The dominance of private in­surers, their lack of adequateon­ground physical presencecoupled  with  opacity  in  set­tlements  are  some  factorsthat have not helped the Pra­dhan  Mantri  Fasal  BimaYojana  (PMFBY)  scheme  takeoff�� on expected lines.

With  multiple  gaps  in  thecurrent crop insurance struc­ture,  experts  have  called  formaking crop insurance a ba­sic  right  for  farmers  —universal,  free  andcompulsory.

Many States havequit  PMFBY  forreasons  includingpremium  burden,operational  chal­lenges  and  farmers’  op­position. In absence of a uni­versal eff��ective crop cover forall  farmers,  these  schemesare  seen  as  a  trial­and­errormethod.

Old wine in new bottleYogendra  Yadav,  President,

Swaraj  India,  and  NationalConvener  of  Jai  Kisan  An­dolan,  said  that  PMFBY  waspresented as if it was a brandnew  solution  to  an  age­oldproblem. “Crop insurances inIndia  have  gone  through  4­5editions  (in  past  two­threedecades).  This  (PMFBY)  is  animproved  edition  but  fromthe same old book. This won’tgive  result.  The  reasons  whyprevious  things  had  failed,and  this  one,  are  exactly  the

same,” Yadav said.Many  farmers  areclueless  about

their insurers andprocess  of  insur­ance.  Companieskeep  minimum

physical  presenceto  avoid  direct  con­

tact with farmers, whohave  no  fora to  raise  a  com­plaint.  Farmer  leaders  haveblamed  these  private  in­surers  of  cornering  super­normal  profi��ts  from  thepremiums,  while  deliber­ately clearing only handful ofclaims.

Yadav  suggested  that  for  amore  eff��ective  coverage,  thecrop  insurance  should  betreated  as  a  right  to  everyfarmer. “Just as we have Rightto  Education,  make  crop  in­surance  universal,  compuls­ory and free,” he said.

The governments may con­sider  variations  with  partialcontributions from the farm­ers depending on the natureof their crop and risk.

“The  compensation  undera compulsory  insuranceshould  be  low  enough  for  afarmer to survive in case of adamage. He pays for his min­imum  subsistence  and  notfor the commercial worth ofhis crop,” he said adding thata farmer  should  be  free  totake  an  extra  insurance  foran amount equal to the yieldmultiplied by the MSP of thecrop. 

“Here,  the  governmentshould  pay  80  per  cent  andfarmer  pays  20  per  cent  —somewhat  like  the  currentPMFBY formula. But the farm­ers  growing  horticulturecrops,  or  export­orientedexotic  fruits  are  at  a  greaterrisk of fi��nancial loss in case ofa damage.  Here,  the  scheme

should be reverse, where gov­ernment  pays  20  per  centsubsidy,  while  farmer  has  topay 80 per cent premium forthe  insurance,  which  coversthe  crop  depending  on  itscommercial  value,”  Yadavsaid.

For  the  on­ground  imple­mentation, there is a need fora credible  model.  P  ChengalReddy,  Chief  Advisor  of  Con­sortium  of  Indian  FarmersAssociation,  says,  “The  issuewith the PMFBY is that it isn’ttransparent and you can’t fi��xa responsibility  for  the

claims  settlement.  They  re­ject  the  claims  or  delay  thesettlement  in  a  very  irre­sponsible  manner.  Suchmodels  don’t  benefi��tfarmers.”

Yadav  also  suggested  mak­ing  compulsory  ongroundpresence  for  the  insurancecompany  representatives  atthe tehsil level and having anactive  centralised  helplinenumber  for  grievances  re­dressal. Use of mobile and di­gital technologies is believedto  bring  transparency  inclaims  settlement  and  mon­

itoring. The high risk agricul­ture  can’t  be  left  exposed  touncertainties,  hence  someform of insurance becomes amust.  But  who  will  take  thecall?

Independent insurerExperts feel time is ripe for anindependent,  genuine  andstrong  public  sector  insur­ance player.

“With so many conditions,private  insurer  will  eithercharge  exorbitantly  highpremiums  or  they  will  runaway. So, we need to create anindependent  public  sectorcrop insurance major, whichwill  happen  with  a  strongpolitical  will,”  Yadav  said.Such  a  public  sector  insurershould  face  social  audits  foreffi��ciency and transparency.

Earlier this month, the BJP­ruled  Gujarat  scrapped  thetenders issued for crop insur­ance  companies  underPMFBY and launched a State­funded  crop  insurance  in­stead.  This  was  done  with  aview  to  provide  free  insur­ance  cover  to  all  farmers  ofthe  State  with  nearly  zerodocumentation  require­ments from the farmers.

India’s  shrimp  exports  re­gistered  a  23  per  cent  drop  indollar terms and 16 per cent inrupee  terms  year­on­year  inJuly,  mainly  due  to  lowersupply.

Though shipments to the UScontinue to dominate, volumesdeclined  by  14  per  cent,said  Equirus  Securit­ies  in  its  latest  re­port  on  theaquaculture  sec­tor. The exports toChina  tanked  to  5per  cent,  as  salesplummeted  80  percent.

The  report  attributed  thereason for  lower exports to re­duced supply of farmed shrimpfollowing  the  completion  ofthe  fi��rst  crop  as  well  as  thedelay in second crop. Labour is­sues in some of the seafood pro­cessing  companies  are  also  acontributing factor.

According  to  the  report,  thesubdued demand in China hasled  to  a  multi­fold  increase  inexports to countries such as Is­rael,  Italy,  Korea,  Vietnam  and

the  UK.  To  reduce  the  depend­ence  on  China,  the  Equirus  re­port pointed out that Indian ex­porters have started exportingto new geographies.

However, sources  in the sea­food  export  sector  told  Busi-nessLine that the Chinese mar­ket has been slow in the recentperiod  reportedly  because  of

the  cash  crunch.Moreover,  the  de­

cision  of  US­basedseafood  compan­ies  to  shift  theirbase  to  Vietnamand  Indonesia  on

account  of  the  US­China  stand­off��  also

led  to  a  drop  in  pro­curement  from  countries

like India.

Covid impactOn the subdued demand in theUS market, the sources pointedout  it  is  now  sourcing  onlysmall  size  shrimps  for  house­hold  requirements.  The  Covidlockdown and closing down ofway­side  eateries  and  restaur­ants has impacted purchase ofbig premium­sized shrimps inthe US.

Well-marked lowA prevailing well­marked lowpressure area lies over South­West  Jharkhand,  and  maymove  west­northwestwardsacross  North  Chhattisgarh,North  Madhya  Pradesh  andSouth  Uttar  Pradesh  duringthe next three days. The west­ern  end  of  the  monsoontrough runs close to the foot­hills  of  Himalayas  while  theeastern end is south of its nor­mal position (active).

The western end is likely toshift  southwards  fromThursday  and  remain  at  itsnormal  position  for  the  sub­sequent  two  days  and  revertnorthwards to the foothills ofthe  Himalayas  thereafter  forthe subsequent 4­5 days. Thiswould  once  again  mean  thepossibility  of  rains  for  thehills  of  North­West  India  aswell  as  some  of  its  adjoiningplains.

The overall rain surplus has

sprung back to eight per centon  Thursday  with  onlyJammu  &  Kashmir  (­32  percent);  Ladakh  (­52  per  cent);and  Manipur  (­48  per  cent);Mizoram  (­29  per  cent);  andNagaland (­23 per cent) in de­fi��cit.

Neelakanta Bhanu Prakash Jon­nalgadda  is  a  maths  wizardwhose  vision  is  to  work  to­wards  removing  the  mathsphobia with his start­up Explor­ing Infi��nities.

Pipping 29 other contestantsfrom 13 countries at the MindSports Olympiad hosted at Lon­don,  he  bagged  the  fi��rst­evergold for an Indian at the MentalCalculation  World  Champion­ship. First held in 1998, the re­cent  one  to  be  hosted  at  Lon­don,  was  made  virtual  due  toCovid­induced lockdowns. 

Having  given  up  his  admis­sion  at  IIT­Hyderabad,  he  re­cently  graduated  in  Maths(Honors) from St Stephens Col­lege, New Delhi, secured admis­sion  at  London  School  of  Eco­nomics, and won a number oflaurels  for  his  cognitive  andmaths  skills.  He  is  now  con­sidered  as  the  Fastest  HumanCalculator.

For his big strides, some de­scribe  him  as  Usain  Bolt  ofmaths  and  others  comparehim with mathematician Shak­untala  Devi  and  Scott  Flans­burg for emerging as the fastesthuman calculator in the world. 

Not only mathsNeelakanta  survived  a  majoraccident when he was fi��ve yearsold.  He  had  74  stitches  on  hishead, was bedridden for threemonths and confi��ned to homefor one year. That was when his

parents  initiated  him  intomaths,  enrolled  him  for  SIPAbacus program, and the rest,as they say, is history. 

He  honed  his  maths  skillsand completed 9 levels of Aba­cus,  Grand  Master  programoff��ered  by  SIP  Academy  andwon  the  International  AbacusChampion  2013  and  NationalAbacus Champion 2011 & 2012and went on to break a numberof  records  and  winning  com­petitions and bagging titles.

As  he  groomed  his  lifearound  maths,  Bhanu  hastaken to public speaking (he isafour­timeTEDx speaker), storytelling  and  loves  teachingmaths  to  remove  ‘maths  pho­bia.’  “People  either  take  tomaths  quickly  or  end  up  hav­ing a maths phobia by the ageof 6­7. My mission is to see thatthis  phobia  is  off��  people  bymaking maths a sport,” he says.

“Crunching numbers is justone thing. Maths is about a lotof other things. When one saysthat this is a God’s gift, I feel thatthey are unfair to a person whohas put all his time for maths,”he says.

During  schooling  at  Bhar­atiya Vidya Bhavan, he was con­sidered a maths wizard havingcompleted  Grand  Master  pro­gramme  off��ered  by  SIPAcademy, bagged four world re­cords and 50 Limca Book of Re­cords. The records include Fast­est Human Calculation, PowerMultiplication Record and TheSuper Subtraction Record.

What next?Neelakanta’s  start­up  Explor­ing  Infi��nities  works  with  theTelangana  government  and  T­SAT  network  and  shares 700hours  of  math  content  forclasses  6­10  in  governmentschools to boost up children’scognitive development and topopularise  mental  arithmeticwith novel gamifi��ed learning.

As  we  race  towards  August  31,there  is  heightened  suspenseamong pulse tradersboth in Indiaand  abroad.  Pulses  import  intothe country is restricted througha quantitative ceiling for specifi��edpulses or with Customs duty forcertain others. 

In  June,  the  Finance  Ministrysingled­out lentils (masoor) for areduction in customs duty from30  per  cent  to  10  per  cent  advalorem after  the  RBI  Governorfl��agged food infl��ation concerns inMay. 

Indeed, he went to the extent ofrecommending  that  Customsduty  on  pulses  should  be  re­viewed because of a spurt in retailrates.  April/May  was  the  peakperiod of national lockdown withdisruptions to the supply chain. 

Taking a cue from the RBI state­ment,  the  Finance  Ministry  re­duced the rate of import duty onlentils;  but  restricted  the  dutyconcession till August 31. To be fair,in May/June lentil was trading at₹��5,400  a  quintal,  about  10  percent  higher  than  the  minimumsupport price of ₹��4,800. 

Rising food inflationOther  major  pulses  allowed  forimport are chickpea (chana) witha customs  duty  of  60  per  cent,while  pigeon  pea  (tur/arhar),black  matpe  (urad)  and  moongare  under  a  quantitative  ceilingand  subject  to  government  per­

mit.  Even  recently,  the  RBI  ex­pressed  concern  that  infl��ationwas rising above its comfort level.Therefore,  this  writer  believes,  acomprehensive  review  of  cus­toms  duty  and  quantitative  re­strictions on various pulses is war­ranted. 

Chana  prices  that  were  lan­guishing  at  about  ₹��4,000  aquintal  until  three  months  agohave  begun  to  move  higher  to­wards ₹��4,600, with a potential tomove closer to ₹��5,000 in the next2­3 months. 

Distribution  of  one  kg  chanafree­of­cost every month to about180 million vulnerable families isnow  leading  to  reduction  in  in­ventory burden. The scheme thatwas originally for three months –April to June – has now been exten­ded  till  November.  This  welfarescheme will result in distributionof  over  1.5  million  tonnes  ofchana. 

Upcoming  festival  season  isalso going to generate consump­tion  demand,  although  some­what muted this year because ofthe pandemic. Even as pulses acre­age in the ongoing kharif seasonhas reached a new high of 13.3 mil­

lion hectares, report of damage tothe standing pulse crop in someregions is doing the rounds. Theextent of damage needs verifi��ca­tion. 

Put together, all these develop­ments  point  to  the  potential  forpulse prices to rise from the cur­rent levels in the coming months.In the event, RBI’s infl��ation target­ing may go for a toss. It is for thisreason that the government mustconduct a comprehensive reviewof the pulses market fundament­als and have a price outlook. 

Reports  from  North  Americasuggest 2­3 large cargo vessels aregetting  loaded  with  lentildestined for India. The cargo willnot  arrive  before  September  1which means, on current reckon­ing, the current duty concessionwill not be available. The situationis fraught with possibilities. Whyis someone taking this big risk interms of paying higher duty or isit that the importers are sure dutyconcession will be extended? Thepulses  trade  deserves  absolutetransparency  in  government  de­cision making. Otherwise, specu­lative forces will continue to win. 

Without doubt, the interests ofdomestic  pulse  growers  have  tobe protected; but such protectionneed not necessarily confl��ict withIndia staying in the global valuechain.  Adequate  eff��orts  to  boostdomestic  consumption  and  ex­port are equally necessary.

Plans  are  afl��oat  in  the  Maha­rashtra  government  to  bringabout changes in the Direct Be­nefi��t Transfer (DBT) scheme forfarmers.  The  current  schemeempowers  them  to  buy  farmequipment  and  farming  sup­plies  from  vendors  and  manu­factures of their choice. Farmingexperts fear that changes in theDBT system could be benefi��cialto  the  middlemen  and  equip­ment manufactures.

A senior Maharashtra govern­ment offi��cial said there is strongdemand from some State minis­ters  and  even  local  MPs  to  theChief Minister for reviewing theDBT scheme, which was adoptedby the previous BJP governmentin December 2016.

The  demand  is  to  tweak  thescheme so that farm equipmentand other essential farm goodsare bought by the State govern­ment  and  then  distributed  tothe farmers. In the present form,DBT  empowers  farmers  to  pur­

chase  the  farming  equipmentand tools of their choices. Once afarmer  is  eligible  for  a  subsidy,he buys the equipment and sub­mits the receipt to the authorit­ies,  upon  which  the  subsidy  isdirectly transferred to his bankaccount, the offi��cial said. 

Why tweak?Anil Ghanwat, president of Shet­kari  Sanghatana,  told Business-Line that  the  present  system  isreally good because the farmershave a choice. It has also createdcompetition  in  the  market  to

provide the best types of equip­ment  and  products  to  thefarmers.

The older scheme was drivenby  State  government  offi��cials,panchayat  members  and  bur­eaucracy. Inferior quality piecesof  equipment  were  earlierprovided to the farmers, whichwere junked by the farmers aftera couple of years of use. 

Ghanwat pointed out that thesubsidy component is constant:“If farmers want to buy a drip ir­rigation system of a good com­pany, then they can increase hiscash  contribution  and  buy  it.Farmers’ choice to buy the bestquality equipment remains un­hindered,” he said.

However,  Devanand  Pawar,farmer  leader  and  General  Sec­retary  of  Maharashtra  PradeshKisan Congress, said that he haswritten to the State governmentseeking  changes  in  the  DBTscheme as it has many lacunaeand  needs  further  improve­ment. Due to the gaps, the fundsallocated don’t get spent.
