MINUTESHOUSING AUTHORITY OF THE COUNTY OF CUMBERLAND

Meeting: August 21, 2015 – East Gate Senior Apartments, 35 E. Gate Dr. Carlisle, PaCalled To Order by Vice-Chairman Martin at 12:34 PM

Attending: Rude DeFrance, Lou Martin, Mark Bishop, Commissioner Hertzler, Marlene Palmer, Guest GaryGildin, Solicitor Tricia Naylor, Ben Laudermilch, Peg Bower, Amber Keeseman and KateMolinaro.

Dickinson School of Law – Presentation by Interim Dean and Professor Gary Gildin.

Public Hearing – Flat Rents – Ms. Siegel presented the Flat Rents, effective September 1, 2015. Motion byBishop/DeFrance to close the Public Hearing. Motion carried.

Minutes – Motion by DeFrance/Bishop to approve the July 17, 2015 meeting minutes. Motion carried.

List of Expenditures – Ms. Bower presented the List of Expenditures. On a DeFrance/Palmer motion, the List ofExpenditures for June 30, 2015 was approved. Motion carried.

Report of Treasurer - Ms. Bower presented the Administrative Revenue Actual vs. Budget, the AdministrativeFund financial reports, and the Public Family/Public Senior Housing financials as of June 30, 2015.

Management Reports – Mr. Laudermilch presented the Executive Director’s Report to the board. He advisedthat he is working on Housing Choice Voucher messaging with the Pennsylvania Housing and RedevelopmentAgencies’ Association. Mr. Laudermilch attended the retirement luncheon for Maintenance Tech. John Bailey.Mr. Laudermilch presented the Section 8 Housing Choice Voucher Report. He advised continuing to work to getas close to the budget as possible without exceeding, but do not want to shrink the program. Mr. Laudermilchadvised the Section 8 department is currently experiencing some staffing changes. Mr. Laudermilch presentedthe Homeless and Special Needs Housing Report. He advised programs are leasing up very well. MOD RehabSRO Projects continue to be a little problematic. Ms. Siegel presented the Housing Management Report. Sheadvised that Karen Michael is the new Property Manager for Public Housing, and is doing a great job. PublicHousing properties are fully leased. Ms. Siegel advised the Family Self Sufficiency and Supportive ServicesPrograms have been contracted out to Tri-County, their services should be starting in 2-3 weeks.

Public Housing Flat Rents – On a Bishop/DeFrance motion the board approved the Public Housing Flat Rents.Motion carried.

Review and Approval of Section 8 Management Assessment Program - On a DeFrance/Palmer motion theboard approved the Review and Approval of SEMAP score. Motion carried.

My activities for the month have included:

1. 8/3: I participated in a planning meeting of the Local Housing Options Team (LHOT). Iparticipated in a planning meeting for the Carlisle Urban Redevelopment Plan (CURP). Iparticipated on a planning call for the PA Housing Alliance organized legislative visit toCongressman Perry’s district office. I toured the Shepherd’s Crossing Site.

2. 8/4: I participated on a planning call for the Homeless Continuum of Care. I met withCongressman Perry.

3. 8/5: I attended the CCHRA staff picnic.

4. 8/6: I attended the Shepherd’s Crossing job conference. I met with representatives ofDiana T. Myers and Associates to discuss housing projects.

Meeting: August 21, 2015 – East Gate Senior Apartments, 35 E. Gate Dr. Carlisle, PaCalled To Order by Chairman Martin at 1:32 PM

Attending: Rude DeFrance, Lou Martin, Mark Bishop, Commissioner Hertzler, Marlene Palmer, SolicitorTricia Naylor, Ben Laudermilch, Peg Bower, Amber Keeseman and Kate Molinaro.

Minutes – Motion by Bishop/DeFrance to approve the July 17, 2015 meeting minutes, noting the correctionfrom 213 to 214 Herman Ave. Motion carried.

List of Expenditures – Ms. Bower presented the List of Expenditures. On a DeFrance/Bishop motion, the List ofExpenditures for June 30, 2015 was approved. Motion carried.

Report of Treasurer – Ms. Bower presented the Administrative Revenue Actual vs. Budget, the AdministrativeFund financial reports, and the Public Family/Public Senior Housing financials as of June 30, 2015.

Management Reports – Mr. Laudermilch presented the Executive Director’s Report. He advised that heattended a PennDOT Multimodal Transportation Fund meeting. Mr. Laudermilch advised the Carlisle Boroughexpressed an interest in the Authority administering many of their contracts. Mr. Laudermilch advised he metwith DCED personnel In Harrisburg to discuss some of the issues with the homeless programs. Ms. Molinaropresented the Community Development Report. She advised the staff is working on a CDBG and HOME 101training, some of the sub-recipients are not always aware of the rules which leads to timeliness issues. Mr.Laudermilch advised that Carlisle Borough received growing greener funding. Mr. Laudermilch presented theDowntown Program Services Report. Mr. Laudermilch presented the Economic Development and Multi-familyHousing Report. He advised that we are pursuing an application for Industrial Sites Reuse Programs withCarlisle Events. He advised the Shippensburg Library has been granted a 1 year extension for submission of theRACP special conditions. Mr. Laudermilch advised the Molly Pitcher and Shepherd’s Crossing projects are bothon schedule. Ms. Siegel advised they are currently working on leasing up for both projects and are confidentthey will be leased up by the end of the year. Mr. Laudermilch advised t it does not look as though a large scaleproject will be done in Perry County. He advised the East Gate Phase II has been tabled, although he is seekinga second opinion. Mr. Laudermilch advised things are moving ahead with pursuing a 2nd Health ChoicesReinvestment in Cumberland County. Ms. Siegel presented the Tax Credit Housing Management Report. Sheadvised there are a few vacancies (2); all others are leased up for September. Ms. Siegel reported there is aninterest in the commercial space at Newport Hotel, pending credit check.

• Carlisle CDBG o Staff monitoring Hope Station during September o 2014 Consolidated Annual Performance and Evaluation Report (CAPER) approved by

Carlisle Council September 10; will be submitted to HUD by September 30.

• Carlisle HOME o EE Ill Contract expires October 25, 2015—CHOC will not pursue another HOME grant

through DCED o Staff working with Tri-County HDC to develop HOME Application to DCED. Unsure yet

whether this will be for first-time homebuyer activity or other HOME-eligible activity

• Cumberland County CDBG o Working through contracting stages with 2013, 2014 and 2015 grantees to ensure County

meets timeliness standard in November o Staff beginning 2016 Application/Annual Plan build process—proposed budget available

• Cumberland County HOME o CNPHC has three homes listed for sale. Two must be sold by December 31, 2015, or they

convert to rental units. Two Lease-Purchase, leases expire January 2016. o Buck providing delivery services for Habitat for Humanity—two bids anticipated to be

awarded before the end of December 2015.

• HSN/Continuum of Care o Experiencing significant lag and technical difficulties with HUD surrounding contracting.

Working with HUD staff to expedite contracting to cause fewer cash flow issues.

• EPA Brownfields/Redevelopment Area o Staff traveled to Chicago first week of September to participate in 2015 Brownfields

Conference o EPA Brownfields AWP final draft submitted to EPA September 1

o RACC received Growing Greener funds from PA DEP to help design stormwater park in Redevelopment Area—RFQ issued September 9—staff will likely seek special meeting of the Redevelopment Authority to award contract.

CARLISLE - met with Central Pennsylvania Youth Ballet CEO Nicholas Ade regarding space

requirements and potential financing for their three-phase expansion project at 5 N. Orange St.; would like to assist with $100,000 to $150,000 of the $1,100,000 needed

- met with Eric Storm who purchased 133 S. Hanover St.; work continues with plans now to have a retail unit in the front building and a winery in the back (barn) building

- spoke with David Miller who purchased 155 S. Hanover St —formerly Rominger Law Offices; he is interested in Carlisle Streetview and would remove the boxed panel sign in favor of downtown-appropriate signage

- met with Alyssa Loney, 145 N. Hanover St. about Carlisle Streetview for her building which includes the recently relocated Guitarworks

LEMOYNE - met with West Shore School District Superintendent Todd Stoltz, Executive Director Laudermilch and others regarding marketing the former Lemoyne Middle School; sug-gested teaming on the project; zoning ordinances will be reviewed and specific developers with uses of interest to the borough and community targeted

- met with Gary Zittle and Tariq Sadi, 435 Market St., regarding their interest in an Italian and Moroccan restaurant in the location's "test kitchen;" Zittle's business sells used kitchen and baking equipment, but also sidelines in varied other enterprises at the site

- work has started at Michael and Shelly Page's restaurant, 1100 Market St.; they purchased the Irish Restaurants (Coakley's) liquor license; the "farm to table" eatery will

open in December 2015

MECHANICSBURG - part of the project to acquire and create a green space—Frankenberger Gardens—at the condemned, fire-ravaged, building at 203 E. Main St., the Mechanicsburg Museum Asso-ciation applied for a grant with the Mechanicsburg Area Foundation and will for Land Partnerships funding; the PA Historical and Museum Commission determined more detail is needed to raze the structure; contingent on that, CDBG funding will be redirected for

the project from the county and Mechanicsburg Borough - assisting Nate Larsen, Larsen Meadworks, who will open at 35 W. Main St. in October; he will produce and sell his wines at this location; he is applying for an About Face! grant,

and considering purchasing a property

NEW CUMBERLAND - Jane Werley and Jennifer Stretch, The Loft Eatery, 321 Bridge St. have applied for financing to purchase equipment to expand the business and their catering services

- met with Basil Papoutsis, Shawneetown Distillery, about financing for the new business to open in early 2016 at 324 Market St. producing whiskey, bourbon, gin and more

- assisted NCOTA and Newberry Twp. with Red Land Little League events and coordination with PennDOT District 8's traffic unit for parade-related and electronic sign matters

SHIPPENSBURG - presented the results of the design survey; this is D.O.I.T.'s strongest area with a well-coordinated, maintained and sustainable streetscape; the group raised over $15,000 for

lighted garland to decorate the streetlight posts including those along the new walkway

ECONOMIC DEVELOPMENT, REDEVELOPMENT AND MULTI-FAMILY HOUSING REPORT

1) Economic and Redevelopment Projects:

a) Carlisle Urban Redevelopment Plan: The Borough of Carlisle has engaged theRedevelopment Authority to administer the EPA Assessment Contract and pursue DEPGrowing Greener funding for stormwater management. Engagement for theadministration of future contracts is anticipated.

b) Former Carlisle Tire and Wheel Site (Borough of Carlisle): An extension for the ISRPcontract with DCED was granted. A portion of the CTW property has been sold to aninvestor. Discussions with regard to funding sources including RACP and TIF have begun.

c) Carlisle Events, International Automotive Components (Borough of Carlisle):Demolition has been pushed back until late-Summer, early-Fall of 2015. The firstreimbursement request is still pending as of May. Owner is considering an ISRPapplication.

d) Penn State University, Dickinson School of Law (Borough of Carlisle): The plan forfully-accredited, separate campuses of the Law School was approved by the AmericanBar Association. The Law School has approached the RACC regarding economicdevelopment and leadership initiatives with law students.

e) Shippensburg Library RACP: Rehabilitation of existing structure has commenced withKeystone Communities funding. RACP-funded new construction to begin in Spring 2016.A fourth extension request was made and granted by the Office of the Budget for thespecial conditions deadline (now 7/24/2016).

2) Housing Development Projects – Multi-Family:

a) Molly Pitcher, Phase II (Borough of Carlisle): Work has begun on the second phase ofthe Molly Pitcher. Mid-October, 2015 completion is anticipated.

b) Shepherd’s Crossing (Hampden Township): Construction began on October 6, 2014.Inclement weather has delayed construction, but in-service is still anticipated in phasesfor the October –November 2015 timeframe.

c) Perry County Tax Credit Project (To Be Determined): The Authority has begun a searchfor specific sites for a LIHTC/HealthChoices Reinvestment project in Perry County.Feasibility of a large-scale (25 or more units) project is being studied.

d) East Gate Apartments, Phase II: Due to an excessive funding gap, submission of a TaxCredit Application may be delayed until early 2016. M&L recommended delaying thepursuit of tax credits in 2016.

e) HealthChoices Reinvestment: Redevelopment Authority staff is working with Countystaff members to determine best uses for upcoming reinvestment funds. A meeting isscheduled with the County’s new Community Housing Development Organization todiscuss first-time homebuyer and workforce housing opportunities in the County.
