In general there is no perfect welfare state. But I will try to show that there is a real possibility of existence of such a state.

Social insurance is a system of social protection, the objective of which is to ensure the realization of the constitutional right of economically active citizens, income security in old age, in case of illness, complete or partial disability, loss of breadwinner, unemployment.

Social Insurance

Social Security is a system of activities implemented by the governmental and public organizations to provide guaranteed minimum adequate conditions of life, life-sustaining and effective human existence.

Health care

Rural Health Posts – They offer basic health checks and facilities including routine examinations, immunizations and minor injuries. They cover about 4,000 people.

Health Centers cover larger rural populations of approximately 7,000 people and offer a range of primary care services. They are able to perform minor surgeries and are normally staffed by teams of nurses as well as pediatricians, therapists and women’s doctors.

Urban Polyclinics provide services which are normally considered to be of general practice and include screening, treatment for chronic illnesses and on-going care. Depending on their size, urban polyclinics would also house approximately 3-4 specialists from fields such as cardio, oncology and obstetrics.

Special Focus Polyclinics – This is where pediatricians treat children up to the age of 19.

There are numbers of different types of hospitals and healthcare clinics in use

Retired people/pensioners receive state/retirement pension. Women whose husbands die before they retire if they are

aged 45 or over receive widow’s pension. Women who leave work to have a baby receive maternity pay. Every child until he/she leaves school or longer if the child

continues education (up to 19) receives child benefit. A person who is out of work for up to a year receives

unemployment benefit. Families with children who have very low incomes receive

family credit. A person who is unable to work after a sickness period

receives invalidity pension. Disabled people receive mobility allowance to pay for

transport or to buy a special vehicle.

In an Ideal Welfare State some categories of people are entitled to financial help

So, a perfect state does not exist. I’ve just tried to capture the essence of such a state.
