recently did something
totally out of character – literally –
he acted in a play to benefit the
McHenry County Historical
Society. He played the School
Custodian in a production of
Elementary Follies to raise
money to restore the historic
1867 Pringle School in Marengo.
At last count, the successful
theatrical event raised $3,000!
Chief Lieb was utterly amazed at
how much fun he had throughout the whole process from rehearsals to performing
(twice!) for the public. As he put it, “The other cast members and I truly enjoyed
stepping out of our “comfort zones” and onto the stage for a worthy cause.”
Congratulations, Chief Lieb, on a job well done!
As part of the IDOT grant, WPD Officers made one driving under the influence
arrest during the recent Labor Day crackdown. In addition, 35 seat belt citations
were written – nine of which occurred during nighttime hours. Other citations and
arrests include 24 citations for
operation of a vehicle while using an
electronic communications device, eight
citations for operation of an uninsured
motor vehicle, and a driving while
license is suspended arrest. The overall
goal of the “Click It or Ticket” and “DUI
Enforcement Patrols” is to increase the
safety for the traveling public.
As part of the refinancing of the Series 2008 Bonds, which the City Council had
previously approved, it was necessary for the City to obtain a bond rating from S&P.
On August 25th a phone conference was held with S&P to present an overview of the
City’s financials and economic development and allow S&P to ask any questions. On
September 6th the City was notified that S&P was confirming the “AA” rating the City
had been upgraded to on May 20, 2014. They also indicated that the long term
outlook for this rating was “stable”, which indicated that this rating is unlikely to
change in the next two years.
The refunding transaction was completed this morning with good demand for the
purchase of the City’s new debt. Overall, savings were 6.9% of the net present value or
$131,800 in debt service savings for the Water & Sewer Fund.
The Federal Census Bureau started counting City of Woodstock residents on
September 9th. At this point they have not indicated any issues or difficulties in
participation by residents. Barring any unforeseen circumstances, they are currently
anticipating being done with the count on September 30th.
Sjostrom and Sons started work on the window
replacement project in the Old Courthouse. Their
first order of business was to remove several window
sash from rear windows, which will be used to
replace deteriorating sash on three windows on the
front of the building. Architect Gary Anderson
determined that this was a critical first step in the
project because the existing sash were in danger of
falling out.
The Spirit Halloween store will be opening
on Friday, September 16th. They are
occupying the former Office Depot Space at
414 S. Eastwood Drive.

blood pressure screenings as well as provide
information and education on the influenza virus, vaccinations, and seasonally-
relevant child-safety issues. There will also be free goodies for the kids. Flu shots will
also be available for a fee, more information regarding the flu shots will be available
nearer to the day of the event.
Michael Iwanicki is the Superintendent of the Veterans Assistance Commission of
McHenry County (VAC) and has provided continuing education training to other
Veterans Service Officers on a variety of topics related to benefits from the US
Department of Veterans Affairs. Michael will be discussing VA Service Connected
Disability, Veterans and Survivors Pension (commonly called VA Aid & Attendance),
and other services offered by the VAC. Tuesday, September 27, 6:30-7:30 pm

Librarian gurus.
Every Friday there will be a small, do-it-yourself activity in
the Children’s Department. It will be available all day, and announced on Facebook
that morning. We’ve already built forts, colored on the floor and played dress-up,
come in to see what’s next!

The Recreation Center has been home to the
Cooperative Education Program, which is a division of
SEDOM (the Special Education District of McHenry
County) since 2004. Recently, due to the
reorganization of SEDOM, the students have been
placed in locations closer to their homes.
The School of Expressive Arts & Learning, now located
at 1200 Claussen Dr. (the previous SEDOM School
location) approached the Recreation Center about
working with a cooperative program with their
students.
S.E.A.L. is an organization approved by the Illinois
State Board of Education which provides year-round
private therapeutic day school services. This
organization serves boys, girls and young adults with
special needs, ages 5 to 22, placed by local school districts. They serve the needs
of students with emotional disability, specific learning disability, intellectual
language disability, developmental delay and multiple disabilities. More
information about S.E.A.L. can be found at .
The Recreation Department would like to welcome Nathaniel Forero and Emily
Lahman to our staff. The Recreation Center will serve as a training site for the
students as they learn marketable skills to take out into the workforce.
Emily and Nathaniel will be sharing the
morning laundry and cleaning duties. Their
job coach will be onsite to assist them with
their duties until they have mastered the
morning list of projects. At that time the coach
will watch from the sidelines to be sure the
projects are being completed correctly. The
ultimate goal is for the students to master their
skills and bring their experience to another
employer. At that time the Recreation Center
will receive new students to work with.
We look forward to a long and successful
cooperative program with S.E.A.L. and their
students.
Projects for the annual summer
maintenance shutdown have been
completed. The carpet in the multi-purpose
room was shampooed and the cardio room
was painted. A new epoxy floor was
installed in the locker rooms; the aerobics
and racquetball courts were sanded and
refinished; pool shell was acid washed and
the lines were painted; and the whirlpool tile
was grouted. We had three different outside
contractors included in this year’s projects
and all projects were completed on time and
within budget.
The Woodstock Recreation Center
welcomes the Pioneer Center as they walk
around the gym each Wednesday
afternoon. Pioneer Center and Rec Center
employees work in collaboration to
provide the group a safe, climate-
controlled environment. Many of these
faces are also seen on Tuesdays at Coffee
at the Café.
The Rec Department’s fall programming session gets
underway this week with Tap Lessons, Tumbling,
Horseback Riding, Gymnastics, and Mighty Twisters.
Next week, Youth and Adult Golf, Tae Kwon Do,
Basketball Clinic, Poms, and Kid Rock will be offered.

Woodstock Fine Arts Creative Living Series
Rick Guidotti has spent the past two decades reframing
our perceptions of beauty. Formerly a fashion
photographer working with supermodels, he now travels
the world to capture images of people living with
differences such as albinism and autism, using his camera
to celebrate and embrace the beauty in those with
genetic, physical, behavioral and intellectual differences.
Guidotti presents On Beauty—this award-winning
documentary directed by Joanna Rudnick and Chicago’s
Kartemquin Films, ventures outside conventional
standards to expose the unexpected beauty that radiates
through his lens—and talks about the empowering effects
of a little glamour, allowing people the freedom to feel “I am amazing.”
The Fat Babies are a seven piece jazz band interpreting classic styles of the 1920s and
30s. Founded in 2010 by string bass player Beau
Sample, its members include Andy Schumm (cornet),
John Otto (reeds), Dave Bock (trombone), Jake Sanders
(banjo and guitar), Paul Asaro (piano), and Alex Hall
(drums). Their debut album, “CHICAGO HOT”, and
latest release, "18th & RACINE", feature the music of
King Oliver, James P. Johnson, Louis Armstrong, Jelly

City Manager’s The City of
Woodstock is seeking a full-time Sewer & Water Maintenance
Worker I in the Public Works Department. The position
performs manual labor and operates vehicles and equipment
in the maintenance and repair of sanitary sewer collection and
water distribution systems. The work is performed under the
supervision of the Sewer & Water Maintenance Foreman and
Superintendent. Position normally works Monday – Friday, 7:00 am – 3:30 pm, with
possible emergency overtime after hours and weekends required. Minimum Qualifications:
High school diploma or equivalent required; One (1) to two (2) years’ infrastructure
maintenance experience; Valid Class B Commercial Driver’s License (CDL) with air brake
endorsement and good driving record required. An equivalent combination of education
and experience may be considered. Those candidates that meet all other minimum
qualifications but don’t have a CDL be considered for this role with mandatory
receipt of CDL within six (6) months of hire. Starting Salary Rate: $16.92 per hour in
accordance with current Union contract. Position includes eligibility for full benefits
package of group health insurance, benefit time and IMRF retirement plan.
The City of Woodstock is seeking qualified applicants for
a part-time Reference Librarian for the Woodstock Public Library. The purpose of this
position is to assist Woodstock Public Library patrons in locating and using reference
materials. Position works 25-28 hours per week, with a current schedule of Wednesday
12:00 pm-9:00 pm, Thursday 1:00 pm-5:00 pm, Friday 9:00 am-5:00 pm, Saturday 9:00
am-5:00 pm, occasional Sunday hours of 1:00 pm-4:00 pm as part of library staff rotating
hours and other hours as needed and/or assigned. Minimum Qualifications: Masters’
degree in Library Science from an ALA accredited program or equivalent; Ability to provide
customer service in a high-traffic environment in a pleasant, mature fashion required;
Experience using computers, Internet and other office equipment (e.g., copier, fax
machine) required; Ability to stand for long periods of time and lift, push and carry heavy
loads (30-40 lbs.) essential; Ability to sit and view a computer screen for long periods of
time. Starting Salary Rate: $21.07 per hour; benefits include prorated vacation, holiday and
sick leave and IMRF pension. Please note that this part-time position does not provide
medical and dental insurance eligibility.

Berger Excavating continues its work on the
City’s 1,400-foot multi-use path along US Route
14. IDOT’s US Route 14 widening project left a
gap in the path between Lake Avenue and West
Lake Shore Drive. The City partnered with the
State of Illinois, McHenry County Conservation
District, and McHenry County, in order to design
and fund
the project.
This week,
Berger
completed the installation of the final asphalt
surface and spreading of topsoil. Next week,
the contractor will focus on final grading,
striping, and the installation of erosion matting
and grass seed. The path is expected to be
finished and ready for use by the end of
September.
While Street Crack Sealing and Street Pavement Marking programs near their
completion, this week marked the beginning of the Street Resurfacing Program. In
order to create a “border” for pavement work, the contractor began saw cutting curbs
and sidewalks on Monday, September 12th. During the following two weeks, Geske
& Sons, Inc. will be removing and disposing of the existing bituminous pavement
surface and underlying stone base. This will be followed by the installation of new
base material, asphalt binder, and surface course. All resurfacing is expected to be
completed by the end of October.
Streets originally scheduled for maintenance or resurfacing as part of the 2016 Street
Maintenance & Resurfacing Program are as follows:
Becking Avenue (from Conway Street to Dane Street)
Country Club Road (1,900’ west and 2,500’ east of Club Road)
Madison Street (from South Street to Fremont Street)
West Jackson Street (from Tryon Street to Throop Street)
*Because of favorable bid prices, the City will complete some additional work at the
following locations: Applewood Lane, Boulder Lane, Beach Avenue, Aspen Drive, Oak
Street, Blakely Street, Tanager Drive, Willow Avenue, and Cobblestone Way & Pond
Point (intersection only).

Jimmy’Z Masonry continues its stone façade work on the south half of the Park in the
Square retaining wall on Van Buren St. Interior parking spaces along the wall will be
blocked off where the contractor is working. This is necessary to not only
accommodate the workers, but also to protect the work zone. Affected parking
spaces will re-open at the conclusion of each work day. This improvement will also
include the installation of parking curbs to prevent vehicles from making contact with
the new cobblestone face.
Ryders Woods Park Sign
Curb appeal is extremely important in the City of Woodstock. Maintaining public
spaces like the City’s twenty-four distinct park properties provides residents and
visitors a positive impression of the City. An integral part of promoting the City’s
recreation areas includes maintaining each individual park entrance sign. The signs
are landmarks for residents and user groups seeking a specific site for a family
outing, league tournament, or something as simple as a new place to walk the dog. A
park sign is often the first thing residents and user groups see. That initial
impression helps promote the entire park system and speaks to the beauty of historic
Woodstock. As part of their ongoing efforts to provide quality recreation areas,
members of Woodstock’s parks maintenance staff recently replaced the sign at
Ryders Woods Park, at the new entrance located at Dick Tracy Way and Lawndale
Avenue. The new sign resembles those at other park sites and will serve the
community for many years. The McHenry County Land Conservancy has completed a
lengthy list of work to the path and grounds at Ryders Woods Park. The City
encourages those that enjoy nature’s beauty to visit the site.
Wastewater Treatment Employees Attend
Conference in Carpentersville
Wastewater Treatment Plant employees attended the 10th
Annual FVOA (Fox Valley
Operators’ Association) Wastewater Conference hosted by the Village of
Carpentersville on Thursday, August 18th
. The conference consisted of several
different technical sessions including: impact of flushable wipes on collection
systems, fighting the corrosive environment within facilities, and use of paracetic
acid as a disinfectant in the wastewater treatment process. These conferences are
one way operators stay current with IEPA and industry standards. They also provide
an opportunity for discussion and troubleshooting of wastewater treatment issues
with other wastewater treatment operators in the area.

What’s Blooming in the Bump Outs?
The Department of Public Works Parks Division has planted
thousands of native plants this growing season in around
Woodstock’s downtown. The plants have included
interesting flowers, foliage and shrubbery. Within three
years time, these native plants will fully fill each bump out
providing varying heights, shapes and textures to the
landscape throughout the seasons.

BAT FOUND IN MARENGO
A rabid bat was found outside a Marengo
home on September 13. Test results for the bat, reported to
McHenry County Department of Health (MCDH) on Thursday,
September 15, confirmed that the bat was positive for rabies. No human exposure
was reported, although potential exposure to a puppy who was found playing with
the bat is being taken into consideration. Keeping pets (even those who stay
indoors) up to date with vaccinations will not only keep them from getting rabies,
but also provide a barrier of protection for people if a rabid animal bites a pet.
If a bat is found, whether it is inside or outside your home, do not touch it
directly. The home owner in this instance handled the bat with a shovel and
plastic bag, ensuring no direct contact. If a bat is found in the home, contain the
bat in a room by closing the door. If you find a bat outside the home and think
there has been exposure to a person or pet, or if the bat is injured, place an
upside down bucket over the bat if it is possible. In both cases, immediately call
Animal Control (815-459-6222). In order to test bats for rabies, it is important
the bat be in good condition (i.e. head is intact) – either alive or recently
deceased. Only in cases of confirmed exposure are bats submitted for
testing. Specimens in good condition that test negative for rabies eliminates the
need for rabies treatment following human exposure. Statewide, 53 rabid bats
have been reported positive for rabies so far in 2016, with approximately 46 of
those found in northeastern Illinois.
Rabies is a fatal disease caused by a virus that attacks the central nervous system,
only confirmed by laboratory testing. The best way to avoid rabies is to avoid
exposure. A bat that is active by day, found in a place where bats are not usually
seen (such as in your home or on the lawn) or is unable to fly, is potentially rabid.
People should take a “hands off” approach to all wild animals to reduce their risk
of exposure. Children should also be educated to avoid handling wild
animals. Bats are a protected species and part of the natural habitat.
