Goodbye 2009, Hello 2010!One year gone and another
one starting, I cannot believe the year 2009 is over so soon.
We should be very proud of the accomplishments we have made together this past year. Some of the highlights include: receiving the ASHE Platinum Award for a second year; Rick Zurich, CHE, CHFM, receiving
ASHE’s Region 4 Emerging Regional Leader Award; and FHEA being instrumental in getting
AHCA’s 80% Inspections (a critical construc-tion review for healthcare facilities) reinstated through facilitating a meeting between AHCA and a member of the state legislature, Rep. Van Zant. I believe the FHEA is continuing to prove itself an exceptional group of profession-als, both the members, and the very important supporting membership component whose numbers continue to grow, and whose input and support enhances the quality of our educational programs, and what we can accomplish as an organization.
In addition to the above milestones, we had a very successful spring meeting in Daytona Beach, and an exceptionally popular 47th An-nual Meeting and Trade Show in Orlando this

past October. The educational programs at both meetings were well received, no doubt due in part to the choice of themes; we recognized the importance of environmentally sound practices, while continuing to focus on the changing codes and standards that affect our facilities.
With the poor state of the economy, includ-ing budget cutbacks and a dismal job market, one would have thought this would have had more of an impact to our association, but we came through with flying colors. Many reported that trade show attendance this year was the largest ever.
We have several chal-lenges coming, most notably finding a way to enable our association with AHCA to continue so that our meet-ings can be held jointly, al-
lowing both groups to benefit from the synergy. We are hopeful that an announcement regarding this will be made soon.
Again thank you to Alethea and all the board members for their total support and dedication. I would also like to thank our Members and Supporting Members who together gave FHEA such a productive year. I am very excited to see what 2010 will bring.
In closing, I would like to thank you for the privilege and honor of serving as your President for 2009. I have gained valuable experience this past year and I am very proud of FHEA and all its members. No one could ask for a better team to work with. Best wishes to all in the New Year.

During his presentation in Octo-ber at our 47th Annual Meeting and Trade Show, Wayne Klingel-smith stated that we must be care-ful to complete our critical PMs “on-time” according to how TJC has defined time… at least related to Preventive Maintenance.
The Healthcare Interpretations Task Force (which includes repre-sentatives from The Joint Com-mission, Centers for Medicare and Medicaid Services, Veterans Health Administration, Depart-ment of Defense, Indian Health Services and International Facility Management Association) deter-mined that daily, weekly, month-ly, bimonthly and quarterly would be allowed to be completed anytime during those periods (i.e. a PM completed January 1 and February 28 qualifies as monthly and a PM completed January
1 and June 30 still qualifies as quarterly). Unfortunately, the Healthcare Interpretations Task Force DID NOT provide a defini-tion for semiannual or annual. Therefore, The Joint Commission decided that:· semiannual is 6-months since
the last occurrence, plus or minus 20 days
· annual is 12 months since last occurrence, plus or minus 30 days
Wayne suggested that we adjust our semiannual and annual PM grace periods to 20 and 30 days, respectively, and reported that this information was outlined in the “Question and Answers” section of the February 2006 edition of The Joint Commission’s Environ-ment of Care News and repeated by George Mills at the ASHE An-nual Conference in August.

Michael E. Barrow, CHE, CHFM, is FHEA’s 2010 state president, an office he also held in 2002. Mike is the Facili-ties Director for West Florida Healthcare in Pensacola; he was promoted to this position in 1997. He has a long associa-tion with West Florida, starting there in 1984 as an electrical supervisor.
Describing himself as a “true Pensa-colian”, Mike has only lived out of state briefly when he tried out Colorado for a couple years before deciding he pre-
ferred Pensacola’s climate, and all the outdoor bounty it offers. Mike is a current member of ASHE, NFPA and of course, FHEA,
where he has actively served in office and on committees both on a district and state level for many years. He offers his thanks to District 1 for nominating him for state president, and his goals for 2010 are spe-cific: “for FHEA to continue to be ASHE’s number one chapter, con-tinue to have a joint meeting with AHCA, and host a successful ASHE meeting here in Florida” (July 11-14 in Tampa).
Skip Marsh selected FHEA’s Engineer of the yearS.P. “Skip” Marsh, CHE, of Dis-trict 4 was selected by his peers as Engineer of the Year for 2009. He was honored during the 47th Annual Meeting last October, pictured here with state president, John Willingham, CHE.
Skip serves as Director, Facil-ity Management at JFK Medical Center in Atlantis, Florida. While we are certain that his facility is lucky to have Skip’s talents, the FHEA counts themselves even more fortunate to have benefited from Skip’s leadership and guid-ance both at the helm when he served as FHEA’s president in 1999, and perhaps even more so from behind the scenes where he has ably and tirelessly served as FHEA’s state treasurer for the past many years.
Financial accountability is of critical importance to a not-for-profit association such as ours, and we have ‘profited’ while Skip has maintained our financial records to the penny, and man-aged, invested and reported on our funds in his perpetually calm and reasoned manner. Congratu-lations, and thank you, Skip!
