The Master of Science in Taxation

The Master of Science in Taxation is offered by the College of Business and Economics in collaboration with the Tseng College of Extended Learning. The degree was created to meet the needs of those employed in the field of taxation who may require an advanced

degree to achieve their career goals and to excel in their profession.

The program prepares students to be professional tax advisers and consultants, as well as leading practitioners in both the private and public sectors.

Why a Master’s Degree?Given the ever-increasing complexity of the field of taxation, it is becoming much more difficult for practitioners with bachelor’s degrees to succeed in their careers. In addition, those lacking advanced degrees often find that their earning potentials are limited.

According to the Robert Half 2006 Salary Guide, public accountants’ annual salaries ranged from $42,750 to $60,000 in large firms for individuals with one to three years of experience. Individuals with a master’s degree earned up to ten percent more.

This 18-month program provides the advanced knowledge in taxation and strong grounding in technical skills necessary for promotion to more senior positions and higher salaries in this complex, growing and rewarding profession.

Distinguishing FeaturesSkills-Based Focus: The program focuses on developing writing and research skills essential for the growth and success of today’s tax practitioner.

Midcareer Professional Student Body: The cutting-edge program in taxation is tailored to prepare midcareer professionals to advance in the field.

Cohort Format: The program is offered in a cohort format and offers students such advantages as limited class size, guaranteed enrollment in every class, and the excitement of seminar education. The cohort format provides opportunities for maximizing interac-tion with the faculty and developing networking relationships with their fellow students. The cohort format is structured so that each succeeding course builds on what was covered in earlier courses. Also, the class schedule is predetermined for the entire program.

Convenient scheduling: Generally, classes meet one evening per week and one Saturday per month. No classes are scheduled for the several weeks prior to the April, September and October tax deadlines.

Practitioner-Faculty: Courses are taught primarily by leading practitioners in the field some of whom are also California State University, Northridge faculty. This blend of active experience and outstanding scholarship in the field of taxation adds immeasurably to the learning experience.

Practice-Oriented: The program integrates theory and practice throughout the curriculum. For example, students have the option at the end of their program to participate in either a Tax Challenge Project or a Federal Tax Clinic. Each of these clinical seminars serves to integrate the material learned in the program as well as to provide stu-dents with a unique opportunity to gain valuable practical experience.

Tax Planning Focus: The program incorporates a seminar on con-temporary tax planning issues in several key local industries.

External Connections: The Bookstein Institute facilitates advanced tax education, research projects and scholarships and attracts outside support from business professionals and leaders. Both the program and the Bookstein Institute are committed to developing mutually beneficial relationships with the business community which allow for networking opportunities and exchanges of knowledge.

Accreditation: The tax program is offered through the College of Business and Economics, which is accredited by the leading business school accrediting agency, the Association to Advance Collegiate Schools of Business (AACSB), as well as by the Western Association of Schools and Colleges (WASC).

Alumnus Harvey Bookstein, founder of RBZ LLP, and his wife, Harriet, have created the Harvey and Harriet Bookstein Chair in Taxation and the Bookstein Institute for Higher Education in Taxation. The gift is one of Cal State Northridge’s largest from an alumnus and has made possible the first endowed chair in the College of Business and Economics.

Mr. Bookstein graduated in 1970 with a bachelor’s degree in accounting. In 1975, he founded Roth, Bookstein & Zaslow, the accounting and business consulting firm that later became RBZ, LLP. He has served as the managing partner for more than 23 years.

Continuing EducationEach course provides continuing education credit hours for CPAs.

Tuition Tuition for the program is $625 per unit. Th e total tuition cost of the program is $18,750. Th e other required fee is a $55 nonrefundable application fee.

Requirements for the DegreeTo earn the M.S. in Taxation, candidates must complete 30 units of coursework (as described below) with at least a 3.0 grade point average. As our cohort program is designed to be a comprehensive program level experience with one course building on another and assignments related to one another across courses, waiver and transfer of courses are not permitted.

Core Skills (3 Units)ACCT 610: Tax Research and CommunicationIn this foundation course, students will begin developing critical skills in researching and critically interpreting tax authority. They will also acquire and develop the spe-cialized oral and written communication skills needed to interact internally and externally with clients and government agencies. This course will also introduce students to the professional responsibilities and ethical dilemmas that face tax practitioners in today’s challeng-ing and increasingly complex professional environment.

Core Knowledge (15 Units)These five courses provide in-depth knowledge of key areas in the field of taxation. Each course integrates tax research, written communication and critical thinking skills with the curriculum and pedagogy. Certain courses also integrate skills in analytical review, compilation and oral communication and provide advanced instruction in professional ethics and responsibilities.

ACCT 620: Income Tax Concepts and Their Business ApplicationsThis course covers basic tax law concepts that affect business and investment management situations. Topics include tax alternatives in business organizations, tax policy management, and compliance with government directives.

ACCT 629: Income Taxation of Corporations and Shareholders IIncome tax principles relating to organization, capital structure and operations of a corporation are examined as well as the tax effects of corporate distributions, stock redemptions and liquidations on shareholders.

ACCT 633: Income Taxation of PartnershipsStudents learn about the tax principles that apply to the formation, operation and liquidation of partnerships, including the effects of the transfer of partnership interests and transactions between the partnership and its partners.

ACCT 640: Accounting Methods and Periods This course covers comparative principles of tax and financial accounting as they relate to individuals, corpo-rations, partnerships, estates and trusts. The allocation of income tax expense for financial statement purposes is also examined.

ACCT 645: Federal Tax ProcedureAdministrative procedures for settling tax controversies, rules governing tax collection and criminal prosecution, and the rights of taxpayers are among the topics explored in this course.

ACCT 631: Income Taxation of Corporations and Shareholders IIThis continuation course examines tax principles involved in the division, reorganization, combination and affiliation of corporations as well as the tax effects of these actions on shareholders.

ACCT 635: Family Wealth Preservation: Income Taxation of Estates and TrustsThis course focuses on the income tax principles involved in the operation of estates and trusts, including special types of trusts such as grantor and employee trusts. The taxation of grantors, descendants and beneficiaries is also explored.

ACCT 661: State and Local TaxesStudents gain an understanding of the structure of state and local taxes; the principles governing income, sales, property and other taxes levied by state and local governments; and the interrelationship of state, local and federal taxes.

Tax Planning Focus (2 Units)ACCT 650: Contemporary Tax Planning Issues SeminarStudents participate in a seminar focusing on contem-porary tax planning issues affecting local industries.

Culminating Experience (1 Unit)As part of their culminating experience, students have the option of participating in either a Tax Challenge Project or a Federal Tax Clinic.

ACCT 698A: Tax Challenge Project This project requires the student to conduct in-depth tax research relating to a complex, hypothetical tax problem, then draft and present a report in which the issues are analyzed and a sound course of remedial action is proposed.

ACCT 698B: Tax ClinicThe tax clinic requires the student to assist a small business that is facing an audit by a federal or state tax agency through research and writing a proposal for handling the situation successfully.

Rafi Efrat, CPA, J.D., J.S.M., J.S.D.Director, M.S. in Taxation program, Associate Professor, Accounting and Information Systems

After becoming a certified public accountant in Illinois, Dr. Efrat obtained his law degree from the University of Southern California and practiced law for five years. He became a teaching fellow for two years at Stanford Law School, where he taught legal research and writing and subsequently earned a master’s in law degree (J.S.M.) and a doctor of science of law degree (J.S.D.) from Stanford Law School and a bachelor of science degree in accounting from California State University, Northridge. He joined California State University, Northridge in joined California State University, Northridge in the fall of 1999. He teaches Tax Research and Communication.

Sharyn M. Fisk, J.D., LLMAssociate, Hochman, Salkin, Rettig, Toscher & Perez, P.C.

Professor Fisk specializes in civil tax and criminal tax controversy. She earned her J.D. from Rutgers

University School of Law—Newark and her LLM in taxation from New York University School of Law. She provides broad income tax planning through services such as accounting methods review and Section 199 implementation, and FAS 109 consulting. She teaches Accounting Methods and Periods.

John E. Karayan, J.D., Ph.D.Professor, California State Polytechnic University, Pomona

Dr. Karayan has been a Professor of Taxation at California State Polytechnic University in Pomona

since 1991, teaching in the area of tax research and strategic business tax planning. He obtained his law degree from the University of Southern California Law Center and his Ph.D. from Claremont Graduate School. He remains active outside of academia as an expert witness on accounting issues in complex busi-ness litigation. His books include Strategic Business Tax Planning and State and Local Taxation: Planning and Principles. Dr. Karayan is a frequent lecturer to various professional groups, including the World Trade Institute, California Continuing Education of the Bar, the California Society of CPAs, and the Beverly Hills Bar Association. He is also a member of the advisory board to the executive director of the California Franchise Tax Board and a former mem-ber of the State of California Taxation Law Advisory Commission. Professor Morris is a Tax Partner in KPMG LLP’s Warner Center office and has been a member of the West

Area tax practice for more than 22 years. He has a wide range of experience with clients involved in retail, distribution and manufacturing industries for both public and privately held companies. Professor Morris specializes in tax accounting methods and serves as the West Area leader for KPMG LLP’s Tax Accounting Methods practice. His experience also includes extensive experience with large corporate federal and state con-solidated tax issues including income tax compliance and consulting. Professor Morris holds a master of sci-ence degree in taxation from Golden Gate University and bachelor of science degree in accounting from Pepperdine University. He teaches Income Taxation of Corporations and Shareholders.

Todd Reinstein, Esq., CPA, J.D.Professor Emeritus, Accounting and Information Systems, Member, Valensi, Rose, Magaram, Morris & Murphy, PL

Professor Reinstein has more than 40 years of tax practice experience

specializing in the field of trust and estate tax. He obtained his accounting and law degrees from UCLA and is a CPA and licensed attorney in California. Law and Politics Magazine and the publishers of Los Angeles Magazine have named him a “Super Lawyer” among Southern California attorneys for 2006 and 2007. Professor Reinstein is a Certified Specialist, Taxation

Law, from the State Bar of California Board of Legal Specialization. He is currently a member at Valensi, Rose, Magaram, Morris & Murphy, PLC. He teaches Income Taxation of Estates and Trusts.

David Lee Rice, J.D., LLM (Taxation)

Professor Rice has been in private practice for more than twenty-five years. He graduated from Loyola Law School, cum laude, and earned

his LLM in taxation from the University of San Diego. Prior to law school, he worked for the accounting firm of Coopers & Lybrand. Professor Rice is a certified spe-cialist in taxation with the State Bar of California and is a member of the tax section of the Legal Specialization Advisory Commission to the State Bar of California. He has published numerous articles in the Journal of Taxation, the Estate Planning Journal, Practicing Law Institute, Los Angeles Lawyer, California Tax Lawyer, and the Daily Journal and Tax Notes. He has drafted three papers for the IRS and the Department of Treasury concerning substantive changes to the tax code and has testified before the IRS, the Department of Treasury, the House Ways and Means Committee and the Senate Finance Committee. In addition, he was list-ed as a Super Lawyer in Los Angeles Magazine for 2006 and for 2007. Professor Rice teaches Partnership Tax.

Jacob Stein, Esq., J.D., LLM (Taxation)Partner, Boldra, Klueger and Stein, LLP

Professor Stein is a partner with the law firm Boldra, Klueger and Stein, LLP. The firm’s practice is limited to

domestic and international tax planning, tax controversy and litigation, estate planning and asset protection. Mr. Stein received his law degree from the University of Southern California and his master’s of law in taxation from Georgetown University. He has been accredited by the State Bar of California as a certified tax law specialist and is admitted to practice in California and before the Tax Court. Mr. Stein is a frequent lecturer to various attorney and accountants professional groups and is an instructor with the California CPA Education Foundation. He chairs the tax section of the San Fernando Valley Bar Association. He teaches the Contemporary Tax Planning Issues Seminar.

Jeffrey M. Tolin, J.D., LLM (Taxation)Tax Principal, Ernst & Young, LLP

Professor Tolin is a senior tax prin-cipal at Ernst & Young, LLP, in Los Angeles and has more than 30

years of public accounting and corporate experience. Professor Tolin has extensive experience serving compa-nies engaged in motion picture production, distribution and exhibition, television broadcasting and cable and video operations. He also has extensive international and domestic corporate tax experience including merg-ers, acquisitions and reorganizations. He received his B.S. from New York University in Accounting, his J.D. from Brooklyn Law School and his L.L.M. in Tax from New York University. He is a member of the Motion Picture and Television Tax Institute, and a Member of the New York State Bar Association. Professor Tolin has published several books and articles and is frequent lec-turer to various professional groups. He teaches Income Taxation of Corporations and Shareholders.

Admission CriteriaGiven our small class size, admission to this program is highly selective. The ideal candidate would be a midcareer professional committed to pursuing a career in taxation. In addition, the candidate would exhibit ability to collaborate and work effectively with others. Lastly, the candidate must demonstrate previous academic success and a potential to excel in our rigorous program.

The Bookstein Institute for Higher Education in Taxation is the focal point for tax-education within the College of Business and Economics at California State University, Northridge, serving as the hub in the greater
