Caravan and camping is an important sector to Western Australia’s tourism industry. In 2014, WA attracted more than 1.27 million caravan and camping visitors who stayed 6.8 million nights and spent an estimated $868 million. Of this, around 87 per cent, or $746 million was spent in regional WA.
The Western Australian Government is committed to proving affordable and diverse caravan and camping experiences in WA. To achieve this, it has dedicated $40.7 million of Royalties for Regions funding for implementation of the Western Australian Caravan and Camping Action Plan: 2013-2018 (Action Plan) and Parks for People initiative.
The Action Plan aims to make Western Australia the nation’s most attractive caravan and camping holiday destination by improving the supply, delivery and promotion of the sector.
Funding has been allocated across State Government agencies including Tourism WA, Department of Parks and Wildlife, Main Roads WA, Department of Local Government and Communities and Department of Regional Development.
Tourism WA plays a key role in implementation of the Action Plan. Achievements in 2014-15 include:
INCREASING SUPPLY OF NEW COMMERCIAL CARAVAN PARKS AND CAMPING GROUNDSCARAVAN PARKS
To remove barriers to attracting private investment in new commercial caravan parks, Tourism WA worked with local governments and undertook feasibility studies and land assembly processes at potential caravan park sites on Crown land in the following high priority destinations.
Broome – Land assembly assistance was required to help secure a proponent for the Sanctuary Road caravan park site. Discovery Holiday Parks Australia has been appointed by the Shire of Broome to develop the site.
Exmouth – Land assembly was completed for a potential caravan park site on Truscott Street in Exmouth. The Department of Lands is now progressing Native Title clearance in preparation for Tourism WA taking the opportunity to market.
Lancelin – The Scheme Amendment has been approved by the Shire of Gingin for the potential caravan park site on Hopkins Street in Lancelin. Additional land assembly work was commissioned to protect and manage threatened flora including redesign of the potential caravan park layout.
Mandurah – A pre-feasibility study was undertaken for a potential caravan park site on Thisbe Street in Dawesville.
CAMPING GROUNDS ON ABORIGINAL LANDS – CAMPING WITH CUSTODIANS
Land assembly was completed and water supply
secured at Imintji and Mimbi Caves in the East
Kimberley. Installation of infrastructure will enable the
Imintji camping ground to commence operation in the
2016 tourist season.
A consultant was commissioned to commence
investigation of potential camping ground sites on
Aboriginal lands in the Pilbara region which may lead
to further Camping with Custodians developments.
INSTALLATION AND UPGRADE OF FACILITIES TO MANAGE OVERFLOW DEMAND
Demand for overflow facilities occurs during peak
tourist seasons and events.
Shire of Exmouth received a grant and has upgraded
the existing overflow camping ground in the town,
increasing the capacity of ablution and black waste
dump point facilities.
Shire of Denmark received grant funding to establish
a new overflow facility at McLean Oval by upgrading
existing infrastructure and amenities as well as
installing new visitor facilities.
Funding has been granted to four local governments
who are collaborating, supported by the Mid West
Development Commission, to improve visitor facilities
and expand camp sites at Cliff Heads, Lucky-Half Way
Bay, Milligan Island and Sandy Cape coastal camping
grounds.
A project to upgraded nature-based camping grounds
commenced development in the State’s southern
coastal area through collaboration by six local
governments.
INSTALLATION OF BLACK WASTE DUMP POINTS
To provide travellers in self-contained vehicles
with additional locations to safely dump black and
grey water waste, grants have been made to local
governments to support the cost of dump point
installations at Cue, Denmark, Karratha, Port Hedland,
Manjimup, Mandurah, Serpentine/Jarrahdale, Pinjarra
and Walpole.
RESEARCH ON CARAVAN AND CAMPING VISITORS
To assist informed decision making by the caravan
and camping industry, Tourism WA prepares an annual
profile of caravan and camping visitors to the State.
The Caravan and Camping Snapshot 2014 is available
for download from the caravan and camping page at
tourism.wa.gov.au.
ACCREDITATION OF CARAVAN PARKS
To increase the number of caravan park businesses
in the State accredited through the Australian Tourism
Accreditation Program (ATAP), funding was granted
to Tourism Council WA (TCWA) to deliver one-on-one
business development support. This has resulted in 30
caravan parks achieving ATAP accreditation.
TRAINING OF CARAVAN PARK STAFF
To improve the use of online marketing and social
media by caravan park operators, funding was
granted to TCWA to deliver e-commerce training
through workshops and one-on-one support. Forty-
two caravan parks attended the workshops and 23
received individual digital marketing support.
To improve the delivery of products and services by
caravan parks, funding was granted to the Caravan
Industry Association WA (CIAWA). CIAWA coordinated
delivery of 10 regional workshops customised to the
compliance challenges faced by caravan parks and
supported management and staff of caravan parks
to commence formal training through Recognition of
Prior Learning.
MARKETING STRATEGY To attract visitors to experience the State’s extraordinary caravan and camping destinations, Tourism WA developed and implemented the second year of the Caravan and Camping Marketing Strategy, in collaboration with CIAWA and the Department of Parks and Wildlife.
The State’s caravan and camping experiences were promoted to consumers at Caravan and Camping Shows in capital cities of Australia. Retail product campaigns targeting consumers were delivered in partnership with trade distributors in Singapore, New Zealand, USA, Germany and the UK. Retail product campaigns in the Australian market were conducted with Driveaway Holidays, Turu and Britz. Advertorial was featured in Scoop Magazine and advertising in Outback Magazine and Kings Park Wildflower Guide.
Funding was granted to CIAWA who delivered an intrastate campaign in conjunction with The Sunday Times comprising two, 36-page lift-out magazines.
