The information requested on these proposal forms is solicited under the authority of the National
Innovation Committee operating under the aegis of the Ministry of Information Technology,
Communication and Innovation. It will be used in connection with the selection exercise of proposals and
may be disclosed to qualified experts and the staff of the Mauritius Research and Innovation Council as
part of the review process, award decisions, or the administration of awards.

1. INTRODUCTION
Under this Proposal Solicitation, the Mauritius
Research and Innovation Council (MRIC) operating
under the aegis of the Ministry of Information
Technology, Communication and Innovation
(MITCI) is inviting local academic/research/tertiary
education institutions, relevant
Ministries/Parastatal bodies , private bodies and
Non-Governmental Organizations to submit
proposals for establishing Poles of Innovation.
Poles of Innovation will be foci of expertise
through which high-quality researchers/innovators
maintain and develop research and innovation in
areas of national priority.
1.1 AIM
The Grant aims to enhance the impact of Research
and Innovation on the economic development of
the Republic of Mauritius by promoting creation of
innovative products/services and goods and
spurring innovation through advanced research
and partnerships among local institutions and/or
companies and/or international stakeholders.
2. GRANT DESCRIPTION
2.1 The Pole of Innovation Grant Scheme will
concentrate on existing capacity and resources to
enable researchers/innovators to collaborate
across disciplines and institutions on projects that
are locally relevant and internationally
competitive. This should lead to technological
development and innovation. As such, this scheme
will provide an additional dimension of the funding
support that the MRIC provides to research groups
and innovators that are at different points of
development on the research and innovation
spectrum.
This Programme is geared towards the
development of innovation. Poles of Innovation
are intended to stimulate innovation activity,
promote interaction between
researchers/innovators, joint use of research
facilities, exchange of know-how, knowledge
transfer and information diffusion.
The ultimate objective of the Pole will be to
contribute towards the development of innovative
products, processes, and/or techniques for
commercial competitiveness and sustainability of
enterprises.
2.2 Emphasis
The proposals should preferably be in line with the
indicative list of priority areas identified and
communicated by the Research and Innovation
Committee (RIC). Equal consideration will be given
to those proposals not in the areas listed.
Proposals must contain innovative concepts that
will consolidate existing and build new
capacity/infrastructure to address present
challenges. Proposals should also facilitate new
partnerships and networks among national and
international stakeholders.
2.3 Project duration, Funding and Disbursement
Schedule
The MRIC anticipates to award a matching grant of
up to Rs 9M per pole for a project duration not
exceeding 36 months, with a maximum annual
ceiling of Rs 3M. In exceptional cases and by
providing sound justifications, the annual ceiling
could be increased to a maximum of MUR 5M,
provided that the total amount requested from

MRIC remains MUR 9 million, spread over a
maximum period of 36 months.
The Applicant and/or Collaborating institution(s)
will have to contribute to the Pole In Cash and/or
In Kind. A minimum financial (In Cash)
contribution of 40% of the matching grant should
be made by the Applicant, either solely or in
collaboration with the collaborating institution(s).
Documentary evidence should be produced for
expenses such as statement of salaries, invoices
and receipts amongst others for the ‘In-Cash’
contribution.
The ‘In Kind’ contribution to be made by the
Applicant and/or the Collaborating institution(s)
should be reflected in the remaining of the
matching grant and can include the following
amongst others:
Specialised equipment/facilities
Space, including utilities;
Human resources directly involved in
the project.
Note: The 'matching grant' implies that the
applicant and/or collaborating institution will have
to contribute at least the equivalent of the funding
being requested from the MRIC.
For the first milestone of each phase, funding will
be released upon signing of the contractual
agreements by all parties concerned to enable the
grantee to initiate the project.
For each phase, further disbursements will be
made to the applicant on a milestone basis, upon
receipt of a satisfactory progress report together
with a certified statement of accounts and
invoices, showing how the funds have been
utilised. Presentations of the progress achieved in
the program should be made to the RIC every 6
months. The continuation of the program will
depend on the recommendations made by the RIC.
The RIC may request for a site visit to monitor
progress, if deemed necessary. Showcasing of
milestone achieved (in the form of interviews in
the local/international press) can be required from
the research team.
Budget Reallocation - Any redefinition and
reallocation in the agreed tasks and associated
budget described in the Task Scheduling and
Budget Chart can only be carried out in
consultation with MRIC which, if satisfied, will
authorise the necessary amendments. The MRIC
may seek the approval of the RIC for any
reallocation requested by the grantee.
The Innovation Leader will have to submit a
complete report for each particular phase
undertaken and funded by the MRIC funds.
2.4 Funding notes
2.4.1 Supported Budget items
Budget items that can be directly supported by the
Pole of Innovation Grant Scheme include:
a. Salaries for staff who have been
exclusively recruited for the Pole and who
perform activities that directly support
the program (such as research assistants,
technicians) will be catered for. The
budget earmarked for salaries should not
exceed 20% of the requested budget
from the MRIC.

b. Specific equipment required for the Pole’s
Activities
c. Maintenance and consumables required
for the Pole’s Activities but excluding that
deemed to be for broad general use.
d. General domestic and international travel
costs (economy) for team members
where this is related to the innovation
program or to support Field Innovation
Activities essential to the program
(including research, technical and
logistical support, local travel and
accommodation costs). The budget
earmarked for travel costs should not
exceed 10% of the requested budget
from the MRIC.
e. Domestic and international travel costs
(economy) for visitors to the Pole where
this is related to the program. The budget
earmarked for travel costs should not
exceed 10% of the requested budget
from the MRIC.
All budget items must be justified in the Proposal
to the satisfaction of the MRIC and the
reviewers/panel members.
2.4.2 Budget items not supported
The MRIC will not provide funding for the
following budget items:
a. tuition fees and stipends for students, in
whole or in part
b. capital works and general infrastructure
costs, in whole or in part
c. stipends/ fees for international students
d. bench fees or similar laboratory access fees
levied by the institution
e. teaching relief
f. investigations that are more appropriately
undertaken by way of a Consultancy
g. costs not directly related to the Pole of
Innovation program, including but not
limited to professional membership fees,
professional development courses, fees for
patent application and maintenance, visas,
relocation costs, insurance, and mobile
phones (purchase or call charges).
h. management fees
The MRIC will not provide funding for indirect
costs, including basic facilities and equipment,
organisational overheads and/or infrastructure
costs.
The hosting institution must agree to provide and
fund the following basic facilities where required:
a. accommodation (for example, laboratory
and office space, suitably equipped and
furnished in standard ways)
b. access to a basic library collection
c. bench fees or similar laboratory access fees
d. provision of basic computing facilities such
as desktop computers, portable computer
devices, printers, word processing and
other standard software
e. standard reference material or funds for
abstracting services
f. use of photocopiers, telephones, mail, fax,
email and internet services.
2.5 Project Monitoring
The MRIC will be responsible to monitor the
proposed activities of the project on a milestone

basis as specified in the application. Any decision
on major issues related to the project will be
addressed by the MRIC.
2.6 Research and Innovation Committee (RIC)
The RIC is a sub-committee under the Mauritius
Research and Innovation Council. The RIC will
comprise of representatives from relevant
institutions and experts from appropriate fields
and will be responsible for taking decisions on
proposal/grants.
3. ELIGIBILITY
The prime objective of the applicants should be in
line with the ultimate objective of this Grant as
defined in section 2.1 above.
No awards will be made to applicants who are
already recipient of full project funding from
other agencies for the same or any similar
project.
An institution is not allowed to submit more than
three (3) applications for funding considerations,
under a specific Call for Proposals.
3.1 Eligibility of Applicant
The Public/Private Institution
This will be Publicly-Funded Institutions and
Private Post-Secondary Educational Institutions.
Academic institutions need to be
recognised/accredited tertiary education
institutions or polytechniques. Relevant
Ministries/Parastatals, registered private bodies/
Non-Governmental Organizations conducting
research and innovation activities are also eligible.
3.2 Eligibility of the Innovation Leader
The Innovation Leader must be employed by the
institution submitting the project proposal. The
individual who is proposed as the Innovation
Leader at the time of the submission of the
proposal is expected to be the Innovation Leader
at the time of the inception of the grant. A change
in Innovation Leader prior to an award could affect
whether an award will be made. The Innovation
Leader shall be nominated by the institution
submitting the proposal.
3.3 Eligibility of Collaborating Institution(s)
Collaborating Institution(s) can be
public/parastatal institutions or private
stakeholders including Research Organizations,
Non-Governmental Organizations, Academic
Institutions and local private companies.
International partners are also eligible as
Collaborating Institution.
International partners can include tertiary/ higher
education institutions, polytechniques, public and
private research institutions,
recognised/accredited with the relevant
authorities in their country of origin.
3.4 Other Eligibility Criteria
The application should also meet the following
criteria for eligibility:
Relevance to the objective of the Grant
Priorities of the Call for Proposals
Relevance to the particular needs of the
Private Sector and of the society
Capacity to innovate
Capacity to raise matching grants

The institution submitting the proposal must
provide satisfactory evidence that it will exercise
management, control and audit of the
performance of the funds to be allocated under
this grant. Regardless of the proportion of the
work or funding of each of the participants under
an award, the main institution is to be the grantee
with overall responsibility for performance.
4. DEFINITIONS
The following definitions apply for the purposes of
this solicitation:
a. Research
Any activity which is a systematic,
intensive study directed toward greater
knowledge or understanding of the
subject studied or a systematic study
directed specifically toward applying new
knowledge to meet a recognised need.
b. Development
A systematic application of knowledge
toward the production of useful
materials, devices, systems, processes or
methods, including design and
improvement of prototypes to meet
specific requirements.
c. Innovation
“Innovation” means both radical and
incremental changes to products,
processes or services, including the
implementation of a new or significantly
improved product (good or service), or
process, a new marketing method, or a
new organizational method in business
practices, workplace organization or
external relations.
d. Research Institution:
An organisation, which is involved in
research at a post-secondary level. This
includes all recognised/accredited tertiary
education institutions, polytechniques,
public and private research institutions.
For overseas Partner(s), they must be
officially accredited with the relevant
authorities in their country of origin.
e. Research and Innovation Program:
Research and Innovation in areas of
national priority conducted jointly by the
Innovation Leader and his team.
f. Grantee:
The applicant submitting the proposal is
the grantee and the funds will be released
to the applicant.
g. Applicant:
The hosting institution who will
accommodate the Pole of Innovation and
which will officially submit the proposal.
h. Collaborating institution(s):
The institutions/companies which will
play an active role in the activities of the
Pole. The collaborating institution(s) will
be responsible for specific activities
pertinent to the objective of the Pole.
i. Innovation Leader
The single individual designated by the
institution in a grant application as the

key person who is responsible for the
overall direction of the Pole of
Innovation.
j. Collaborator(s):
Individual(s) who will play a major role in
the Pole and who will be responsible for
specific activities within the Pole of
Innovation. The collaborator can be from
the Hosting Institution or from the
Collaborating Institution.
k. Attached personnel:
Individual(s) who may be either from an
industry or research
institution/organisation and will be
contributing to the Pole.
5. METHOD OF SELECTION AND EVALUATION
CRITERIA
Proposals will be screened by the MRIC to
determine responsiveness to the specific
requirements of the solicitation. MRIC will
review each proposal to determine if it
satisfies all the requirements described in this
guideline.
5.1 Merit Review
Responsive proposals will be peer-reviewed
by resource persons in the field through an
external process.
Each proposal will be evaluated on its merits
by the RIC.
The Innovation Leader and the
Collaborator(s) will be required to make a
presentation of the proposal to the RIC.
The RIC may select a panel of experts in
relevant fields to evaluate proposals, if
deemed necessary.
The review panel will remain anonymous to
the applicant, including its Innovation Leader,
Collaborator(s), and other attached
personnel.
RIC is under no obligation to fund any
proposal or any number of specific
proposals on a given topic.
In all instances, proposals will be handled on
a confidential basis and care taken to avoid
conflicts of interest. Evaluations will be
confidential to MRIC, RIC, and to the
Innovation Leader. The RIC will be
responsible for the final evaluation and
selection.
Recommendations of the RIC are sent to the
Council for final decision.
Non-responsive proposals will not be considered.
5.2 Evaluation Criteria
In the merit review process, consideration will be
given to each of the following five criteria:
(i) Merit including the conception and organisation of the proposal, the uniqueness of the proposed concept, the technical feasibility, the sustainability plan over the longer term and logical flow of information.
(ii) Relevance including priority and strategic importance of the programme, contribution to sustainable development (society, economic and environment) and providing information for informed policy-making.

(iii) Potential for Commercial Application including involvement of industry, likelihood to attract funds from industry, potential to develop innovative products/services for the market and contribution to lead towards the development of intellectual property.
(iv) Knowledge Creation including ability to build synergies among stakeholders from public sector, private sector and international partners, ability to collaborate with partners from other disciplines, contribution to technology/know-how transfer, potential for enhancing research infrastructure and contribution to the research and innovation ecosystem.
(v) Manageability and Costs including qualification and experience of the Innovation Leader and the team as well as the diversity of team members in terms of disciplines.
5.3 Debriefing
When an award or declination is made, the
Innovation Leader and Collaborator(s) may receive
upon request:
• a description of the process by which the
proposal was reviewed; and
• the context and justifications for the decision.
5.4 Proprietary Information, Rights in Data and
Inventions
The applicant/consortia may retain rights in
technical data, information, know-how, including
software developed under this grant. Intellectual
Property Rights (IPR) identified and developed as
a result of funding provided will belong to the
applicant.
Sharing of IPR among the collaborating partners
will be subject to consortium agreements that
most closely meet their requirements.
6. PROPOSAL PREPARATION INSTRUCTIONS AND
REQUIREMENTS
6.1 Contact with MRIC

Potential applicants may request a first meeting
with the MRIC to familiarise themselves with the
key requirements for preparation of their
submission.
6.2 Proposal Preparation
• Incomplete Proposals not meeting the
requirements specified in the application form
will not be considered.
• A proposal must contain adequate
information to be reviewed as an innovative
project. The RIC reserves the right not to
submit to technical review any proposal which
it deems to have insufficient scientific or
technical information.
7. SPECIFIC CONSIDERATIONS
7.1 Awards
Awards will be made normally for up to a thirty-
six (36) months period.
Prior to any award, the MRIC may require certain
organisational, management and financial
information for administrative purposes to ensure

that the applicant adheres to certain business and
financial standards. When requested by the MRIC,
this information should be returned to the
requesting office as expeditiously as possible. All
information received will be dealt with strictest
confidentiality.
7.2 Grantee Commitments
In the event of an award, the grantee will be
required to make certain legal commitments
through acceptance of the terms and conditions of
the funding agreements. A copy of the funding
agreement may be made available upon request.
7.3 Reports
Final Report. One (1) copy of a comprehensive
Final Report must be submitted to MRIC within 30
days after the end of the funding period.
All Final Reports must carry the following
acknowledgement on the cover page: "The
material is based upon work supported by the
Mauritius Research and Innovation Council under
award number …………….. Any opinions, findings,
and conclusions or recommendations expressed in
this publication are those of the author(s) and do
not necessarily reflect the views of the MRIC."
The Final Report shall include:
• a verbatim statement of the Pole’s objectives;
• a summary description of the research and
innovation which was carried out
• the major findings or results; and
• the commercial applications of the research
• output in terms of patents, publications and
funding raised from private sector and
international partners
In addition of the above topics, any problems
addressed during the technical feasibility should
be described.
The Final Report delivered under the grant may
be made available to the public by the MRIC,
except for that portion of the report containing
technical data properly identified and marked as
set forth below.
Such data must be clearly labelled as proprietary and marked with a legend similar to the following:"The following is proprietary information, which (name of grantee) requests not to be released to persons outside the MRIC, except for purposes of evaluation, for a period of four years from the expiration of Grant No……….."
To the extent permitted by the Act of the Council,
except for evaluation purposes, MRIC will not
release properly identified and marked data and
information outside the Government of Mauritius
without the approval of the grantees for a period
of four years from the expiration of the grant
award.
An acknowledgement of the support and
disclaimer must also appear in publications of any
materials, whether copyrighted or not, based on
or developed under the MRIC supported projects.
7.4 Dispute Settlement
Any dispute or difference arising out of the
interpretation or implementation of the project
shall be settled amicably or through recourse to
arbitration.
7.5 Additional Critical Information

The MRIC reserves the right to revise and amend the
terms and conditions laid down in this solicitation as and
whenever necessary.

- Management Responsibility - The
performance of the Innovation Leader and
other employees or consultants who carry out
the proposed work is to be managed by the
Hosting Institution concerned receiving the
Pole of Innovation Grant.
- Accuracy of Information - The proposing
organisation and the Innovation Leader are
responsible for the accuracy and validity of all
the administrative, fiscal, and scientific
information in the proposal.
Deliberate withholding, falsification, or
misrepresentation of information could result
in administrative action such as declination of
a proposal or the suspension and/or
termination of an award as well as possible
criminal penalties.
- Audits – Funded programs are subject to
regular technical and financial audits by MRIC
or independent assessors to be appointed by
MRIC. Unsatisfactory reports may lead to
termination of the award and reimbursement
of funds.
- Changes in Innovation Leader, Organisation, or
Collaborator(s) - Any changes of the Innovation
Leader must be requested in writing at least 30
days prior to the change (except in exceptional
circumstances) and must be approved by the
MRIC. MRIC should be notified promptly if there is
any change in the name, address and status of the
Company or Institution/ Innovation Leader. Any
change involving the collaborating
institution/company and the collaborator(s)
should also be communicated to the Council.
- This Grant Solicitation is intended for
Informational Purposes and Reflects Current
Planning. If there is any inconsistency between
the information contained herein and the terms of
any resulting RIC grant, the terms of the grant are
controlling.
8. SUBMISSION OF PROPOSALS
Under this Grant, applications should be submitted
by the set deadline following the Call for
Proposals.
A soft copy version of the proposal should be
submitted, together with one original hard copy
version.
Proposals which do not adhere to requirements of
this solicitation will not be considered. Evaluation
and processing may require up to one (1) month
for completion.
No information or proposal status will normally be available during the evaluation and processing period.
