- while the Greek city-states developed, Persian empire emerged under Cyrus the Great (6th c. BCE)
- Darius I (522 BCE) took over and wanted to expand the empire through to the coast of Turkey to the Aegean
- They needed naval bases and trading centers so captured Greek outposts on Ionian coast- 499 BCE Athens and Eretia helped the Ionian states in a rebellion against Persia; the rebellion was crushed 5 years later (494 BCE)...but Persia is annoyed
- Darius, in response to Greek interference decided to invade the mainland (490 BCE) which he thought would be easy because the Greeks were not united

481 BCE - Congress at the Isthmus of Corinth- First Greek attempt at joining together to form a national league, because of fear that the Persians will come back
- Themistocles, an Athenian general, agrees to put the Athenian fleet under Spartan command
