ThisisthebeginningoftheSouthwestPipelineProject(SWPP)story.Aqualitysourceofreliablewaterhasbeenaneed,andIstressneed,in

southwestNorthDakotathroughoutourhistory.

What is the source of the water for all of the SWPP?ThesourceisLakeSakakawea.TheSWPPsharestheintakewiththeAntelopeValleyStation.LakeSakakaweaisalarge,stablesourceofwater.Sincethestatehasa permanent flood in our backyard,thatisthelake,weareabletousethissourceforthedrinkingwaterfortheSWPP.

This permanent flood is a resultoftheFloodControlActof1944andthereasonwhytheMissouriRiverwasdammedtoformLakeSakakawea.LakeSakakaweaisthethirdlargestman-madelakeintheUnitedStatesandisthelargestofthemainstemdamsontheMissouriRiversystem.Atcapacity,theLakeholds24millionacrefeetofwater.

Is it safe?Mostemphatically,YES!SWPPwateriscurrentlytreatedatthewatertreatmentplant(WTP)inDickinson.ThereisanewWTPunderconstructionfortheOliver,Mercer,NorthDunnRegionalServiceArea,butthatisastoryforanotherday.

Watersafetyisgovernedbyfederallaws.CongresspassedtheSafeDrinkingWaterAct(SDWA)in1974anditwasamended

in1986and1996.Itwasagainamendedin2002toaddressdrinkingwatersafetyand

securityconcernsinlightofterrorismthreats.TheSDWAauthorizestheEnvironmental

ProtectionAgency(EPA)toestablishregulationstoprovideforandensuredrinking

watersafety.

Theserules,regulationsandlawsaremonitored,administeredandenforcedin

NorthDakotabytheDepartmentofHealth(DOH).TherearemanypartstotheSDWA

toensurethepublic,unlikeanywhereelseintheworld,thewatercomingoutofyourtapis

safetoconsume.

Is the water treated?Again,mostemphatically,

YES!Treatmentactuallystartsattheintake,then

at Dodge and finally at the WTPinDickinson.Thisisa90-miletripforMissouri

Riverwaterbeforeitisfullytreatedandthenagain

pumpedtoyourcommunity,farm,ranch,home

orbusiness.

How is the water treated?Treatmentbeginsatthe

source,LakeSakakawea.Whentasteandodorcausingvegetation

arehigherorwhenthelaketurnsover,whichitdoes,SouthwestWaterAuthority

(SWA)usessodiumpermanganate,astrongoxidizingagent,tokeeptasteandodorat

bay. With the unprecedented flooding in thestatethisyearadditionalorganicmatter

washedintotheriversystem,causingadditionalneedfortheuseof

sodiumpermanganate.

ThewateristhenpumpedtoDodgewherepre-treatmentcontinueswiththeadditionofchlorineandammoniatoformchloramines.

IttakesfourtosixdaysforthewatertoreachtheWTPinDickinsonfromDodge.

The12thAnnual“MakeASplash”WaterFestivalwasheldSeptember15and16attheDickinson

RecreationCenter.Childrenandadultsalikelearnedaboutwaterquality,theimportance

ofconservationandthedangerouseffectsofpollution. Over 400 fifth grade students from

18schoolsthroughoutsouthwestNorthDakotaattendedthecurriculumduringtheday.

FamilyNightwasheldThursdayeveningwithspecialguestsfromtheRooseveltParkZooin

Minot.Zoostaffmembersandtheirfriendswereonhandtopresentthedevastatingaffects

recent floodwaters had on the Zoo. “Our animalswereevacuatedtovariousvenues

throughouttheregion,”saidKimThompson,eventcoordinator,RooseveltParkZoo.

“Cleanuphasstarted,butitwilltakelotsoftimeandhardworktogetthingsbackintoshape,”

sheexplained.“Beinghereisgoodforboththeanimalsandstaff.Wearereadyforapositive

diversion from the flood.”

alongwithseveralothersupportersincludingDakotaPrairiesRC&D,NorthDakotaState

WaterCommissionandProjectWET,DakotaCommunityBank,KXMAandKFYRTelevision

StarkCountyWaterResourceDistrictandtheBillingsCountyWaterResourceDistrictand

numerousothergenerousin-kindsupporters.Special thanks to you all…you are making

a difference in the lives of many!

Thecontacttimeisnecessaryforeffectivetreatmentusingchloramines.ChloramineshavealwaysbeenusedinSWPPwaterandtheyaremoreeffectiveindisinfectingwaterthanchlorine.Watertreatedwithchloramineshaslessofachlorinetasteandodor.Chloramineshavealongerresidualsoitlastslongerinthewaterandhavealsobeenfoundtodispelfewercarcinogenicby-productsthanchlorine.

WhenwaterarrivesinDickinsonattheWTP,it is clarified, softened, stabilized, filtered and disinfectedagain.Thewateriscontinuouslytestedandmonitoredfromthetimeitentersoursystemuntilitcomesoutyourtaptoensuresafe,qualitywatertoyou,ourcustomers.

ThisisaverybriefsummaryofhowwatergetsfromtheMissouriRiver,LakeSakakawea,through90milesofpipelinetotheWTPwhereitistreatedforyoursafety.Thenitispumpedoutinalldirectionsthroughmorethan4,000milesofpipelinetoreachyoueachandeverytimeyouturnonthetap.

ThemenandwomenofSWAworktirelesslytobesureyouhaveasafe,reliable,qualitysourceofwater.ThewatermeetsorexceedsthedrinkingwaterstandardssetforthbytheEPAandtheDOH,somethinginwhichwetakeatremendousamountofpride.
