SNAPTIMELIMITHISTORYANDCONTEXT

•The1996welfarelaw(PRWORA)imposedatimelimitontheeligibilityofcertainSNAPapplicantsevenwhentheyarecomplyingwithallotherprogramrequirements.•USDAwaivesthetimelimitforstatesduetohighunemployment orhighlaborsurplus.•BecauseSChashistoricallyhadhigherunemployment thantherestofthecountrythemajorityofourcountiesandMSA’shadawaiver.•Throughout therecessionanditsaftermathmoststateshadwaivers.•TheAmericanRecoveryandReconstructionActof2009suspended thetimelimitprovision forallstatesfor2009and2010.•Withtheeconomyimproving andunemployment declining, manystateswillnolongerqualify forastatewidewaiverandmustreinstatetheSNAPtimelimits.•SCstillqualified forawaiverin2016,butchosetoinitiatethetimelimitstatewide.•Therehasbeenabigpushamongconservativepoliticalgroups todothis.
