North West Construction Hub

The North West Construction Hub (NWCH) is much more than a public sector construction delivery vehicle. It is a place where like-minded organisations come together to do business collaboratively. Lowest price tendering is replaced with long-term relationships between clients, professionals and contractors, formed around shared objectives and common values. The result is less waste, less duplication, local engagement and greater efficiencies, all generating better value for money; the cost to use NWCH is lower than any of our competitors.

The NWCH was established in 2009 in response to Central Government’s drive to improve efficiencies within the public sector. It is led by a Board comprising of representatives from public sector organisations across the North West. The legal entity behind NWCH is Manchester City Council.

Projects have been delivered through the NWCH’s Construction Frameworks since 2010. There are three frameworks covering the following value bands:

3 Clients who are delivering projects in the North West

3 Clients with bases in the North West delivering projects in the UK

3 North West based clients with public sector funding in their project

The frameworks can be used by:

High Value: £8m - £35m+Medium Value: £2m - £10mLow Value: £500k - £2m

The third generation of the High Value and Medium Value frameworks are in operation with the Low Value currently being reprocured for 2020. These now include modifications following comprehensive consultation with Clients and Construction Partners.

Each value band is broken down into Lots; all of which cater for Design and Build or Construct Only projects.

The original high and medium value

frameworks (£500k+) operated from

2010 – 2014

Since 2010, we have delivered over 375 projects with a combined value of £1.9bn.

The types of projects delivered include....Schools, colleges and university buildings, theatres, civic buildings, leisure

facilities, fire stations, offices, hospital extensions, houses, care centres and care homes, museums, crematoria, traveller sites, waste transfer depots,

and transport interchanges.

For this type of client...Councils, Blue Light Authorities, Local Government, Universities, Colleges

and Schools, Transport Boards, NHS Foundation Trusts and Housing Trusts.

OJEU COMPLIANTThe frameworks were procured through an

OJEU compliant process.

TRIED AND TESTEDThe first framework became active in 2010,

followed shortly after by two more. They have now been reprocured. The percentage of clients who come back to use the frameworks is very high.

NO FEEThe client pays no direct fee to use the re-procured

frameworks. The Framework Management Fee is now recovered from the Constructor Partner through their competitively tendered overheads

percentage upon appointment to a project.

FLEXIBLEThe type of contract can be selected by the client so long as it is partnering and

collaborative; procurement can take place from RIBA Stage 0 through to Stage 4, according to

the needs of the project.

VALUE FOR MONEYA rigorous selection process to select Constructor

Partners to the frameworks was undertaken which included both price and quality. Open book accounting principles enable client commercial managers to ensure that competitive best value

rates are obtained in all instances.

The frameworks have been developed and revised (through comprehensive consultation) by public sector organisations who understand

the needs of their peers.

BIM KNOWLEDGEAn important enabling element of

Government Construction Strategy supporting collaborative working.

NWCH projects have served as a test bedfor using BIM for a number of clients. Our

contractors have evidenced their experience in delivering BIM and their strategy to stay

ahead in this constantly evolving field.

BESPOKE BENEFITSProject benefits can be tailored to each project,

over and above the core KPIs which cover elements of social value and sustainability.

QUICK AND EFFICIENT PROCESSA rigorous pre-qualification process already undertaken saves the client time and effort.

Furthermore, this enables the appointment of a contractor in a minimum of six weeks if the

programme is demanding.

CONTINUOUS IMPROVEMENTSpecial Interest Groups (SIGs) are

established to deliver the Construction Strategy agenda covering topics such as

Social Value and Digital Technologies

MANAGEMENT SUPPORTThe NWCH team support the client (or their

advisors) giving guidance on the preparation of the Expression of Interest and the Mini-Competition. Performance management is also undertaken

during project delivery.

MEMBER OF THE NACFNWCH is a partner and active supporter of the

National Association of Construction Frameworks (NACF) which is working together with the

Local Government Association (LGA) to shape and promote best practice in using 2-stage

collaborative frameworks, and to help shape the future of the national procurement strategy.
