1) Establish a National Ocean Council in the Executive Office of the President chaired by an assistant to the President
2) Create a non-federal Presidential Council of Advisors on Ocean Policy
3) Strengthen NOAA and improve federal agency structure
4) Develop a flexible, voluntary process for creating regional ocean councils, facilitated and supported by the National Ocean Council
5) Double U.S. investment in ocean research
