Similarly, labour productivity, which measures output per worker, contracted at an average rate of 0.5 per cent per year over the same period”

Yellow Belts Still using some memory, but now have specifically chosen paper to capture with, plus a manageable number of Inboxes / Voice mailboxes

Orange Belts Very little memory, plus paper that is part of a set of pads. There is some consolidation of inboxes. A capture point is often, but not always available

Green Belts Never rely on memory, and use reliable capture points all the time. A manual capture point is always available, and the number is kept to a minimum. A backup capture point is used in emergencies.
