AGENDA MATTER Public Hearing for Replacement of Four (4) Class E Transit Buses with Larger Class H Buses. SUMMARY STATEMENT Victor Valley Transit Authority has a need to expand its fleet of Class H transit buses by replacing four (4) Class E transit buses with the larger Class H units. Increased ridership, passenger overloading, and the lack of sufficient fuel capacity due to the high daily mileage on County routes make this necessary. Currently the BV Link and County routes are using CNG fueled Class E 33’ transit buses which are large cutaway style buses but with a limited seating capacity of only thirty (30) passengers, and have an insufficient operating range of only 310 miles (avg). Most importantly, these Class E buses have reached the end of their “useful service life” per FTA’s guidelines and need replacement in any event. VVTA is experiencing an enormous increase in ridership on the BV Link / Route 15. This has created overcrowding and standing room only (i.e. “crush loads”) on many of the trips between Victorville and San Bernardino. These issues will be largely mitigated by replacing the four (4) Class E units with Class H transit buses which have a greater seating capacity and a greater range. A single door Class H 40’ CNG bus has a seating capacity of 46 passengers or 53% more seats than the Class E. This will work well for the BV Link / Route 15. For the high mileage County routes dual door 35’ CNG Class H buses have a seating capacity of 35 passenger. Both versions of the Class H have a much needed increased operating range of approximately 500 miles. Funding source: LTF/CMAQ/STAF
