SHOPIAN, JULY 24: The DeputyCommissioner (DC) Shopian, SachinKumar Vaishya today reviewed the rollout of Mission Youth in the district dur-ing a meeting convened at Mini Secre-tariat, Arhama here. Speaking on theoccasion, the DC said that OUT of J&K isbestowed with a predominantly youngpopulation which is a valuable humanresource which must be put to con-structive engagement.

Mission Youth is the apex body of thegovernment for youth engagement andoutreach in J&K, he added.

He said that the core agenda of Mis-sion Youth is to positively engage youthfor their overall well being within thesociety by making them stakeholdersin the development of the Union Terri-

tory. The DC further said that the pro-gramme is conceived with an objectiveto facilitate the engagement of youth insustainable socio-economic develop-ment of J&K; to help young people torealize their full social, economic andhuman potential, to foster the social in-tegration of youth within communitiesand enhance youth employability, con-tribution to effective delivery of basicservices to the people of J&K in thetimes of distrust, natural calamities,pandemics, to set up micro youth clubsfor youth engagement at Panchayatlevel.

He added that the role of VolunteerGroups shall be to create awarenessamong general masses, to combat mis-information and sensitization of com-

munities regarding important social/economic/ political matters by inter-acting with communities and by usinginnovative means, to provide assis-tance to departments in data gatheringand to assist local administration toidentify vulnerable areas for creatingbetter targeted responses, to work forcommunity mobilization and targetedresponse under various governmentschemes, initiatives, developmental ac-tivities and other government functionsetc. On the occasion, Sachin exhortedthe officers to activate all field men andmachinery for getting more peopleabove 18 years of age group vaccinatedand also speed up the process to com-plete the requisite target in a timebound manner.

SRINAGAR, JULY 24:To commemorate the 75years of India's Indepen-dence, “Azadi Ka AmrutMahotsav", the District Ad-ministration Srinagar incollaboration with Depart-ment of Registrations Sri-nagar held an Awarenesscum Interaction pro-gramme on benefits of “Na-tional Generic DocumentRegistration System” (NG-DRS) and Unique LandParcel Identification Num-ber(ULPIN) at meeting hallof DC office here on Satur-day.

The programme waspresided over by DeputyCommissioner Srinagar,Mohammad Aijaz Asad,while Inspector GeneralRegistration, Arshid Ayouband Special Secretary Rev-enue Department,K.K.Sidha were present onthe occasion.

Additional Deputy Com-missioner, Srinagar/ Reg-istrar, Syed Hanief Balkhi,Assistant Commisioner,Nazool, Sandeep SinghBali, SDM East, OwaisMushtaq, SDM West, Ak-shay Labroo, Sub RegistrarSrinagar East, Javed Ma-soodi, besides Deed writer,Petition writers, Revenueofficials and other stake-holders also participated inthe programme and were

apprised about the benefitsof online property registra-tion(NGDRS)

At the outset, the DC saidthat NGDRS is an IT ser-vice and delivery of some ofthe initiatives of Digital In-dia, the system will reducehuman intervention andwill enable it to maintain auniform land record regis-tration system.

The DC impressed uponthe officers that proccess ofproperty Registration is avery sensitive matter andthey must verify therecords minutely and care-fully to ensure Registrationis done in favour legalowner

Inspector General, Reg-istration also addressed thegathering and gave anoverview on NGDRS. Hesaid it is a system for land

record maintenance andregistration, developed bythe department of land re-sources of Government ofIndia.

We are entering in a newera of technology and it isthe endeavor of the depart-ment to keep pace with thepresent day technologicalinnovations to take its worktowards huge success, headded. He said that oncethe system is implemented,the property buyers will nothave to visit the registra-tion office again and againto get their property regis-tered.

The Resource person alsogave a detailed explanationon the entire process, rightfrom applying for registra-tion to paying stamp dutyand court fee online to thestakeholders.

The participants were in-formed that the people willget an appointment date onwhich they will have to ap-pear at the Registrar's of-fice, only for the final sign-ing of documents andregistration.

The NGDRS systemwould help property buy-ers know the circle rate forland across JK besides un-derstanding the type ofland, and any person canaccess the website wherestamp and duty rates arenotified.

Besides, awareness re-garding the Unique LandParcel Identification Num-ber (ULPIN) scheme,which has been launched in10 States and will be rolledout across the country byMarch 2022, was also givento the participants as “theAadhaar for land", it is anumber that woulduniquely identify every sur-veyed parcel of land andprevent land fraud, espe-cially in the hinterlands ofrural areas.

The ADC expressed hopethat the workshop wouldbe of great help for the par-ticipants to further developtheir skills in the field.

During the programme, adetailed PowerPoint pre-sentation was given on thebenefits of NGDRS.

Sarpanch Devak, BodhRaj Sharma, Panch Ro-mesh Sharma, members ofBiodiversity managementcommittee and a number oflocals actively participatedin the planting of differentspecies of plants in thepremises of GovernmentHigher Secondary SchoolDevak.

“One Beat Guard OneVillage” program was con-ducted by Dinesh Kumar,Beat Guard Devak of Sun-derbani Forest Range.Medicinal, fodder and tim-ber plants, besides seedballs of grass, fruit andbamboo were also distrib-uted among the partici-pants. Plantation drive washeld in collaboration withstaff of the GovernmentHigher Secondary SchoolDevak, in which LectureRattan Lal, Lecture Sanjit

Kumar, Master Madan Lal,other staff and School Chil-dren participated.

The People overwhelm-ingly welcomed this innov-ative step of the forest de-partment. They said, it isthe first time the forest de-partment came to providethe planting material attheir door steps. Prof. Minu Mahajanthrew light on the aim be-hind celebrating the ‘AzadiKa Amrit Mahotsav’. Shesaid that Azadi ka AmritMahotsav will be a Jan Ma-hotsav to celebrate thecontribution of every sec-tion of the society in free-dom struggle and nationbuilding in the post inde-pendence era.

She also appreciated theMusic Department forholding the contest in the

institution to mark the na-tionwide celebrations. Shesaid that such types of con-tests would definitely pro-vide a platform to buddingstudents to channelizetheir talent in the right di-rection. Prof. Minu Maha-jan urged the departmentto organize more such pro-grammes in the future.

As many as 90 Studentsfrom different depart-ments of the college partic-ipated in the competitions.

Chief Animal HusbandryOfficer(CAHO) Doda Dr, Sanjay Ku-mar Sen visited Gundoh Block of Dis-trict Doda and took stock of the De-partmental activities andimplementation of various flagshipschemes including Integrated DairyDevelopment (IDDS), IntegratedPoultry Development Program(IPDP), Nationwide Artificial Insem-ination Programme (NAIP), NationalAnimal Disease Control Programme(NADCP) etc.

During the visit, the CAHO held de-tailed interaction with the PRIs of the

Gundoh Block and explained to themabout the ongoing departmentalschemes under Atma Nirbhar Bharatmeant for doubling the farmers’ in-come. Special emphasis was laid onthe importance of Pashu Mela at Hi-ranagar Kathua and participation offarmers in this Mega event.

PRIs were also encouraged to prop-agate the message of participation inthe Pashu Mela being organized bythe Department of Animal and SheepHusbandry on 28th and 29th July atHiranagar Kathua.

He said the intent was toensure hassle-free servicedelivery and transparencyin the registration processby online uploading of doc-uments, appointment withregistrars’ office, e-stamp-ing and one-time visit toregistration office.

Registrar Ramban, in hisaddress, described ULPINas a landmark interventionwhich shall ensure unique-ness in all transactions and

keep the land records al-ways up-to-date and expe-dite delivery of citizen ser-vices of land recordsthrough a single window,besides sharing of landrecords data across depart-ments, financial institu-tions and all stakeholders.

Sub Registrar presenteda detailed presentation onthe functioning of Softwareof NGDRS. He shared allinputs and skills requiredfor use of InformationTechnology in digital regis-tration of properties.
