Tallinn City was join with many EU environment and climat initiatives like Alborg charter, Leibzig charter, Green Capital initiative, etc.
On 2009 Tallinn join with Covenant of Mayors initiative and promise to achieve target 20-20-20.
CO2 inventory in Tallinn was finished on 2010 which reflects our carbon footprint status. 2011 was addapted final version of Tallinn Sustainable Energy Action Plan to 2021 (SEAP) as midterm strategic cenario for development of low carbon economy. In the same year was created SEAP implementation plan for three years as a short time development plan in this field.

The emissions of CO2 were estimated in Tallinn city energy sector, which consists of energy production, industry, transportation and other sub-sectors (households, business and public service sector). The result of the report was presented as CO2 balance in tons.As the correct dates about use of energy and fuels was available from 2007, we take this year as a basis year for our futere development in LCE.Main findings from CO2 inventory was:
The fuel usage in the Tallinn energy sector in 2007 has been 7110 GWh. The biggest proportion was gaseous and liquid fuels in the fuel
consumption. About 61% of the liquid fuels were used as engine fuels. Gaseous fuels
were used mainly in boilers. The biggest liquid fuel usage has been in transportation sector (35%). Big proportion has been also households (28%), because it includes also
engine fuel usage outside the households. If to exclude the proportion of liquid fuel then the proportion of households would be 13% of all fuel usage.
