1. Project Goal and Objectives The Poverty Environmental Initiative (PEI) program is the UN Development Programme and the United Nations Environment Programme joint program has been implemented in more than 20 countries around the world.

The purpose of the programme that supports country-led efforts to put pro-poor, pro-environment objectives into the heart of government by mainstreaming poverty-environment objectives into national development and sub-national development planning, from policymaking to budgeting, implementation and monitoring and evaluation.

Since 2014, the programme is implemented one component of the project “Strengthening Government Capacity for National Development Policy and Planning in Mongolia” with the United Nations Development Programme and the Ministry of Finance (MOF). There were undertaken various activities such as to ensure policy recommendations in green development policy and its implementation action plan; and reflect the equitable green economy issues in the macro-economic modeling T21 model; and include poverty and environmental problems in the Planning, Monitoring and Evaluation Guideline; to strengthen the capacity of the planning and M&E officials of the ministries, local governments and the National Statistics Office.

In 2015 the Ministry of Finance and the Ministry of Nature, Green Development and Tourism has jointly started the project to support the long-term development policy and planning with green development and poverty-environment issues in the local areas thus this consultancy is started.

The consultancy has three main aims as following:

• Assessment of environmental, social and economic vulnerability and determination of the risks and vulnerabilities facing environment and citizens in the local area;

• Support the green development and poverty-environment issues in line with the long-term development policy and planning;

• Support to strengthen the coordination and consistency of the national and local development policy and planning;

Consultancy service is aimed to support the local decision-makers, planners, M&E specialists based on the information, science and evidence in policy planning; in particular, to learn the participatory method of organizing discussions for people and women with incomes below the poverty level; and strengthening and local development policy planning and policy coordination between national and local levels.

This report presents the results of the analysis in point of view of poverty reduction and environmental degradation to the development policy documents of Uvurkhangai aimag. However, analysis is explores not only poverty and environmental points but also how do these documents linked each other and consistent to the national policy and strategy and do planning documents applied common requirements met, generally.

2. Methodology of the Development policy and planning documents in Uvurkhangai aimag The study initially was to review poverty reduction and environmental degradation issues in the Uvurkhangai development policy documents as mentioned in the project documents.

The study was used the “Mainstreaming Environment and Climate for Reduction and Sustainable Development” handbook byUNDP for the analysis.

At the same time, there was looked at Internet posted that what planning is and what requirements and principles for planning are which has used. By above mentioned studies, there is generally the same planning principles and requirements for the business plan and national policies, strategies and local development planning in parallel, its own unique differences too. Hereby, I highlighted the principles of local planning by the Michigan Planning Association, US state. These principles are considered good for local planning.

The analysis was followed main approaches:

1.The analysis done on how do reflect objectives of poverty reduction and environment degradation in aimag delopment policy documents. It is assessed each measures by using three assessments that directly impacted, indirectly and no effect on poverty reduction. For the environmental issues, each planned activities assessed by four categories such as directly, indirectly affect, not affected and adverse impact. (See Appendix 1, 2, and 3)

2. Assessment was done in consistency of aimag development policy planning to the National development policy, strategy in terms of poverty reduction and environmental degradation. In other words, it was reviewed relationship of the development policy planning to the MDG based Comprehensive National Development Strategy and MDG of Mongolia. The analysis was employed content analysis and thematic analysis. (See Appendix 5 and 6)

3. In terms of concept, analysis was included that planning is appropriate based on the public policy and national integrated vision. It was mainly considered that a complete long-term policy planning covering economic, social and environmental issues in accordance with the concepts of public policy and sustainable development.

4. There was analysed local planning approach. The requirements and principles for a better planning are apply inclusive planning and participations of interested stakeholders in the planning stages. A planning with stakeholders’ participation is believed to affect better determinating of the responsible bodies and and ensuring the successful implementation. The analysis of stakeholder participation was focused on participants in planning of the policy planning documents of Uvurkhangai aimag.

5. Analysis of the aimag development policy planning documents was carried out ensure adequate budget and investment for implementation of the proposed measures. (See Appendix 4). Herewith it was analyzed on measures together its budget of the aimag’s socio-economic annual guideline and programs as well as central and local budgeting with the development policy planning.

6. Analysis was examined on relationship between these development policy planning documents each other and its continuity. (See Appendix 7, 8 and 9) The main three policy documents were examined and evaluated and concluded.

7. The proposed objective of the development policies and programs, was exanined in sufficient measure and statistics for assessing the implementation. Using a particular measure gives availability to monitor, review and objectively evaluate implementation for the development

policy and program. No measurement indicators to assess are makes difficulty to assessing the implementation of objective and remain an empty slogan.

8. There was consideration that whether the proposed measures have the responsible body. Also reviewed that how was its participation in the implementation of the plan.

9. In principles of bottom to top combination of planning tested as follows:

- Relationship to sectoral ministries policy and strategy;

- Relationship with local sub-programs each oter;

5. There was an attemption to analyze planned measures whether implementation the feasibility in terms of the legal and institutional framework.

10. The problem of poverty and environmental degradation was indicated.

11. An opportunity to reduce rural poverty, adaption to climate change impacts and reducing environmental degradation of implementation of development policies in local area was identified.

12. Actions, which were planned in the development policyplanning documents, taken to poverty reduction, promote environmental protection and green growth, and to overcome the economic and social vulnerability was reviewed and recommendations on the improvements provided.

Namely three policy documents which “Economic development policy documents in 2014-2024 in Uvurkhangai aimag”, “Productive-Uvurkhangai” 2012-2016 Governor’s Action Plan and “Green Development” 2014-2024 program of Uvurkhangai aimag are only an integrated policy documents for the aimag of all above mentioned programs wheras other documents are fallen into sub-programs. Thus, analysis was scrutinized on these main three documents. 4. Reflection of Poverty reduction and environmental degradation in the Development of policy planning documents By 2011 poverty mapping, 45.1 percent of the total population of Uvurkhangai aimag live under poverty line which showed the most poor aimag among the aimags and capital city. This shows that poverty is the challenging and vital issues the coming years in the development policy planning for Uvurkhangai aimag. On the other hand, the assessment of the social vulnerability in Uvurkhangai aimag that poverty was identified as a social priority of the population.

Objective of reduce poverty does not specifically and sufficiently focus on the development policy planning documents Uvurkhangai, especially the most important policy document as Economic development in 2014-2024 Uvurkhangai aimag has not at all idea of poverty reduction. This policy document purely has economic issues only, and was not developed consistent with problems of cross social development and environmental policy issues. Therefore, poverty issues have no reflection on it. In principle, policy document should be included a full chapter of poverty reduction and if it was planned as how many new jobs will create and it had become a real action to reduce poverty.

Analysis was examined how planned activities of policy documents of Economic development in 2014-2024 of Uvurkhangai, "Productive-Uvurkhangai" 2012-2016 Governor’s Action Plan and "Green Development" program to comply objectives of poverty reduction and of environmental pollution and degradation. (See Appendix 1, 2 and 3) It is assessed each measures by using three assessments that directly impacted, indirectly and no effect on poverty reduction. For the environmental issues, each planned activities assessed by four categories such as directly, indirectly affect, not affected and adverse impact. (See Appendix 1, 2 and 3)

Below table, it shows how actions of poverty reduction, environmental pollution and degradation and green development are refleted in the main three policy documents od Uvurkhangai

Table №1 shows measures (14) that can directly affect to poverty reduction has included in the Economic development in 2014-2024 of Uvurkhangai aimag but other two policy documents have relatively few of such measures. However, the environmental issue is planned relatively more measures in the (2014-2024)"Green Development" program of Uvurkhangai. 5. Harmonization between the Development policy and programs of Uvurkhangai aimag There is a weak relationship bewteen development policy documents each other. It would seem that primarily due to different people involved during the different time and not followed the same integrated regulations and concepts. According to a time period, these documents were developed in different years for instance a program in 2009 and 3 programs in 2010 and one in 2011, 5 in 2012, 2 in 2013 and 3 in 2014 and one for 2015 in developed which is not adopted yet. The period of programe both sub-programs of “Tourism” and “Mother and child health care, improvement of quality of service and accessibility” were ended in 2015, and 9 sub-programs are ending in 2016. In a different time period, programs have been developed by the different Governors which every policy documents did not link to previous programs.

For example, the policy document of Economic development in 2014-2024 of Uvurkhangai aimag was developed in 2014 but it did not connect to the 2012-2016 "Productive-Uvurkhangai” Governor's Action Plan which was approved in 2012, and included only economic development,

not social development and environmental issues at all. The relationships of sub-programs to the Economic development in 2014-2024 of Uvurkhangai aimag are shown in Appendix No. 7, to 2012-2016 "Productive- Uvurkhangai" Governor's Action Plan in Appendix No. 8 and "Green development" program of Uvurkhangai aimag against planned each provision and activity in Appendix No. 9.

Table No. 2 shows that the analysis covered 8 proposed provisions of total 13 sub-programs were not included in the Economic development policy in 2014-2024 Uvurkhangai aimag.

Sub-programs generally were previously approved but the Economic development policy in 2014-2024 Uvurkhangai aimag was covered only economic issue and not social issues from sub-programs.

But activities of the sub-programs “Tourism”, “Buckthorn”, “Enterprises Development Program in Uvurkhangai aimag”, “Increase Employment and Create Jobs in the Medium-term” and “Policy on Crop”were primarily reflected in the Economic development 2014-2024 Uvurkhangai aimag can be found in Appendix 7.

The provisions contained in the 2012-2016 "Productive-Uvurkhangai" Governor's Action Plan to 9 sub-programs very well harmonized. While activities of these sub-programs on “Improvement of work conditions and social security for civil servants”, on “Disabled children's rights”, on “Buckthorn” were not included in the program Governor’s Acion Plan can be seen in Appendix No. 8.

The "Green development” program of Uvurkhangai aimag was included only pure green development issue but no social development issues touched.

Some sub-program with specific topic was duplicated in terms of content. For instance, program on Mother and child health care, improvement of quality of service and accessibility (2011-2015), on Healthy citys, soum , bagh, and family 2012-2016, on “Learning Organization” (2010-2016), on Capacity building of the civil service (2010-2016) have the similar topic and content. 6. Relationship of the Development policy planning documents of Uvurkhangai aimag to the National development policy and strategy National development policies and strategies that have addressed first, including the Millennium Development Goals-based National Development Strategy in Mongolia and the Mongolian Millennium Development Goals.

MDG based NDS is the only document which is expressed national long-term development strategy to our country until 2016, Resolution#12 January 31st, 2008 adopted by the Parliament.

However, if the long term strategy titled "Sustainable development objective-2030" adopted by Parliament, then the first stage of the comprehensive national policy development in 2015, is completed. Therefore, the development policyplanning documents of Uvurkhangai shows how consistent to National Development Strategy in Appendix 5. It is shown measures and objectives in the development policy and planning main 3 documents of Uvurkhangai aimag are consistent with the national development policies and strategies side by side. Appendix No. 5 shows 20 objectives of the Economic development policy in 2014-2024 in Uvurkhangai aimag are consistent to total 56 objectives stated in the MDG based Comprehensive National Developmet Strategy. 16 objectives of the "Productive- Uvurkhangai" 2012-2016 Governor's Action Plan are reflected to total 37 objectives of the Comprehensive national development strategy.

While 20 objectives of the "Green Development" program of Uvurkhangai aimag is matched to 73 measures of the National Development Strategy. It can see that the some appropriate amounts of the Development policy planning documents of Uvurkhangai are consistent with the MDG based National Development Strategy. The objectives of the Mongolian Millennium Development Goals are based on the MDG of the UN proposed in 2000 which was mainly focus on social development issues, including poverty reduction, education and health issues, related to gender equality. However, the Development policy and planning documents in Uvurkhangai aimag have relatively few provisions of them. In Appendix 6, the objective and measures are included in the main three policy documents of Uvurkhangai aimag are shown with the provisions are consistent with the Millennium Development Goals, in parallel. Five measures of total 56 measures of the Economic development in the policy document in 2014-2024 Uvurkhangai are in line with the Millennium Development Goals of Mongolia. 4 of total 37 measures of the 2012-2016 “Productive-Uvurkhangai” Governor's Action Plan, however 20 measures of total 73 of the “Green Development” program of Uvurkhangai aimag to the Millennium Development Mongolian Goals are linked.

7. Inclusive Development Policy Planning The requirements and principles for a better planning are apply inclusive planning and participations of interested stakeholders in the planning stages. A planning with stakeholders’ participation is believed to affect better determinating of the responsible bodies and and ensuring

the successful implementation. The analysis was studied on how did planning in local community.

According to interviews, the research team led by Ch. Khashchuluun, Doctor of Economic Sciences, Professor of Science school of the National University of Mongolia developed the Economic development in 2014-2024 Uvurkhangai aimag. Aimag Governor’s 2012-2016 “Productive-Uvurkhangai” Governor's Action Plan were developed by team is headed by the governor's office, the “Green Development” program by program Advisor B.Batkhishig and Ts.Altanzul “Poverty and Environmental initiatives”. Sub-Programs were developed mainly by working groups of the departments’ offices and Governor’s offce.

As as result, development policy of the aimag mainly was developed including within the Governor's office and the consultants form the capital city. It seemed that participation of stakeholder’s was not enough and a variety of interests that affecting local groups such as herders, businesses and non-governmental organizations, doctors and teachers were not involved in planned measures to implement. Local people's views need to include in further development policies and projections.

Another commonly issue observed that public, private partnership in the local economic and social development. Moreover, local government agencies are involved in whole development policy planning documents and planned toresponsible for how and what everything implement whereas lack of common problems observed the private sector and civil society organizations uncertainty to how to participate and to ensure civic participation. In other words, it did not properly concern on public, private partnership and citizens' participation which is the most important in the current market system. This may adversely affect the implementation to approved policy documents.

The criterion of the better development policy planning refers considered that combined with bottom-up, and cross planning, which is superior policy and program. Up is that the coordination of state policies, strategies tracking, integrated under the principle of methodology; bottom means the relevant community features to the pipeline needs to listen to and reflect from the local. However, cross-linking is coordination of strategy and business plans of sectoral ministries.

8. Allocated Budget for the Planned Objectives and Measures Aimag development policy and program is provided the required financial resources but socio-ecnomic guideline and annual budget did not sufficiently reflect. This is inherently local budget revenues are low which majority is spent for the current expenditure and left a little behind. However, using the local development fund and other sources of supply it needs to focus on to mobilize the financial resources to implement proposed objectives of the development policy and program through the Socio-economic guideline year by year. In general, it was planned beyond the local domestic financial resources. More activities planned, but they were lacked the capital resources required.

Similarly, as it plans objectives and measures without sufficient financial resources to implement, as a destiny before over 400 programs have implemented proven unsatisfactory in Mongolia due to budget shortage, it is likely to remain lag behind. It can see planned measures were left funds unclear and too general in the Appendix No.4.

9. Responsible Bodies There were no certain responsible bodies and reflected too general of key stakeholders, their duties and functions in the Development policies, program and planned measures to implement. Every measure was not clearly stated owner is responsible. Therefore, it should be stated in the Socio-economic guideline, a certain responsible body and budget funds required every year.

The analysis shows that many policy documents have no certain responsible body for measures in Uvurkhangai aimag. It is noticed in particular, 2012-2016 “Productive-Uvurkhangai” Governor's Action Plan, “Green Development” of Uvurkhangai aimag Appendix No.4 and it needs to reflect measures and its responsibilities in annual aimag Socio-economic guideline. 10. Statistics and Indicators for Implementation of the Policies and Programs to Evaluate This analysis is evaluated the objective and measure in the development policy and program and sufficient statistics assessing its implementation. Using a particular measure gives availability to monitor, review and objectively evaluate implementation for the development policy and program. No measurement indicators to assess are makes difficulty to assessing the implementation of objective and remain an empty slogan.

In terms of statistics, the development policy planning documents of Uvurkhangai aimag were showed that weakness of statistics and insufficient to measure the objective, assessing progress and achieve exactly what level, when.

As a result, many objective is remained a declaration in nature, it is no clear to measure and evaluate the results achieved.

11. Review to the Development Main Three Policy Documents of Uvurkhangai aimag

11.1. The Economic Development Policy Documents in 2014-2024 of Uvurkhangai aimag

In 2014 this document was developed and only considered in the medium to long-term economic development with a leading 5 sectors such as agriculture, tourism, trade, construction and building materials and mining in Uvurkhangai.

The policy document was developed not based on the concept of a sustainable balance of the global standards of economic, social and enivironmental development trilogy in terms of methodological approaches of developing the documents thus it became unbalanced. In other words, this document was not reflecting a clear resolution of social and population problems including poverty reduction and environmental protection.

The policy document has total 59 pages and was included full of economic potentials and market resources in its first 42 pages. This section was generally considered much more about the current aimag’s economy. As yet it was been demonstrated strengths and weaknesses of Uvurkhangai aimag. The next 10 pages was included on objectives of the economic development priority areas over the medium term (in 2014-2018) and long (in 2014-2024). The last section of it described a mechanism for implementing these proposed objectives.

Another disadvantage is workers of the aimag's entrepreneurs and small and medium-sized enterprises, education and health sector, herders, and civil society representatives did not sufficiently include in identifying objectives and developing document the development policy document and did not widely discussed and processed for long period of time, it was written usually within the external consultants and the Governor's Office. It is shown that the proposed objective included too general as aslogan and not reflected opinions of a various stakeholders and the local context. It can be said that implementation would be unsussessful because of the funding and funding sources are uncertain and poor.

There is not clear statement that what is poverty rate in Uvurkhangai, actions and programs to its reduction and expected outcomes in any stage, and how many jobs where planned to create a new field of uncertainty. Except two provisions of establishment of a new treatment facility Arvaikheer, to explore the possibility of exporting renewable energy, natural gas and electricity production at Bayantee mine, no reflection in particular by environmental pollution and degradation reduction and green development issues. It is also unclear why trying to produce renewable energy using mine while already the production of energy relies on sun and wind power.

Details of the Economic development in 2014-2024 policy paper in Uvurkhangai aimag shown in Table No.1.

Within the aimag 5 priority sectors, the Economic development in 2014-2024, it has proposed total 13 objectives and total 56 activities against it. 14 (25%) activitis of total activities is directly connected to poverty reduction activities such as to establish industry and services and housing and connect to engineering network services.

However, 6 (10.7%) activities are directly reducing environmental pollution and degradation, for example, engineering construction of ger area households and supply of engineering integrated and sewerage network, and the creation of a new treatment plant in Arvaikheer town. But while it considers the planned total 20 activities and jobs may have a negative impact on the environment. For example, new establishment of many small and medium-sized leather

enterprises may make environmental pollution, especially the river water could be polluted by cleaning chemicals so clearly deliberate plan for the development of the high-technology industry consistent with international standard of chemicals. Travel depots and resort possibility to expand environmental pollutions where environmental issues to be consider in the planning too.

Appendix No. 1 shows that 35 of total 56 or 62.5% of the total indicated in the Economic development in 2014-2024 in Uvurkhangai are indirectly related to reduce poverty, 7 or 12.5% are no impact of poverty reduction. According to the effect of reducing environmental pollution and degradation, 10 planned measures or 17.9% are indirectly impacted to objectives but 21 measures or 37.5% are no effect on the environmental pollution and degradation, while 19 or 33.9% would pollute the environment.

А.In terms of Poverty Reduction:

In this document are set objectives of enabling conditions to get jobs and income of individuals and families to increase concessional lending resources to establishing a guarantee credit system, support small and medium enterprises by increasing small and medium-sized manufacturing and service sectors in accordance with employment policies. Within supporting livelihoods and local manufacturing and creating jobs projects such as “Stocking”,”Ger” and “Housing”,”Potatoes and Vegetables”, “Jobs” and “Local Products” are able to assess the implementation and

evaluation compared with the previous program. In addition, positively impact on livelihoods that measures are support meat and dairy, pig and poultry farms, encourage an initiative policy of cooperative labor such as rural cooperatives, herding groups in increasing employment.

The conditions would provide irrigated agriculture; demand of aimag is supply by local production 50 percent of the flour, eggs, and vegetables, 100 percent of meat, milk and potatoes each soum. An increase of fruit and vegetable of growing areas Kharkhorin, Arvaikheer, Tugruk, Nariinteel, Zuunbayan-Ulaan and Taragt soums, more engaged and allow to supply for food and vegetables in the foreign and domestic markets that objectives impact to reduce poverty.

Also, the policy document was included objectives of establishing maternal and child clinical nursing, increasing prenatal centre capacity and increasing access to quality of health care and take measures to improve oral health and dental caries. And the planned activities, including full support of the private sector and non-governmental organizations to address reducing alcohol and drug consumption and to set up a anti-drug and narkology center, which are impact on reducing alcohol-related unemployment, poverty that will positively impact on the lives of people.

We have determined that it needs to more consider on these factors in planning measures to reduce poverty and rural communities falling into poor in the Box.

B. In terms of Environment Conservation:

The Governor ensured a comprehensive policy reflects environmental protection and balanced policy, appropriate use of resources and rehabilitation, and safe environment for development in his Action Plan.

At the same time, it was defined below objectives on environmental protection:

Box: Factors that lead to poverty in rural area

A survey conducted focus group discussions to gather quality data within the framework of the preparation of the National 5th MDG progress report of implementation, which raised major questions about the main cause of exposure to poverty in rural areas. The study was conducted in selected 12 soums from Uvurkhangai, Arkhangai, Khuvsgul, and Bulgan of Khangai region between July 28 and August 4.

As results of the survey identified the following main 5 causes affect the poverty in rural population:

1. The most important reason of poverty as is in any areas of the aimag and soums, unemployment and a lack of suitable jobs were common. This causes the most significant of which sorted out by participants always had in the first place.

2. The second reason is poor people is usually lazy themselves, life helpless and apathetic thinking, especially young people is no aspiration and saw for easy.

3. Animal husbandry is very dependent on weather, natural disasters as drought and dzud which increase herders without animals to become poor and much urban transition.

4. The tuition fee of their student child causes to become families poor due to pay loan.

5. Another reason of falling into poverty is illness of one of family member for the long term and make significant treatment costs.

To protection of forests from fires, insects and illegal logging and preparation, to support reforestation and tree nursery professional organizations, and to intensify protective forest strips up, set up monitoring system works, to facilitate every enterprise, organization and family to planting green tree in urban areas, by 4 times the current facility will be increased.

An appropriate fuel usage, reduce the use of desert scrub vegetation and increase production of replacement use of desert shrub, all initiatives will be supported.

Implementation of the general plan for development in all towns and setting integrated database of land management was reflected.

However, it was not clearly include any funding and financing sources required to planned measures, we can see that there is proposed objectives are unlikely to be implemented.

In this context, above mentioned two policy documents are not linked each other, the certain measures was not covered at all in the Economic development policy document in 2014-2024 in Uvurkhangai aimag prior policy document has included.

Detailed analysis in 2012-2016 “Productive-Uvurkhangai” Governor's Action Plan is shown in Appendix No.2.

According to Appendix No.2, under three overall objectives, there were proposed 10 sub objectives and total 37 activities planned. 6 activities (16.2%) designed to work as establishment of a new manufactory and small and medium-sized enterprises, “Stocking”, “Ger” and “Housing”, “Potatoes and Vegetables”,“Jobs” and “Local Product” projects are directly impact on poverty reduction.

Meanwhile 7 activities (18.9%) are directly correlated with the reduction of environmental pollution, for instance, protect forest from fires, insects and illegal logging, reforestation and tree nursery professional organizations, and set protective forest strips, to intensify the monitoring system, enterprises, facilitate organizations and families in planting with green areas and increase the center 4 times to cleaning and restoration the urban ruins and an old building, to organize centralized landfills, free recreation planned activities such as green areas with parks, child youth play area with healthy and standard quality.

Appendix 2 shows that 16 of total 37 activities or 43.2% of the total in 2012-2016 “Productive-Uvurkhangai” Governor's Action Plan to reduce poverty indirect, 15 or 40.6% of total the provision of measures no effects.

According to environmental pollution, the amount of 5 actitivities or 13.5% of the total planned indirectly effect on reducing degradation, while 25 or 67.6% of total activities that measures have no effects.

11.3 “Green Development 2014-2024” program of Uvurkhangai

This document was defined objectives to put the whole environmental protection and green economic basis. In other words, green development issues are separately included without linkage to economic and social development. Here are inconsistencies proposed objective in the document to the previous two policy documents. For example, this document has the objectives in supply of fuel with complete combustion of coal briquettes for family fuel needs up to 50%, full support to establish less heat loss buildings factory, but this objective was not mentioned on the previous two documents.

Another interesting thing is this program is specifically taken into consideration to the governance issues and protection of cultural heritage in programs of “Governance for Sustainable Development”, “Culture and Heritage”. But the previous two documents did not mention it.

Aimag and local environmental priority issues are the increased number of livestock has exceeded the carrying capacity and deterioration of pasture vegetation and conditions as a whole.

However, it observed weakness in this document, the problem, what is pasture land capacity and degradation, how to improve it, what are approaches to solve the issue in Uvurkhangai, left in the policy document.

Orkhon has been the main polluted river due to lowering of the reiver and lake water by causing mineral extraction. This field has not provided a specific meaningful way.

This program has no focused specific tasks defined in the “Green Development Policy” in Mongolia at local level. For example, new coverage of specially protected areas in Uvurkhangai and increase the area of new local protected land did not plan, wherein no idea this is a pity.

If there is no specific provision in the previous two documents reflected, in contrast, supporting family development and poverty reduction, and to improve access to quality social protection services, and strengthen the complex delivery based on the needs of family members in this document were reflected.

This program outcomes included that in 2013 the poverty rate in the aimag was 23.2% and it would be 11.6% in 2021. However, the previous documents the performance was not included.

According to an analysis of Table 3 within the program objectives of the “Green Development” program in Uvurkhangai aimag, 6 activities or 8.2% of total of 73 measures that implement direct poverty reduction measures, 25 or 34.2% of total measures indirectly impact, while 42 or 57.5% of total measures no effect on reducing poverty, respectively.

According to environmental analysis, 10 or 13.7% of total measures are directly reduce environmental pollution and degradation, and 40 or 54.8% of total measures indirectly impacts, while 15 or 20.5 of total measures no effect show, but 8 or 11% of total 73 measures will increase the negative impact on environmental pollution and degradation.

It can seen that only 13.7% of total activities of the “Green Development” is impact directly reduce environmental pollution and degradation but it is significantly fewer activities in harmony with the environmental name of "Green".

12. Conclusion According to the analyzes, 16 objectives reflected in the Development policy and planning document of Uvurkhangai, observed following:

1. There is a weak relationship bewteen development policy documents each other. It would seem that primarily due to different people involved during the different time and not followed the same integrated regulations and concepts. According to a time period, these documents were developed in different years for instance a program in 2009 and 3 programs in 2010 and one in 2011, 5 in 2012, 2 in 2013 and 3 in 2014 and one for 2015 in developed which is not adopted yet. The period of programe both sub-programs of “Tourism” and “Mother and child health care, improvement of quality of service and accessibility” were ended in 2015, and 9 sub-programs are ending in 2016. In a different time period, programs have been developed by the different Governors which every policy documents did not link to previous programs.

For example, the policy document of Economic development in 2014-2024 of Uvurkhangai aimag was developed in 2014 but it did not connect to the 2012-2016 "Productive-Uvurkhangai” Governor's Action Plan which was approved in 2012, and included only economic development, not social development and environmental issues at all.

2. The development policy planning policy document was separately developed social, economic and environmental protection and green development issues no connection between them in Uvurkhangai. Concept of the sustainable development was not properly taking into account.

3. By looking at reasons for why the development policies planning documents and sub-programs do not linkages between them, it was required to reviev Law on Administrative and Territorial Unit its Governance which has Articles including implementing particular provisions of Mongolian laws and adopted Government resolution in local areas, and implements the Governor’s Action Plan. By this law the development polcy documents were approved by the local government.

4. Another commonly issue observed that public, private partnership in the local economic and social development. Objective of reduce poverty does not specifically and sufficiently focus on the development policy planning documents Uvurkhangai, especially the most important policy document as Economic development in 2014-2024 Uvurkhangai aimag has not at all idea of poverty reduction.

6. The most important environmental issues did not primarily reflect on the Economic development policy in 2014-2024 in Uvurkhangai aimag.

Table №1 shows measures (14) that can directly affect to poverty reduction has included in the Economic development in 2014-2024 of Uvurkhangai aimag but other two policy documents have relatively few of such measures. However, the environmental issue is planned relatively more measures in the (2014-2024) "Green Development" program of Uvurkhangai.

11. The analysis shows that integrated approaches and methodologies, techniques, and training courses are necessary for aimag and local development policy and plans.

13. Recommendations 1. The analysis shows that integrated approaches and methodologies, techniques, and

training courses are necessary for aimag and local development policy and plans. The Ministry of Finance is needed to be considering on this issue.

2. The local government should follow principles of the Law on Development Policy Planning” adopted in 2015 in developing the development policy planning document.

3. It is recommended that ensuring principle of public participation in policy development policy planning and collective work of each group. The development policy of aimag is reflecting the voice of herders and businesses and work closely with non-governmental organizations like “Promote Wealth Creators” in developing process.

4. In developing the local policy planning document it is proposed to better plan activities with the soum feature, advantage, in particular, consider carefully characteristics of the traditional farming, manufacturing and service and weaknesses, and use own particular strengths.

5. It is recommended follow principle of with bottom-up, and cross planning development policy planning.Especially, objectives of line ministries strategy plan are need to cover at local level.

6. Policy planning document is able to compile similar documents to as one program and integrate each others except the Governor's Action plan in Uvurkhangai aimag. The development policy documents should be correlated, combined and fewer numbers of systematic policy and programs. For example, the Economic development policy document in 2014-2024 of aimag is need to combine with the “Green Development” policy, and it offers a unified policy document compliance with the sustainable development conceps including poverty and social development issues.

7. In September 2015, the 70th UN Assembly adopted the most important primary objective of global sustainable development is considered to eliminate poverty completely everywhere around the world. Since Mongolia joined in this objective and must consider to reduce poverty as a national priority issue. Therefore, poverty reduction issue is specifically recommended to consider and implement development policy planning in Uvurkhangai by specific measures.

8. Based on poverty map of the 2010 Population and Housing Census needs to determine the current poverty rate in Uvurkhangai, take certain development policy stages and actions to reduce the poverty.

9. The “Stocking” program has proven to be the most important way to make citizens out of poverty in rural areas, if it finds the right owners. Therefore, the program should include in the Development policy document and allocate budget for this event every year, which it can become a key tool for poverty reduction through a commercial bank even it reflected in the 2012-2016 Governor’s Action Plan.

10. Objectives in the Development policy and programs should reflect each activity in the Socio-economic annual guideline andd specify the responsibilities and its budget. The Governor’s action plan mainly include in the Socio-economic annual guideline whereas fewer measures from the sub-programs reflected in the annual documents.

11. Today, people are facing unpredictable environmental and ecological difficulties and declining of even more natural resources and increasing temp of climate change, polluting of air, water and soil, and loss of natural diversity as well as increases the number of frequency of natural disasters. It should be consider that the development traditional pattern and way of life are necessary to change as adapting to the conditions

increased frequency of emergencies to deal the traditional animal husbandry, climate change and drought.

12. The “Green development policy” in Mongolia is proposed as reflected share of the protected area of total state territory reaches to 25% by 2020 and by this provision, to specify the size of the territory Uvurkhangai to national and regional protected area.

13. The “Green Development Policy” in Mongolia has been proposed to support activity and policy planning of "Green Procurement" addressed to the local governor's offices and public institutions.

14. It is further recommended that companies need to meet requirements of “Green Building" to build new schools and kindergartens, in tender of the construction.

15. It should set specific objectives to forward solve own local problems in terms of environmental protection. For example, resort places located in the Khujirt soum, their waste have been pollute the environment and nature because of lack of water treatment capacity. The local government and recreation, healthcare organizations need to manage this in the sites.

16. Objectives of implementation both environmental protection and poverty reduction are together priorities to allocate budget to implement these policy planning is recommended.

17. Objectives of aimag development policy need to extract into specific and real activities. These activities should be measurable indicators to monitor progress and evaluate the results to reach to expected outcome.

18. Uvurkhangai aimag is identified own priority sectors and manufactories. The aimag is considered attention to the development of small and medium-sized enterprises engaged in traditional livestock herders could achieve success. To establish a cultivating fodder factory and to supply power plants to the factory which are for poverty alleviation and increase people’s income, on the other hand, is considered essential to build capacity to cope with emergencies risks. Especially planted and grown accustomed alfalfa can be a valuable feed for tired degraded animals.

20. Uvurkhangai aimag has opportunity to develop domestic tourism and to expand into a large complex resort located in the Khujirt soum. The comfortable infrastructure is the most important to development of tourism which is needed to consider in meeting the requirement for foreign and domestic tourists. It firstly is necessary to build places the power and solar powered water heating boiler into houses and toilets as possible as many camps and trips. Where possible, it needed to open fresh water pool and beach run beaches. This can attract tourists.

21. If in summer season, direct flights have to the Kharhorin which attracts more tourists. It would significant to the people who served in the resort of Khujirt too by traveling aircraft.

23. Table No.1 and Table No. 2 showed that there is a plan to build a recycled agricultural products, build a large number of small and medium enterprises to produce the final product in Uvurkhangai.
