Welcome to the November edition of Al Fahal which features some notable developments on the HSE front, including the launch of our new behaviour-based safety system Ihtimam. With more than 3,500 staff and contractors already trained on this in-house programme, we have already witnessed a step change in safety performance during trials.

This magazine also reports on our fifth annual Process Safety Day which focused on the importance of compliance. Around 75% of PDO asset integrity incidents in the past five years have resulted from non-compliance with set rules, standards and procedures and so the topic was well chosen. Transgression of our asset integrity process safety management protocols is simply not an option.

I’d like to congratulate the Well Engineering Directorate’s In-Sourcing team for successfully acquiring ISO 9001:2015 certification for its Quality Management System, and the directorate’s In-Sourcing Completion Workshop team for recording 34 years without any Lost Time Injuries. As one of our oldest completion workshops in the South, the facility has maintained consistent improvements both in terms of performance and safety, despite the increasing number of activities assigned to it.

Our HSE focus extends beyond our operations as evidenced by a new first aid training programme targeting 2,500 trainees including school students, teachers and school nurses from across the Sultanate. These trainees will then be able to spread awareness and provide first aid support for their respective communities.

This issue also features the celebration of Omani Women’s Day in which new enhancements to the Maternity Leave and Benefits policy were announced. The extension of maternity leave is in line with our enhanced focus on Diversity and Inclusion and our aspiration to be the employer of choice for women in the country.

Our female staff are our competitive advantage with their commitment and loyalty, and collaborative, holistic, multi-tasking and truly professional approach they deliver and endow us with on a daily basis.

Additionally, you will find more information on the variety of options available to raise concerns and complaints about behaviours or practices in relation to business dealings with PDO. The interview with Mahmood Al Balushi of our Ethics and Behaviours (FLGE) team specifically sheds light on the Blow the Whistle reporting tool to address some of the key questions that some staff have about it.

Finally, our job creation journey continues apace with the signing of four agreements to train 900 young Omanis for employment in a variety of sectors outside oil and gas. You can be sure that we will continue to work closely with valued partners to ensure we fulfil our commitment to support the creation of more job opportunities for Omanis in a diversified economy.

Hundreds of people flocked to an event staged by PDO at Muscat Grand Mall to showcase the Company’s Estidama (Sustainability) energy management campaign.

The educational programme included live discussions with visitors, answering questions and offering information on how to become part of the change towards greater environmental conservation and sustainability.

Children were invited to participate in a workshop with Greek art teacher Kostis Grivakis, who gave a hands-on art course throughout the two-day event on how to use plastic waste and turn it into art products. Visitors also had the opportunity to experience virtual reality with videos highlighting the ocean of plastic waste.

A PDO women’s team has scooped three medals at the Ministry of Sports Affairs Bowling Championship for institutions, companies and clubs.

The event took place at the Oman Bowling Centre in Al Khuwair.

The event in the mall’s central atrium also featured the five young project winners of the Company’s Renewable Energy Awards (REAs), a nationwide PDO-sponsored contest which takes place annually under the auspices of the Ministry of Education. The winners received monetary prizes and the Company is looking to develop some of the winning projects and provide training for the students and their supervisors.

PDO’s ‘Estidama’ campaign is dedicated to building a positive environmental culture across Oman by focusing on six main pillars: renewable energy, people, energy efficiency, environment, energy saving and economy.

PDO has increased the maternity leave offered to female staff from 10 to 16 weeks in line with its enhanced focus on Diversity and Inclusion (D&I).The Company is also extending the provision of one nursing hour per working day granted to mothers with children up to six months old until they reach the age of one year.The enhancements to the Maternity Leave and Benefits policy are in line with PDO’s desire to be the employer of choice for women in the country. The aim is to allow time for new mums to rest before and after delivery, safeguard the wellbeing of both mother and child and support the healthy return of new mothers to the workplace.

The announcement that maternity leave was being increased by six weeks came during an event organised by PDO’s women’s Network Hawa to mark Omani Women’s Day. The celebration, which was attended by around 250 staff, hosted inspiring female guest speakers who told their stories of success and the risks and challenges they faced along the way, encouraging women to take charge of their own destiny.Hawa President Ghaliba Al Hinai, who gave the opening comments, stressed the importance of female participation in the workplace, saying: “The way we work in the future will be different from today. Industries need to become more

collaborative and creative – traits strongly found in women. We need to trust in ourselves, for only with trust in what we bring to the table can we move forward.”The first speaker was ex-PDO staff member Shadya Al Ismaili, a jewellery designer and founder of the first fine jewellery brand in Oman, Deema Oman. Shadya revealed how she had to overcome considerable doubts after her resignation in 2011, telling the audience that making mistakes is a natural part of the journey as long as you learn from them.She also stressed the importance of having faith in oneself, saying: “We don’t need anyone to tell us what our capabilities are. Your destiny is in your own hands.”Lujaina Al Kharusi, Chief Executive Officer and founder of Envago, who also resigned from a stable job of 13 years to set up her own business, agreed that stepping away from what you know into the unknown requires courage and some trial and error.She said: “Having started a business while I still had a full-time job, I had to juggle my work, business and family. It took me a long time to realise that I can’t do it all – and I don’t have to. Anisa, who is the first Omani woman to make the journey, told how she had to put one dream on hold for the sake of another, and how, despite being terrified of the challenge, the feeling of success was like no other.Having faced unforgiving temperatures and physical and emotional strain during her long trek, Anisa said: “One thing I have learnt from this journey is that the things that you fear the most could sometimes bring you the most joy. You just have to take the first step while keeping in mind that there is nothing wrong with failing. I am not fearless, but I’m willing to face my fears.” Marmul Production Field Programmer Nawar Al Abadi also told of her experience trekking a different kind of uncharted territory – being one of the first two female engineers in the Company to be based in the field. Nawar said the biggest challenge was the pressure on her and her colleague Siham Al Habsi (see September 2018 Al Fahal) as pioneers to make the initiative successful in order to also open up the opportunity for other women.

She said: “Working in the field has closed gaps in my knowledge and given me a voice at meetings, which stems from experience.“Women are equipped with emotional, spiritual and psychological strength. Whether you want to work in the field, start a business, or ski to the North Pole, the journey starts with you.”

PDO has agreed a strategic partnership with University City to enhance co-operation in various scientific and technical fields.

The Central Project Delivery (CPD) knowledge management team has published its first report documenting the knowledge of a senior manager who is leaving PDO.

Engineering Project Delivery Manager Julian Masters was interviewed by the team to capture the reflections, experiences, wisdom, and memories he has accumulated during his seven-year tenure at the Company.

Julian has achieved a number of remarkable improvements in terms of project delivery, and the interview included comprehensive and structured questions which aimed to document his knowledge to help his colleagues in the future.

CPD Project Services Manager Salim Al Alawi, who is process owner of knowledge retention (KR) in CPD, said: “Knowledge retention can add value to organisations by capturing valuable information and minimising the loss of important knowledge from retirees.”

A Rock Solid Approach

The CPD department has applied considerable focus on knowledge and the report is part of the team’s Retention Of Critical Knowledge (ROCK) initiative. The view is that staff knowledge and expertise are a critical asset especially against a backdrop of the need to retain PDO’s business position in a more competitive environment.

The team kicked off the KR process in 2017, and its introduction has been well received. Their services have now been expanded to cover other directorates, including the Engineering Directorate.

Abdullah Al Aufi, Project Manager of the Rabab Harweel integrated project (RHIP), said: “Knowledge retention is another step ahead

in our knowledge management journey. The challenge that we have now is to ensure that we reuse the knowledge that we are capturing to develop further.”

During his time at PDO, Julian was involved in both hydrocarbon and non-hydrocarbon engineering projects and has achieved a number of significant project delivery improvements.

How would you describe your leadership style?

I am driven by achievement, and given the complex nature of what we do in engineering, my style tends to be mostly democratic; with buy-in from key stakeholders one can achieve much more.

The Engineering Directorate is currently going through a reorganisation. Why is this change necessary?

The change is necessary to increase our efficiency and effectiveness when it comes to project delivery and providing engineering solutions. Currently, projects in excess of US$50 million are executed in the Central Project Delivery (CPD) department and the rest are executed in the assets. In terms of spend, it’s almost 50/50.

The reorganisation will raise the bar when it comes to overall project delivery since all projects will come under one umbrella. This will not only improve resource utilisation but will also ensure standardisation of approach across all delivery phases from Front-End Engineering Design (FEED) to handover. As for engineering solutions, we will provide the necessary structure to have our Corporate Function Discipline Heads (CFDHs) more dedicated to people, processes, procedures and standards. Other solutions include the utilisation of technology and assurance for new projects and installed facilities.

How is the reorganisation being rolled out?

The reorganisation exercise has three main steps: concept, detail design, and implementation. We are in the process of finalising the detail design.

The reorganisation team has representation from all key stakeholders and is headed by Engineering Change Manager Qassim Al Kitany. An extensive stakeholder engagement plan is under implementation, and it includes engagement with

Engineering Director Husam Al Jahdhami is currently spearheading a major reorganisation to enhance engineering efficiency and expertise in PDO.

In his first interview to Al Fahal, he spells out the challenges he faces and the ambitions he has for his directorate to provide top quartile services and develop staff.

In light of the Engineering/Operations split in March 2017, what have been your main priorities as the Engineering Director?

We have had four main focus areas. These include excellence in project delivery irrespective of the size of project, capability and competence development, process safety, and embedding continuous improvement and Lean culture.

I am particularly passionate about building Omani expertise. This is key when it comes to our Omanisation drive, with focus on Salary Grades 3 and 4. Although we have recently revamped the Graduate Development Programme, we are continuously challenging the timeframe to see if four years is optimum or if we can accelerate the time it takes to establish graduates.

What are some of the key challenges that you’ve faced?

First and foremost, we are really blessed with the level of experience and talent within engineering; and we continue to effectively address some of the pressing technical challenges that we face.

One of the challenges in the function is the need to maintain full alignment of approach across the entire engineering community. For example, we used to have only four engineering, maintenance and construction contracts and off-plot development contracts. Now we have 11 executing the same work, because each asset had an independent approach. Going forward, with the consolidation of engineering, it will be easier to mandate a pan-PDO approach which will entail huge commercial and standardisation benefits. Other challenges include sharing of

management, all engineering staff and other key internal and external stakeholders.

Apart from the reorganisation, what other changes would you like to make?

There are five main areas of change that we would like to see through. These include embedding a competitive scoping mindset; data-based decision making through analytics and digitalisation, as we need to fully embrace the opportunities arising from the Fourth Industrial Revolution; standardisation; repeatability to improve project timelines; revamp of the Approved Vendors for Material and Equipment; and the identification and early deployment of new technology solutions, including 3D printing.

How do you see the Engineering Directorate in the next five years?

These are exciting times for engineering. Our vision is to be an exceptional engineering organisation delivering top quartile projects and engineering solutions through our people to maximise value for PDO and Oman. Five years from now we will be providing exceptional solutions not only for PDO, but for the country and beyond as well.

Is there anything further you would like to add?

Our most valuable assets are our people and their “know-how”. Our journey towards top quartile engineering solutions and project delivery might be full of challenges; however, I am convinced that with commitment and dedication from all of us we will overcome any obstacles that obstruct our path.


ICV Recognition

External Affairs and Value Creation Director Abdul-Amir Al Ajmi has been named as the winner of the coveted ‘Inspiring Leadership in In-Country Value (ICV)’ Award, at the Alam al-Iktisaad Wal A’mal (AIWA) Awards ceremony.

The award is in recognition of his exceptional contribution to ICV generation in the Sultanate.

The annual AIWA Awards, established in 2011, are aimed at recognising the top achievers in Oman’s corporate world.

Abdul-Amir has spearheaded a number of key ICV initiatives, such as the creation of more than 60,000 job and training opportunities for Omanis since 2011.

PDO is sponsoring the training of more than 900 young Omanis as part of its efforts to create more than 50,000 job opportunities in and outside the oil and gas industry between 2017-2019. The Company has signed four agreements with partners who will employ the trainees upon their successful completion of the programme which will last from six to 18 months. These included the Oman Society for Petroleum Services (OPAL), Muscat Municipality, Bright Torch solar specialists, and Mazoon Dairy Company.

The signatories will offer the trainees full-time jobs in a variety of sectors, including teaching, sales, and solar panel installation.PDO External Affairs and Value Creation Director Abdul-Amir Al Ajmi, who signed the Memorandums of Understanding (MoUs) with the organisations, said: “This is the latest move by PDO to go beyond our natural boundaries to fulfil our landmark commitment to support the creation of jobs for Omanis. We are honoured to be working closely with valued partners from other sectors in this noble cause. “PDO is dedicated to supporting the Sultanate’s economy by expanding work opportunities for both Omani men and women so that they can create a sustainable future for themselves, and it is vital that we work together with other organisations, private and public alike, to achieve this objective.“One area we are now focusing on is renewable energy which we think can be a big growth area

New Training-For-Employment Pledge

for Oman generally. We hope that the training of dozens of young Omanis to work as solar panel installers will be the start of a much more focused move in this area.”

The MoU signed with Muscat Municipality – the largest training commitment in the current batch – marks the first time that PDO has partnered with a government entity under the banner of training-for-employment. Under the terms of the agreement, PDO will sponsor the training of 198 jobseekers to enable them to take up administrative, technical, financial and legal positions. It will also cover the upskilling of a further 155 afforestation services staff to allow them to move to long-term positions, bringing the total to 353 trainees.

Dr Ibrahim bin Abdullah Al Rahbi, Director General of Human Resources at the Muscat Municipality, said: “This programme, which is a mix of theoretical and practical training, will supply us with competent staff trained to the highest standards. The move is in line with our vision to make staff development one of our top priorities, guided by His Majesty’s belief that the human element should be at the centre of development in the country.

“This is a fine example of collaboration between the government and private sectors, and we would like to extend our appreciation to PDO for sponsoring this training and to every individual who played a role in making this co-operation possible.”


PDO has developed an innovative strategy for perforating high sour wells which has resulted in substantial cost savings.

An integrated team, consisting of Asset, Wells and Completion and Well Intervention (CWI) engineers, delivered the approach which aims to reduce the cost of perforating new high sour wells drilled to feed oil and gas to the Yibal Khuff mega project by half. The team collaborated with perforation subject matter experts, contractors and vendors to propose an “out-of-the-box” solution which involves using hoists instead of coiled tubing in the perforation process.

Initially, the biggest challenge on the intervention of these wells was to find the optimal plan to pierce holes in a 700-metre horizontal section under a very high hydrogen sulphide content of more than 3%. With technical and contractual support across the organisation, the team was able to overcome the main technical challenges during the planning phase and managed to proceed to the testing phase within a year from the project kick-off.

The team conducted trials for hoist perforation on three wells in Yibal (Y-567, Y-564, and Y-572). The first well proved the concept but resulted in less than 5% savings. The specialists continued to pursue a solution, capturing the learnings and introducing further improvements which led to significantly better results in the second well. The last well of the trial was then successful in delivering the target savings of 50%.

Replacing coiled tubing with hoists has had a number of health, safety and environment (HSE) benefits paving the way for the project to achieve Goal Zero. These benefits included a steep reduction in HSE exposure for the field crew by minimising the number of runs, and of the operation time from an average of 20 days to only four days.

The new strategy has also led to a cost reduction from US$1.25 million/US$1.75 million to $444,000 per well, with a potential cost saving of US$12.5 million over the course of the upcoming 15 horizontal wells within the next year.

Rene Charles Remondot, Development Planning Team Lead in the Yibal cluster, expressed his pride in the team’s achievements, saying: “The integration mindset and collective drive for continuous improvement have been key enablers to the success of this initiative.

“The achievement marks the first time that a perforation has been done through the completion and suspension flange using a snubbing unit blowout preventer in PDO and the

Middle East, and the longest ever net perforation run in PDO for any resource of 594m.

“We believe this methodology could be replicated in other areas in PDO, with the potential to save substantial costs in the future.”

The new perforation strategy will now be used in every horizontal well in Yibal Khuff.

Hilal Al Rusheidi, Planning and Design Well Engineer, said: “Despite the extremely demanding resource and schedule constraints – there were only two heavy hoist units out of 36 in PDO which we could use for this project – the team managed to achieve this milestone. We would like to thank the Management team for their trust and support.”

Thousands of staff and contractors participated in the fifth annual Process Safety Day under the theme of: “We comply because we care. Violations are not an option.”Around 75% of PDO asset integrity incidents in the past five years have resulted from non-compliance with set rules, standards and procedures.The aim of the day was to make such non-compliance “socially unacceptable.”Technical Director Amran Al Marhubi spelt out the stark reality in a video for the event saying: “Remember that we all have a choice to behave safely. The responsibility for accident prevention ultimately rests with each individual. Failure to comply is not an option, so we have to make the choice to comply or not work for PDO.” More than 100 engagement sessions were held at the Coast and Interior where team leaders, supervisors and managers used the reflective learning method, which involves facilitated interactive group discussion, and watched a video focusing on incidents which could have been avoided had personnel abided by established norms.

Amran said: “Asset Integrity and Process Safety Management are crucial for our survival and future success. The world over, non-compliance to asset integrity process safety management requirements has resulted in catastrophic consequences, ranging from serious injuries, death, production loss, litigations, financial and reputational damage.“Looking at ourselves at PDO, 75% of our incidents could have been prevented if the people in charge had simply chosen to do the right thing by complying with the set rules.“Process Safety Day has historically been a key engagement opportunity for an open dialogue between leaders, staff and contractors to drive long-term behavioural changes.“Comments such as: ‘It is human to make mistakes’, are a poor excuse not to improve.“The only way to avoid human error and curb violations is through full compliance with the established rules and procedures. Procedures that people do not follow are of little or no value.“When we work based on memory or without fully complying with procedures there is no assurance that everybody would consistently execute a task in the intended manner, and this could lead to complete chaos.“If in your role, you tolerate non-compliance then this sends a signal that the Company is not serious about set procedural norms and rules. Remember, when pre-established norms

are consciously violated with no consequences, an organisational mindset is established that justifies or even encourages future violations. We cannot and must not tolerate non-compliance even if this is at the cost of output, yield, production, schedule etc.“We are all connected and therefore accountable to establish a culture of 100% compliance at all times to keep each other and our facilities safe.“Let’s clearly understand and recognise the value of complying with the established rules and procedures, not because of fear of penalty but because we genuinely care for our own safety and the safety of our co-workers, and making Goal Zero a reality.“I encourage you all to make non-compliance socially unacceptable and intervene on those who do not.”Leading up to the day, Operations Director Khamis Al Busaidi launched 10 “Process Safety Fundamentals” with the aim of providing

renewed focus on existing, good operating practices.The guide – effectively Life Saving Rules for Process Safety – lays down daily actions to prevent incidents, such as always ensuring two barriers are in place for hydrocarbon and chemical drains and vents, responding to critical alarms and always checking that equipment and pipes are depressurised, drained and safely isolated before opening.The fundamentals are also an integral element of the AI-PSM step change initiative, where assets are analysing gaps and developing action plans to fully comply with requirements using a goal deployment approach.All Operations and Maintenance staff are required to complete online training in relation to the fundamentals to ensure they have fully understood them and will always abide by them. The Well Engineering Directorate’s In-Sourcing team has successfully acquired ISO 9001:2015 certification for its Quality Management System (QMS).

The In-Sourcing model – which was established in 2013 – consists of five rigs, four hoists, four camps and one workshop. It was set up to develop Omani engineering talent, promote ICV, introduce technology and provide an optimised cost benchmark for contractors.

Nimr Well Engineering General Manager Mohammed Al Ruqaishi said: “This important achievement is testimony of our commitment to quality and excellence in our operation, demonstrated through the efficient use of resources, compliance with standards, prevention of non-conformities as well as identification and mitigation of risks associated with the operation.”

To obtain the certification, the In-Sourcing organisation underwent an ISO 9001:2015 evaluation process, conducted by ABS Quality Evaluations Inc. The process covered drilling /work over units and workshops at Nimr and Mina Al Fahal.

It included an assessment of all elements of the QMS against the new standard requirements as stipulated by the ISO standard.

As part of the process, staff from different levels of the organisation were interviewed to verify the level of compliance with processes and standards. All non-conformities identified were classified as opportunities for improvement.

Mohammed said: “My thanks goes to everyone involved in putting in place the underlying

structure, processes and standards and for demonstrating the level of compliance required for being granted the ISO 9001:2015 QMS certification. It is very clear that their commitment and dedication have been the foundation of this achievement. However, this was only the start of our journey towards operational excellence.”

PDO has revamped its Health, Safety and Environmental Management System (HSE MS) to bolster workplace safety.

The system is now published as an inclusive electronic format and includes all relevant procedures and specifications in one location. It has also been shortened, with many of the documents withdrawn or simplified into one-page instructions.

The change was necessary to address:

• Technically incorrect, contradictory or duplicated information

• Procedures written as specifications and vice versa

• Guidelines being used for compliance purposes

• Lengthy documents

• Wrong sequences

• Unclear roles, responsibilities and requirements.

The biggest change is the format in which information is presented and concerns the use of process flow diagrams. Each procedure is now limited to one page, and all associated activities are linked. Specification documents

have been retained as they contain reference information.

Each activity reflects the responsible function, what is required, and includes all support information such as templates, standards and checklists.

It is easy to use, visual, concise and accessible on PCs, tablets and certain smart-phones. An off-line app will soon be developed and will also allow access where internet access is not available.

Corporate Health, Safety and Environment Manager Mohamed Al Salmani said: “The HSE MS provides requirements for all employees which ensure that HSE activities are delivered in a way that protects employees, maintains standards of operation and complies with the legal requirements of Oman.”

The system includes the requirements of the internationally recognised ISO 14001:2015 Environmental Management System and ISO 45001:2018 Occupational Health and Safety Standard.

The simplified HSE MS can be accessed on the HSE website on the PDO intranet and can be viewed online. The tool is also available to contractors on the Company’s external website.

Additionally, an information presentation pack is available on the intranet, which explains the system in detail, provides examples of how it works and allows a user to experience the system in a classroom or with colleagues.

This month, we asked Mahmood Al Balushi of PDO’s Ethics and Behaviours (FLGE) team to answer some questions around PDO’s Blow The Whistle reporting tool and to address some of the key questions that our staff have about it.

What is the purpose of PDO’s Blow The Whistle reporting tool?

The Blow the Whistle (BTW) reporting tool provides an independent channel to raise concerns, provide information or lodge complaints when the behaviour or practices of PDO, its employees, contractors or their individual employees in relation to business dealings with PDO, is believed to be inconsistent with PDO’s Statement of General Business Principles (SGBP) or PDO’s Code of Conduct (COC).

Who can use the tool?

PDO staff, as well as external parties such as contractors, vendors, suppliers or the public.

What type of concerns can I report?

Concerns around behaviour or practices that are inconsistent with PDO’s SGBP and COC can be reported. Examples include instances of unethical misconduct, criminal offences, non- compliance with legal obligations, health and safety violations, harassment and discrimination and environmental damage.

What means of reporting are available?

A variety of reporting options are avai lable. You can contact our BTW hotl ine at +968 2467 5712, send an email to [email protected], complete a BTW reporting form on PDO’s website or fax us at +968 2467 4516. You can also use our postal address or contact any member of the ethics team.

Will my supervisor or colleagues know if I report something?

Protecting whistleblower identities is key to any successful BTW system. All complaints reported through the BTW are treated with the highest level of confidentiality. If you report something, rest assured your identity will not be disclosed to anyone.

There may be exceptions where your identity needs to be disclosed to public authorities such as on investigations that result in court proceedings. However, in such cases PDO will discuss with the whistleblower whether and how best to proceed.

You may decide against providing your contact details when reporting concerns. However, we don’t encourage it as we may need to contact you to obtain more details on your reported concerns and provide you feedback upon concluding the investigation.

Would I be risking my future at PDO by blowing the whistle?

We understand that employees may decide against reporting concerns due to fears around victimisation or job security. However, all employees enjoy PDO’s protection if they raise concerns in the right way.

Our procedures are designed to give staff the opportunity and protection they need to comfortably report unethical incidents. If staff encounter retaliation following an investigation, the Ethics and Behaviours team will initiate an investigation and apply appropriate consequences against offenders where proven.

Can I report something based on suspicion or am I expected to have evidence to support my concerns? What will happen if I report something that proves untrue?

By encouraging a culture of openness PDO wants to encourage employees to raise issues which concern them at work. Provided employees are acting in good faith, it does not matter if they are mistaken. However, consequences would apply for malicious reporting.

Are reported complaints taken seriously?

The FLGE team will assess all reported

concerns and will, where appropriate, initiate an investigation. Investigations where BTW concerns were proven true have resulted in strict measures such as red carding/black listing of contractors, termination of contracts, staff dismissals and recovery of damages from vendors.

Will I be rewarded if a concern I report is proven true following an investigation?

The simple answer is No. PDO does not pay whistleblowers. Concerns should be reported with the hope of stopping wrongdoing without malicious intent and without expecting personal gain.

Are there any other comments you would like to make?

We would encourage our staff and contractors to use the BTW reporting tool and play a role in fighting against unethical behaviour and enhancing PDO’s reputation as an ethical company.

PDO has launched a training programme which aims to develop local knowledge in first aid response.

The three-year programme, which is in collaboration with The Ministry of Education and the Ministry of Health, targets 2,500 trainees including school students, teachers, and school nurses from across the Sultanate. The trainees will become certified first aiders enabling them to spread awareness and provide first aid support for their respective communities

The launch event was held under the auspices of His Excellency Dr. Ali bin Talib Al Hinai, Undersecretary of the Ministry of Health for

Planning Affairs, and was attended by senior officials including His Excellency Dr. Hamoud bin Khalfan Al Harthy, Undersecretary of the Ministry of Education for Education and Curriculum, and PDO External Affairs and Value Creation Director Abdul-Amir Al Ajmi.

Around 300 teachers and nurses will be

selected to be first aid trainers in order to train other students and school staff. PDO will also provide relevant training equipment and first aid kits for distribution to schools.

This programme comes as part of a Memorandum of Understanding (MoU) signed between the parties in December 2017.

PDO has staged the third Omani Translators Forum, bringing together professional translators from various organisations to discuss best practice and debate themes relevant to their profession.More than 350 participants attended the event which was held at the Oman Convention and Exhibition Centre under the patronage of His Excellency Mohammed bin Salim Al Tobi, Minister of Environment and Climate Affairs.The theme of the forum was “Translation in the Digital Age” and there were 15 presentation papers on different topics related to the subject as well as a practical workshop on a computer-assisted translation tool adopted at PDO.Head of Translation Services Saleh Al Alawi said: “Translation technologies are proving to be an asset to translators in an increasingly competitive market, and the papers presented provided a mixture of theory and case studies to illustrate how the digital age could serve the translation field.“Another key aim of the forum was to empower young Omani translators and offer an opportunity to share knowledge, connect and network with other translators in the country.”Supporting this objective, the forum served

These included the award-winning “Mutarjemkum” project by Abdul-Rahman Al Julandani, a student at the College of Commerce and Political Sciences at Sultan Qaboos University, the “Book and Idea” initiative by a group of young Omanis who translate reviews of the latest scientific books published around the globe, and the “Subtitling Oman” initiative by Manar Al Salti, which translates informative videos on Oman into English.

Attendees came from a variety of organisations and numbered translation professionals from the public and private sectors, translation enthusiasts and students from Sultan Qaboos, Sohar and Nizwa Universities.

The PDO Translation team, which has established a leading reputation for its work on Arabic and English texts, staged the event as part of its continued endeavours to build a centre of excellence for translation services and skills in the Sultanate.

PDO’s Information Management (UOI) team and Front-End Engineering Design (FEED) Office colleagues have launched an initiative to help curb asset integrity incidents by boosting the availability and quality of vendor equipment data.The lack of such data to support the safe operation and the maintenance of facilities has been a contributory factor in process safety issues.The problem affects equipment procured by PDO or retrieved from the warehouse and delivered to contractors for installation.Even when the information was available, it was often of poor quality, incomplete, unclassified or not accessible to users, and equipment Functional Locations (FLOCs) on the SAP system were sometimes not related to tags or drawings.Asset Register Verification (ARV) has established that more than 40% of FLOCs are unmapped with tags or drawings, with the unavailability of vendor data being one of the main causes. Retrieval of vendor-related records has continued to pose a challenge for field operations and maintenance activities, and personnel waste time trying to locate records of equipment. In some cases where these cannot be located, facilities face a heightened AI-PSM risk.

In response, the UOI team decided to revamp vendor information and data delivery process requirements as part of their commitment to “deliver value by providing trusted information and data for operations excellence.”Working with a variety of colleagues, including from the FEED Office, the Logistics, Procurement, and Quality departments and Asset team, UOI introduced improvements to ensure a consistent and standard vendor information specification and delivery format, and provide vendor process engineering flow schemes (PEFSs) related to tags and FLOCs. This started in 2017 with an end-to-end process covering demand creation, manufacturing, delivery and consumption tracking, a standard requirement scope for purchase requisitions and purchase orders and a requirement matrix guideline for engineers.The FEED Office identified an improvement opportunity in vendor information rationalisation and undertook a mammoth task of piloting the standardisation of equipment information for all disciplines.

UOI again teamed up with the FEED Office this year for the second phase of the overhaul, to verify all equipment in the Equipment Class Library, produce a standard vendor document requirement (VDRL) scope for each piece of engineered equipment, and a standard vendor document distribution matrix (VDDM).Throughout, the aim of the programme – which will be rolled out to all project delivery stakeholders in 2019 - has been to eliminate unavailable, incomplete or low quality vendor data.Business Improvement Information Management Specialist Kingsley Chime said: “We are happy with the resolution of this improvement. It will ensure that we do not ask vendors to make hundreds of pages of a Manufacturers Record Book (MRB) for fire extinguishers when we receive an incomplete MRB for a gas compressor. We have paid for and received vendor documentation in the past that we do not need, while omitting key operation and maintenance records for critical equipment. “Now, PDO or contractor procurement stakeholders can refer to these requirements as part of the purchase requisition and make informed decisions on information delivery scopes instead of copying and pasting from previous equipment procurements.”

Information Manager Sameer Al Sariry said: “This improvement is a major step change in how we manage vendor information and a major milestone in setting the foundation for our digital asset. It is a win-win situation for both PDO and vendors and will reduce AI-PSM related issues associated with poor quality or unavailability of vendor records because delivery, retrieval and maintenance of equipment information becomes much easier.”

And FEED Office Manager Salman Niyaz added: “The initiative was well received and we are glad that the FEED Office played a pivotal role in the standardisation of VDRL and VDDM tools. Now this needs to be used by all external consultants and will yield a significant reduction in manhours for vendor-related documentation.”

The Well Engineering In-Sourcing Completion Workshop team has celebrated 34 years without any Lost Time Injuries (LTIs).

Since its establishment in 1973 to provide wells completion and maintenance services for clusters located in South Oman, the workshop has maintained consistent improvements both in terms of performance and safety, despite the increasing number of activities assigned to it.

In addition to its completion services, the 21-strong team is developing an integrated plan for the routine wells completion sub assemblies, maintenance of wellheads and wire line plugs in accordance with the standards adopted by the Quality Control team.

Four main areas of focus have been identified as enablers to achieving this milestone. These include safety performance, staff competency, and equipment integrity; in-house training and development; reviewing challenges, failures and working on finding short- and long-term solutions; and full co-operation between team members and recognising outstanding performers which played a significant role in encouraging staff to maintain the safety record.

The facility was in-sourced in 2015 in alignment with the Company’s vision for In-Country Value and the development of Omani capabilities and local companies including Super Local

Community Contractors. Until then, technical support for rigs in the South had been provided by contractors.

Suleiman Aulad Thani, Well Completion and intervention Workshops Team Leader, said: “Every team member has contributed to this achievement. Indeed, it wouldn’t have been possible without teamwork, a positive attitude, and good HSE communications. The team set very clear objectives and has taken every

opportunity to sustain this record over the past 30-odd years.”

He added: “The workshop is now 100% Omanised, and we provide on-the-job training for engineers and professionals to enable them to hone their technical skills. We are also setting a benchmark for standards and performance and offer consultation sessions for contractors who are new to the oil industry.”

Ihtimam: A Game Changer

What is Ihtimam?

It is a process that creates a safety partnership between the workforce and management that continually focuses everyone’s attention and actions on their own and other’s daily safety behaviour. It promotes communication and engagement, and emphasises safety leadership.

Does it replace other safety processes?

No. It complements them. Its unique feature is its focus on the engagement between people’s behaviour and the working environment, to assist in eliminating the root causes of unsafe acts.

What’s involved in its implementation?

It’s split into two phases. The first involves working with contractors to build their own customised Ihtimam model, and includes identifying roles and responsibilities, critical behaviours and disciplines, and creating a steering

committee. The second includes training the employees, conducting observations, closing out actions and conducting coaching at site.

How are leadership and management involved?

They are required to attend a specific Ihtimam leadership workshop, which focuses on providing tools to better support their staff through engagement, motivation, reinforcement and different leadership style techniques proven to improve safety performance. It ensures management involvement in closing out actions and supporting employee improvement ideas.

How do you know you have a sustainable process?

Health checks should be performed every three months to ensure the system is running smoothly. Sustainability reviews are also performed every six to eight months. Areas of interest include: if management visits are taking place; if crews are engaged; if actions are being closed on time; if quality observations are coming through; and if there are improvements in behavioural trends.

PDO has launched a new customisable behaviour-based safety (BBS) system to cater for the safety requirements of the oil and gas sector and other industries.

Ihtimam (I Care) is a fit-for-purpose tool created in-house to assist in the identification of the root causes of unsafe behaviour enabling the system’s users to develop targeted solutions before an incident occurs.

This proactive approach is achieved through the use of customised observation cards, training, and prompt and active management of findings, requests and observations. It is currently being used in various disciplines including drilling, construction, driving, and catering.

PDO has already trained more than 3,500 staff and contractor employees on the programme during trials and some companies have already recorded dramatic improvements in safety performance. All involved in the initial pilot have praised the new programme with clear understanding and ownership from senior management to front line staff.

The launch event, which took place in the BMF Building, introduced Ihtimam to a diverse audience of stakeholders through an interactive exhibition featuring games and a maze with questions about safety, and a mock-up of a hazard room. It also showcased the importance of identifying hazards in the immediate environment and how they affect safety both in offices and at worksites in the field.

In his speech, Managing Director Raoul Restucci said: “Safety is an overarching priority at PDO and we have worked hard to improve our performance in this regard by introducing a host of new control and mitigation measures. Ihtimam is one such measure which focuses specifically on the aspects of human behaviour which can lead to incidents.

“There is a need for constant compliance, vigilance and intervention whenever and wherever we witness dangerous conduct, practices and procedures. The responsibility lies with every

individual, and this new system is a potential game changer in our industry and beyond.”

Ihtimam, which is replacing the extensively adopted STOP programme, has been piloted in PDO and a number of its contractors, such as Dalma, Al Turki and STS, prior to its official roll-out which began earlier this year. One company reported that by introducing a number of safety measures including Ihtimam, it had experienced a significant reduction in its Lost Time Injury Frequency going from six per million manhours to zero.

Saud Al Riyami, HSE Manager of the PDO In-sourcing organisation, where Ihtimam was first piloted in January 2017, said: “The Ihtimam

support team visited us at site almost weekly.

They provided coaching and mentoring, and very quickly we started to see improvements.

“Crew members who did not believe in behaviour-based safety started to write observation cards, they began intervening a lot more, and their awareness of the hazards and consequences improved.

“What we as frontline workers appreciate most about Ihtimam is that it identifies the root cause of the behaviours which can lead to safety incidents. It is not only focused on individuals

but also on changing the work environment, its systems and safety culture.

“I am proud to say that Ihtimam influenced the performance of many units within the PDO In-sourcing operation to achieve 0 LTIs and help in our journey to Goal Zero.”

Corporate Health, Safety and Environment Manager Mohammed Al Salmani said: “In developing Ihtimam, it was important that we created a system which not only serves PDO’s safety requirements better, but could also be implemented outside PDO.

“We are currently in the final stages of trade marking Ihtimam, as we believe it could be a useful tool for other organisations.”

Unlike other BBS systems, with Ihtimam we recognise that

the principal focus for safety improvement should not be on the psychology of correcting worker

behaviour; rather it should be on the design of the workplace, its methods and management

systems.

Ihtimam is not only an intervention programme or a means to stop

unsafe work. It should also be used to identify unsafe behaviours and their root causes and proactively problem solve before the unsafe behaviour leads to an incident.

ويذكــر أن نحــو 75% مــن حــوادث ســالمة الموجــودات طــوال نتيجــة كانــت بالشــركة الماضيــة الخمــس الســنوات لعــدم االلتــزام بالقواعــد والمقاييــس واإلجــراءات المرعيــة. وكان القصــد مــن تنظيــم المناســبة هــو التركيــز علــى أن

هنــاك خمســة مجــاالت رئيســية للتغييــر نــود أن نواصل فيهــا حتــى تبلــغ نهايتهــا وتضــم ترســيخ ذهنيــة تنافســية واتخــاذ القــرارات بنــاء علــى البيانــات مــن خــالل التحليــل والمعينــات الرقميــة حيــث إننــا نــود أن نغتنــم الفــرص الناشــئة مــن الثــورة الصناعيــة الرابعــة والتوحيــد والقابليــة للتكــرار مــن أجــل تحســين الجدول الزمنــي لتنفيــذ المشــاريع وتنقيــح قائمــة الشــركات المعتمــدة للمــواد والمعــدات وتحديــد الحلــول التقنيــة المبتكــرة وتطبيقهــا باكــرا بمــا فــي ذلــك الطباعــة
