PREFACE

For some time adult educators in the Commonwealth of Pennsylvania havetalked of the desirability of compiling an inventory of continuing educationactivities conducted by institutions of higher learning and secondary schooldistricts within the Commonwealth.

Late in 1968, with a grant from the Department of Public Instruction, suchan inventory was undertaken by an informal and unofficial but interestedgroup composed of representatives from the Pennsylvania Association forAdult Education, The Department of Public Instruction, and The PennsylvaniaState University. The survey was developed, conducted, and summarized bythe Department of Planning Studies, The Pennsylvania State University.

The inventory was conducted in two phases: (1) activities offered by institu-tions of higher learning, and (2) activities offered by secondary schooldistricts. This report presents the results of the secondary school phaseonly. A separate report of continuing education activities in institutionsof higher learning is also available.

The group which originated the survey idea consisted of Dr. Benjamin W. Barkas,(Pennsylvania Association for Adult Education); Dr. John W. Struck, Director,Bureau of Vocational, Technical, and Continuing Education; Alfred S. Holt,Chief, Division of Continuing Education; Dr. George W. Hoffman and Dr. OscarE. Thompson, Bureau of State Colleges and Universities; Dr. Louis W. Bender,Director, Bureau of Community Colleges, (all of the Department of PublicInstruction); and Floyd B. Fischer, Director of Continuing Education, (ThePennsylvania State University). This group was assisted by Jack Sittman,Division of Continuing Education; James P. Murphy and Dr. Robert Shephard,Bureau of Community Colleges, (all of the Department of Public Instruction);and Dr. H. LeRoy Marlow, Head, Department of Planning Studies, (The Pennsyl-vania State University).

It is the hope of those associated with the study that such an inventory maybe conducted annually, leading to increased cooperation among school districtsand eliminating the duplication of effort in continuing education activitiesin Pennsylvania.

BACKGROUND AND PROCEDURE

Problem

Within the Commonwealth of Pennsylvania, the secondary school organizations

are serving educational needs of the adult population of Pennsylvania through

many continuing education activities. Presently each institution develops

the activities it believes are needed, with no complete means of determining

the availability of similar activities. As a result, there is much duplica-

tion of effort in the preparation and presentation of continuing education

programs. There has been no central source or complete inventory of such

state wide activities.

Objective

The objectives of this project were to plan, design, and conduct an inventory

to determine the location and type of continuing education activities conducted

between July 1, 1967, and June 30, 1968. Such information should be of current

interest and value as school districts develop plans for continuing education

activities and seek possible areas of coordinating such programs with other

school districts in Pennsylvania. It is hoped, as a result of this project,

that a basic inventory of continuing education activities has been established

and can be maintained on an annual basis as one means of meeting the needs of

educators in the rapidly expanding field of adult education.

Procedures

Every secondary school district in Pennsylvania was invited to participate in

this survey. Five hundred and ninety two (592) questionnaires were distributed;

449 were returned, for a percentage of 75.8. Of the 449 school districts

responding, 285 (635%) conducted educational activities. Table 1 explains the

distribution of the questionnaires by school districts.

In order to provide as uniform a response as possible, the following defini-

tions were recommended for use in completing the questionnaire:

Continuing Education

Includes short term organized programs conducted for credit or non-credit by

the secondary institution designed to provide the participants with an edu-

cational experience that will aid in their personal development, improvement

of knowledge and skill as a worker, parent, or citizen.

Registration

One enrollment in a single educational activity. Registrations refer onlyto the number of enrollees; they do not refer to the individual persons.

SURVEY RESULTS

Responses from 449 school districts indicated a total registration of 156,384adults. Table 2 indicates the number and percent of school districts con-ducting continuing education activities.

GENERAL COMMENTS

In addition to the specific information supplied on the survey questionnaire,133 school districts offered general comments. These include explanation oflocal conditions, specific projects they hoped to establish, or problemsencountered. The comments listed here indicate the more important or uniqueaspects of the continuing education activities and may be summarized into fourgeneral categories -- (1) Program Activities, (2) Finances, (3) Staffing,and (4) Participation.

Program Activities

Continuing Education activities reflect a number of diverse programs to meetmany needs. Comments included:

"We conduct a survey each year to determine the desires of our adultpopulation. We offer any course where the demand is eight or more."

"Many additional courses are desirable here but there is a tendencyto place regular school subjects (kindergarten through 12th grade)first. We are under some pressure to support a community college."

"Our Adult Education program is sponsored and conducted by a laycommittee of interested citizens. A school administrator serves onthe advisory board and acts as a liaison person. The school district'sonly responsibility in the program is to offer the use of itsfacilities."

"We also have an adult evening school in our community. However, theyare controlled by a board of directors of their own and are organizedas a non-profit independent organization."

"We have conducted such classes for many years and have done so hopingto serve a need or needs as they are made known. We have conducted manyclasses in the past which we are not continuing now and which I have notchecked above."

"This continuing education program should be developed to a greaterdegree in meeting the needs of the adult world."

"Beginning January 8, 1969, we will begin an adult high school programfor those interested in obtaining a secondary diploma issued by theState Department of Public Instruction. The program is sponsored byThe Pennsylvania State University, Allegheny Educational BroadcastingCompany and PSEA. We have 31 enrolled."

"In the physical education field we have been offering an extensivesummer program and a physical fitness course."

Finances

The problem of securing funds was referred to frequently in such statements as:

"Our program has been highly successful mainly because of communityand school board support."

"We are curtailed in extension education programs because of lack offunds. It is recommended that the State reimburse for such programs."

"The Department of Public Instruction should subsidize all forms ofadult education which in turn would bring forth a great selection ofcourses and better teaching."

"We offer only six weeks since State Aid was withdrawn for night school."

"Teacher recruitment figure of $4.00 per hour should be removed. Thismakes teachers difficult to get when the federal evening programs paytwice as much. Local boards are not willing to expend monies on pro-grams which are not reimbursed."

Staffing

Securing qualified teachers and competent leadership posed additionalproblems:

"We offer any course for which there is a sufficient demand (12 enrollees)and for which we can provide a teacher. Our courses are all non-credit."

"We would be happy to have courses but lack many things includingoutstanding leadership."

"This area has a great need for Adult Basic Education. The homeeconomics and vocational programs are difficult to have because regularteachers are unwilling to take extra work each term."

"Our activities are too limited. Persons interested are limited andteachers are difficult to recruit. We would like to offer a lot moreas our schools are not used enough."

Participation

There was some concern over the lack of attendance, as noted in the followingcomments, but this concern seems to be balanced by the number of people whowere enthusiastic with the response to their programs:

"Adult evening classes were offered but not given during the 1968-69term because of lack of applicants."

"Our problem and the nationwide problem is attendance. Improvement isnecessary."

"This year our 'average' registration (68-69) is low. With no tuitioncharge for city residents we usually have a much larger number of inter-ested people. 1 personally feel (and have been told) the 'light'response is due to the civil disorders and nonsense that occurred aftera football game last fall during our registration week."

"While 116 people registered for the ten adult classes offered, onlyfive classes were able to start with enough students. These classesinvolved 88 people. The rest were canceled."

"In our first year's operation we had insufficient enrollment in someareas to justify the course. Basically the interest and participationwere excellent."

"We feel that this program is providing a real service to our 'bluecollar' communities. We want to expand and provide additional courses."

"From meager beginnings of four offerings five years ago, -- AdultEducation has grown to over 40 offerings to date."

"We are offering 32 programs for Adult Education on a non-credit basis."

"This is our first attempt at Adult Education and it was a completesuccess. This will become a continuing program of our district."
