rented sector• Low level of home ownership• Problems of low demand - abandonment, very low property

values• Severe concentrations of deprivation (200,000 + residents

in electoral wards within worst 10% nationally)

TRANSFORMATIONAL AGENDA

• Remove most blighted pre 1919 stock and make land available for redevelopment (HMR – £93m 2003 - 2008)

• Stock transfer or social rented sector and estate restructuring (PFI, LVST, Decency Programmes - £250m and counting!

• Alignment of investment – transport, schools, leisure, retail – “Neighbourhoods of Choice”
