6) or 66 block. They do not need to be jacked or certified.

Station Cabling Exceptions
Transit East Building- Second Floor- Room 210 at each jack location along the perimeter walls
we request 2-voice and 4-CAT6 data jacks installed instead of the required 2-voice, 2-CAT6
data.
All ceiling Wi-Fi locations will have 2 data cables to each location, terminated, labeled and
tested.
Substitutions
Substitutions are highly discouraged. Substitutions must follow the same rigid standards for
quality and termination style as those products specified herein. Proof of equivalency is the
responsibility of the Contractor and must follow the procedure below.
Contractors wishing to offer structured cabling products other than those specified shall
submit a request for product substitution in writing.
Written requests for substitution shall be accompanied by all drawings, specification sheets
and engineering documents, as well as third party laboratory performance test results
proving equivalency in electrical and mechanical performance, as well as adherence to the
product features and manufacturing style outlined in this document.
This written documentation shall be accompanied by two each samples of the substitution
product being offered for evaluation. Equal product acceptance must be received from City of
Torrance Telecommunication Dept. in writing before substitutions are made.

Scope of Copper Feed Work
General Description
The general description of the Scope of Work (SOW) for this project is to provide riser rated
CAT3 copper cabling at the Torrance Transit Crenshaw location. This cable will run from the
Data Center/MDF to the two IDF closets.
Product and Services Specifications
50 pair riser 24-25 UTP-CMR Solid Copper from Data Center/MDF to IDF on 2nd floor of East
Building
50 pair riser 24-25 UTP-CMR Solid Copper from Data Center/MDF to IDF on 1st floor of West

Both ends terminated on M1-50 Siemon 66 punch down blocks mounted at MDF/ IDF
backboards using standoff mounting blocks.
Preferred cable manufactures General Cable, Superior Essex or Belden only.

SCOPE OF FIBER WORK
General Description
The general description of the Scope of Work (SOW) for this project is to provide OM4 fiber
optic cabling at the Torrance Transit Crenshaw location. This fiber will run from the Data
Center/MDF to the two IDF closets.
Product and Services Specifications
12 Strands OS2 fiber to IDF on 2nd floor of East Building
12 Strands OS2 fiber to IDF on 1st floor of West Building
12 Strands OS2 fiber to Outside Cabinet near Bus Parking
Fiber must be from Corning’s product line and fusion spliced
To be terminated onto a 1U 19-inch rack mounted enclosure with Corning LC/UPC
Connectors.
The MDF/Data Center will have a single Corning rack mounted enclosure for all fibers
mentioned.
Changes to Scope of Work
Changes in the SOW shall be authorized by written “Change Order(s)”, signed by Torrance
Telecom.
Vendor Responsibilities
Furnish all labor, supervision, tooling, and miscellaneous mounting hardware for the fiber
system installed at the Transit Center.
Furnish, install, and terminate all fiber strands at each location according to the
manufacturer’s product and services specifications and best industry practices.
Develop and submit for approval a labeling system for the fiber installation. The labeling
system shall clearly identify all components of the system.

Sample labels must be approved by the City.
Test (100%) all cables and termination hardware for defects in installation and certify fiber
performance
Supply documentation of testing and footage of each fiber strand installed both in a binder of
8.5 x11 paper and PDF or Excel format on a thumb drive.
