ANDERSON COUNTY SCHOOL DISTRICT TWO Board of Trustees Meeting Minutes August 11, 2014 The monthly meeting of the Board of Trustees of Anderson County School District Two was held Monday, August 11, 2014, at 7:00 p.m. in the District Two Administrative Office. All Board members were present. Also in attendance were Mr. Alan Walfield, Mrs. Lana Major, Mrs. Patsy Martin, Mr. & Mrs. Mike Bratcher, Mr. Chris Moore, Ms. Sara Freishtat at of the Independent Mail, Jana Craft Burdette and Jerri Lynn Craft with The WebCraft Foundation, ABM representative; Mr. Keith Cowne, students to be recognized, parents and community members. The meeting was called to order by the chairman. The agenda for the August 11, 2014 was adopted without modification by unanimous consent of the Board. The Board minutes of the June 9, 2014 meeting was approved with one revision on a motion by Mr. Ashley and seconded by Dr. Lusk. RECOGNITIONS: Two Belton-Honea Path High School students will be receiving a High School Diploma per the new Act 155 Diploma Granting Procedure. The District has at least six other students who will be announced/recognized in the future. Act 155 states that persons who did not meet the exit exam requirements for the Basic Skills Assessment Program (BSAP) or the exit exam requirement under the current High School Assessment Program (HSAP) may now petition their local school board to receive a South Carolina High School Diploma. You must have met all the graduation requirements, except for passing the exit exam, for the year in which your class graduated. Mrs. Tanya Dean’s Science Class at Belton Middle School Participated in “Cubes in Space”. Students had to design a project (experiment). Students’ experiments were submitted to and selected by Cubes in Space. Students Austin Cobb and Joseph LeCroy’s project, USB in Space, was selected to be launched into space. These young men saved various file types on a USB drive and packed it into a cube that was sent into space, orbited the Earth and returned home. They are hoping to retrieve the cubes and return them to Belton Middle School in August for students to complete data analysis. The Governor’s School for the Arts and Humanities (SCGSAH) is a public residential high school in Greenville for students who excel in the arts. Both the residential high school and summer programs offer pre-professional training in the areas of Creative Writing, Dance, Drama, Music, and Visual Arts. To attend the Governor’s School, students from across the state submit an application and go through an audition and interview process. This year, Anderson District Two had two students accepted into programs at the Governor’s School for the Arts and Humanities. Tae’Jah Jones was accepted into and attended the two-week summer Academy Program which is for rising 10th grade students. Tae’Jah was one of only 25 students accepted into the Academy Program for Creative Writing.

Board of Trustees Meeting Minutes

August 11, 2014

The monthly meeting of the Board of Trustees of Anderson County School District Two was held Monday, August 11, 2014, at 7:00 p.m. in the District Two Administrative Office. All Board members were present. Aubrianna Green was accepted into the Residential High School, and she will attend and live on the Governor’s School campus during her junior and senior years of high school. Aubrianna was one of only 30 students accepted into the High School Residential Program for Visual Arts.

Being accepted into the Governor’s School for the Arts and Humanities speaks volumes about the abilities of these two young people. Their teachers and families, however, should also be applauded for providing clear guidance, quality instruction, and high expectations, all of which play an integral role in student achievement.

Anderson 2 had 3 students selected to the Big League World Series Team that competed this summer in Easley. The Big League World Series is made up of 11 teams; 6 teams from the United States and 5 International Teams. This was the 14th year of the Big League World Series. These games bring in over $1 million of revenue to the area. These students had to tryout beginning in December 2013 by playing in 12 games. There were over 90 players from Anderson, Oconee and Pickens County who tried out for the team. BHP was one of only three high schools that had 3 players selected from their schools. Belton Honea Path High School students who played on the team were Blake Holliday, Dax Roper, and Dylan

Two District 2 Board members earned recognition by the South Carolina School Boards Association (SCSBA) for achievement in the association’s 2013-2014 Boardmanship Institute. SCSBA Boardmanship Institute offers a year-round training curriculum to help board members develop skills and stay abreast of state and national educational issues. The following Board members received certificates and pins:

o Mr. Greg Tysl: Level Four o Mr. Phil Ashley: Level Three

CONSENT AGENDA:

Mrs. Martin presented the monthly financial reports for July 2014 including expenditures and revenue, General Fund purchase orders, monthly financial reports and the Activity Funds account with the Board, as information. Also included was the monthly FY 2014-2015 Utility Analysis (electricity, water, and sewer) for the District.

Mrs. Martin shared a list of General Fund purchase orders and monthly financial reports for Activity Funds account with the Board, as information.

Dr. Rosenberger shared a Letter of Intent from ABM Building Solutions which will grant the company the authority to proceed with the preliminary engineering analysis upon Board approval.

Mr. Ashley made a motion that the Board approve all consent agenda items as discussed. Mrs. Cooley seconded the motion which passed unanimously.

SUPERINTENDENT’S REPORT:

Patsy Martin, Director of 21st Century Programs, gave a report on the Summer Learning Camp 2014. She gave the rationale for doing the camp along with the lessons learned and goals for the future. She stated that there were 227 on average in HPE, BES, WES, MPS, HPM, and BMS for the 6 weeks of camp which began on June 9 and ended July 31. Pre- and post- tests were given to determine results. She reported that out of the 218 students who were tested, 97% scored gains or stayed the same in ELA and 96% scored gains or stayed the same in math. She gave a detailed hand-out of each school listing curriculum used and assessment tool. Highlights from each program were noted along with a video which included the field trip to Charleston.

Mr. Alan Walfield shared a PowerPoint presentation informing the Board of the District’s summer projects. Some of the projects included replacing carpet with new sanitary flooring at several schools, fresh paint in classrooms and restrooms, playground mulch, Secure Access installed at BMS & HPMS, additional fencing at HPMS, and video surveillance at BES & WES.

Dr. Rosenberger shared a short Tri-County Technical College recruiting video which is posted on their website.

Anderson District Two will be receiving approximately $75,000 in grant monies from the WebbCraft Foundation. Included in some of the grant initiatives are Arts in Education Program, Renaissance Program, 8th grade Washington trip, Balanced Literacy, iLearn, HPMS book give away, and College Ready/Career Ready. The District is very grateful to WebbCraft for all their support.

Dr. Rosenberger gave a brief overview of new initiatives in reference to the ALICE plan (Active Shooter/Violet Intruder Procedure). The District will continue to educate administrators, staff and students as we continue to focus on our number one priority – student safety.

Dr. Rosenberger proposed a one-time salary bonus for district employees who have maxed out on the step increase or who did not receive a salary increase due to not being on a salary step. The increase would affect approximately 51 employees in the District.

Dr. Rosenberger made a recommendation that the Board vote in favor of adding the Education Capital Improvements Sales and Use Tax Act Referendum for Anderson County to the November 4th election ballot. This is a special one percent sales tax in which all revenue received by the school districts will be used to reduce property taxes needed to pay debt service on school district bonds or to directly pay costs of education capital improvements projects. At least twenty percent (20%) of the proceeds must be used to offset property taxes.

Dr. Rosenberger shared Superintendent’s Goals for the 2014-15 school year with the Board for approval.

Dr. Rosenberger made the recommendation to go into Executive Session to discuss personnel and Superintendent’s Evaluation. A motion was made by Dr. Lusk and seconded by Mr. Clinkscales. Dr. Rosenberger was not part of discussion of Superintendent’s Goals. No action was taken during Executive Session.

ACTION ITEMS:

A.) Dr. Rosenberger made the recommendation to accept five certified recommendations and five resignations for the 2014-15 school year. Mr. Clinkscales made a motion which was seconded by Mr. Holliday. The motion passed unanimously.

B.) Mr. Tysl made a motion that the Board vote in favor of the Sales Tax Referendum for Anderson County to appear on the November 4, 2014 election ballot. Mr. Ashley seconded the motion which passed unanimously. Documents were signed by the Board and returned to the Election Commission.

C.) Mr. Ashley made a motion to approve the additional supplements as reviewed/discussed. Dr. Lusk seconded the motion which passed unanimously.

D.) During the June 9, 2014 Board meeting, Mr. Tysl made a motion that the position held by the Board chairman be on a two-year rotation. The motion was seconded by Mr. Ashley. After discussion and unanimous agreement by the Board, the motion was tabled. With this preexisting motion and second, the Board voted unanimously that the Board chairman will rotate every two years. Also, during the June meeting an additional motion was made by Mr. Ashley and seconded by Mrs. Cooley proposing that during the two-year rotation, the Board chairman position would alternate between the two communities of Honea Path and Belton. This motion was withdrawn by its author during the August meeting.

E.) The 2014-15 District goals and strategies devised by Dr. Rosenberger were unanimously approved on a motion by Mr. Clinkscales and seconded by Mr. Ashley.

F.) Dr. Hawkins shared results/analysis of the Superintendent Performance Evaluation for the 2013-14 school year. A motion to accept the analysis as presented was made by Mr. Ashley and seconded by Mr. Clinkscales. The vote was unanimous.

G.) Mr. Tysl made a motion to approve a 1.5% salary increase and a one-year contract extension for the superintendent. Dr. Lusk made a request that the motion be divided into two separate motions. The existing motion by Mr. Tysl for a 1.5% salary increase for Dr. Rosenberger was seconded by Mr. Ashley. The vote was unanimous. Mr. Clinkscales seconded the motion to extent the Superintendent’s contract for an additional year (through 2017). The motion passed on a 5 – 2 vote. Opposed were Dr. Lusk and Mrs. Cooley.

Dr. Rosenberger invited the Board to attend the opening Districtwide General Session on August 12, 2014 @ 8:30 a.m. in the Belton-Honea Path High School Auditorium.

Board of Trustees Meeting Minutes

January 12, 2015

The monthly meeting of the Board of Trustees of Anderson County School District Two was held Monday, January 12, 2015 at 6:00 p.m. in the District Two Administrative Office. All Board members were present. Also in attendance were Mr. Scott Powell of Craig Gauldin Davis Architect, Dr. Kim Clardy, Mrs. Denise McCurry, Mr. Josh Burton, Mr. Lester McCall, Mr. Glenn Stevens, Mr. Ben Woody, Mr. Matthew Wurst, Mr. and Mrs. Mike Bratcher, Mrs. Tara Brice, Mr. Chris Moore, ten Erskine College students, as well as a number of parents and/or grandparents. The meeting was called to order by the chairman. The agenda for the January 12, 2015 was adopted without modification by unanimous consent of the Board. The Board minutes of the December 8, 2014 meeting was approved as submitted. STAFF PRESENTATION:

Ms. Jennifer Smith, Belton Middle School teacher, shared a brief presentation about the website she created to highlight Career Day at Belton Middle School. Many different careers/professions were represented as part of the program. Some of the participants were Mr. Chris Lewis; Greenville Road Warriors, Ms. Chrissy Adams; 10th Circuit Solicitor for Anderson County, Representative Mike Gambrell; SC House of Representatives, Mr. John Skipper; Sheriff of Anderson County, Belton Fire Department, etc. The students were given an opportunity to complete job applications and instructed on how to write follow-up thank you letters. The day was a big success as students obtained useful knowledge and heard many interesting facts about various jobs and careers.

RECOGNITIONS: Mrs. Brenda Cooley, board member for Anderson District Two, was recognized for 15 years of school board service. This year, 40 school board members from throughout the state will receive special lapel pins for reaching the 10 or 15-year benchmark. Veteran board members such as Mrs. Cooley, provide vision and valuable leadership to the district. Mrs. Cooley’s long-term dedication to improving student achievement is very much appreciated.

The month of January marks the annual observance of School Board Recognition Month – a time to salute the work of school board members and celebrate public education. The Trustees were honored by the schools and District in a variety of ways including art work, canvas drawings, sweatshirts, books and gift cards.

Three groups of students were recognized: 1) All-State Fall Athletes:

Carlos Oliver was recognized for being All-State in Cross Country, setting a school record of 16:12 as well as being one of only 3 students in BHP’s history to be selected for the Shrine Bowl run.

2) FFA Horse Judging State Winners: BHP FFA Horse Judging team placed first in the South Carolina FFA State Equine

Evaluation Career Development Event held at Clemson University. The BHP will represent South Carolina at the National FFA Equine Evaluation Contest during the 2015 National FFA Convention in Louisville, KY. The contest consists of evaluating halter and performance classes of horses, giving oral reasons defending their placing, horse tack and feed identification, a written problem solving scenario and an oral presentation. The BHP team included Shay Terrell (1st high individual in the state), Jillian Mitchell (3rd high individual in the state), Anna Kelly McGonigle, Marti Leake, Cearah Jones, and Jill Shoolbred.

3) A student who went above and beyond Peer Mentoring expectations:

Savannah Little, a student at BHP, is enrolled in the Service Learning Course and has been a peer tutor in Mrs. Lee’s self-contained classroom. She works with students to assist them in academic achievement and most importantly she builds relationships with the students. Miss Little went above and beyond the expectations of the Peer Mentoring program.

PUBLIC PARTICIPATION: N/A CONSENT AGENDA:

Mrs. Martin presented the monthly financial report for December 2014 including expenditures and revenue.

Mrs. Martin shared a list of General Fund purchase orders, monthly financial reports and Activity Funds account with the Board, as information.

The monthly FY 2014-2015 Utility Analysis (electricity, water, and sewer) for the District was reviewed, as information.

Mr. Radford presented the recommended 2015-16 District Calendar. The calendar is organized through a consensus of the five Anderson school districts. The only change from the 2015-2016 original draft calendar was the PD day scheduled for April 4, 2016 was moved to March 11, 2016. Mr. Ashley made a motion to approve the 2015-16 calendar as presented with the revision. Dr. Hawkins seconded the motion which passed unanimously. .

SUPERINTENDENT’S REPORT:

Mr. Scott Powell of Craig Gauldin Davis Architect firm in Greenville, South Carolina shared a presentation with the Board highlighting project opportunities at Belton Middle School. He shared slides of many projects the firm has done in the area including Palmetto High School, Cedar Grove Elementary, Spearman Elementary, and many others in Anderson County. Mr. Powell will be working with Mr. Burton; Principal of Belton Middle and a designated committee at the school to implement a project plan that will modernize Belton Middle giving it a fresh and renewed look. Some of the areas that will be considered are floor and ceiling tiles, paint in the hallways, and restroom upgrades.

Dr. Kim Clardy gave the Board a brief overview of the Special Education Program. Anderson Two currently has approximately 760 students with disabilities. The two major categories include Speech-Language Impairment: 375 students and Specific Learning Disabled: 273 students.

Mrs. Tara Brice gave the Board handouts of the ACT Aspire Spring testing dates, AdvancEd External Review Team schedule and the schedule for the January 16th Staff Development Day. The Board will be involved on several dates as part of the AdvancEd visit.

Mrs. Jan Bratcher shared a brochure designed by the District’s Career & Technology Center students. The brochure which will be used as part of the recruitment initiative and includes contact information along with highlights of the District’s areas of strength.

Dr. Rosenberger informed the Board that the South Carolina School Boards Trust (SCBIT) Board of Trustees approved use of $2.5 million statewide to reduce the current year’s Workers’ Compensation insurance premium. The total reduction in premium for Anderson School District Two is $22,968.61

Dr. Rosenberger reminded the Board that the deadline to file 2015 Statement of Economic Interests reports is noon, March 30, 2015.

Dr. Rosenberger informed the Board of the dates of the upcoming 2015 SCSBA Annual Conference; February 19-22, 2015, and to inform Mrs. McDowell if you plan to attend.

EXECUTIVE SESSION: A motion was made by Mr. Ashley to go into Executive Session to discuss personnel. The motion was seconded by Dr. Hawkins. No action was taken during Executive Session. The Board returned to Regular Session on a motion by Mr. Ashley. Mrs. Cooley seconded, and the vote was unanimous. ACTION ITEMS: Upon returning to Regular Session as part of action items: A detailed Five (5) Year Sales Tax Project List was reviewed and discussed as part of the

December 8, 2014 Board Meeting. A motion to approve and post the list to the District webpage as presented and discussed at the December 2014 Board Meeting was made by Mr. Ashley and seconded by Dr. Hawkins. The posted list is to include a footnote “Subject to change as per District needs.” The vote carried unanimously.

Chief Tommy Clamp with the Belton Police Department addressed the Board at the December 8, 2014 Board meeting about a partnership with District Two schools in placing a school resource officer at both Honea Path Middle and Belton Middle schools. The total salaries with benefits for both schools would be approximately $100,000 (dependent upon grant assistance.) Each police department would supply all equipment and a car. Mr. Ouzts made a motion that the District hire two (2) school resource officers beginning the 2015-16 school year. Mr. Craft seconded, and the vote passed unanimously.

Board of Trustees Meeting Minutes

March 9, 2015

The monthly meeting of the Board of Trustees of Anderson County School District Two was held Monday, March 9, 2015 at 6:00 p.m. in the District Two Administrative Office. All Board members were present. Also in attendance were Mrs. Jan Bratcher, Ms. Dee Loner, Mr. Rick Higginbotham with ABM Building Solutions, as well as a number of parents and/or grandparents and community members. The meeting was called to order by the chairman. The agenda for the March 9, 2015 was adopted without modification by unanimous consent of the Board. The Board minutes of the February 9, 2015 meeting was approved as submitted.

STAFF PRESENTATION: Ms. Dee Loner; 4K teacher at Honea Path Elementary School, enthusiastically shared a

presentation with the Board highlighting the many exciting components of the 4K program at Honea Path Elementary, and the importance early childhood education. The District is very proud and pleased with the progress of this program.

RECOGNITIONS: The following students from the Belton-Honea Path High School Wrestling Team were recognized:

Bo Wooten – (Freshman) 106 pound weight class. He finished the season with a record of 38-14 and recorded 19 pins. Bo won the Anderson County Championship and the Razor Rumble this season. He was the Western 3A Region I and Upper-State Runner-Up; thus qualifying for the 3A state tournament.

Eddie Smith – (Sophomore) 182 pound weight class. He finished with the most wins on the team this season with an impressive 51-6 record. Eddie also recorded the most pins this season with 44. Eddie won the Southern Slam, Anderson County Championship, and was the Western 3A Champion at 182. He was Upper-State Runner-up and placed 3rd at the State Championships this season. Eddie is without a doubt one of the strongest grapplers to ever wrestle for BHP and we look forward to seeing him win a state title very soon!

Logan Patterson – (Junior) 113 pound weight class. He finished the season with an impressive record of 45-11 with 33 pins. Logan has a career record of 141-28 and 99 pins with one more season to go! He won the Anderson County Championship, the Razor Rumble, and was Western 3A Region I and Upper-State Champion. He went on to finish 3rd this year in the State Tournament. Logan is already a 3x All-State wrestler and will definitely be a favorite to win a state title as a senior next season!

Dylan Gary – (Senior) 152 pound weight class. Dylan was voted Wrestler of the Year by the SCWCA. He finished the season with an incredible 46-1 record and the team's best winning percentage of 98%. He holds a couple of school records which includes most pins at 150 and is the only wrestler in school history to be a 4x state finalist. He is also 2nd in all-time pins in the SC history. Dylan amassed a career record of 174-22, placing him 2nd on BHP's all-time win list. Dylan won the Anderson County Championship this season, his 4th. He also won the Blue Devil Invitational. He was the Western Region AAA Champion and wrestler of the year for Region I. Dylan pinned his way through the Region, Upper-State, and State Tournaments becoming a 3x Region and Upper State Champion and 2x State Champion; cementing his legacy as one of the best BHP wrestlers ever! Dylan plans on wrestling in college and is currently considering several colleges/universities after graduation.

PUBLIC PARTICIPATION: N/A CONSENT AGENDA:

Mrs. Martin presented the monthly financial report for February 2015 including expenditures and revenue.

Mrs. Martin shared a list of General Fund purchase orders, monthly financial reports and Activity Funds account with the Board, as information.

The monthly FY 2014-2015 Utility Analysis (electricity, water, and sewer) for the District was reviewed, as information.

1 Out-of-State Field Trip Request was presented for Board approval: Honea Path Middle – Music Ideals – Charlotte, NC (Carowinds); May 29, 2015 Mr. Ashley made a motion to approve the Field Trip Request. Mr. Craft seconded the motion which carried unanimously.

SUPERINTENDENT’S REPORT:

Evaluations of South Carolina’s 4K programs have shown the state’s investment in its youngest learners to be beneficial to their future academic success. A Child Development Educational Pilot Program (CDEPP) was created by the SC General Assembly to require full-day prekindergarten in 37 plaintiff districts in response to the 2006 Abbeville School District vs. South Carolina court decision. District Two was able to implement one full- day prekindergarten class for at-risk four-year-olds at Honea Path Elementary School beginning this school year. The District’s 4K program currently serves approximately 60 total students. Mrs. Lana Major shared that the District’s goal is to double the number of students next year using CDEPP funding through the State.

Mrs. Jan Bratcher spoke to the Board in reference to deploying Facebook and Twitter in the District. We think that having a vibrant, timely, and active social media presence has become an expectation of our constituents. For everything from the latest sports scores to school closures, followers on Facebook can access information online and share it with others–and it spreads the word and magnifies our presence as a district. Twitter provides an easy platform for schools and school districts to rapidly disseminate information and keep followers updated -- moment by moment, if necessary! -- about developing situations. The District feels that by engaging in these electronic efforts, we can strengthen home-school partnerships.

Included in Board packets, as information, was the estimated total project cost for the Belton Middle School corridor and restroom renovations. The estimated cost projected by Craig, Gaulden & Davis is $392,050. This will be paid through sales tax revenues.

Dr. Rosenberger shared information on the District’s projected enrollment by school for grades K-6, as well as available classroom space availability at Belton Elementary and Marshall Primary.

Mr. Lance Radford presented the District’s recommendation in reference to Policy JFAB (Nonresident Students) as requested by the Board during the February 2015 Board Meeting. The following was proposed/recommended:

1. Allow current Out of District Students who own property in our district to attend ASD2 during the 2015-

2016 school year reimbursement free.

2. Allow current Out of District Students who do not own property in our district to pay 80% of the base

student cost during the 2015-2016 school year.

3. Notify the parents of all current Out of District Students that beginning with the 2016-2017 school year

they will be required to pay reimbursement to the district in the amount equal to the prior year’s local

revenue per child raised by the millage levied for school district operations and debt service reduced by

the school taxes on real property owned by the child paid to the school district for continued school

enrollment. (In the 2014-2015 school year that would have been $2218 minus taxes paid to the school

district on real property owned by the child.)

4. All new Out of District Students enrolled after the Board meeting tonight will begin paying

reimbursement immediately at the prescribed rate based on Board Policy.

EXECUTIVE SESSION:

A motion was made by Mr. Ashley to go into Executive Session to discuss personnel. The motion was seconded by Mrs. Cooley. No action was taken during Executive Session.
