A carbon reduction strategy is needed to change people’s behaviour because:
1. 50% of CO2 emissions are from households and therefore it is not possible to achieve these national targets without empowering people to reduce their carbon footprints.
2. And scaling renewable energy and new technologies is not feasible in this timeframe.

Develop the social capital that can be reinvested in more sustainable, livable and resilient communities. And climate change adaptation capacity.
Enable the UK to serve as a global role model for short term substantive carbon reduction results.
