Commissioners Report by David Kiley

Kiley blasts lack of cohesiveness calls for more united NWBA I want to remind a ll conference commissioners that in order for the national office to be able to comshymunicate results and standings to the membership it is important that you help with me process If I receive three cumulative reports from each conference commissionshyer in a timely manner (schedule already outlined) it will make the job of reporting this information much easier and complete Remember that we are all volunshyteers and if we aU do a little more we can accomplish much more If you have any questions about Lhis process please contact your assisshytaOl commissioner Roger Davis and he will answer them for you

In order to focus on the probshylems that face our international efforts and regain dominance in men s and women s wheelchair basketball in the US I think the organization must address a larger problem that contributed to our unacceptable performances and bronze medals in Atlanta It is my opinion Lhat we in Lhe NWBA are not working near enough togeLher The different divisions that curshyrently exist in the NWBA don t really function togeLher as one US basketball program All divisions are acting independently and selfshyishly There is no demonstrated cohesiveness that these divi sions make up one basketball program which is the NWBA The mens division is where most of the attenshytion is placed The youth intershycollegiate and women s djvisions must become cohesive with the

NWBA goals There must be ownership recognition from all the leaders of all divisions that you belong to your organization which is the NWBA The youth must real ize that the future of the NWBA is largely on its shou lders We must implement development programs that prepare our youth for international competition Our programs must exceed Lhose of our international competitors Our pool of adults (men and women) is aging and is too small Mens and womens divisions must move the youth directly into their programs This needs to be a priority of the youth division All girls playing in the youth divis ion must be nurshytured and placed on womens mailshying lists Coaches and junior playshyers clinics must be implemented The NWBA needs to establish a US youth team and provide intershynational competition

There were certainly orner reashysons unrelated to the lack of coheshysiveness and development that are going to be evaluated as well as past processes being reviewed The NWBA is proud of its athletes and always will be but bronze does not symbolize US whee lchair basshyketball So let s pick ourselves up as one organization and truly put forth a gold medal plan and effort

David Kiley Commissioner NWBA

Brooklyn Whirlaways cease operation Dear David

It is with regret that I write this letter to advise you that the Brooklyn Whirlaways - one of the NWBAs oldest teams will cease operation on August I 1996

This has been one of the toughest decisions 1 have had to make in the thlny years I have been involved with thi s game We have had every known obstacle from funding to faci lity problems in the last 2-3 years and can no longer find the necessary tools to keep the team competiti ve Since I took over running the team in 1991 when my good friend and mentor Bernie Hengber passed on we have again encountered more roadblocks than one can handle We have again been told (as in the past 3 years) that our faci lity may not be available to us and have recently lost another two

players to another Division I team Compounded by the loss of players lack of transportation and little or no sources of sponsorship I cannot justify fielding a team for the 1996-97 season I have notified remainshying team members of my decision I have also notishyfied Ed Waluk EWBC President

This team has a long history in the NWBA and has had many of its former members inducted into our Hall of Fame Our record speaks for itself having competed in 23 of the first 25 NWBA tourneys never winning a championship but always there

Again it is with regret that I have had to make this decision and will hope that maybe the future will hold a place for a Whirlaway team in this area

Sincerely Joe Luceri

no

by Patricia Shepherd Executive Director

The National Wheelchair Basketball Association (NWBA) as a member of Wheelchair Sports USA (WSUSA) has access to the liability insurance proshygram of WSUSA This means that all rostered teams of the NWBA for the 1996-1997 season also have access to WSUSA liability insurance program

ALL events which are sanctioned by the NWBA including team practices and tournaments are autoshymatica1ly covered whether the teams asks for a cershytificate of insurance or not This coverage protects WSUSA the NWBA and the host organization for liability issues associated with the event

A rostered team of the NWBA does not need to contact the National Office ofWSUSA if it does not need a certificate of insurance This may be the case if the following occur

I The facility carries its own insurance

2 The learn does not need to insure a third party

3 The faci lity does not require the team to show proof of insurance

Please nole thaI certificattsJor tournaments will more han likely require major changes and thereJore may require tha he blank Jonn be completed In the event that this is the teams first request for insurance then a blank form must be completed

4 If a contract has been entered for use of the facilities a copy of that contract must be submitted with the request form

5 If a third party needs to be added as an additional insured a copy of their commitment with the team outlining that they need to be an additional insured must be submitted with the request form Examples of third parties include sponsors school boards etc

6 Once the request forms are received in the National Office the information will be forwarded to the insurance company for processing The insurance company will forward a copy of the certificate of insurance directly to the team

Ariel Rotlllln speaks on his Hall of Fame induction

An yone who knows me knows that 1 have a passion for sports To be involved in sports in any way makes me feel good Never have I felt as good as I did on March 30 1996 the night I was inducted into the National Whee lcha ir Basketball Associati on Hall of Fame It was a surpri se and a great honor for me I want to thank the people involved ifT can remember them all as well as all the great athletes I played with and against These are the people whose love support and inspiration gave me the strength and courage to achieve my success It is as much their honor as it is mine and I accept this award on their behalf

In 1966 I started playing for the Brookl yn Whirlaways My team members taught me a lot and I gained experience Back in the early days when I did not have transportation not only did they ensure 1 made the local practi ce but the games too even if they were out of state SpeciaJ thanks to Charlie David and Ted

Someone else that deserves speshycial mention is Bernie Hengber Hes no longer with us but he was certainly in my thoughts on the night I received my NWBA inducshytion Bernie was like another father to me He not onJy gave me encouragement in sports but direcshyrion in my career I wish he were here now to thank and to share thi s moment with me

I moved to New Jersey and continued to play but with the New Jersey Blue Devi ls Having my number 00 retired by Matt

National Whcclchair Basketball Association

Darlow and my team members in 1992 and being inducted in the National Wheelchair Athletic Association Hal l of Fame in 1994 were highlights in my career My induction into the National Wheelchair Basketball Association Hal l of Fame was the icing on the cake Very special thanks go to Joe Luceri and Saul Welger head of the Hall of Fame committee It was qu ite a feat to make a ll the arrangements and get me there without my suspecting anything Thanks Joe and Saul for a great night and even greater honor I also want to thank my brother Jerry who was with me in Oregon Thanks Jerry for always making what was important to me important to you

The real heroes in my life are my fami ly - my parents Flor and Gerardo my brothers Willie and Jerry my sisters AJi and Mama and also my nieces and nephews for all the early years of support and encouragement More importantly I want to thank them for not tTeating me any differently because of my disability

I want to express to my wife Vicky love and gratshyitude not only fo r the support throughout the years but for being a part of the team Thanks Honey for being there for traveling to the games and for makshying my dreams your dreams lbanks for involving our children Sabrina Gerardo Justina and Amy-Lynn in this important part of my life

moments of my life Now is the time _______________________ -- for me to give something back Coaching the New Jersey Blue Devils is a great pleasure as well as a way of continuing to be a part of something great Hopefully my children have learned something from me about being a part of a team and they will reach their goals and enjoy the kind of success I have not just in sports but in life Thank you Ariel Roman 00

Insurance coverage available to all NWBA teams at cost

no

by Patricia Shepherd Executive Director

If a certificat e of insurance is required the Official Team Representative MUST contact the WSUSA National Office three to four weeks prior to the date when the insurance is needed The procemiddot dures for obtaining the certificate of insurance are

3 Margaret will fax or send to the team representative a copy of the prior years request form along with a blank form The form should be reviewed to determine what if any changes have been made and return the changes to the National Office

[f a team is uncertain as to whether they will need to show proof of insunnce they should make the request so that they have it if they need it This insurance is offered at no cost to any of the teams Therefore we would encourage you to take advantage of this program If you have any questions regarding this program please contact either Patricia Shepherd Executive Director or Margaret Martin Admini strative Assistant at Wheel chair Sports USA 3595 E Fountain Blvd bull Suite L-t Colorado Springs CO 80910 719-574-1 t50 719-574-9840 fax

Sincerely Joe Luceri

by Patricia Shepherd Executive Director

5 If a third party needs to be added as an additional insured a copy of their commitment with the team outlining that they need to be an additional insured must be submitted with the request form Examples of third parties include sponsors school boards etc
