Message from minister

The Cooperatives movement in sub-continent has been very effective in rural mobilization. The cardinal principle of self-help has been instrumental in galvanizing agriculturist community into cooperative farming societies all across the province. The farmers of Punjab flourished with the support of agriculture inputs and equipments made available on basis of mutual cooperation. In order to make these societies viable, either the state allocated certain pieces of land in name of these society or the societies purchased land from its own resources.

This book is an attempt to compile the data of all such properties at one place which may enable the government to frame a policy of proper management and disposal of these assets in best national interest.

Documentation of Public record has been a long lost tradition in this part of the globe. But that does not diminish its importance in modern day world. Rather there appears to be an even stronger need to pick up the broken threads and weave it into a tapestry of contemporary history.

This Anthology is also an attempt to consolidate the scattered information and hand it down to posterity for further use.

I commend the efforts put in by the Registrar Cooperatives and her subordinate officers and staff.

PREFACE

The dawn of the twentieth century witnessed the onset of cooperative movement in the Sub-continent. The enforcement of Cooperative Credit Societies Act 1904 became the harbinger of the cooperative movement in this part of the world. The purpose was to organize the community for self-help and mutual support. The objective was the socio-economic uplift of rural farming community. This movement gained momentum in pre-partition agrarian community of the subcontinent.

On inception of Pakistan in 1947, the Cooperatives Department played a vital role in rehabilitation of refugees by introducing cooperative farming scheme in Multan Region. Afterwards the Cooperatives Department introduced the mechanized farming and chemical fertilizers in the country. During this phase, ‘Integrated Rural Development Project (IRDP)’ was launched through Cooperative Markaz Unions and another project under the title ‘Cooperative Farm Service Centers (CFSCs)’ was initiated for the agricultural growth and all these activities of the Cooperatives Department led the farmer community in Punjab towards the “Green Revolution” in the country.

All these projects were introduced under the Five Years Plans. The Government of Punjab allotted certain pieces of land to Cooperative Farm Service Centers CFSCs and IRDP Markaz Unions for workshops, go-downs and service stations for tractors of the farmer members of Cooperative Societies along with equipment to run the project. As a result of the cooperative movement, the agricultural implements and inputs became available on the door-step of each and every farmer of the province.

However with the gradual passage of time, the post-independence bonanza of agriculture cooperative societies of 1950s and 1960s diffused owing to the policy shift from agriculture to the industrial sector as well as the growing migratory trends of rural population to urban centers for better livelihood opportunities. Due to these reasons, the above mentioned projects became dormant and the value of the properties of these Cooperative Farm Service Centers and Integrated Rural Development Project Markaz Unions increased being located at the prime sites.

The growth of cooperative farming was spurred by the Punjab Provincial Cooperatives Bank Limited PPCBL. A successor of the cooperative bank of India also has valuable properties throughout the Punjab.

credit institutions. Its equivalent in cooperatives was cooperative finance corporations (CFCs). Decades of 1970s and 1980s witnessed the expansion in role of the CFCs. Once, these CFCs got bankrupted and this system collapsed, these were placed under the control of the Punjab Board of Liquidation which was established under the Undesirable Cooperative Finance Corporations Ordinance 1992 to settle the claims of defrauded cooperators. The properties under liquidation are referred to PCBL for adjudication and disposal.

From then onwards, the new area of growth for the cooperatives was the housing sector. Focus on industrialization spurred the urbanization and migration which necessitated more urban dwelling units. Swift multiplication of money and resources in the housing sector led to its tremendous growth. These housing societies are body corporates and their properties are not directly owned by the cooperatives department, still it is a major area where cooperatives have expanded hence a list of all housing societies is appended at the end.

Unfortunately, the properties of the cooperative institutions worth billions and trillions have neither been documented nor compiled for ready reference and vigilance. Hence, the need was felt to enlist and document these properties and also have a complete record. For this purpose, this compilation was deemed essential with the view to vigilantly save these valuable assets of cooperative entities from the departmental neglect as well as from clutches of greedy land mafia and to effectively utilize these. With this inspiration in mind, this work is being published not only for the interest of the cooperative movement in general but for the cooperative department in particular. Some of these properties are on rent. These all properties are not free from encumbrance. Some of these are on rent and a couple of these are under litigation. A huge number of these properties have either been encroached or facing an imminent threat of being encroached. The biggest reason of this state of affairs is the non documentation and maintenance of the proper record of these valuable assets. Though I acknowledge that this is the first attempt to document the properties of the cooperatives institutions in Punjab and it may have its limitations yet I firmly believe that it will broaden the canvass for informed decision making for authorities at the helm.

CHAPTER

PROPERTIES OF THE PUNJAB PROVINCIAL COOPERATIVE BANK LIMITED (PPCBL)

At the time of creation of Pakistan, the Central Cooperative Banks were working in all the Districts of the Punjab and all the Cooperative Societies of the concerned Districts were the members of the said Central Cooperative Banks. The Board of Directors of these banks were elected from amongst the representatives of the member Cooperative Societies. The branches of Central Cooperative Banks were established in most of the Grain Markets of the Punjab in their own buildings.

During the year 1976 these Central Cooperative Banks(C.C Bank) were dissolved and brought under the umbrella of the Punjab Provincial Cooperative Bank Limited (PPCBL). All the branches of C.C. Banks were converted into the branches of PPCBL as all the assets and liabilities of the said banks had also been shifted to the PPCBL started to run its business as a very rich bank of the country having a large number of properties throughout the Punjab which still exist in the name of the PPCBL against a market value of trillions of rupees. All the cooperative credit societies of the Punjab are the members of this bank and amongst the representatives of these member societies the Board of Director of PPCBL is elected in accordance with By-Laws and election rules of the bank and the elected Board of Directors is responsible to run the affairs of the bank under the supervision of the Registrar Cooperatives Punjab, Lahore who is the Ex-officio Chairman of the Board of Directors of the PPCBL. The bank has the following valuable properties throughout the Punjab.

PROPERTIES OF PUNJAB COOPERATIVES BOARD FOR LIQUIDATION (PCBL)

There were Five Cooperative Finance Corporations registered in Punjab which were dealing with banking business successfully during the decade of eighties. All the depositors and creditors were enrolled as their members who were dealing with Cooperative Finance Corporations. Name of these five institutions were as following:-

1. National Industrial Cooperative Finance Corporation Limited.2. National Industrial Cooperative Credit Corporation Limited.3. Pasban Cooperative Finance Corporation Limited.4. Services Cooperative Credit Corporation Limited.5. Mercantile Cooperative Finance Corporation Limited.

But during the years 1985 to 1990 Cooperative Finance Corporations in a large number were organized and registered by the Provincial as well as Federal Registrars but organizers of these Corporations were the opportunists who had only one object to grab the money of the public and as most of these Corporations were registered by the Federal Registrar, these were not in the control of Provincial Government. On the other hand, funds of big five Corporations were misused by their managements by issuing unsecured loans in billions to the political influentials resulting into a crisis and all these Cooperative Finance Corporations were taken under Liquidation and all their offices and branches were sealed by the Government on 06-11-1991 and a Judicial Commission consisting of three Judges of Lahore High Court Lahore was constituted under the Chairmanship of Justice Afzal Lone to probe the matter and this Commission submitted its report in the first week of march 1992 and in the light of the recommendations of the Commission, the Punjab Cooperative Board for Liquidations was established under the “Undesirable Cooperative Finance Corporation Ordinance 1992” which was later on passed by Provincial Assembly of the Punjab. Main task given to this Board was to settle the issues of the depositors of these Corporations and to recover loans of these Corporations from the defaulters and to dig out and dispose of their properties.

Properties of Cooperative Farm Service Centers (CFSC), Integrated Rural Development Programme (IRDP) Markaz Unions and Cooperative farm service societies

The Cooperative Farm Service Centers were registered during the year 1964 under the “Second Five Years Plan” with the main object to provide the agricultural implements and to introduce the chemical fertilizers to the farmer members of cooperative societies who were enrolled as members of these centers. These institutions provided excellent services for the betterment of their members and farmers of the Punjab and played a vital role in the agricultural growth of the province. The buildings of these centers were constructed on the state land with the financial support of the government.

These CFSCs have performed a lot for the agricultural uplift by providing the chemical fertilizers, pesticides and seeds on credit to their members to grow their crops in an easy and efficient manner and to gain better results to improve their financial condition.

The main object of these centers was to introduce the mechanized farming and chemical fertilizers in the Province which are now available at a competitive rate at the door step of every farmer. Due to this very reason along with lack of interest of the members, these Cooperative Farm Service Centers became dormant and are now being run by the Administrators appointed by the department.

Though these institutions have become dormant, yet the collective value of their office buildings by virtue of respective locations has increased tremendously with a simultaneously rising fear of encroachment.

PROPERTIES OF COOPERATIVE COMMISSION SHOPS (CCS) & COOPERATIVE AGRICULTURAL MARKETING SOCIETIES

Cooperative Commission Shops and Cooperative Agricultural Marketing Societies were also organized and registered under the “Second Five Year Plan” during the year 1964. These Societies were established with the main object to improve the economic interest of their members by providing them high quality seeds, agricultural implements and to arrange the sale of their agricultural products through these commission shops in the grain markets in a better way. These Commission Shops and Marketing Societies worked successfully for many years and some of these societies are still working in the grain markets of the province for the betterment of their members. These societies were accommodated with constructed shops from government grants and all the registered cooperative societies of the concerned tehsils were enrolled as members of these societies and according to registered bye-law. Managing Committees of these Societies are elected from amongst the representatives of the member societies and are still running the affairs of these societies.

Properties of cooperative Farming Societies & Colony Cooperative Farming Union (CCFU) Khanewal

The Cooperative Farming Scheme was launched during the year 1948 to develop and popularize the agriculture by undertaking it on cooperative lines to obtain better returns from land so that people should take more interest in farming and be able to develop small industries subsidiary to agriculture. Another purpose of Cooperative Farming Scheme was to rehabilitate the agri-based landless refugees and Muslim tenants who were facing hardships after creation of the Pakistan. 132 Chaks in Multan Region were selected for this scheme where agri-based refugees and Muslim tenants were enrolled as members of the Cooperative Farming Societies which were organized on the basis of “one Chak one Cooperative Farming Society” and a portion of land measuring 100 Kanals was allotted to head of the each and every family who was enrolled as member of the concerned Cooperative Farming Society. These Chaks of Cooperative Farming scheme were established in blocks of 500 Acrs each on state land where all the resident families were allotted with one Kanal residential plots. A Chak Manager was also appointed to run the affairs of the each Cooperative Farming Society and a portion of land for his office, residential quarter and godown for agricultural produce of the society was also allocated where all three buildings were constructed which have been demolished with the passage of time but such portions of land still exist in the name of concerned Cooperative Farming Society.

It is pertinent to mention here that a union of the above mentioned Cooperative Farming Societies was also organized and registered with the name of Colony Cooperative Farming Union (CCFU) Khanewal which Purchased about 8 Kanals land in Civil Lines Khanewal for its office during the year 1980 against a cost of Rs.8,60,000/- which is still owned by the Union and is now situated at prime location of the city. Its present worth as per report of Assistant Registrar Farming Khanewal is about rupees 30 Crores. Detail of these assets/properties is given below:-

Properties of Cooperative Development Societies and Project Area Development Cooperative Societies

The project Area Development Cooperative Societies and Cooperative Development Societies were organized and registered also under the “Second Five Years Plan ”of the Government with the main objective to improve the financial condition of the Farmer members of Cooperative societies registered in the area. These societies were registered on Union Council Level and Cooperative Societies of the Union Council alongwith individuals were enrolled as members of these societies. These Development societies had the purpose to serve their members through provision of agricultural implements, different kinds of seeds and chemical fertilizers. Further these societies had an aim to provide the domestic necessities and educational facilities to their members and to adopt all other measures to promote the cooperative movement among the general public. These societies worked successfully for many years but with the passage of time membership of these societies was devolved to the children of the founder members who had least interest in the affairs of these societies and lack of interest of the supervisory staff of the cooperative department also resulted in redundancy of these societies.

PROPERTIES OF COOPERATIVE SERVICE SOCIETIES

The Union Council Cooperative Service Societies were organized and registered during the “Second Five Years Plan” with the objects to supply the improved seeds, improved implements, fertilizers, pesticides, fungus protection appliance/services, spraying and package material and to provide raw material for processing of farm products along with stock accessories, spare parts and equipment etc necessary for business of the society. Further objects of these societies were to acquire, construct, maintain and alter any building or works necessary for working of the societies. To meet the above objects all the Cooperative Service Societies were provided with office buildings along with godowns at Union Council level and all the agri-based residents of the area of concerned Union Councils were enrolled as members of these societies. These societies worked successfully till 1976 but thereafter the policy of the department changed and Crop Loans were introduced due to which affairs of these societies were completely ignored by both their members as well as field functionaries of the department and these best institutions became dormant. PROPERTIES OF Zaree COOPERATIVE SOCIETIES

The Zaree Cooperative Societies were organized and registered in the old District of Sialkot which had District Narowal as its Tehsil. These societies were registered with the main object to promote the agricultural activities in the border area where residents had least interest to cultivate their land. Through these Zaree Cooperative Societies they were facilitated with the basic requirements regarding cultivation of their land holdings which were very fertile to produce the high quality rice and in result of organization of these societies the land of Sialkot and Narowal became a rich and developed agricultural part of the province. These societies were also provided with office buildings and stores for their agricultural produce and through these societies the barren border area of Sialkot and Narowal was converted into developed agricultural rice producing belt. But with the passage of time these Zaree Cooperative Societies also became dysfunctional owning to multiple socio-economic factors.

There are many other cooperative institutions which were registered under the Cooperative Societies Act 1912 and Cooperative Societies Act 1925. These are still in functioning and are running their affairs under the principles of cooperative movement. Members of these cooperative societies are well aware about the Cooperative laws, Rules and by-laws of their respective institutions and they take keen interest in disposal of their official business. Some of these cooperative societies are working on provincial level having registered cooperative societies as their members. COOPERATIVE HOUSING SOCIETIES

Housing sector of the Cooperatives Department is spread throughout the Punjab especially in the big cities. It has provided the housing facilities to the needy people on self-help basis without any financial suport from the Government. Cooperative Housing Societies have been organized by the people and are registered with the office of Registrar Cooperatives. These housing societies have launched their housing projects with their own resources and all the development works in their housing colonies have been carried out with their own funds. All the roads, parks, sewerage system, water supplies, electricity, gas, schools, hospitals, markets and even graveyards have been developed installed by these societies for their members which reflects the true spirit of cooperative movement. The government does not provide basic facilities to these cooperative housing societies but the members of these societies are paying all the taxes to provincial exchequer on each and every transfer of plots/houses.

Managing Committees of these cooperative housing societies are elected through secret ballot from amongst their members on the principal of “one member one vote” and no proxy is allowed in the elections/general meetings of these cooperative housing societies. Affairs of these societies are monitored and controlled by the Registrar Cooperatives in accordance with the provisions of Cooperative Societies Act 1925 and Cooperative Societies Rules 1927. Managing Committees of these cooperative housing societies run their business according to their registered by-laws. All the business of these societies including works done by their Managing Committees is supervised by their general body meetings as well as audit of the accounts is directed to be conducted by the Registrar on annual basis. At present, there are around 250 cooperative housing societies organized and registered in the different cities of the Punjab, amongst which 180 are functional and playing their role in the development of housing sector and betterment of the people/members by providing them their own houses with the residual facilities.
