2009 – Nuclear Agency and for Radioactive Waste (ANDR) was

established, by merging the Nuclear Agency with the National Agency for

Radioactive Waste.

ANDR - public entity under the supervision of the Ministry of Economy. It is

responsible for promotion, development and monitoring the nuclear activitiesexclusively for peaceful purposes as well as for safe management, including

disposal, of radioactive waste and spent nuclear fuel and national

coordination of decommissioning of radiological and nuclear facilities and

in Romania.

The coordinating role of ANDR in the field of RWM arises from its main

attributions including the elaboration of the National Strategy on long term

management of spent fuel and radioactive waste.

ANDR main responsibi l i ties (1/3)

• is directly liable for the set up of the repositories for the disposal of SNFand RW; the repositories are in the patrimony and administration of ANDR;

•ensures, directly or by means of third parties, the design, construction,

commissioning, operation, closing and post-closing monitoring of the

repository of RW;

•

ensures, directly or by means of third parties, for the disposal, the executionof services of safe management of:

• the orphan sources of nuclear radiations;

• historical RW resulting from past practices;

• RW resulting from incidents and nuclear accidents;

• the SNF and RW from the economic operators which are bankrupt or in

official winding up;

•draws up and reviews, at least every 5 years, the national medium and long

term strategy on the safe management of SNF and RW, and monitors its

implementation;

• draws up and updates, periodically, technical-economic studies regardingthe estimation of the costs related to the disposal of the SNF and RW for the

establishment of the amounts of the annual contributions of the license

holders;

•ensures the set up and annual update of a national data base regarding thequantities, types of generated RW, including the ones resulting from the

decommissioning of the nuclear and radiological facilities;

• monitors the radioactivity of the environment in the area of the

repositories in order to protect the population and the environment;

• manages the financial resources designated to the management of the SNF

and RW and the decommissioning of the nuclear and/or radiological facilities;




• periodically checks, according to the regulations in force, the stage ofaccumulation of the financial resources designated to the management of

the SNF and RW and the decommissioning of the nuclear and/or radiological

facilities;

• ensures, directly or by means of third parties, the physical protection of

the repositories of RW;

• informs and prepares the public of the area close to the repositories

for the acceptance of their location.

• Support for the nuclear energy programmes development in Romania

(power and non – power applications), exclusively for peaceful purposes.

Repository area: about 40 ha

Disposal concept: near surface type,

similar with L’Aube (France), or El

Cabril (Spain) repositories;

PROGRAM

The conceptual design

maximum 64 disposal cells (rectangular array of 8x8):

Inside dimensions of a cell: 27,9 m x 15,2 m x 5,1 m

384 disposal modules per disposal cell (rectangular array of 8x16 on three levels):

A single type of disposal module:

a cubical fibre-reinforced concrete container

outside dimensions of a module: 1,7m x 1,7m x 1,7m (5 m3 outside volume);

loading volume: 3 m3.

Saligny repository project

Di sposal cell s:

•are designed to withstand earthquakes;

•are placed in an unsaturated zone well above the highest level of water table (protection fromgroundwater infiltration);

•have a foundation consisting of an impermeable concrete pad with an integrated drain (allow any

infiltrated water to run off by gravity to the water collection system where the presence and activityof water can by monitored);

•are covered by a temporary mobile shelters during loading period (to protect the modules when are bad weather conditions);

•are backfilled with sand when all modules are in place;

•are covered and coated with waterproof material that will serve as temporary cover until final cap isconstructed.

ANDR main activities for 2014 - 2015

• Continuing the Saligny repository (DFDSMA) project;

Set-up the project company;

Getting the siting license for siting a near surface radioactive waste disposalfacility in Saligny.

• Development of a strategy for safe management of SNF;Possibility to recycle the CANDU used fuel.

• Coordination of decommissioning at Magurele VVR reactor;Approving documentation and coordinate second stage of decommissioning.

• Strengthening the efforts to increase the Public Acceptance for RadioactiveWaste Repositories;

Set – up and implement a communication strategy;

Possibility to start local social programmes.

• Updating the national strategy / programme for safemanagement of SNF and RW;

• Updating of the existing legislation concerning the safe

management of SNF and RW;

• Updating the national radioactive waste inventory;

• Performing auditing and verifications to the main waste

producers;

• Review the fee for safe management of SNF and RW and

NEXT STEPS IN THEDEVELOPMENT OF THEREPOSITORY PROGRAM

• Getting different agreements / authorisations from

different authorities; (PUZ, environmental impact

assessment , etc.)

• Implementation of a communication strategy in orderto increase the public acceptance.

• Prepare a business model.

• Promote the Governmental Decision to define the

project and the project company.
