Agenda • Multi-Year Training and Exercise Plan (MYTEP) • Planning Organization Equipment Training

Exercise (POETE) process • MYTEP examples • Resources

Visual 3

MYTEP: What It Is • Multi-Year Training and Exercise Plan (MYTEP) • Identifies planning, training, and exercise

activities for a specified period of time, e.g., 1, 3, or 5 years

• Guides a strategic approach for emergency management activities across all hazards

• Include stakeholders • Incorporate your rules and regulations, e.g.,

CMS, grant guidelines

Visual 4

Emergency Management Coordination • Contact your local (tribal, county, or city)

emergency manager • Get involved with Local Emergency Planning

Committee, if active in your area • Participate in offered trainings and exercises in

your area (even as an observer) • Goal is to build and sustain capabilities

Exercise •Exercise plans, policies, procedures •Utilize the After-Action Report / Improvement Plan for future requests for additional planning, organization, equipment, training, exercise •Requires a strong evaluation component to accurately identify strengths and areas for improvement •Track and implement corrective actions

Visual 21

Exercise / Simulation Basics • Progressive exercises (discussion first, then

operations based) • Crawl – walk – run

• Exercise planning team: trusted agents • Capabilities-based planning • Create objectives first, then tailor scenario

Visual 22

Tools • Threat and Hazard Identification and Risk

Assessment / Hazard Vulnerability Assessment • Capabilities • Critical Infrastructure Survey Tool, available to:

• Physical security and resilience • All levels of government, private sector, non-

governmental organizations, non-profits • All sizes of facilities • Note: Federal entities may utilize this directly

from the DHS Protective Security Advisor
