The proposed budget is based on the proposed tax rate of$ 0. 806400 per $100.

Ms. Boyle said the increase of expenditures in the General fund were largely due to adjustmentsin personnel benefits and salaries, additional school resource officer, payment on the new fireengine and various other expenditures.

With no further questions or comments from the Councilmembers, the Mayor opened the Public

Hearing at 6: 02 p.m. and no one spoke for or against the proposed ordinance. The Public Hearingwas closed at 6: 03 p. m. and the Mayor declared the second reading of the ordinance completed.The first reading on the ordinance was held at the September 3, 2019 Council meeting.On motion by Councilmember Skelton and second by Councilmember Robinson the ordinancewas approved.

Hold a Public Hearing, Second Reading, Deliberate and Act on an Ordinance Adopting theTax Rate for the Fiscal Year 2019- 2020.

Ms. Boyle explained that a combined tax rate of $ 0. 806400 per $ 100 of assessed propertyvaluation is required to fund the FY 2019- 20 General Fund and Debt Service Fund budgets.Distribution of the $ 0. 806400 per$ 100 assessed valuation is:

General Maintenance & Operations $ 0. 647400

Debt Service 0. 159000

Total Tax Rate 0. 806400

This discussion on the Total Tax Rate and the adoption of an ordinance adopting the Tax Ratefor the Fiscal Year is for Fiscal Management required by the City Charter.) ( For informational

purposes: The tax rate will raise more taxes for Maintenance and Operations than last year' s tax

rate).

With no further questions or comments from the Councilmembers, the Mayor opened the Public

Hearing at 6: 04 p. m. and no one spoke for or against the proposed ordinance. The Public Hearingwas closed at 6: 05 p. m. and the Mayor declared the second reading of the ordinance completed.The first reading on the ordinance was held at the September 3, 2019 Council meeting.On motion by Councilmember Fleming and second by Councilmember Lloyd the ordinance wasapproved.

Hold a Public Hearing, Second Reading, Deliberate and Act on an Ordinance Ratifying andLevying an Annual Ad Valorem Tax for the Year 2019 Setting Specific Tax Rates,Applicable to All Real, Personal and Mixed Property Situated Within the City of Hillsboro.Ms. Boyle introduced the proposed ordinance that would ratify and levy an annual ad valorem taxfor the year 2019 setting the specific tax rates which are applicable to all real, personal and mixedproperty situated within the City. Ms. Boyle again stated the tax rate of $0. 806400 per $ 100 of

assessed property valuation is required to fund the FY 2019- 20 General Fund and Debt ServiceFund budgets. ( This discussion of Fiscal Management is required by Local Government Code.)

Mayor Pro Tern Johnson moved to approve Ordinance No. 02019- 09- 11 and that the property taxrate be increased by the adoption of a tax rate of$. 8064/$ 100 which is effectively an 8. 46 percent

increase in the tax rate. Seconded by Councilmember Fleming.On roll call the following votes were cast:

Ordinance No. 02019- 09- 11

Deliberate and Act on a Resolution Approving the Recommendations of the Planning andZoning Commission Accepting a Preliminary and Final Plat, Industrial Tower Addition,Lot 1, Block 1, to the City of Hillsboro on a Certain Tract of Land Being 0. 75 Acres Situatedin the Ewen Cameron Survey, Abstract No. 131 and Recorded in Volume 1700, Page 63 ofthe Official Public Records of Hill County, Texas. Also Known as 1231 Morrow Drive

Which is Located South of the Intersection of US Highway 77 and Morrow Drive.Community Development Director Jerry Barker said the city is working on a project with theTexas Water Development Board and the Hillsboro Economic Development Corporation that

includes the construction of a new elevated storage tank, pump station, water main, and relatedimprovements needed in the Industrial Park. The city recently closed on a piece of property onMorrow Drive for the location of the elevated storage tank. Before improvements could be made

the site needed to be platted so, the city submitted a preliminary and final plat for this property.The Planning and Zoning Commission met at their called meeting, September 16, 2019 and theirrecommendation was approval of the preliminary and final plats.On motion by Councilmember Robinson and second by Councilmember Skelton the resolutionwas approved.

Deliberate and Act of a Resolution Awarding the Bid for the HMAC Asphalt OverlayProject to Summit Paving LLC of Frisco, Texas; Approving the Agreement With SummitPaving LLC For This Work; and Authorizing the City Manager or Mayor to Negotiate andExecute all Necessary Documents.City Manager Frank Johnson explained that the notice for bids for this project was properlyadvertised in compliance with State law. Bids were opened on Thursday, September 5, 2019.The low bidder was Summit Paving LLC of Frisco, Texas, at $ 1. 59 per square foot. ( Summit

Paving LLC was also the only bidder for this project.) This project was bid as a unit cost project

due to the variable nature of the amount of asphalt overlay that will be needed and the variety oflocations at which it will be needed. Summit Paving did the recent work on Madison Street andthe City was pleased with that work. Staff anticipated that the City will spend approximately

200,000 to $ 240, 000 on this work and the funds for this project will come from the Street

Improvement Fund with a budget amount of$ 265, 000.

On motion by Councilmember Robinson and second by Mayor Pro Tem Johnson the resolutionwas approved.

Resolution No. R2019- 09- 52

Hear and Deliberate on an Informational Presentation From the Superintendent of the

Hillsboro Independent School District on Facts Related to the Upcoming School BondElection.

The Mayor introduced the Hillsboro Independent School District Superintendent Vicki Adams,

Business Manager Dale Snyder and Marketing and Community Relations Coordinator CamiSteele. Mr. Johnson had explained to Council in the council packets that Ms. Adams requested an

opportunity to make an informational presentation on the facts associated with the upcomingschool bond election. Further, he said that state law allows presentation of facts in a matter such

as this one but, that no position of advocacy for or against the matter could be taken. Ms. Adamstalked about the bond scope in regards to the proposed new elementary school and the estimatedtax impact for the average household in the Hillsboro Independent School District.

Hear and Deliberate on City Manager' s Report on:a) Street Improvements —The Street Department completed repairs on two large utility cuts

on South Waco Street close to Mark Street and were completing another repair at thecorner of South Church and South Waco Streets.

b) Main Street — Cotton Pickin' Fair is the next event to occur on September 27 and 28,

2019. Currently, 114 vendors have signed up for the event which includes craft and foodvendors. The event will include music throughout the day, inflatable alley and around 18midway games built by the City Street Department. Community volunteers will run thegames

c) Community Appearance — The independent contractor that works on mowing and/ orweedeating in the downtown, Corsicana Highway and McDonald Street areas has agreedto add weedeating along the curbs and sidewalks along Corsicana Highway from SouthWaco to Coke Street this month.

d) Local History and Genealogy Library and Building for Antique Fire Engines —m Architexas submitted a proposal and changes to the document are still being done on the

scope of work for the Local History and Genealogy Library. Due to the changes andfurther discussions, the proposal will be presented at a future Council meeting.

There being no further business, the meeting was adjourned at approximately 6: 20 p.m.
