Theexpansionofinternationaltradeandforeigninvestmenthasnotbeentheresultofsomegranddesignimposedontheglobaleconomy.Ithasbeenanadhoc,decentralized,bottom-upprocessresultingfromtwodevelopmentsofthe1980s:thecollapseofglobalcommunismandthedemiseoftheThirdWorld’sromancewithimportsubstitution.ThefalloftheBerlinWallandthefinaldisintegrationoftheSovietempiretwoyearslaterreleased400millionpeoplefromthegripofcentrallycommandedandessentiallyclosedeconomicsystems.Meanwhile,thedebtcrisisof1982andtheresulting“LostDecade”ofthe1980simposedapainfulhangoveronmanyThirdWorldnationsthathadtriedandfailedtoreachprosperitybyshunningforeigncapitalandbyprotectingandsubsidizingdomestic“infant”industries.BeginningwithChileinthemid-1970sandChinalaterthatdecade,LDCsfromMexicoandArgentinatoIndiamorerecentlyhavebeenopeningtheirmarketsandwelcomingforeigninvestment.Theglobalizationofthelastdecadehasnotbeentheresultofablindfaithinmarketsimposedfromabovebutoftheutterexhaustionofanyalternativevision.

Incontrasttothosefailedpolicies,certaincountrieshavemanagedtodramaticallyimprovetheirlivingstandardsbyderegulatingtheirdomesticeconomiesandopeninguptoglobalmarkets.TheFourTigersofEastAsia—HongKong,Singapore,Taiwan,andSouthKorea—arethemostprominentexamples.FromtypicalThirdWorldpovertyinthe1950s,eachhasachievedastandardoflivingtodayequivalenttothatofindustrializednations,withper-capitaincomesinHongKongandSingaporerivalingthoseofthewealthiestWesternnations.
