IntroductionTheU.S.StateEnergyProgram(SEP)istheonlyprogramadministeredbytheU.S.DepartmentofEnergy(DOE)thatprovidesresourcesdirectlytothestatestodevelopinnovativeenergyprogramstohelpallconsumers,businesses,andsectorsoftheeconomy.Abipartisan-supportedprogram,SEPprovidesdiscretionanddeferencetothenation'sgovernorsintheuseofSEPfundswithinabroadstatutoryframeworksetforthbyCongress.StatessettheirprioritiesforuseofSEPfundsonactivitiessuchasplanningforandrespondingtoenergyemergenciesresultingfromphysicalandcybersecuritythreats;assistingsmallbusinessesandmanufacturersinincreasingenergyefficiencyandreducingenergycoststoimprovecompetitivenessandcreatejobs;developingprogramstoincreasedeploymentofenergyefficiencyandrenewableenergyresources;aidingfarmsandruralhomeownersindevelopinghomegrownenergysolutionstolowerenergycosts;advancingelectricgridplanningandoptimizationtoenhanceefficiency,reliabilityandaffordability;andsupportinglocalgovernmentsinretrofittingmissioncriticalfacilitiessuchasschools,policestations,hospitals,andotherpublicfacilitiestoimproveresilienceandreduceutilitybillspaidbytaxpayers.

The40-yearprogram,lastauthorizedat$125million,received$62millioninFY’20appropriations.DOE’sOakRidgeNationalLaboratoryconductedanevaluationoftheprogramandthestates’workandfoundthateach$1ofSEPfederalfundstypicallyleverages$10.71ofstateandprivate(non-federal)funds.Congressappropriated$55millionforSEPinFY'18andFY’19,andtheU.S.Houseaffirmedtheirsupportfortheprogrambyunanimouslypassingabillin2017toenhancetheenergysecurityaspectsofthiscoreprogram.Onabipartisanbasis,theauthorizingbillagainpassedtheHouseinSeptember2019,andpassedtheSenateEnergyandNaturalResourcesCommitteethesamemonth.OneofNASEO'stopprioritiesisinformingCongressandtheAdministrationaboutthevalueofSEPandthestates’useofthesefunds.Afewexamplesofstates’groundbreakingSEPactionsoverthepast40Yearsinclude:

• Illinois,Pennsylvania,andothers:Workedwiththeprivatesectorintheearly1980stocreatemodernEnergySavingsPerformanceContracting–nowamulti-billiondollarannualindustry.

• Maryland,NewYork,California,Floridaandothers:Createdplansandrespondedtoenergysupplyemergenciesinthelate1980swhichledtotoday’sfederalenergyemergencyprogram.

• Texas,Nebraska,Iowa,Montana:Texas’LoanSTARandNebraska’sDollarandEnergySavingloanprogramsareamongtheearliestmodelenergyefficiencyfinancingprogramsthatotherstatesarereplicatingandhavehadhugeuptakeinfinancingwithvirtuallynodefaults.Earliermodelsweredevelopedinthe1980swithIowa’sschoolsfacilitiesprogramandMontana’sbondprogram.

• Minnesota:Amongthenation’sfirstwindresourcemappingeffortsinthe1990swhichopenedopportunitiesforprivateinvestmentinwindenergy.

• Massachusetts:Createdthefirstwidespread–400statebuildings–wirelessenergymonitoringanddemandresponseenergyefficiencyprograminthe2000s.

• Kentucky:TransformedK-12schoolbuildingswhichledtothenation’sfirst,cost-competitiveZeroNetEnergyReadyschoolsinthe2010s.

• StatesintheMidwestandNortheast:coordinatedeffortstoaddressthepropaneandheatingoilsupplydisruptionsofthe2013-2014winterseason.

• NewMexico:CreatedaGuaranteedEnergySavingsPerformanceContractingProgramthathashelpedcreate5,636jobsinthestate’senergyefficiencysector,andhasledtoasavingsof$53.8millioninenergycostsannually.

• Southeasternstates:Implementedenergyemergencyresponseplansduringthehistoric2017and2018hurricanesthatravagedTexas,Florida,Georgia,SouthCarolina,NorthCarolinaandtheterritories.Today,thosestatesareusingSEPtoleverageprivatefundstoimplementresilienceprojects,suchasimprovingtheenergyefficiencyandon-sitepowercapabilitiesofnursinghomes,firestations,andwatertreatmentfacilities,toreducethehealth,safetyandeconomicimpactsoffuturenaturaldisastersandpotentialcyberevents.

Thefollowingoverviewreportsummarizes51recentprojectsandprogramsdevelopedandimplementedbytheStateEnergyOfficesutilizingSEPfundsandpublic-privatepartnerships.

AlabamaSEPFundsExpandedtheWastewaterEnergyManagementInitiativeProgram

InAlabama,theStateEnergyOfficeleveragedSEPfundingtoexpandtheWastewaterEnergyManagementInitiativeProgram.TheprogramofferedenergyassessmentstoAlabamawastewaterfacilitiesfocusingonreducingenergyconsumptionthroughoperationalchanges.Sofar,theprogramhasofferedassessmentstothirty-threefacilitiesandidentified14.1millionkWhofpotentialsavingsthatcanbeachievedthroughno-costandlow-costmeasures.Inaddition,theseoperationalchangeswouldreducetheamountofnitrogendischargedintoAlabamawaterwaysby683metrictonsperyear.

AlaskaSEPFundsLeveragedforLEDStreetlightReplacementin47RuralAlaskaCommunities

InAlaska,theAlaskaEnergyAuthority(AEA)usedStateEnergyProgramfundstosupportoutdoorlightingretrofitsinruralcommunities.Throughauniquepublicpartnership,AEA’sVillageEnergyEfficiencyProgram(VEEP)receiveda$1,000,000grantfromWellsFargotosupportacompetitiveapplicationprocesspertheprogramguidelines.Forty-sevenapplicantsfromacrosstheStatewereselectedtoreceiveapproximately$1,100,000inWellsFargoandAEAfunding.Localmatchtotaled$397,000.Onerecipient,Ouzinkie,isexpectedto

replace55streetlightsandsixharborlights,reducingOuzinkie’sconsumptionintheseapplicationsbynearly60percent,withmorethan$8,000inannualsavingsanticipated.

ArizonaSEPFundsSupportedAlternativeFuelVehiclesandRelatedInfrastructureandEnergyEfficiencyImprovementsInArizona,theStateEnergyOfficedirectedSEPfundstosupporttheinstallationofeightelectricvehicle(EV)chargingstations,thepurchaseofoneelectricvehicle,and11energyefficiencyimprovementsprojects.Oneelectricvehiclehasbeenpurchasedtopilotaprogram

ArkansasSEPFundsLeveragedtoAdministertheArkansasEnergyPerformanceContractingProgram

InArkansas,theStateEnergyOfficeleveragesSEPdollarstosupporttheArkansasEnergyPerformanceContractingProgram.Theprogramhasassistedseventeeninstitutionsofhigherlearning,sevenmunicipalities,fourschooldistricts,andtwostateagenciesastheypursueincreasedenergyefficiencyandrenewableopportunitiesthroughtheprogram.Todate,executedprojectshaveorwillsaveparticipantsover100millionkWh,430millionMMBtus,and155thousandkGalofwaterannuallywhilesupportingthecreationofanestimated3,075jobs.

CaliforniaSEPFundsSupportedtheDevelopmentofNewApplianceStandardsandGridResilience

InCalifornia,theStateEnergyOfficeutilizedSEPfundstosupportthedevelopmentandimplementationofapplianceandbuildingstandards.In2019,theCECcompletedappliancestandardscoveringportableairconditioners,commercialandindustrialaircompressors,spraysprinklerbodies,generalservicelaps,andpoolpumps.NewlyenactedappliancestandardswillleadtovariousenergyandmonetarysavingsforCalifornians:forexample,theportableairconditionersstandardsareanticipatedtosaveconsumersapproximately$5millioninthefirstyearand$50millionannuallyafterstockturnoverintenyears.Thisyear,the2019CaliforniaEnergyCodeandassociatedmodelingtoolswerealsoadopted.Underthe2019EnergyCode,single-familyhomesbuiltwiththe2019standardswilluseabout7percentlessenergyduetoenergyefficiencymeasuresversusthosebuiltunderthe2016standards.Oncerooftopsolar

ColoradoColoradoLaunchedStatewideAgriculturalEnergyEfficiencyProgramwithSEPFunds

InColorado,theStateEnergyOffice(CEO)launchedastatewideagriculturalenergyefficiencyprogram.Theprogramaddressesbarriersbybringingexistingresourcesandpartnerstogetherwhileleveragingavarietyoffundingoptionsandutilizingaturnkeyapproach.Overthepast4.5programyears,theCEOhascontractedwithanexperiencedthirdpartycontractortoadministerthisprogram,whichconsistsoffreeenergyaudits,preliminaryrenewableenergyassessments,andtechnicalsupportservicesrangingfromauditreportdevelopment/reviewandprojectprioritizationtoassistanceinapplyingforprojectfundingandprojectverification.Asaresultofthiscomprehensiveprogram

offering,over240agriculturalauditshavebeenconductedresultingintheidentificationofenergyefficiencyprojectsthathavethepotentialtosaveover17GWh,1.5milliontherms,75,000gallonsofpropane,and8,000gallonsofdieselfuel.

ConnecticutSEPFundsReducedStatewideEnergyCostsby$9.1million

InConnecticut,theStateEnergyOfficeusedSEPfundingtopurchaseandmaintainarobustenergycostandusesoftwareprogramcalledEnergyCAP,whichcollectsinputsfromallstateagencyutilityaccountsandallowstheStateEnergyOfficetocoordinatewithindividualagenciestoimplementenergyefficiencyprogramsandprojects.TheuseofEnergyCAPhascontributedtoastatewideenergycostreductionof$9.1million

(12.7%)and575,000MMBTUs(19.1%)sinceJanuary2018.

InDelaware,theDivisionofClimate,Coastal,&EnergyutilizedSEPfundsinoperatingtheGreenEnergyFund(GEF)andtheEnergyEfficiencyInvestmentFund(EEIF).TheGEFprovidesgrantincentivestoDelawareelectricutilitycustomersfortheinstallationofsolarphotovoltaicsystems,solarhotwaterheatingsystems,smallheatingsystems,geothermalheatpumps,smallwindapplicationsandrenewableenergyfuelcells.TheEEIFprovidesgrantincentivestoDelawarebusinesses,localgovernments,andnon-profitsto

makefacilityupgradesthatlowertheirenergyuseandcost.FromJuly2018throughJune2019,theGEFprovided448grantstotalingabout$0.9millioninrebateincentivestocustomers,andtheEEIFsupported229projectswithover$4.8millioningrantsallocated.

DistrictofColumbiaSEPFundsEnabled20HighSchoolTeamstoBuildSTEMSkillsandConstructElectricVehicles

IntheDistrictofColumbia,theDepartmentofEnergyandEnvironment(DOEE)usedSEPfundstoprovidetechnicalsupporttohighschoolsparticipatingintheElectricVehicleGrandPrix(EVGP).TheEVGPinvitesteamsofhighschoolstudentstodesignandbuildelectricvehicles(EV),andentertheEVinacompetitiveracewiththeirpeers.DOEEprovidesnewparts,newcarkits,registrationfees,andtechnicalassistance,andstudentsareencouragedtoapplyenergyefficiencytechniquestobuildaneffectiveandefficientvehicle,andlearnhowtoanalyzedatatheyretrievefromthecars’onboardcomputers.Acourseonweldingandblowformingwasprovidedasadditionaltechnicaltrainingforstudentswhowereinterestedinmakingacustomcanopyfortheirschool’svehicle.StudentsparticipatingintheEVGPbuildtheirscience,technology,engineering,andmathematicsknowledgeandarebetterpreparedtoentertheworkforce.

GeorgiaSEPFundsLaunchedEnergySavingsPerformanceContractingProgram,Representing$88MillioninProjects

InGeorgia,theStateEnergyOfficehasactivelydevelopedtheguaranteedenergysavingsperformancecontractingprogramforstateagencies.AgenciesinGeorgiacanenterintocontractsforupto20years,andeachyeartheenergyservicecompanyperformsmeasurementandverificationtoensuretheprojectisachievingtheguaranteedsavings.Duringthefirstsixyearsoftheprogram,sixagencieshaveenteredintoeightenergyperformancecontracts,which

IdahoSEPFundingLeveragedtoCoordinateEnergyEmergencyPreparednessPlanningEfforts

InIdaho,theStateEnergyOfficeleveragesSEPfundingtocoordinateIdaho’senergyplanningandpolicydevelopment.Thisincludessupportforenergyemergencypreparednessplanningactivitiesaswellaseducatingruralcommunitiesaboutenergyefficiencythroughthestate’sGovernmentLeadingbyExample(GLBE)program.Energy-relatedemergencypreparednessplanningactivitiesthatIdahoparticipatesinincludeupdatingIdaho’sEnergyAssurancePlan,developmentofapetroleumshortageresponseplan,andparticipationinallenergy-relatedemergencypreparednessplanningmeetingsandtabletopexercises.Recently,theEnergyOfficeassistedinthedevelopmentandproductionofanenergyresilienceworkshopthatincludedadiversesetofstakeholdersfromthepublicandprivatesector.ThroughtheGLBEprogram,Idaho’senergyofficepartnerswithruralcountiesandcommunitiestoreduceenergyuseinexistingpublicbuildings.Byprovidingresourceslikeenergyauditsandcost-sharefunding,theenergyofficehelpslocalgovernmentspursueenergyefficientprojectsinordertodemonstratetheimportanceandeaseofenergyconservationtoruralcommunities.Idaho’seffortshelpcommunitiesofallsizesacrossthestate,butareespeciallyhelpfultosmall,ruralcommunitiesthatdonothavethestafflevelsorresourcesoflargercities.

IndianaSEPFundingSupportedAlternativeFuelsandResiliencyinRuralCommunitiesInIndiana,theStateEnergyOfficefunded12schooldistrictsacrosstheStatetoreplaceinefficientdieselschoolbuseswith55newpropanebuses,savingapproximately$1.7Mannually–whichhasrevertedbacktoschooloperatingbudgets.TheEnergyOfficealsofunded5municipalentitiesinacommunityenergychallengetosupportresilienceinmunicipalgovernmentandpublicsafety.Projectsrangedfromback-uppowerinfrastructureforlocalsheriff’sdepartmentstoenergyefficiencyretrofitsinpublicandK-12schoolbuildings.Finally,theEnergyOfficeisintheprocessoffundingsixruralenergyprojectsforatotalof$300,000withafocusoninfrastructure.ProjectsincludebutarenotlimitedtonewHVACinruralschools,hospitalsandchurches,wasteandrecycling,energyefficiencyupgradesinagriculturalfacilitiesandaregionalconsortiumof10countiesparticipatinginanalliancetoimproveon-farmpowersystemswithdatabeingusedtouncoverinefficiencies,andsupportbetterdecisionmakingacrosstheseruralcountiesandagriculturaloperations.
