New MBA Curriculum: Yes ThefacultyoftheWhartonSchoolhavevotedunanimouslytoapprovethefullimplementationofanewMBAcurriculum(Almanac,April2,1991)beginninginthefallof1993. Thevotecameafterreviewandassessmentofapilotprogramimplementedinthe1991–92academicyearwith130studentsandexpandedto240studentsinthecurrentyear. Meanwhile,theSchool’sgoalof$2millionfordevelopmentofthenewcurriculumhasbeenmet with contributions from Bankers Trust,ChaseManhattan,FranklinMint,McKinsey&Co.,MitsubishiBank,NorthernTelecom,Proctor&GambleandWickes,PLC. Aimed at “providing greater breadth anddepthofknowledge,increasingtheintegrationandapplicationofthatknowledge,anddevelop-ingthequalitiesandcharacteristicsthatmanagerswillneedtosucceednowandinthefuture,”thenewcurriculumfeatures:

• Cross-functionalintegration—Tra-ditionally separate functional areas areintegratedusingteachingteams,integrativecasesandcomputersimulations; • Globalization — Increased globalfocusinallcourses;newcourseinGlobalStrategicManagement;electiveinternational“immersion” program in Europe,Asia, orSouthAmerica. • Newareasofstudy—Mini-electivesongeopolitics,innovation,technology,riskandcrisismanagement,informationandtheenvironment.Operationsmanagementandgovernment/legalenvironmentofbusinessaddedascorerequirements; • Leadershipskills—Ayear-longseriesof team-building and interactive sessionsfocuses on communications, ethics, inter-personalskills,negotiations,self-evaluation,career/lifeplanningandhowtoeffectivelyleadothersinacorporateenvironment; • Structural change – The first yearbeginswithpre-entrypreparationprogramdesignedforlevelingofknowledgeinquan-titativeareasandhumanities,andsemestersare divided into tightly-focused six-weekmodules. The first year concludes withelective international immersion trip. Thefirsthalfofsecondyearincludesintegrativecasesandsimulations.

Theconceptualdesignforthenewcurriculumwas developed in 1990 following a two-yearstudyofthemarketplacedrawingonhundredsofCEO’s,corporaterecruiters,alumni,academ-icsandseniorexecutivesfromtheU.S.,EuropeandAsia. Twocommittees,madeupoffacultyfromvariousdepartments andMBAstudents, con-ducted surveys, focus groups and personalmeetingsthroughouttheyearwithfacultyand

Prizewinner:Architects GeddesBrecher QuallsCunningham won Awards of Excellence from the A.I.A. at na-tional, state and city levels, and from the American Library Association, for their design of The Annenberg Institute. Next summer it willbecome SAS’sCenter for Judaic Studies.

A new alliance between Philadelphia’sprestigious Annenberg Institute and Penn’sSchool of Arts and Sciences will create aCenter for Judaic Studies at Penn – the firstsuchcenteroutsideIsraeldevotedexclusivelytointerdisciplinaryresearchinJudaicstudies. Themerger,announcedattheTrusteesstatedmeetingFridaybyProvostMichaelAiken,takeseffect next summer, subject to the approvalof the Orphans Court. The Provost thankedAmbassadorsLeonoreandWalterAnnenbergforthesupportthatmadethealliancepossible. TheAnnenbergInstituteisanonsectarian,nondenominationalinstitutionforpostgraduatestudiesinJudaica,notedforitsinterdisciplinaryresearchprogramanditsoutstandinglibraryof180,000 volumes including 6000 rare books,hundredsofmanuscripts,andartifactsdatingto3000B.C.AmongitsholdingsisaHaggadahbelievedtobetheoldestintheworld,containinginuniqueformthefourquestionsofPassover. Foundedin1907byMosesDropsieasDropsieCollegeforHebrewandCognateLearning,theinstitutionwasrenamedin1986when,afteraperiodofdecliningenrollmentsandamajorfireatitsBroadandYorklocation,TheAnnenbergFoundation came to its aid. The Foundationprovidedoperatingfundsof$10millionforfiveyearsandanew$7millionbuilding(above)at420WalnutStreet.TheInstitutecontinued toconsolidateasapostgraduateresearchprogram,phasingoutteachingandgraduateenrollment.ItawardeditslastdegreeinJune1992. ThemergerwithPenncameaftertheInstituteturnedawayoverturesfromatleastthreeotherinstitutions(HebrewUniversityandTelAvivUniversity in Israel, and Brandeis Universityin Massachusetts), according to its broadchair,SeymourKaplan,whocalledfor“anew

floweringofJudaicstudiesinacademia”throughthemergerwithPenn.Dr.DavidGoldenbergwillremaininhiscurrentpositionasactingdirectoroftheInstitute,andwillcontinuetooccupyitsnewaward-winningbuilding.Alsotobecontinuedaretheannualresearchcompetitioninwhich13to16fellowshipsareawarded,andthepublicationof the Jewish Quarterly Review. “A researchuniversitylikePennisthenaturalhomeforaninstitutionlikeours,”saidDr.Goldenberg.“IbelievewewillbenefitfromPenn’sscholarshipandalsobeabletocontributetotheirs.” SASDeanRosemaryStevensandDr.BarryEichler of Penn’s Jewish Studies Programsagreed.Themerger“enormouslyextendsPenn’splaceintheworldofJudaicstudies,”theDeansaid,andDr.Eichlercalledit“...wonderfultohave such a prestigious institution officiallyconnectedtous.Thismergerwillcreateaveryexciting intellectual atmosphere for Penn’sJewishStudiesPrograms.” Continued Funding: The AnnenbergFoundation has pledged further support toaid in transition, includingendowmentof thedirectorshipat$1.25million,andanadditionalfiveyears’operatingfunds. “Withinthecontextofagreatuniversity,thisdistinguished researchprogram in Judaic andNearEasternStudiesisassuredofapermanencethat was bound to elude it as a freestandinginstitution,”saidDr.MaryAnnMeyers,presidentof The Annenberg Foundation. “I expect theprogram to prosper both intellectually and intermsofincreasingitspermanentendowment.The exploration of the Jewish experience initshistorical,cultural,andliterarydimensionswillsurelybefurtheredasaresultofahistoricaffiliationthatfosterstheinteractionofscholarsfrommanydisciplines.

Technology vs. Crime Thisletterisintendedasacontributiontotheongoingdiscussionaboutcrimere-ductiononandaroundourcampus. Recentdevelopmentsinwirelesscom-municationstechnologyhaveledtothepossibilityofradicalchangesinpolicedeploymentthatmightgreatlyincreasetheireffectiveness.ItisnolongersciencefictionforeachmemberofthePenncommunitytocarryatiny,light-weighttransmitteronakeychainorwristthatcaninstantaneouslysummontheUniversityPolice,withthetransmissionprovidinginformationaboutboththesender’sidentityandlocation.Apolicecarcontactedbyadispatchercouldthenstartitssiren(audibleseveralblocksaway)withinseconds,andbeatthescenewithinoneortwominutes.Policewouldarrivewhenacrimeisinprogressorthecriminalnearby;thiscouldleadtoreducedinjury,morecriminalsapprehended,and,intime,fewercrimesattempted.Insteadofemphasizingpatrols,whoseeffectivenessiscontroversial,*policewouldspendalargeproportionoftheirtimerespondingtopeopleinneed. ConsistentwithitscommitmenttomakingPennasaferplace,theuniversityadministrationbeganlookingintothecompactpersonalwirelessalarminJanu-ary1991.InthisletterIdescribeitfurther,andindicateitscommercialstatusandsomeoftheissuesandoptionsinitsdevel-opment.ItseemscrucialforallmembersofthePenncommunitytobeawareofalternativeapproachessuchasthisone,todiscussthem,andtomaketheiropinionsknown;hencethisletter. Thealarmsystemwouldbeeasiesttoimplementforoutdooruse.Agridofan-tennasandreceiverscouldbemountedatintersections,abovestreetlevel,inanareathatincludesthecampusitselfaswellasadjacentpartsofWestPhiladelphia,withinformationfedtoacentralcomputerintheofficesoftheUniversityPolice.Thetransmissionwouldincludeanidentify-ingcode;thiswoulddeterdeliberatefalsealarms,preventmaliciousinterference,andpermitinactivationoflostorstolentrans-mitters.Locationwouldbeinferredbyacentralcomputerfromthepatternofre-ceiveractivations,andcouldbeimprovediftransmissioncontinuedandpoliceusedmobiletrackersastheyapproached. Acompanyofcomputer,communi-cationsandbusinessexperts,includingSEASandWhartongraduatealumni(Secure,Inc.)hasdesignedsuchasystemandworkedwithmanufacturers;inApril

1991Securedemonstratedworkingproto-typesoftransmitter,antenna,andreceivertoJohnA.Kuprevich,Penn’sCommis-sionerofPublicSafety,wholookedintothedeviceattherequestoftheUniversityCouncil’sCommitteeonSafetyandSe-curity;theprototypeswerealsoshowninAugust1991toNormanT.Adler,Associ-ateDeanfortheCollege.Bothexpressedenthusiasm,ashadmembersofPenn’sDepartmentsofElectricalEngineeringandPhysics,forexample,anditsCenterforCommunicationsandInformationSci-enceandTechnology,earlier.Thecom-pany—withwhichIhavenofinancialcon-nection—couldcompletethedesign,workfurtherwithmanufacturers,andimplementsuchasystematPenn. Thecostofsuchasystemdependsonnumerousdetailstobeworkedout,withcoverageareathemostimportantfactor;aroughestimateforanareaconsiderablylargerthanthecampusitselfis$30peryearperperson(basedonaten-yearlifeand10,000users).AccordingtoMr.KuprevichinApril1991,fundingofsufficientmag-nitudewasavailablefromdonorseagertohelpreducethecrimeproblematPenn. Numerouschoicesmustbemade;somearementionedhereinthehopethattheywillbediscussedbymembersofourcom-munity;examplesare—howtoencourageuseandeducateusers,—howtoextendittonon-Pennusersnear

theuniversity,—whethertodevelopanindoorvariant,

withthepreventionofacquaintancerapeasonegoal,

—whethertomountasirenwitheachre-ceiverthatwouldrespondimmediatelytoalegitimatetransmission,tointerruptthecrimeandalertpassersby,

—whethertostartbyinstallingthesysteminalimitedarea,and

—howtoevaluateitseffectiveness. ExpertsatPennandelsewhereinbothtelecommunicationsandcampuspolicework,alongwithnaturalandsocialscien-tists,haveexpressedenthusiasmabouttheidea,butasnothingquitelikethishasbeenattemptedbefore,sometechnicaldetailsmustbeworkedouttoadapttheideatoPenn.Thesedetailsnotwithstanding,Ibe-lieveitistimetoproceedwithpreliminarystudiesleadingtoatrialofsuchasystem. Asidefromreducingassaults,rapesandrobberies,theprincipalbenefitsofsuchasystem,ifitworksashoped,arepoten-tiallylargebutintangible:achangefromthecurrentfearandfortressmentalitythatpervadesmuchofthePenncommunity,andanimprovementintheevolutionofcommunallifeandthelong-termlivingandworkingpatternsoffaculty,staff,andstudents.Themonetaryimplicationsalone,however,suggestanetbenefit:

Inadditiontothespeakersquotedbelowandonthenextpage,MayorEdwardRendellandCityCouncilPresidentJohnF.StreettookpartinapressconferenceatCityHallonTuesday,October27,toannounceanewagreementbetweentheCityandtheUniversity.Theagreementitself,signedthatmorning,isgivenverbatimonpages5and6.Inhisoff-the-cuffremarkstheMayoremphasizedthatthenewagreementdoesnotaffectthelawsuitscheduledforhearingNovember23,inwhichPennandtheCityaredefendants.

Asmostofyouknow,wehavebeeninvolvedforsometimeindiscus-sionswithCityofficials,withcommunityleadersandwithmembersofPhiladelphia’sdelegationtotheGeneralAssemblyregardingtheMayor’sScholarshipProgram. WerecognizethatPhiladelphiastudentscontributesignificantlytothespecialcharacteroftheUniversityofPennsylvania.AsIhavesaidbefore,theCity and theUniversity standon commonground; our futures areintertwined.Infact,ifPennistoachieveitsmissioninthisregion,acrosstheCommonwealthandasaleadinginternationalresearchinstitution,wewillcontinuetoneedthespecialcontributionstoPenn’sintellectuallifemadebystudentsfromPhiladelphia.Forthatreason,webelievethatourMayor’sScholarshipobligationrepresentsthe“floor”ofoursupportforPhiladelphiastudentsandnotthe“ceiling.”Today’sannouncementisclearevidenceofourongoingcommitment. • Firstof all, theagreement reaffirms that the full extentof theUniversity’slegalobligationtoprovidescholarshipsunderthe1977Ordinanceistoprovide,atanyonetime,125full-tuitionscholarships,ortheirfinancialequivalent,toPhiladelphiastudents.• Underthenewagreement,theUniversitywillprovidesubstantialenhancementsforfutureMayor’sScholarshiprecipients.• Perhapsmoreimportantly,PennwillsetnewrecruitmentgoalsforPhiladelphiastudents,generally,andwillprovidemorescholarshipaidtoPhiladelphiastudentswhoneedaidbutwhoarenotselectedasMayor’sScholars.

OurenhancedfinancialassistancepackageforMayor’sScholarswillbeginwiththefreshmanclassenteringtheUniversityinSeptember1993.Mayor’s Scholars will receive the University’s most attractive financial assistance package.Unlikeotherstudents,Mayor’sScholarswillbeofferedanaidpackagebytheUniversitythatwillmeettheirfullcalculatedneedwithnostudentloanobligation. IwanttounderscorethattheseMayor’sScholarshipenhancementsarepartofaseparateagreementbetweenPennandtheCityofPhiladelphiaanddonotaffect,atall,ourlegalobligationunderthe1977Ordinance. AsreflectedinthenewagreementwiththeCity,butseparateagainfromourMayor’sScholarshipobligation,theUniversityalsohaslaunchedanenhancedrecruitmenteffort.ThatprogramisdesignedtoincreasethetotalnumberofPhiladelphiaundergraduatestudentsattheUniversityto500bythe1977academicyear. AsImentionedearlier,ourcommitmenttoPhiladelphiastudentsisnotlimitedtoourMayor’sScholarshipProgram.Whiletherearecurrentlyabout170Mayor’sScholarsoncampus,ourtotalnumberofPhiladelphiaundergraduatesisover300. The reaffirmationof our commitment toPhiladelphia students alsoincludesanincreaseinthegrantaidtoPhiladelphiastudentswhoarenotselectedasMayor’sScholars.Forexample,Philadelphiafreshmenenroll-inginSeptember1993whoneedfinancialaidbutwhoarenotMayor’sScholarswilleachreceive$500moreofscholarshipaidthantheywouldhavereceivedhadtheynotbeenfromPhiladelphia. Some Comments on the Agreement Onbehalfofourboardandtheadministration,andcertainlyourstudentsand our parents, we are absolutely delighted that this development hastakenplace.Itisthekindofagreementthatwehadhopedfor,becausewerecognizethatinourschoolsystemwehavemany,manyyoungpeoplewhowillbeabletotakefulladvantageofthisopportunitytoavailthemselvesofthesplendideducationaffordedthembyoneofthiscountry’sleadinguniversities. Someofyou...shouldknowjustafewthings.I’mnotgoingtocallthenamesoftheschools,butsomeoftheseschoolswerecitedinarecentpublication[PhiladelphiaMagazine9/92]onwhatmakesaschoolgreat: Inoneofourschools,outof501graduatesinJuneof1992,480ofthoseyoungpeoplehadcollegeacceptances.Atanotherschool,with267graduates,259hadcollegeacceptances.(I’monlygoingtogivefour.)Atanotherschool,therewere122graduatesand122collegeacceptances:andatanotherverysmallschool,29graduatesand29collegeacceptances.Andmanyofthoseyoungpeoplehadmultipleacceptancestoleadingcollegesanduniversities. Thechallengetoourschoolsystemistoensurethatouryoungpeoplearemorethanpreparedandreadytoavailthemselvesoftheopportunityforasplendidqualityeducation.TheSchoolDistricthasbeenacceptingthatchallenge.Weunderstandwe’llhavetodoevenmore,andworkevenharder,andwearedelighted toassist theUniversity in its recruitmenteffortstobringtheyoungpeopleofPhiladelphiaintotheUniversityofPennsylvania.We’reverygratefultotheMayor,certainlyto[CityCouncil]PresidentStreet,tothewholeCouncilingeneralandtoallpersons...[whowere]supportiveofwhatweweretryingtodo. Under this agreement, the University of Pennsylvania will provideincreasedfinancialincentivesandscholarshipaidtocityyouths,willbeginanenhancedrecruitmenteffortinCityschools,andwillstrivetoreachandmaintainagoalof500PhiladelphiaundergraduatestudentsattendingtheUniversityofPennsylvaniabytheyear1997.
