Introduction The point system for renewing an educator's certificate permits the certificate holder to develop an individual plan that will contribute and guide his or her continued learning and growth as an educator. The integrity of the point system is based upon the conviction that all license holders accept the responsibility and are committed to continual planning and completion of professional development activities leading to self-improvement. The procedures outlined in this manual apply to Anderson School District Two only.
Purpose The purpose of the certificate renewal plan is to provide a mechanism that will enable educators to apply a broad range of relevant professional development activities toward their certificate renewal. The certificate renewal plan is intended to
encourage educators to engage in meaningful, quality professional development activities that are directed toward promoting student achievement; ensure that educators are accountable for their continuous professional development; and be operationally efficient.
Obtaining Renewal Credits Educators are responsible for ensuring that all renewal options and activities meet these guidelines:
An educator who is employed in a position that requires South Carolina educator certification must earn renewal credits through professional development activities that (1) directly relate to the educator's professional growth and development plan (GBE), (2) support the goals of the employing educational entity, and (3) promote student achievement, as required by State Board of Education Regulation 43-205.1, Assisting, Developing, and Evaluating Professional Teaching (ADEPT), and Regulation 43-1 65.1, Program for Assisting, Developing, and Evaluating Principal Performance (ADEPP).
An educator who is currently employed in Anderson School District Two but who is not employed in a position that requires South Carolina educator certification but who wishes to maintain a current certificate must earn renewal credits through professional development activities that directly relate to one of the following: (1) the educator's current area (s) of certification, (2) a formal program of study in a certification area in which the educator is officially enrolled, or (3) the goals of the educator's employing educational entity.
Additionally, all educators must
meet the appropriate eligibility criteria for each certificate renewal option/activity for which renewal credits are sought, as specified in the renewal credit matrix, and maintain all required verification, as described in the renewal credit matrix.
Professional Certificate Holders The following certificate renewal guidelines apply to any person who holds a South Carolina educator's certificate. Most South Carolina educators hold a Professional certificate that is valid for five years and expires on June 30 of the expiration year. In order to be eligible for certificate renewal, the educator must earn a minimum of 120 renewal credits, as described in the renewal credit matrix, during the five-year validity period of the certificate. Points must be accrued for professional development activities completed during the current validity period of the license. Recertification points cannot be carried forward into the next renewal cycle.
An educator holding a Temporary, Out-of-Field, B/C/D Graded, or Warrant Certificate must comply with State certification and recertification requirements to keep any such certificate valid.

However, teachers holding Initial or Interim certificates who take coursework or complete other approved activities that are iiuo addition to those required for induction, ADEPT or PACE use those credits toward renewal of their first professional certificate. This would include courses or activities designed for professional growth and development, adding other certification areas, or pursuit of advanced degrees.

Options for 0bUainiong WermewaO Polrmk Renewal points may be earned by participating in activities in one or more of the options listed below. For each option there are a maximum number of points allowed toward certificate renewal during a renewal cycle. For example, a licensee may have accrued 70 total hours in approved workshops (Option 10) but will only be allowed to apply 60 of those points toward hislker recertification. Also, carryover of points from one renewal cycle to another is prohibited. For example, a licensee may have accrued 150 recertification points over the five-year renewal cycle; however, the licensee may not carry forward the additional 30 recertification points into the next renewal cycle.

Effective Dates The South Carolina Certificate Renewal Guidelines became effective on July 1, 2002. Recertification points can be earned from all 11 options beginning on that date. License holders whose certificate expires after June 30, 2004 may use renewal credits earned beginning July 1, 2002 with appropriate documentation.
Points earned will be recognized in a reciprocal manner by school districts throughout the state. Recently hired teachers who earned points in another South Carolina school district or who are from another state may have licensure activities reviewed by the District's Instructional Staff for possible recognition of points. Excluding courses, reviewed activities must have occurred on or after July 1,2002.
Requirements for Renewing a License An activity may be used to accrue points under only one recertification option. For example, an educator who takes a graduate course (Option 1) and is required to write a grant (Option 8) as part of the course may not earn points under both options.
An activity should not be a routine employment responsibility such as attending district activities on designated professional development days or afternoons. Likewise, someone whose job function is to observe teachers may not earn points through observations that are a standard part of employment duties. However, points may be earned during the school day by participating in an activity or activities that are beyond a person's job function. Examples include attending an out-of-district conference or workshop, supervising a student teacher, serving as an induction teacher mentor, etc.
For Licensees Holding Less than a Master's Degree: For teachers with less than a Master's degree a minimum of 60 recertijication points (three semester hours) must be earned through college credit and meet the eligibility criteria of (Option I ) College Credit ofthe Certiiccate Renewal Matrk The credits must be earned at the graduate level.
For Licensees Holding a Master's Degree: 120 points may be accrued in any combination of the 11 options. College credit may be taken but is not required for any of the 120 points.
For Licensees Holding a National Board Certified When a teacher achieves certification by the National Board for Professional Teaching Standards (NBPTS) hetshe will be registered on the South Carolina National Board for Professional Teaching Certified Teacher (NBCT) list at the Center for Educator Recruitment, Retention, and Advancement (CERRA). The Center for Educator Recruitment, Retention, and Advancement will send that list to the Division of Teacher Quality (DTQ) at the State Department of Education. The DTQ will process that list to reflect NBPTS Certification in the certification file of those teachers.
The National Board for Professional Teaching Certified Teacher will be granted a South Carolina certificate with the same ten-year recertification cycle as the National Board for Professional Teaching Standards certificate. Based on South Carolina Code Ann. Section 59-26-85, the South Carolina certificate will be valid for the ten-year validity period of the National Board for Professional Teaching Standards Certificate. Once the National Board for Professional Teaching Standards establishes the recertification process for NBPTS Certification, the renewal process for the comparable South Carolina certificate will be determined. National Board Examples: 1 ) A teacher's S.C. Professional Educator's Certificate expires in 2006.
The teacher achieves NBC in November of 2003. The DTQ reissues the educator's South Carolina certificate with a valid period of July 1,2004 -June 30,2014. When the National Board for Professional Teaching Standards establishes renewal requirements for the NBPTS Certificate, the renewal process for the comparable South Carolina certificate will be determined.
2) An out of state NBCT moves to South Carolina and requests a South Carolina professional educator's certificate. The NBCT will be given a South Carolina certificate valid fiom the request date of application to the expiration date of the NBPTS certificate. When the National Board for Professional Teaching Standards establishes renewal requirements for the NBPTS Certificate, the renewal process for the comparable South Carolina certificate will be determined.
Principals All principals must complete a minimum of 20 of their renewal credits in professional development activities that are designed to enhance their skills in supporting and encouraging teachers as professionals.
Responsibilities of the Advisor (Principal) The advisorlprincipal will be the license holder's supervisor. The supervisor's designee may be an assistant principal. For District Office personnel, the advisor will be each person's direct supervisor. An advisor is the individual who assists and supports the license holder throughout the recertification process to ensure that professional growth occurs as intended for recertification purposes.
The advisor's/principal's role is to provide assistance and resource information in promoting quality licensure renewal plans by confirming renewal documentation and assessing the proposed activities. Advisors and license holders must agree upon a plan consistent with the requirements set forth in this manual. An advisor may use discretion in requiring evidence of participation/completion of an activity and should approve the plan only if it meets the criteria of licensure renewal as defined in this manual. The advisor works with the District's instructional staff in monitoring/approving all activities.
Documenting Progress of the Certificate Renewal Plan Educators are required to accrue 120 points from the 1 I-recertification areas within the 5-year validity period.
Responsibilities of the License Holder Developing a Certzjicate Renewal Plan Using the Goal Setting Form (ADEPT) and the Certificate Renewal Plan Form, license holders have the responsibility to develop a certificate renewal plan and to work collaboratively with an advisor (principal). A fall conference (by Sept. 30) should be held with the principal to review and to gain approval of the renewal plan. A spring conference (by April 15) should be held to document progress made toward the renewal plan. Reasonable documentation must be provided upon request. The State places the responsibility for license renewal with the license holder. Failure to maintain a valid teaching license may resdt in termination of employment with Anderson School District Two. *the term "advisor" is the direct SupervivorPrincipaL
Develop a proposed plan for license renewal at the beginning of the renewal period using the District Two Goal Setting Form (ADEPT) and Certificate Renewal Planning Form. Where required, obtain the advisor's approval to participate in professional development activities. Have the advisor initial the Recertification Computation Sheet verifying approval to attend such activities.
Monitor the number of points earned and modify the proposed plan so that the 120 points are earned by the end of the renewal period.
Periodically record completed activities as well as approved activity numbers on the Recertification Computation Sheet.
Once the Change in Action Form and Recertzjication Computalion Sheet are approved by the principal, the principal forwards all approved documents to the Division of Instructional Services for approval. The Instructional Division will forward to the Administration and Personnel Department for processing. This includes the Recertification Computation Sheet and any other activiiy verification not previously submitted

Meet with the advisor to review proposed and completed activities.
Keep all documentation of completed activities including Recertification Activity Verification Forms, Recertification Computation Sheet, college transcripts, workshop certificates, etc. in an easily accessible place, preferably at the school or work location. It is the license holder's responsibility to obtain and keep verification of activities.
Pre-Approval Required for Some Activities Pre-approval to participate in a professional development activity for recertification points is required for some activities. See columns four and five on next page. For those activities where no pre-approval is required, activities must meet eli~ibilitv criteria as described in the S.C. Renewal Credit Matrix. Details regarding eligibility criteria and required verification of activities are explained for each option in the S.C. Renewal Credit Matrix. While the Office of AdministrationPersonnel, the Division of Instructional Services and schools attempt to make activities in each option available, budget constraints and other factors may limit availability.

An educator who is not employed in Anderson School District Two must

2. submit the "Request for Change/ActionW form (available on the Division of Educator Quality Web site at www.scteachers.org) to the Office of Teacher Certification for
processing.
Renewal of License: The renewal of a license is approved at the district office level. The State Department of Education issues the license document based on this approval. Once approved by the district and forwarded to the State Department a new original certificate will be mailed to the licensee and an email copy will be sent to the Administration and Personnel Department.
Deadline for Completion of Recertification Activities: Teaching licenses expire on June 30; therefore, documents/forms necessary for renewal (as outlined on page 5) must be approved and submitted to the Divkion of Instructional Services ajler February 1 and no later than May 1 of the expiration year. The Division of Lnstructional Services will forward to the Administration and Personnel Department for processing. A one-year certificate renewal extension may be requested. This nonrenewable extension is valid for one (1) year. However, if an extension is used, the license holder will have only four (4) years to complete the next renewal cycle. A request for a one-year extension must be made by the licensee to the State Department Office of Educator Quality using a ChangeIAction Form (only granted by Educator Quality).
Note: An offrcial transcript is required from the college/university for all graduate courses. -3fyou plan to take a graduate course during the summer of the expiration year, you must Contact Instructional Services prior to May 1.
Changes in Personal Information Changes to a licensee's name, address, phone number, or other personal information should be made on a ChangeIAction Form and submitted to the Office of Administration and Personnel. It is very important that such changes are made to ensure that renewal licenses are mailed to the correct address.
ResignationsMoving to another District It is the responsibility of the license holder to submit up-to-date records and all supporting information to the Administration and Personnel Department before leaving the school system. Upon submission and subsequent verification of the records, accrued recertification points will be entered into the South Carolina State Department of Education Certification Portal System. Once entered into the portal system, the licensee's recertification points can be obtained by any South Carolina school district; however, for a receiving district to access a licensee's points, the licensee must inform Anderson School District Two's Office of Administration and Personnel of hisher new employer. The licensee holder can also request a printout of hisher renewal points prior to leaving the district.
Request for Development of a Recertification Activity One or more individuals may initiate a recertification activity. This can be an administrator, assistant principal, department head, teacher, etc.
The proposed activity should be described on the Request to Sponsor a Recertification
Activity form and the completed form submitted to the Division of Instructional Services. The form must include all information that will adequately describe the activity including dates, times, appropriate option number, how the activity meets the option criteria, etc. Insufficient information andlor incomplete forms will delay a decision on the activity.
The Division of Instructional Services will evaluate each activity to see if it meets the criteria for the recertification option requested.
If approved, the Division of Instructional Services will assign a number to the activity. The form will be returned to the initiator reflecting the decision of the Division of Instructional Services.
The Division of Instructional Services will maintain a log of all activities. A copy will be forwarded to the Office of Administration and Personnel.
License holders must verify their participation in all recertification activities with their advisor as they occur. License holders must verify their participation in all recertification activities to their advisor no later than the spring conference. Activities occurring after the spring conference should be verified at the next year's fall conference. Verification of participation in recertification activities should be made according to the Certificate Renewal Matrix.
Activities conducted or sponsored by other agencies or organizations must be verified according to the requirements listed on the Renewal Matrix and approved by the advisor and the Division of Instructional Services.

Refereed PJfia8e~als Refereed materials are publications reviewed by "expert readers" or referees prior to the publication of the material. After reading and evaluating the material, the referee informs the publisher if the document should be published or if any changes should be made prior to publication. Refereed materials are also referred to as Peer Reviewed, Refereed materials are significant to professional research and literature because they assure readers that the information convej~ed is reliable and timely.
Non-Refereed Matert-ids Non-refereed materials such as Trade Jo~rmaPa or Magminnea use less rigorous standards of screening prior to publication. In some publications, each article may be screened only by the publications editor. While knowledgeable, no editor can be an authority on all the subject matter printed in a journal. Other non-refereed materials accept a h o s t anything submitted in order to have something to print.
The term "scholarly materials" is often used to describe refereed materials, but this term is not exclusive to refereed materials. Non-refereed materials may not be scrutinized as intensely as refereed materials, but they can still be considered scholarly.
CEU Activities
Option 4 and 10 covers a variety of professional development activities. College or University Continuing Education Unit (CEU) credit may be entered under these options. A CEU would count as 10 renewal credits since it is based on 10 hours of participation. Other opportunities for these options may include, but are not limited to, workshops, task force, or conferences.
Option 1 1 refers to the International Association for Continuing Education Units (MCET'). WCET is the caretaker of the Continuing Education Unit (CEU). The ten criteria of the MCET CEU promote high standards for professional development and growth. Through its programs, publications, research, and technical assistance, IACET assists organizations in correctly utilizing the criteria.
CEU's from MCET - authorized providers and WCET - approved licensed users will be counted under option 1 1. Only authorized providers and approved license users may use the IACET CEU and the MCET logo.
