1. Background1. Background

PM Keizo Obuchi, three countries

held the first summit meeting in

the form of breakfast conference

at ASEAN+3 Summit

• In 2008, the first trilateral summit,

separate from ASEAN meetings,

held in Fukuoka, Japan

Development of Trilateral Cooperation

• In 1999, proposed by Japanese

PM Keizo Obuchi, three countries

at ASEAN+3 Summit

• In 2008, the first trilateral summit,

separate from ASEAN meetings,

• In 2009, ROK President Lee Myung-bak advocated necessity of

establishing a permanent organization for implementation of effective

and systematic management of trilateral cooperation at the second

trilateral summit meeting in Beijing.
