Objective Create study that informs the effort to foster the
growth of green jobs for low to middle income communities. Learn where green jobs will emerge Look for ways to encourage their development through:
Training Programs Public Policy Initiatives
Definition What are green jobs? The Clean Energy Report,
PEW Center Clean Energy Energy Efficiency Environmentally Friendly
Production Conservation and Pollution
Mitigation Training and Support
Examples of Green Jobs Clean energy
Photovoltaic System Installer and Designer
Energy efficiency Weatherization Technician
Environmentally friendly production Sustainability Director
Conservation and Pollution mitigation Technician at Waste-to-Energy Plant
Methodology Broward County Targeted Industries Study
DCG Corplan Consulting LLC nationally-renowned economic development consulting and
site selection firm Year long study commissioned in April of 2008. Intended to encourage development of high skill/high
wage jobs Biomass—“essential to preserve (the) state’s status in
the innovation economy” Photovoltaics—“prevalent” and having “great potential
for the south Florida market area” Used study to identify green sectors likely to grow Did case studies on ideal businesses in these
sectors
Primary Sectors Case Studies Energy
Efficiency Solar
Technology Biomass
Minority Builders Coalition Advanced Green Technologies Wheelabrator Technologies
Energy Efficiency Increasing the
efficiency of buildings and equipment
Growth trend in 2009 Broward College saved

training grants
Energy Efficiency – The Broward County Minority Builders Coalition 70 Contractors across Florida Began in 1973 One of the largest providers of
weatherization services in Florida $3.2 million grant

280 in weatherization jobs
Three Ways to Green Jobs Solar America Cities Project, U. S. DOE,
2010 Foster growth of green jobs with:
Job training programs Financing initiatives Outreach programs
Energy Efficiency – PACE financing Property Assessed Clean
Energy Financing Financed by bonds Repaid through property taxes 20 year amortization Financing stays with property Interest rates 3-8% Sonoma Model
Youth Green Jobs Sonoma 8.4% increase in construction County investments used
FL legislation passed Senate & House committee March 17th
One of the top ten breakthrough ideas of 2010—Harvard Business Review Cell phone financing model
Energy Efficiency: Recommendations Broward County should research best practices for PACE
programs. Broward County Climate Change Action Plan Action MI-2.1
Broward County should seek to coordinate a PACE program with the existing job training programs.
Broward County should consider using public investments to fund PACE bonds.
The PACE program should be considered an ongoing public service.
The private bond market should be included in the PACE program.
Information from the program should be used to improve consumer decisions, insure quality control, highlight benefits of program, and conduct research.
Broward County should consider working with neighboring counties to form a regional PACE program that provides lower rates.
Solar Technology Targeted Industry Study:
“great potential for the south Florida market area”
PV Prices dropping Thin film solar cells Silicon prices dropping
County plans to move its buildings to renewable energy
Manufactures are applying for funding to come.
Thin Film Solar Cells
Solar Technology: Advanced Green Technologies, Inc. Spin off from Advanced Roofing, Inc. Trains roofers to install solar technology Relationships with roofing companies across U.
S. Part of Minority Builders job training grant
project. Place 200 trainees Broward Technical Centers
Unfunded Rebate Training program
“may go to waste” Rob Kornahrens, President of Advanced Roofing, Inc., and former New York Mayor Rudolph Giuliani
Solar Technology Financing PACE financing
Distributed/Centralized Revolving loan
Partnership for Sustainability FPL Sunshine Energy Program 80% a dollar a month Annual Budgets for Environmental NPOs
Greenpeace’s $146 million Sierra Club $80 million The Natural Resource Defense Fund over $76 million The Environmental Defense Fund over $50 million The Wilderness Society is over $25 million.
40% of wind energy costs vary with respect financing model, according to 1996 DOE report.
Denver Museum of Nature and Science installation financed by Partnership for Sustainability
Solar Technology: Recommendations Broward County should consider developing a
revolving loan fund for photovoltaic technology installations that is implemented through a PACE program. The Broward County Climate Change Action
Plan (Action MI-2.2) recommends that a voluntary check box be placed on property tax bills and other billing instruments in order to generate funds for renewable energy projects.
Biomass Creating energy from
agricultural & domestic waste.
Targeted Industry Study describes it as being “essential to preserve (the) state’s status in the innovation economy.”
Clean Energy Trends 2010 describes industry expansion.
State and county plan to increase waste sent to waste-to-energy plants.
Biomass: Wheelabrator Technologies Inc. In Broward since 1991 Two plants Use Municipal waste generate 134
megawatts Enough for 77,000
homes Reduce landfill use 90% Over 100 employees
Plants can be operated by 6
They operate at capacity
South Broward
Biomass Recommendations State and County should increase waste sent
to waste-to-energy plants in a responsible fashion.
Biomass and biofuel technologies should be included in the County PACE program as in Vermont, Colorado, Nevada, Louisiana, and New York .
