Time Metric Typical DoD Values

Program launch to deployment of simplest useful functionality 3 – 5 years

Field high priority function 1 – 5 years

Fix newly found security hole 1 - -18 months

From code committed to code in use 1 – 18 months

Innovation and speed are critical – achieved through a three pronged strategy:

Use agile acquisition & close collaboration with our warfighters to rapidly deliver capabilities.

Adopt the latest DevSecOps commercial technology to develop, secure, deploy, and operate applications.

Embrace the culture of a startup – innovation & collaboration reign and bureaucracy is avoided.

Unified Platform

“The primary purpose of UP is to integrate disparate cyber capabilities, systems, infrastructure, and data analytics, allowing the Cyber Mission Force (CMF) to conduct integrated cyber processing, analysis, exploitation, and dissemination supporting full spectrum cyber operations.”

- DoD Directive 5101.21E(4 June 2020)

"a comprehensive suite of cyber tools; a 'Unified Platform' for integrating and analyzing data from both offensive and defensive operations with intelligence and partners (including the private sector)"

- General Nakasone (Remarks to Senate Committee

On Armed Services - 14 February 2019)

Platform OneImplements DoD Enterprise DevSecOps (DSOP) Initiative to provide “Software Factory” automated tools, services, and standards for program offices enabling rapid development and delivery of software capabilities.

• Transforms development/delivery of software

• Greatly increases speed of delivery to warfighter to match technology growth and threat

• Decreases cost for weapon system program offices allowing them to focus on warfighter capes

• Security baked into SW development and integration activity leveraging zero trust principles to achieve C-ATO

Do not pay for the factory every time you need a car!

Lessons Learned

• Relationships are critical

• Developing a CI/CD pipeline capability is not trivial

• Talent is hard to find and retain

• Off-base software environment paying dividends

• Rigid adherence to any agile model does not work – tailoring necessary

• Must always be on guard for acquisition old-think, which challenges agile processes

• Open source code works and saves time/resources
