    General Objective:

    To review the implementation process of Janani Express Yojana in the state of Madhya

    Pradesh and provide inputs for corrective action.

    Specific Objectives:

    1. To assess the implementation of scheme against the laid down guidelines2. To identify the problems (if any) in implementing the JEY.3. To understand the stakeholder perception towards the scheme4. To assess the scheme in terms of its coverage and services to the target group

    Methodology:

    Study Type:

    Cross sectional study with both quantitative and qualitative components.

    Research tools:

    A pre tested semi structured interview schedule will be designed for in depth interviews.

    Quantitative:

    Desk review of the state and district specific indicators Institutional deliveries, ANC etc.

    Detailed study of the JEY followed by the review of the policy framework for maternal

    health care and health care delivery in the state

    Qualitative:

    In depth interviews Focus group discussions

    Study Area: District Gwalior & Morena

    Study Population:

    All stake- holders comprising of programme managers, officials of transport agencies,

    beneficiaries, non-beneficiaries and opinion leaders /field functionaries and community will

    be included in the Study.

    Sampling:

    Multi-stage random sampling

    Sampling design:

    This study will be conducted in 2 districts of MP. In each district, this study will be

    conducted in rural and urban population.

    In rural areas, the selection of sample population will be as follows:

    Two CHCs from each district will be randomly selected as study area. From each CHC, one PHC will be randomly selected From selected PHC, 5 sub centers will be covered. Three villages from each selected Sub centre will be selected (sub centre village,

    farthest village and village with medium distance from sub centre) From each selected village, at least 3 beneficiaries under the scheme and 3 non-

    beneficiaries will be covered.

    Thus a total of 90 beneficiaries and 90 non-beneficiaries from one district will be covered in

    the study (ie. 180 beneficiaries and 180 non-beneficiaries from two districts).

    Budget: Rs.3.76 lakhs

    Progress of the study:

    The study tools finalized and pre-tested. Preliminary discussions were held with the Chief

    Medical Officers of the districts. Data collection will be completed by February 2010.

    Summary of Results - Nil

    Any other Comments:

    As the study team was busy with evaluation of MAMTA scheme in Delhi, field data

    collection for this study got delayed. Field data collection and report writing will be

    completed by the end of March 2010.
