Vishakhapatnam (Andhra Pradesh), Apr 27 (ANI): Responding to the emerging global and local cyber

threats, the government of Andhra Pradesh and MasterCard today held the Andhra Pradesh cyber security

summit at Novtel along with Fintech valley in Visakhapatnam. Minister for Information and Technology,

Nara Lokesh also participated in this summit. He said, "Andhra Pradesh believes that cyber security will

play an important role not only in protecting nation's or state's assets but also creating next gen jobs in

cyber security." This summit is a Part of the Memorandum of Understanding (MoU) between Andhra

Pradesh government and MasterCard to implement the best practices on cyber security.

A two-day cyber security summit — a hackathon on the best practices to develop secure digital

transactions – will be inaugurated here on Friday.

The summit on the theme ‘Responding to Emergent Global and Local Cyber Threats’ will engage

participants to effectively identify robust cyber security response strategies, a Press release issued by the

government’s media cell said. It will be inaugurated by Andhra Pradesh Chief Minister N Chandrababu

Naidu.

“It brings together global experts, government, law enforcement, think-tanks, consultants, civil society,

start-ups, researchers, students and enthusiasts from across the globe at a common forum to share

insights,” the statement said.

CERT-In Director General Sanjay Bahl and Mastercard’ Cybersecurity Evangelist Vice President Jon Brickey

will take part in the event jointly organized by global payments technology major Mastercard and the

state government.

“The AP government is bringing a new cyber security policy in order to provide security to government

websites and information apart from attracting large quantum of investments in this sector,” state

minister Nara Lokesh said in the statement.

Mastercard and the state government last year in October signed an agreement to create a “digital

ecosystem” in the state.

The two-year memorandum of understanding (MoU) ‘Fintech Valley’ was inked between Mastercard and

Andhra Pradesh Electronics IT Agency (APEITA) to enable a safe and secure digital solution at the state

level.

The pact also includes collaboration on smart city and developinga smart transit solutions to help speed

up daily commutes and bring efficiency across public transportation system.

Farmers across the state would be able to access credit cards, should the government’s ongoing talks with

Mastercard yield successful results.

The move would be highly beneficial for the farming community across a wide range of aspects, most

importantly enabling them easy access to digital transactions and freeing them from cash shortage woes.

At present, farmers are able to access Rupay cards or KisanVikas Cards to avail agriculture loans from

banks.

“The Rupay cards are completely Indian-based cards whereas Visa and Mastercard are international cards

and are based out of US,” E Koti Reddy, deputy general manager, Andhra Bank, told TOI.

AP government principal secretary to the department of information technology K Vijayanand said the

farmers are presently getting credit cards, but there has been no official ‘Credit Rating’ for the cards. If

the credit rating is given to farmers, it would be more beneficial to the farming community as they can

use credit cards at all times.

Vijayanand said credit rating is nothing but an estimate of the ability of a person or organization to fulfil

financial commitments, based on previous dealings.

“Yes, credit rating for farmers is one area we are working on to facilitate easy and timely credit to

farmers,” said IT minister Nara Lokesh. For this, the government has tied up with Mastercard to explore

various possibilities to give credit rating for farmers.

Mastercard executive director Ravi Aurora said their company has a total of six technological labs across

the world including two in the country. The company is working with the AP government to work on

various possibilities including the credit rating for the farmers besides giving highest importance to cyber

security. “All this are the part of the MoU signed with the AP government on four core issues including

credit rating to farmers,” Aurora added.

Aurora said giving utmost importance to cyber security is the essential prerequisite for ushering in a digital

and cashless economy. Lokesh also said the state government, which is promoting digital technologies in

the state, is also equally giving importance to cyber security.

State information and technology minister Nara Lokesh said the state government is working closely with

the Centre on cyber security, despite its political differences.

Replying to a question at a press conference here on the sidelines of the Cyber Security Summit in the city

on Friday, Lokesh said the state government is working in coordination with the Centre on cyber security

as it happens to be a global subject.

Lokesh said the main agenda of the state government is to create an ecosystem in the state to provide

opportunities to the local talent in next-generation jobs, which would mostly be linked with block-chain

technology and cyber security.

“This is the reason the government had tied up with Mastercard which had in turn chosen to work with

Andhra Pradesh despite having so many other states as options,” Lokesh said.

Lokesh further added that the government signed up with Mastercard to bring in the best practices in the

field of cyber security and also to promote financial technology in the state.

“Overall, we want to make Vizag an IT capital of Andhra Pradesh. Companies like Mastercard will assist

us in this,” Lokesh added. The minister said nearly 22,000 jobs were given in Visakhapatnam since 2014 in

the IT sector.

Mastercard’s executive director, Community Relations and Public Policy, Ravi Aurora, on Friday said they

would create a platform along with their partners for online trading through a farmer marketplace in

Andhra Pradesh.

Without specifying the time-frame, he told The Hindu here on the sidelines of two-day A.P. Cybersecurity

Summit, that by June they would be in a position to announce their plan. At present, data base was being

collected. He said, of the six technology hubs they had in the world, they would mobilise experts from two

centres located at Pune and Vadodara for strengthening the ecosystem for the farmers in A.P. “Our

mission to partner with the State government is to ensure a data-driven ecosystem for the farmers. This

will enable them in getting a good price for their produce,” he said.

Complete supply chain, including food processing and irrigation, would form part of the project. The

farmers would be given information on their low-end mobile phones as smartphone access is restricted

to a few in the rural areas.

Experts from Kenya

Mr. Aurora said they would mobilise experts from Kenya to make their project in the State a grand success.

He said, as part of the MoU they signed with the government, they would provide internship to the

students and hand-hold the startups as part of efforts to build a robust ecosystem. On patenting, he said,

of the 550 patents achieved by them world-over, they could get 147 through their technology hubs in

India.

‘Response to ethical hacking to identify grey areas encouraging’

Andhra Pradesh is all set to become cyber resilient by keeping all its websites and servers secure from

attacks and viruses in the emerging landscape of digital payments and disruptive technologies, IT Minister

N. Lokesh has said.

Inaugurating the two-day Andhra Pradesh Cybersecurity Summit being organised by the Fintech Valley

Vizag and Mastercard here on Friday, Mr. Lokesh said they had already launched the A.P. Cybersecurity

Operations Centres (APSOC) by inviting techies to resort to ethical hacking to expose the vulnerability of

the government’s websites and networks.

“The response to ethical hacking is quite encouraging, and we will identify the grey areas shortly to make

our systems more fool-proof to keep the hackers and cyber criminals/fraudsters at bay,” he said.

‘Startup State’

Describing Andhra Pradesh as a startup State formed in 2014, he said, “We are being agile and very hungry

to grow fast with a per capita income of ₹1.25 lakh, the lowest among south Indian States.” Mr. Lokesh

said, “Due to the vision of Chief Minister N. Chandrababu Naidu, we could ensure a double-digit growth.

We aim at scaling it up to 15%.”

IT hubs

He said Visakhapatnam, Tirupati, Anantapur, and Amaravati were being developed as leading IT hubs in

various fields. The Minister said the State had set up the International Institute of Digital Technologies

(IIDT) in Tirupati by partnering with various industries to create next generation professionals.

“Our dream is to produce an army of next generation warriors, so that our children will excel in the newly

emerging technologies,” he sad. Executive director, Community Relations & Public Policy, Mastercard,

Ravi Aurora, said, “Safety and security has always been at the forefront of our agenda. We feel the summit

has played a pivotal role in building awareness about cybersecurity and hop the conference will help in

sharing experiences on preventing digital frauds and protecting businesses and individuals.”

State keen on making its websites, servers safe: official

The two-day Andhra Pradesh Cybersecurity Summit concluded here on Saturday with brainstorming

discussions on the challenges ahead and strategies to be adopted on how to tackle them.

“Based on the recommendations, Andhra Pradesh will adopt strategies to make its websites and servers

safe from hackers and fraudsters,” AP IT Academy (APITA) CEO G. Sundar said at the valedictory.

The summit was organised jointly by Fintech Valley Vizag and Mastercard.

New technologies

IT Advisor and Special Chief Secretary J.A. Chowdary said the State was ahead of others in adopting new

technologies like blockchain, realising the threats to be encountered in the data-driven economy.

He said the State was attaching utmost importance to cybersecurity, and explained how it had come

forward to set up the International Institute of Digital Technologies in Tirupati to impart specialised

courses in cybersecurity and business analytics.

B. Krishna Murthy, Senior Director, Ministry of Electronics and IT, in his address, said following digital

transformation, all digital literate persons should have cybersecurity awareness.

Partner, advisory services, Ernst & Young, Vidur Gupta, called for risk profiling and troubleshooting as per

the requirement.

Joint Director of STPI M.P. Dubey, managing partner of ColorTokens Ajay Goel, managing consultant of

Synopsys Sandesh Anand, and Shreyansh Lunia from HP India said cybersecurity had turned into most

important concern for all the governments across the world.

Manpower shortage

Stating that there would be huge requirement of manpower, mainly in the operations and management

areas, the speakers at a panel discussion said encouragement should be extended for academia-industry

partnership in teaching courses in cybersecurity to overcome the shortage.

APITA additional CEO Winny Patro said the engineering and management graduates should go for value

addition to become industry-ready.

Panchayat Raj and IT Minister Nara Lokesh has said that there are high of chances of cyber attacks due to

utilisation of advanced technologies, including cyber security system. The situation has turned a huge

challenge to the entire software industry. Software companies must focus on the issue and evolve a

suitable solution for the problem. Addressing the ‘Andhra Pradesh Cyber Security Summit - 2018’ here on

Friday, the minister spoke about State government’s initiatives for the welfare of people using advanced

technologies.

He also explained about the new IT policy initiatives including recent agreements with several start-up

companies as well as global companies like Master Card, Franklin Templeton, Conduent etc. in the fields

like FinTech, cyber security, real time governance (RTG), e-cabinet, blockchain technology and use of IoTs

as well as collect information on water quality and delivery, quality of roads, Ease of Doing Business

(EoDB), to help the agriculture sector achieve 24 per cent growth by using the data analytics. He also

emphasised upon the importance of cyber security practices and State initiatives including APCSOC –

India’s first cyber security operations centre. ‘We are planning to enhance capacity building process in

cyber security system to increase employment opportunities for youth in the future. The latest

agreements with global companies like Franklin Templeton and Canduent will generate a number of

employment opportunities for our young software engineers.

The state had lost all mobile phone manufacturing companies due to bifurcation, but now we have

achieved the top position in mobile phone manufacturing sector as every two mobile phones out of 10

produced in the country are from Andhra Pradesh. Similarly, we also occupy the first place in ‘Ease of

Doing Business’ sector. With the conditions being so favourable we have invited many more Global IT

companies to invest in our state and the results are very promising,” Lokesh said. The minister said that

though there are some differences between the Union and State governments, IT sector in the State has

registered progress. “Our mentor, guide and ambassador is Chief Minister Chandrababu Naidu and we

need not bother about the support of the Central Government. But now the situation is not bad,” Lokesh

said.

Speaking at the summit, JA Chowdary, AP state IT wing Advisor said that there would be a huge demand

for security experts to protect the key data of banking and finance sectors from cyber attacks. AP is the

only State conducting ‘Cyberthan’ competitions for young techies in ethical hacking, cyber security etc. he

said. Vijayanand, Principal Secretary for IT, explained about the salient features of IT Policy and said that

the State government is moving ahead with advanced technologies for its start-ups and cyber security

policies. The Government is planning to provide training for youth in cyber security which will provide

good job opportunities to them, he added. Ravi Arora, executive director- Master Card company said that

in the coming future cyber attacks may affect individuals and institutions and if unaddressed, it is going

to hamper national economy as well.

Master Card was designed in such a way to protect the secrecy and privacy of every individual payments

as well as periodical transactions history, he explained. The digital technology used in the Master Card

and protective protocol systems are very much useful in protecting all types of financial transactions of

customers in full confidential manner, he said. Around 450 representatives from several foreign countries

and educational institutions and cyber security experts including APITA CEO Tirumala Rao attended. Later,

Minister Lokesh distributed the prizes to the winners of ‘cyber hackathan’ conducted by APITA. Minister

Lokesh also visited Brandix- India apparel city situated at Atchyutapuram village and interacted with the

employees.

utmost importance to us. Mastercard will assist us in the endeavour,” he said.

New technologies should be applied to the agricultural sector to find cost-effective solutions and credit

rating for farmers is an area that the government is working on, to facilitate easy and timely credit to

farmers, he added.Executive Director of Mastercard, Ravi Aurora said his company had always given the

highest importance to cyber security, since it was the pre-requisite for ushering in a digital, cashless

economy.

“Protecting individuals and businesses from cyber-attacks is our major concern and we have multiple

layers of security to prevent such attacks,” he said.

IT adviser to the AP government, JA Chowdhary spoke of the need for a safe and secure cyber eco system.

Winners of Cyberthon, a hackathon organised by the State government from April 4 to April 25, were

The summit convened more than 450 delegates, representing regulatory and law enforcement agencies,

think-tanks, start-ups, consultancies, academia, and technology & cybersecurity companies. J. A.

Chowdary, Special Chief Secretary & IT Advisor to the Chief Minister, Andhra Pradesh; and Ravi Aurora,

Executive Director, Community Relations and Public Policy, Mastercard kicked off the summit with

welcome remarks. Nara Lokesh, Minister for IT, Andhra Pradesh delivered the opening keynote address,

highlighting the state government’s vision to create a safe and secure cyber ecosystem. He also felicitated

the winners of Cyberthon, India's largest cybersecurity hackathon organized by the Government of Andhra

Pradesh from April 4 to April 25.

An in-depth discussion on the national impact of cybersecurity was led by Sanjay Bahl, Director-General,

CERT-In, Rebecca Ledingham, Vice President, Security Decisioning and Products. Mastercard also added a

global perspective on emergent cyber threats that impact individuals, organisations and nations. During

a panel discussion on smart cities and IoT, Rama Vedashree, CEO, Data Security Council of India stressed

on the significance of big data, advanced analytics and other innovations to ensure safety and security of

smart cities. The attendees also had the opportunity to gain practical understanding through applied

cybersecurity solution demonstrations.
