carryout;Considering that in order to efficiently carry out its tasks, in harmony with the requirementsdemanded by the effective implementation of the State safety oversight system, civil aviationauthorities should actwith independence, administrative, financial andorganizational autonomy,achievingaadequatelevelofinstitutionalstrength;TakingintoaccountthattheStatemustestablishanorganization,department,commissionorotheraccidentandincidentinvestigationentity,whichisindependentoftheotheraviationorganizationsoftheState;Considering the consolidated statements of ICAO permanent policies and practices relating toenvironmentalprotectionadoptedwithICAOAssemblyresolutionsA39‐1,A39‐2andA39‐3;Taking into account the general provisions on environmental protection impacted by theaeronauticalactivity;Takingintoaccounttherequirementsonpolicies,operationalmeasures,regulations,standardsandproceduresrelatingtotheattenuationofaircraftnoiseandthecontroloflocalairqualityimpactedbyengineemissions;RecognizingthatICAO'sworkonenvironmentalprotectioncontributestotheachievementof10ofthe17UnitedNationsSustainableDevelopmentGoals;andConsidering the measures being taken at global level on climate change, including theimplementationofactionplansforlimiting,minimizingoroffsettingtheimpactofgreenhousegasemissionsbyaviation,andtheglobalplanofmarket‐basedmeasures,The15thMeetingofCivilAviationAuthoritiesoftheSouthAmericanRegion(RAAC/15)DECLARESitscommitmenttograduallyachievethefollowingregionalgoalsfor2035:A. Intermsofairconnectivity1. Liberalizationofairtransportregulations

Achieve100%applicationofopenskiespolicyintheSAMRegion. SimplifyimmigrationcontrolsandeliminatevisasamongallSAMStates.

civilaviationsystemuntil2025,ensuringitslatersustainability.13. Reductionofaccidentrateinregularcommercialairtransportwithairplanesover5

700kgReduce,with the contribution of all States, the accident rate of the SAMRegion below theglobalrateandachieveaconsecutiveperiodof3yearswithoutfatalitiesinaircraftaccidents,maintainingitasfrom2030.

14. ReductionoftheREaccidentrateinregularcommercialairtransportwithairplanes

over5700kgReduce,withthecontributionofallStates,theaccidentratebyREoftheSAMRegionbelowthe global rate and achieve a consecutive period of 3 years without fatalities in aircraftaccidents,maintainingitasof2030,asfollows.

15. ReductionofthenumberofaccidentsbyREinairplanesofmorethan2250kg Reduce,withthecontributionofallStates,thenumberofaccidentsperREoftheSAMRegion

demandedbytheeffective implementationoftheStatesafetyoversightsystem, includingprovisions that allow the aeronautical authorities to act with independence andadministrative, financial and organizational autonomy, achieving an adequate level ofinstitutionalstrength.

Adopt a statute or similar legal instrument, which stipulates that a director and amanagement board or similar body heads the aeronautical authorities, and thatconcentrates all provisions concerning their establishment, organization, requirements,powersandoperation.

19. Autonomyandindependenceofthedirectoroftheauthoritytodischargehisduties

freeofthepoliticalpower Strengthen the stability and independence of the director by establishing that his

appointmentlastsforeightyearsormoreinallStates. Stipulatethatthedirectorbeselectedandappointedbythemembersofthemanagement

Create capacities in the States so that they can assume the responsibilities inherent toparticipation in the Carbon offsetting and reduction scheme for international aviation(CORSIA).

27. Safe and orderly development of civil aviation in relation to the quality of the

environment Conduct studies and research to enable civil aviation authorities to gain a full

understandingoftheimpactsofaviationontheenvironment. Promote theplanning, remodelingor constructionofgreenerairports,withdesignsand

architecturethatallowventilationandnaturallighting,usingrenewableenergies,electric
