Strategic aims:
• W.H.O. standard water distributed to all networked properties
• All major population centres served by a piped sewerage system and treatment
• Managed landfill sites with collection services in all Governorates
Water:Present situation:• There was a general impression of wastage through leaks,
bursts and deliberate damage to pipes.
But repairs are regularly carried out and better quality and pressure have resulted in a noticeably better service.
In addition, a major program of contracts is being carried out by Bechtel:
• Dredging of Sweet water canal
• Refurbishment of Pumping Station PS2
• De-silting and repair of settling basins
• Refurbishment of R0 Pumping station and treatment works
• Refurbishment of 14 water treatment works in Basrah

Though there were a few mishaps along the way……..
This will lead to a vastly increased quantity available for Basra Governorate, with the aim being 400 litres per person per day. In Maysan, Muthanna and Thi Qar provinces, a series of contracts will be refurbishing existing works and installing new compact units and reverse osmosis units.

• Major network repairs and refurbishment under the Emergency Infrastructure Plan (EIP) within Basra
• Water treatment and network provision in the 3 other Governorates.
Opportunities:

• Possible contracting out of certain non-core services.
Sewage:

• Basra city has a sewage works capable of giving basic treatment and disposal.
• Subject to a minor refurbishment in summer of 2003.
• Phases 2 & 3 to be completed by MMPW or Bechtel contract in near future.
Basra Sewage Treatment Works
• Less than 50% of Basra city is connected to a piped sewerage system and only about 30% is connected to the Sewage Treatment works.
• A contract is underway to do the final connection another 20% and refurbish sewage pumping stations.
• Phases 4 to 7 of the Basra Sewage Plan will be implemented in the future.

Overall expenditure:
$5.56 Billion will be spent on electricity sector across Iraq in near future
• $2.6B on generation
• $1.55B on transmission
• $1B on distribution
• $150M on communication & control
• $50M on security
With Japanese pledged to add to above as a donor.
Specifically in the South:
• 6 power stations with a combined output of 1400MW
• New power stations of 290MW being built in the next 7 months
• Large new plant under consideration by MEE and donor Japanese Government
Generation:
•All main units have been overhauled
•Smaller units that have not operated for years are now being overhauled
•From a position of approximately 3000MW last summer throughout Iraq, should be in the region of 6000MW this summer, specifically around 1400MW in South.
Najibiyah Power Station
Transmission:Looting of the 400kV and 132kV lines was extensive, however, the Transmission Co (with help from the military) has a repair program and major contracts are under way with Bechtel and USACE.
Nasiriyah transformer station, was looted, now completely repaired and operational
Distribution:
• Likely to be the bottleneck this coming summer, especially because of the improvement of the standard of living, eg, white goods.
• $10M contract to be awarded soon for distribution sub-stations within Basra
• Smaller contracts to be awarded in other 3 Governorates
• Street lighting also included under distribution company.
Opportunities:
• 24hour/7 days per week power in most areas
• $M in contracts and construction to be let
• Consultancy services required
• IPP and PPA still required
