    Kiran bedi was only female inspector generalin the history of Tihar prison, which housesover 9700 convicts in Delhi..

    Kiran bedi based her reforms on hersuccessful, communitarian approach to lawenforcement, which she had developed yearsearlier in Delhi. She converted the high-security Tihar prison into a "reformatory" inwhich inmates were encouraged to seekeducation, guidance, and vocational training.

    Kiran bedi organized classes for the inmates,teaching them to read and write. Thoseinmates who already had some basiceducation were encouraged to enroll inhigher studies. Eventually, the prison becamean open school, as two universities theIndira GandhiNational Open University andtheNational Open School established

    centers there.

    Kiran bedi established vocational trainingprograms for the prisoners to improve theirskills and provide better job opportunities inthe outside world. Inmates enrolled in these

    programs were allowed to work with localentrepreneurs, which gave the inmatesvaluable real-world work experience.

    the inmates earned wages through innovativeactivities, which helped them provide for theirfamilies even whilst incarcerated. To help them

    manage their income, Kiranbedi established abank wages and develop budgets for themselvesand their families side the prison, which taughtprisoners to save their income

    In order to enable the prisoners to voice theirconcerns and complaints, a revolutionarysystem of "mobile petition box" was introduced

    Prisoners wrote their views and put it in the boxwhich was opened by a petition officer, directlyunder Kiran bedi supervision

    Each complaint was acknowledged by a "pink

    card" by the Kiran herself irrespective ofwhether the complaint warranted any action ornot.

    a unique system of internal self managementand prisoners participation was introduced in theprison. Few inmates were nominated by theprisoners themselves and were made responsibleto coordinate and manage activities like education,mess cooking and distribution, internal discipline,library management, mobile canteen, sportsactivities, vocational training, prison bulletins,

    yoga therapy and essential & medical services,horticulture, administrative assistance, festivalcelebration etc.
