Church Langley Harlow

We were successful in winning planning permission intheGreenBeltin1987,followingamajorpublicinquiryinadvanceofthelocalplan,tocreateanewneighbourhood to expand Harlow to the east. This followed the master plan principles established by Sir FrederickGibberd,theoriginalArchitect/PlannerfortheNewTown.Theschemecomprised3,500houses;openspaceprovision;recreationalfacilities;structuralplanting;aneighbourhoodshoppingcentre,includingasuperstoreandothercommunityandsocialfacilities;aprimaryschool;andassociatedandancillarydevelopment.

ThiswasthefirstmajorprojectundertakenbyAMAfollowing instructions from Countryside Properties plc, whosubsequentlyformedapartnershipwithCroudaceand Waters Built Homes.

Great Notley Garden Village Braintree

From1995weidentified,promotedandmasterplannedthisurbanextensionforCountrysidePropertiesplconalargegreenfieldsitetothe south west of Braintree, both through the former development plan systemandsubsequentplanningpermissions.

The mixed use garden village comprises 2,000 dwellings, retail and commercial,schools,ahighqualitybusinessparkandacountrypark.Inaddition to this we prepared a Brief setting out the design principles for the village.

AwardwinningGreatNotleyGardenVillageisnowanestablishedandsuccessful community, which has achieved national recognition as a modelforqualityplace-making.

ItwasalsoapioneeringdevelopmentinbeingoneofthefirstintheUKtobedesignedasa20mphtraffic-calmedenvironment.

St Michael’s Mead Bishop’s Stortford

Aresidentialneighbourhoodon107acresoflandtothewestandsouth-westofBishopʼsStortfordwaspromotedattheEastHertfordshireLocalPlanInquiryandsubsequentlyataʻcall-inʼinquiry,asdirectedbythe Secretary of State. Permission was granted in June 1992foranewresidentialneighbourhoodtoinclude900homes, a new bypass, public open space, shopping and a package of community facilities.

Wewerethekeyco-ordinatorsofateamofconsultants,negotiatingconditionsandasection106agreement,culminatinginthere-definingoftheGreenBelttothewest of Bishop’s Stortford and a successful permission. The scheme is now built and has won a number of design awards.

Maltings LaneWitham

Following site promotion through the local plan review and a planning appeal, planning permission was secured for a consortium of landowners forasignificantmixedusedevelopmentona21hasiteonthewesternedge of Witham. The Practice assumed the role of overall project coordinator and also prepared a master plan and landscape strategy.

Wesecuredplanningpermissionforamajormixed-useredevelopmentscheme on the Ipswich Waterfront, including apartments, a number of commercial units and a theatre. We were retained by new owners to submit amendments to the permission, and discharge conditions including the preparation of a detailed landscaping scheme.

Colchester GarrisonColchester

WewereretainedbyRMPAServices(aconsortiumconsistingofSirRobertMcAlpine(Holdings)Ltd,W.S.AtkinsandSodexhoDefenceServices)toundertakeandco-ordinatetheplanningandurbandesignofthedevelopmentofanewarmyGarrisonandsubsequentredevelopmentofsurplusMoDlandforanewmixeduseʻurbanvillageʼcomprising2,600homestothesouthofColchesterinEssex.Wealso undertook negotiations on the conditions and legal agreements for all aspects of the developments. Involvement stemmed back to theoriginalPFIbidstagein1998andincludedalarge-scalepublicconsultation exercise, which culminated in a resolution to grant planning permission, subject to conditions and a legal agreement, in December 2002.

The PFI proposal formed two parts:

i) consolidation of the Garrison from an existing site of 300 hectares intolargelynew-buildcampus-stylefacilitieswithinasinglesiteofsome170hectares,includingtheprovisionofgreen-linksandrecreational/openspace;

ii)saleortransferofaround130hectaresofsurpluslandforanewurban village to include housing and some mixed use, community facilitiesandrecreational/openspace.Theretentionofanumberoflisted Grade I and II buildings and a former military layout of great historicsignificance,wasakeyconsiderationintheformulationoftheproposals.

WepreparedanʻUrbanDesignFrameworkandDesignCodeʼtoguidefuturedevelopers,whichinturninfluencedaseriesofdesignbriefsprepared by the Council and adopted as Supplementary Planning Guidance.

Surplus Health LandColchester

AsplanningagenttotheSecretaryofStateforHealth,wesecured and implemented a strategy for a phased release of NHS land in Colchester for in excess of 3,000 houses and associated mixed uses. The strategy included promotion of the land for an overall development through theColchesterLocalPlanreviewandsubsequentoutlineplanning applications for each of the major sites.

Severalls Hospital, Turner Rise, Land west of District Hospital and Mylands Hospital

Four major planning permissions have been achieved between Turner Rise, land west of District Hospital and the Mylands Hospital sites. The schemes have included amajorlinkroad,Asdastoreandotherlargeretailunits,major open space and public transport provision, train station upgrades and phased residential development of over1200dwellings.

Turner Village

TurnerVillagerepresentsthefinalphaseofsurplusNHSland in North Colchester. We prepared a master plan for up to 430 houses and a new primary school and were subsequentlyinvolvedinnegotiatingas106agreementbetween the interested parties.

Moulsham Lodge Chelmsford

Planning permission was obtained for private clients, via promotion through the local plan process, for a major housing development and neighbourhood facilitiesonaformergreenfieldsite,includingwinningat appeal the development of a LIDL foodstore.

PostOfficeRoadChelmsford

Planning permission was secured following negotiation of a master plan for the demolition of existing dwellings onasiteinChelmsford,andtheerectionof13newdwellings and associated ancillary development, including the provision of local open space.

Dunton Engineering CentreEssex

We were instructed by the Ford Motor Company to prepare an overall master plan and development strategy to optimise the use of a major motor car related research and development complex to the west of Basildon.

Planning permission was obtained for a variety of proposals,includingamajornewofficeextension,additional research facilities (total approximately 40000m2 ) within the Green Belt. Overall the site was subsequentlyreleasedfromtheGreenBeltthroughsuccessful representations to the Local Plan process.

Land at Rykneld Road Littleover, Derby

Anapplicationforoutlineplanningpermissionforresidentialdevelopmentoflandincludingupto800dwellings;businessunits(B1a/b/c)comprisingupto15,000squaremetresoffloorspace;retailfoodstore(A1)ofupto1,500squaremetresfloorspace;upto1,000squaremetresfloorspaceofcommercialandcommunityuses;provisionof1.4hectaresiteforprimaryschool;formationofaccessestoRykneldRoadandHollybrookWay;provisionofopenspaceandlandscaping;servicesandassociatedworks.Thesiteof 30.5 hectares comprised of two land parcels, on the eastern and western sides of Rykneld Road, in the Littleover neighbourhood of Derby City.

Coval WellsChelmsford

PlanningpermissionwassecuredforCovalWells,anearlycampusstyleofficedevelopment,byCountrysideCommercialinthelate1980’s.LocatedinChelmsfordtowncentre,closetotherailway station and the Essex County Cricket Ground, it became a model for further campus officedevelopmentinthesoutheast.

New Writtle StreetChelmsford

AnotherdevelopmentwononappealforCountrysideCommercialin1999,comprisingahealthandfitnessclub,togetherwithachildren’sdaynurseryandnewmixed-tenureapartments.Thistown centre project involved the redevelopment of the derelict former Chelmsford City Football Ground and included an extension to Central Park, as well as new practice wickets for Essex County Cricket Club.

Havering CourtRomford

TheoriginalHaveringCourt,builtin1858,becamehome to the popular Havering Court Swimming Pool complexin1936.Thepoolclosedin1939andthebuildingsweresubsequentlydamagedbyfire.Thepool did not reopen after the War and the site remained derelictupuntil1976,duetoitslocationwithinthemetropolitan Green Belt.

We secured planning permission for the redevelopment of this derelict site for use as a nursing home. It is now occupiedbyBUPA.

Farleigh Hospice Chelmsford

Outline planning permission was obtained on a rural siteadjacenttoBroomfieldHospitaltorelocatetheexisting hospice from its town centre location that had become too small to meet its needs. The proposals were a departure from the adopted Local Plan where normal countryside policies restrict development. It was granted permission despite being recommended forrefusalbyofficers.FarleighHospicehassinceexpanded and is regarded as a model for the developmentofhospiceselsewhereintheUK.

Planning permission was negotiated for one of the earlyALDIdiscountfoodstores,onlandthathadbeenacquiredbytheDepartmentofTransportformajorroadimprovementsbutbecomesurplustorequirements.

Tesco Express Leicestershire

Tesco instructed the practice to carry out appraisals and obtain planning consents across the East Midlands fortheirneighbourhoodstores-TescoExpress.ThefirstoftheplanningconsentswasissuedinAugust2004for a new store on the site of a former petrol station at AberdaleRoadinLeicester.Wehavealsoprovidedadvice and obtained planning permission for Tesco schemes throughout the south, south east and east of England.

Croxton’s Mill Little Waltham

Croxton’sMillwasacquiredbyAMAin1990asitsmainofficefollowingcontinuedexpansionthroughoutthe1980s.PlanningandlistedbuildingconsentforachangeofusefromresidentialtoB1andassociatedconversion works was obtained despite policy objections. The completed project was awarded a Civic ConservationAwardbyChelmsfordBoroughCouncil.

Town Mill Stebbing, Great Dunmow

The District Council resolved to grant permission for the conversion of a listed mill into living accommodation, but it was ‘called in’ by the Secretary of State due to a number of objections involving the impact on a Grade II* building.

We achieved a successful outcome and the completed workswerecommendedinthe2006RICSAwardsforBuilding Conservation.

Dunsmore House Clifton-on-Dunsmore,Rugby

Dunsmore House is a Grade II listed building of outstanding architectural interest, set within a conservation area and landscaped grounds of about 2.6ha.Wesecuredplanningandlistedbuildingconsent, on appeal, for the extension and conversion of the former nursing home. The works involved the conversion and extension of the existing building to form17flatsandchangeofuseandextensionofthe former matron’s unit to form a separate dwelling together with the formation of a new access.

Thorleys Maltings Essex

Thorleys Maltings is situated south of Little Waltham within a small cluster of buildings at Blasford Hill.

Planning and listed building consent were secured for the conversion of the Grade II listed former maltings to the rear of Thorleys, (a listed building dating back to1208)foranewdwelling.Theworksincludedtherestoration of a conical kiln roof which had been lost during WWII.

Mitcham’s Corner Cambridge

We were appointed by Cambridge City Council to prepare a Brief to guide future development in the Mitcham’s Corner part of the City. The purpose of the Brief was to establish a set of development principles and design guidelines to ensure that an integrated approach to future development was achieved in accordancewithasetofover-archingstrategicaimsand design criteria.

Amajorpartoftheprojectwastosecuretheinvolvement of the public, both at the initial appraisal stagesandinrefiningthepreparationoftheBrief.

Community workshops were held at local venues, with the explicit objective of engaging stakeholders in identifying relevant issues to be addressed. The key objective was to ensure that the community was involved at both the outset and completion of the project.

Theworkshops,identifiedaselectionofpreparedtopics for discussion in small groups, chaired by a facilitator, but encouraged participants to raise other issues not covered by the formal agenda.

AnearlycloseworkingrelationshipwiththeresidentsandTradersAssociationwasestablished,andthisassisted in facilitating the discussions and in organising the format of the events. It also enabled a continuous flowofinformationoutsidetheformalconsultationstages up to completion of the Brief.

Outline planning permission for housing and open space was secured for a charitable trust following theclosureofaformerinstitution.AMApreparedand negotiated a Development Brief with Chelmsford Borough Council, which formed the development frameworkforsubsequentplanningpermissions.

Heybridge Chalet SiteHeybridge, Maldon

Planning permission was won on appeal for development on a former holiday chalet site. Permission was initially refused by the local planning authority due toecology,design,floodriskandhighwayimpacts.Wecoordinatedallrequiredexperts,instructedLeadingCounsel and provided planning expert witness services at3publicinquiriesand2HighCourtchallengesfollowingflawedinterpretationandapplicationofPPG25regardingtidalfloodrisk.

Alandscapeandvisualassessment,aspartofanEnvironmentalImpactAssessment(EIA),influencedthedesign of the housing on the waterfront. The landscape architects also worked closely with the ecologists to replaceandprotectdisappearinghabitatsforover-wintering birds and water voles.

Lofts FarmHeybridge, Maldon

We are promoting on behalf of private land owners, land atLoftsFarm,north-eastofHeybridge,asalandscape-led urban extension. This will accommodate a major mixed use sustainable community and contribute towards the future housing, employment, recreation and leisure needs of the Maldon district.

Special characteristics of the site include its large water bodies. These offer intrinsic natural advantages in being able to solve the foul and surface water problems of Heybridge and present a rare opportunity toexploitarichandvariednaturallandscape.Aplaceofoutstandingqualitycanbecreatedonlandpreviouslydespoiled by gravel extraction, to provide a wide mix ofusesandfacilitiestothebenefitofthewiderarea,including tourism.

Woodside Farm Whitnash, Warwickshire

The site has been promoted on behalf of Thomas Bates and Son through various stages of the Local Plan process. In parallel we have submitted an outline planning applicationincludinganEIA,forresidentialdevelopmentincluding associated roads, areas of open space and landscapingonapproximately11.1hectaresoflandlyingon the southern edge of Whitnash, Warwickshire. The site has been allocated in the emerging Local Plan and an outline application has now been approved in order to contribute towards meeting the 5 year housing land requirement.

Beaulieu ParkChelmsford

ThisisamajornewneighbourhoodongreenfieldlandtothenorthofChelmsford’sexistingbuilt-upareatomeet,futuregrowthrequirementsandthewell-beingoftheCountytown.ItwaspromotedoriginallybyCountrysideProperties and more recently by Countryside Zest, involving a partnership with London and Quadrant.

The current proposals are the subject of two major planning applications, whicharetheculminationofanumberofyearsworkledbyAndrewtopromotethis major strategic and sustainable expansion of Chelmsford comprising up to3600homes,alargebusinesspark,neighbourhoodfacilitiesandarailwaystation.Theschemeisalsooneofthefirsttobepromotedsuccessfullythroughthe LDF development plan system including the submission of representations at all stages of the development plan process and presentation of evidence attheExaminations.(Phase1,comprisingapproximately600dwellings,wassecuredthroughthepreviouslocalplanprocessintheearly1990sandsubsequentpublicinquiries).Thenewneighbourhoodandrailwaystationproposals have been incorporated into the adopted Chelmsford Borough Core StrategyandadoptedNorthChelmsfordAreaActionPlan.Outlineplanningpermission has been granted for the station and the City Council has resolved to grant outline planning permission for the new neighbourhood, subject to completionofas106agreement.

Aswellasactingasplanningconsultantfortheprojectoverthelast25years,wemanagedtheEnvironmentalImpactAssessment(EIA)processandthepreparation of the accompanying Environmental Statement (ES).

In terms of transport infrastructure, the application safeguards land for the proposedNorth-EastChelmsfordbypassandincorporatesprovisionfortheearly delivery of a relief road to ease congestion on the local road network.

TheGradeIlistedʻNewHallʼoccupiesaprominentpositionwithintheapplicationsite.OriginallyaTudorpalace/huntinglodgeforHenryVIII,itisnowa public school set within a Grade II registered park and garden. The form and shape of the master plan are based on the principles established over a long period by creating an arc of open land to the south of New Hall to reduce the impactofthedevelopmentonNewHall.Asaresultthisopenspace,whichwill provide an enhanced setting to the listed building and its grounds, is to be dedicated as estate parkland in accordance with a Landscape Design and Management Plan drafted in liaison with the Council.

The practice also has been continuously involved in viability assessments throughoutthelatterstagesoftheLDFprocessands106negotiations,toensure that the scheme is deliverable.

BournAirfieldSouth Cambridgeshire

Wehavebeenpromoting thedevelopment ofBournAirfield for theTaylor family and Countryside Properties since 2000 through various stages and reviews of the development plan process. Following publication of the NPPF and the acknowledgement of South Cambs District Council that it had to plan for its objectively assessed needs andidentifymoredevelopmentsites,BournAirfieldwasidentifiedasan option to provide a new village for 3,500 homes.

We prepared and submitted representations at the issues and optionsconsultation,whichresultedinBournAirfieldbeingincludedas a strategic allocation in the Proposed Submission Local Plan. We continue to work with a large team of specialist consultants to lead and co ordinate the submissions and supporting evidence to secure adoption of the plan and allocation of the site. Further promotion of the site is required via the impending Examination in Public of theemergingplan.ThiswillbefollowedbythejointpreparationofanAreaActionPlanorSupplementaryPlanningDocumentandultimatelyanoutlineplanningapplicationincludingafullEIA.
