A Brief Background

• The Andhra Pradesh Scheduled Tribes Cooperative Finance Corporation Limited,

Hyderabad (TRICOR) was established in 1976 with headquarters at Hyderabad, and its

area of operation extends over the entire State of Andhra Pradesh. It is monitoring all the

economic support schemes implemented to the STs and also development of PvTGs under

CCDP with the support from Government under State Plan and CSS and also coordinating

with other departments like Rural Development, Agriculture, Horticulture, Animal

Husbandry, Industries, etc. for economic development of ST families below poverty line. It

is also monitoring the skill development programmes as one of the Sub Mission for STs

under Yuva Kiranalu (YK).

• A.P.Re-organisation Act 6, 2014 came into existence dt. 01.03.2014.

• Appointed Day 2nd June, 2014.

• Government permitted for Registration of Andhra Pradesh Scheduled Tribes Cooperative

Finance Corporation Limited vide G.O.Ms.No.414, TW (GCC-1) Dept., dt. 27.05.2014.

• Area of operation – (13) Districts viz: Srikakulam, Vizianagaram, Visakhapatnam, East

Godavari, West Godavari, SPSR Nellore, Krishna, Guntur, Prakasam, Chittoor, YSR

Kadapa, Ananthapur, & Kurnool.

• Shareholding pattern in the ratio of 51:49 between State Govt. and Govt. of India.

• ST population in Andhra Pradesh – 26.39 lakhs (2011 census) which forms 5.3% of the

total population.

Livelihood ActivitiesECONOMIC SUPPORT SCHEMES THROUGH OBMMS:

• Government enhanced subsidy to 60% of the Unit Cost subject to maximum of Rs.

1.00 lakh vide G.O. Ms. No. G.O. 101, the unit cost vary from Rs.50,000/- to

Rs.8,00,000/- depending upon the activity.

• Further the Government have issued detailed operational guidelines vide

G.O.Ms.No.31, T.W (GCC) Department, dated 01/06/2015 in which the PvTGs and

other Vulnerable Groups are allowed 90% Subsidy on the unit cost or Rs.1.00 lakh

whichever is less.

• All applications shall be registered through the online beneficiary monitoring system

(OBMMS) developed by CGG. Website Hyperlink is https://apobmms.cgg.gov.in/ and

for OBMMS Dashboard reports https://apobmms.cgg.gov.in/dashboardReports.jsp

• Revamping of OBMMS - Leveraging technology for improved delivery of schemes

including Aadhar based biometric authentication. Geo-tagging and Auditing of assets

grounded.

• During 2016-17 under OBMMS plan has been approved covering (7742) ST

beneficiaries with an amount of Rs.65.00 Cr. Subsidy and Bank Loan Rs. 81.34 Cr.

Livelihood Activities

2017-18

• For 2017-18 under Economic Support Schemes (Normal State Plan) plan has

been approved to cover (20,000) beneficiaries with subsidy of Rs.242.18 Cr.

• (13,254) Beneficiaries registered in OBMMS for 2017-18

• Selection and sanction of Beneficiaries are under process

• The GoI has been approved to sanction an amount of Rs. 1097.81 lakhs under

SCA to TSP in convergence with Line Departments subsidy for Agriculture &

Horticulture schemes with total outlay of Rs. 3366.55 lakhs.

• Under CCDP for the Development of PvTGs an amount of Rs.2076.00 lakhs has

been approved by GoI for implementation of Micro Projects, Multipurpose

Community Halls, Bilingual education, Admn. Overheads etc.

• Government of India have issued guidelines for implementation of Land

Purchase Scheme & Enhancing of unit cost from Rs. 1 lakh to Rs.15 lakh as per

Go.Ms.No.50, Dt:28-06-2017.

COMPREHENSIVE COFFEE PROJECT • The Hon’ble Chief Minster, Government of A.P. during his visit to Paderu agency area on

17.10.2014 has announced for expansion of coffee plantations in Paderu agency area in 1.00

lakh acres.

• The Government vide G.O.Ms.No.33, Tribal Welfare (TSP) Department, Dated:3-6-2015 has

sanctioned the Comprehensive Project for Coffee Development in Agency Area of ITDA,

Paderu with a total financial out lay of Rs.526.160 Crores. The main objective is to improve

the livelihoods and income levels of tribal farmers through coffee plantations.

Total outlay of the project : Rs.526.16 Cr.

Tenure of the project :2015-16 to 2025-26

• Expansion of new coffee in 1.00 lakh acres and as part of this developing shade plantation in

60000 Acres.

• Consolidation and rejuvenation of existing plantation in 45000 Acres.

• Organic certification for promotion of organic coffee in 10,000Acres.

• Quality improvement through promotion of wet pulping by supplying baby Pulpers -11500

Nos.

• Marketing support through GCC (Girijan Cooperative Corporation) for better remunerative

price.

Progress for 2016 - 17 & Target for 2017 - 18:

• Completed New plantation in 10000 acres & taking up 12000 acres during 2017-18

• Completed 15000 acres under rejuvenation & taking up 15000 acres during 2017-18

• 1327 baby pulpers have been supplied to beneficiaries for promotion of parchment coffee &

1000 targeted for 2017-18.

• Organic certification process has been initiated for 5000 acres, farmers groups have been

formed in Chinthapalli and G.K.Veedhi mandals for registration and M/S IMO control,

Bangaluru was entrusted for this certification process.

• Under marketing intervention, 1400 MTs of raw coffee was pooled in 2015-16 season from

385 villages and was processed and marketed by GCC through e-Auction. Marketing

intervention resulted incremental income of cherry coffee from Rs.40/- to Rs.70/- and

parchment from Rs. 80/-to 156/- per kg. It has also reduced the interference middlemen

drastically.

• Focusing on Marketing & about 1800 M.tons of Raw Coffee Pooled & marketed last year.

• In order to support PvTG Coffee Growers, GoI has sanctioned Rs. 23.60 Cr. Under CCDP

towards construction of Coffee Drying Yards, Tarpaulins, Aluminium Ladders for harvesting

of Pepper, Pepper Threshers, Pepper Grader cum Cleaners etc.

Straw Berry, Dragon Fruit, Litchi, Almond, Pineapple and Jafra with inter cropping of

Broccoli and Red Cabbage in 300 acres benefitting (300) ST farmers in ITDA, Paderu

of Visakhapatnam.

Promotion of Floriculture

• Promotion of Floriculture with China Aster, Tuberoses, Gladiolus and Marigold in 100

acres benefitting (100) ST farmers in ITDA, Paderu of Visakhapatnam.

Promotion of Poly House cultivation

• Promoting cultivation of High value vegetables & Floriculture crops under Poly Houses.

• Taking up (8) Poly Houses in (8) Mandals with (40) farmers in ITDA, Parvathipuram of

Vizianagaram.

• The GoAP decided to revive the loaning from NSTFDC and extended

Government guarantee for Rs. 40.00 Cr for lending to PvTGs and other

Vulnerable Groups vide G.O.Ms.No.22, S.W. (GCC), Dept., dt. 10.04.2015.

• NSTFDC, New Delhi has sanctioned (16) schemes under Agriculture &

allied sectors and Transport etc.

• An amount of Rs. 9.49 Cr. Has been released to Districts for implementation

of NSTFDC schemes and an amount of Rs. 2.00 Cr to Coffee farmers to

avail Marketing Support through GCC with financial assistance of Rs. 2.00

• The Government of India has introduced a program viz; Conservation cum

Development Plan (CCDP) with an objective to supplement the State Govt. efforts

in developing the PvTGs through their TSP. A Baseline Survey on PvTGs was

conducted during the year 2003 in the State of Andhra Pradesh for ascertaining the

socio-economic conditions of the PvTGs which formed the basis for preparing

Conservation-cum-Development Plan (CCDP) for Five year plan period. The first

plan was prepared for five years from 2007-08 to 2011-12 (XI th FYP) and the XII

th Five Year Plan for the period from 2012-13 to 2017-18. The main components of

the CCD Plan for XII th Five year plan are Food security, habitation development,

livelihood promotion, support for Post matric and professional education, Research

& Development for understanding socio economic and cultural conditions of

PvTGs.

• GoI has agreed to provide incentive to PvTG students asincentive towards viability gap funding to pursue theeducation.

• An amount of Rs. 369.90 lakhs was released to (5595) PvTGstudents who are pursuing Post Matric, PG & Professionalcourses during 2015-16.

Job facilitation centres

• Job Facilitation Centre is aimed to visualize the career path to ST youth by

giving necessary guidance to make the youth understand the importance of

employment which can change their life over a period of time. The major

objectives of the Job Facilitation centre are as follows:

• Creating awareness to all the eligible tribal youth on availability of employment

opportunities in Government, private & self-employment so as to provide a job

for every poor tribal family.

Youth Survey

• Tribal Welfare Department has been conducted comprehensive

house hold survey in tribal areas across the state. To develop a

common electronic data base of the tribal unemployed youth

Contractor Development Program through NAC

• MoU entered with National Academy of Construction (NAC) on 9th March,

2016 for imparting Contractor Development Training Program for a period of

(3) months for (29) ST youth to promote them as Class V contractor

completed Contractor entrepreneurship development course at NAC.

• The cost for each candidate is Rs.1.25 lakhs.

• 29 ST civil engineers were trained on ‘Contractor development program’

by NAC (To handle civil constructions), in order to enable them as class V

civil contractors in the Tribal areas. Currently 15 members are actively

involved in civil construction works Such as ILH construction, Community

centers construction, Govt. Building maintenance in ITDAs.

• Recently NSTFDC finance support scheme towards working capital has been

introduced for the benefit of ST NAC trained candidates. The quantum of

financial support is maximum of a sum of Rs.10 lakhs or 50% of the project

estimate cost.

Entrepreneurship Development Program through - DICCI

• The programme aims to develop Entrepreneurial Skills among the Educated, unemployed

and prospective ST entrepreneurs and motivate them to become Entrepreneurs.

• MoU was entered with DICCI on 12-11-2016 for organizing EDP training to (52) ST

unemployed youth @Rs.1.17 lakhs per candidate.

• The DICCI has imparted 45 days intensive training to transform them as entrepreneurs.

• All the trained candidates come up with detailed project reports and sanction of their

projects under ‘Stand up India program’ with the handholding support of DICCI is in

progress.

• The training course comprises of (3) stages, initial one day orientation-cum-selection at

Visakhapatnam, 15 days training at Ni-MSME and (30) days EDP training by DICCI.

• 45 days EDP program was completed at NAC, Hyderabad.

• At present 17 (Detailed Project Report) DPRs ready, (2) are DPR under preparation and

remaining (33) are at various stages.

• CIPET had Signed the MOU with APTRICOR to train and place the

ST unemployed youth in the Plastic industry.

• The Government of Andhra Pradesh has decided to improve the opportunities for better employment to ST

candidates, hence launched a new scheme “NTR VIDYONNATHI” for providing professional guidance for

CIVIL Services Examination.

• Allotted a tune of Rs.270.00 Lakhs based on the G.O.Ms.10 Tribal Welfare dated 03-02-2015.

• 2015-16, (100) seats are allotted to ST candidates out of which (92) ST candidates are trained based on

NTRVSET exam conducted by JNTU Kakinada.

• The Government has allotted a budget of Rs.350.00 Lakhs for the year 2016-17.

• 2016-17 (300) seats are allotted to ST candidates out of which (255) ST candidates are trained based on

NTRVSET exam conducted by JNTU Kakinada.

• A stipend of Rs.8000/- (Rupees Eight Thousand Only) per month and one time TA of Rs.2000/- (Rupees Two

Thousand only) is paid to each ST candidate.

• For Group-I (310) ST students are admitted and stipend of Rs.8000/- per month for a period of 6 months.

• For Group-III (880) ST students are admitted and onetime payment of stipend of Rs.8000/- in two installments

as 50% basis.

• Five institutes participated in this “NTR VIDYONNATHI” scheme, during 2016-17 they are 1. R.C. Reddy IAS

Study Circle, Hyderabad, 2. Sri Ram’s IAS, New Delhi, 3. Brain Tree, Hyderabad, 4. Universal Coaching

Centre, Bangalore, 5. DR.Lakshmaiah IAS Study Circle, Hyderabad.

• During 2017-18, (300) ST students are allotted with a tune of Rs.350.00 Lakhs. The allotment process is done

by conducting exam by JNTU Kakinada with AP online. The exam is completed and counseling is under

process.

1. The objective of the Stand-Up India scheme is to facilitate bank loans between 10 lakh and 1

Crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one womanborrower per bank branch for setting up a greenfield enterprise. This enterprise may be in manufacturing,services or the trading sector. In case of non-individual enterprises at least 51% of the shareholding and

controlling stake should be held by either an SC/ST or Womanentrepreneur.2. The Stand-Up India scheme is based on recognition of the challenges faced by SC, ST and women

entrepreneurs in setting up enterprises, obtaining loans and other support needed from time to time forsucceeding in business. The scheme therefore endeavors to create an eco system which facilitates andcontinues to provide a supportive environment for doing business. The scheme, which covers all branches

of Scheduled Commercial Banks, will be accessed in three potential ways:• Directly at the branch or

• Through SIDBI’s Stand-Up India portal (www.standupmitra.in) (http://www.standupmitra.in/) or• Through the Lead District Manager ((LDM)

3. The portal will be the crucial interface layer for parameters/ metrics of the borrower (obtained through a

set of about 8-10 questions listed below) and will provide information and feedback to such borrowers. Apotential borrower will have the option of registering on the portal right away or simply visiting it and

registering later. This portal may be accessed at home, at Common Service Centers (CSCs), through abank branch (through the nodal officer for MUDRA at the branch) or through the LDM. In branches whereinternet access is restricted , the branch will guide the potential borrower to an internet access point.

The approach of the Stand-Up India portal, for handholding is based on obtaining answers to a set ofrelevant questions at the initial stage. These would be typically be:

1. Location of the borrower2. Category – SC/ ST/ Woman3. Nature of business planned

4. Availability of place to operate the business.5. Assistance needed for preparing a project plan

10. Any previous experience in businessBased on the response, the portal provides relevant feedback and helps categories the visitor to the

portal as a ready borrower or a trainee borrower.Indicative process chart is attached.Ready Borrower

5. In case the borrower requires no handholding support, then registration on the portal as a ReadyBorrower starts the process of application for the loan at the selected bank. At this stage an application

number will be generated and information about the borrower shared with the bank concerned, the LDM(posted in each district) and the relevant linked office of NABARD/ SIDBI. The offices of SIDBI andNABARD shall be designated Stand-Up Connect Centres (SUCC). The loan application will now be

generated and tracked through the portal.TraineeBorrower

i. In cases where the borrower indicates a need for handholding, then registration as a TraineeBorrower on the portal will link the borrower to the LDM of the concerned district and the relevantoffice of SIDBI/ NABARD. This process which would be electronic, could be done at the borrower’s

home by himself/ herself or at a CSC or through a bank branch by the officer dealing with MUDRA,as explained in paragraph 2.

ii. SIDBI (79 offices) and NABARD (503 offices) as Stand-Up India Connect Centers will then arrangefor support for such trainee borrowers as requested in one or more of the following ways:a. For financial training – at the Financial Literacy Centers (FLCs)

b. For skilling – at skilling centers ( Vocational Training Centers - VTPs/ Other Centers -OCs)c. For EDPs – at MSME DIs/ District Industries Centers (DICs)/ Rural Self Employment Training

e. For margin money – offices related to margin money support schemes e.g. State SC Finance

Corporation, Women’s Development Corporation, State Khadi & Village Industries Board (KVIB),MSME-DIs etc.f. For mentoring support from established entrepreneurs – DICCI, Women Entrepreneur Associations,

Trade bodies. Credible, well established NGOs can also be used for extending hand holding support.g. For utility connections – Officesof utility providers

h. For DPRs – Projectprofiles available with SIDBI/ NABARD/ DICsAt any time, even after the loan has been sanctioned, any borrower may access the services ofthe Stand-Up Connect Centers.

iii. The LDM will monitor the process and work with local offices of SIDBI and NABARD for problemsolving and easing bottlenecks. Based on the progress being achieved in each case and prima

facie viability, the LDM will sensitize the concerned bank branch on potential cases likely to comeup. Once this is done, SIDBI/ NABARD will meet concerned bank officials for further follow up.These organizations will also work with other organizations who are stakeholders such as the Dalit

Indian Chambers of Commerce and Industry (DICCI), Women’s Entrepreneur Associations etc.iv. Once hand holding requirements are adequately met to the satisfaction of the LDM and the trainee

7. The Portal is designed to obtain application forms, gather and provide information,

enable registration, provides links for handholding, assists in tracking and monitoring. As

more facilities become available it shall be further refined into an end to end solution.

8. The Stand-Up India scheme endeavors to create an eco system to make borrowers

ready. This system is now meant for supporting Stand-Up Borrowers but will be extended

in due course to other schemes.

Nature of Loan

9. The loan shall be a Composite Loan i.e. to meet requirements of assets such as plant

and machinery and working capital. It is expected to cover 75 % of project cost and the

rate of interest would be lowest applicable rate of the bank for that category (rating) not to

exceed (base rate (MCLR) + 3%+ tenor premium). It shall be repayable in up to 7 years

with a moratorium of up to 18 months. A Rupay card will be issued to enable operation of

the working capital component. (The stipulation of the loan being expected to cover 75% of

the project cost would not apply if the borrowers contribution along with convergence

support from any other scheme exceeds 25% of the project cost).

Mudhra scheme guidelines

• The Hon'ble Prime Minister has launched the scheme to boost entrepreneur ship among

the SC/ST and women to aim to empower every Indian and enable them to stand on their

own feet and make them self sufficient and self reliant.

• MUDRA loan means : Non-farm income generating enterprises in manufacturing, trading

and services whose credit needs are below Rs.10 lakh by all the Public Sector Banks,

Regional Rural Banks, State Cooperative Banks and Urban Co-operative Banks will be

known as MUDRA loans under the Pradhan Mantri MUDRA Yojana (PMMY). All such loans

can be covered under refinance and/or credit enhancement products of MUDRA.

• In addition to these Banks, NBFCs and MFIs operating across the country can also extend

credit to this segment, for which they can avail financial assistance from MUDRA Ltd.,

subject to their conforming to the approved eligibility criteria. Eligibility criteria for availing

refinance/financial assistance by institutions from MUDRA has been finalized and hosted at

MUDRA's website.

• To begin with, based on eligibility criteria, MUDRA has enrolled 27 Public Sector Banks, 17

Private Sector Banks, 27 Regional Rural Banks and 25 Micro Finance Institutions (MFIs)

as partner institutions for channelizing assistance to the ultimate borrower.

• Micro Units Development and Refinance Agency(MUDHRA) has finalized the eligibility

norms for the partner lending institutions for the purpose of availing refinance/finance for on

lending to micro units in manufacturing, trading and service sector in rural and urban areas.

• Under the scheme there are (3) schemes are intended for SCs and STs namely SHISHU,

KISHORE and TARUN to signify the stage of growth and funding need of micro units or

entrepreneur

– Shishu Scheme – Offering loan upto Rs.50,000/-

– Kishore Scheme – Offering loan above Rs.50,000 to Rs.5,00,000/-

– Tarun Scheme – Offering loan above Rs.50,000 to Rs.10,00,000/-
