• Framework Environmental Laws based on EU requirements adopted in 2003. (Waste directive, IPPC, etc.)– Decree on obligatory reporting for waste

generators and waste operators in accordance with operational permit

• National Waste Strategy developed in 2001 is financed/implemented by the EU and World Bank (new strategy on the horizon)

• Decree on the format, content and procedure of reporting by waste generator

• Complex instituional set up - 2 entity ministries of environment + 10 cantonal ministries of environment, 3 statistical units

Country up-to-date info

• Data collection, monitoring and reporting in the waste sector lags behind other sectors such as water and air sector

• Statistical agencies are responsible for collecting data on household and industrial wastes (Law on statistics)

• Entity environmental ministries are responsible for collecting data on industrial, hazardous wastes as well as waste management facilities

• Statistical agencies use certain forms (KOM-6a) to collect data from communal enterprises – difficulties with methodology and definitions

• No reliable figures or statistical data are available due to lack of systematic/long term reporting

• Existing reporting activities are mostly based on obligations arising from few international conventions and agreements (e.g. Basel convention).

• A polluter register is under preparation• A reporting scheme (w/EIONET) has been

proposed but not implemented yet

GAPS to comply with WSR

• Municipal waste generation and disposal – small coverage

• Industrial/hospital waste generation and disposal not reported

• Regulation needs to be fully incorporated into local legislation with clear methodological aprroaches, definitions and nomenclature

• Existing and future reporting needs to be streamlined

• Reporting between certain entitites has not been instituionalized

• Lack of adequate treatment facilities for many waste types listed in WSR (e.g. haz wastes)

• Lack of capacity and interest in the industry

• The existing survey based on form KOM-6a is outdated and not harmonized with WStatR 2150/2002

• Data submitted by Communal Enterprises (Public utilities) are insifficient, inreliable and inconostent

The proposed structure....

• Lacks the involvement of entity ministries related to environment which...– Collect and report data to the Basel Convention,

and– issue “waste management permits” to waste

management companies – issue “environmental permits” to waste

treatment/disposal sites– as well as issue “environmental permits” to

industrial facilities

• ....... All of these permits are issued based on annualy reported quantitites in accordance with the Environmental and Waste management laws.

Current and planned donor projects

• Financed by SIDA - SUPPORT TO STATISTICAL SYSTEM + PILOT SURVEY ON WASTE GENERATION IN INDUSTRY– Implemented by BHAS, Federal Institute of

Statistics, RS INstirute of Statistics and Statistics SWEDEN (SCB)

– Duration: Jan 2007 to Dec 2009– The overall project will establish a sustainable

statistics system including environmental statistics– The pilot project tests certain questionare and

provides feedback– Pilot survey was conducted a sample of 100 business

entities registered in NACE D-Manufacturing– 17% companies refused to be surveyed– Methodology based on Waste Statistics Regulation

2150/2002/EC WstatR

Conclusions

• Need for better understanding and implementation of WstatR...

• Developing adequate methodology for data collection

• Capacity building• Better cooperation and information exchange

will be required between the Ministries of environment of statistical agencies of Bosnia and Herzegovina.

• Regional reporting may become standard practice

• Statistical institutes should take a leading role in defining nomenclatures, methodologies data crunching
