Create collaborative capacity among diverse organizations

Help communities develop the capacity to develop social capital that can be applied to other areas

Catalysts or agents of change at the local level, advocating for stronger policies, influencing individual behavior, and delivering services, among other activities.

Structure of Coalitions-Challenges

Partnerships are loosely bound, and there are few barriers to exiting the coalition (Alexander et al 2003)

Loose organizational structure, low level of funding and voluntary nature of program (Leviton et al 2006)

Comprised of different groups with divergent structures and work cultures-difficult to maintain a working partnership (Leviton et al 2006)

Member organizations found it difficult to balance their time and commitment between the coalition and their home organization (Alexander et al 2003) .

Governance Challenges

Responsibilities of Steering Committee or Executive Team are not clearly defined.

Steering committee overrides the rights of individual members (Butterfloss, 2007)

Role clarity between staff versus the Steering Committee

Absence of Memorandums of Understanding that clarify the roles and responsibilities of all entities involved (NORC, 2007)

Lack of funding for Core Coalition Operations

Challenge: identifying resources that can be used to convene members, hire staff, build collaborative capacity, and plan for the future (Cutler, 2002)

A: Program Evaluation is a systematic method for collecting, analyzing, and using

information to answer questions about projects, policies and programs.

Q: What is program evaluation?

Three primary uses of evaluation:

1. Persuasive: To persuade an audience (potential stakeholders) to support and sustain your program, outcomes, mission…

2. Instrumental: Using evaluation results to change, fix, and improve the program itself. (What we call “Evaluation to improve, not prove”)

3. Conceptual: To raise awareness of the issues that your program is organized around, especially to illuminate challenges or barriers faced in route to a specific outcome
